Objectives and aims
The purpose of the Charity Is lo promote the roliel ol older people in a manner which is now or hereafter may be
deemed by law lo be charitable in and around Conwy County and Denbighshire County or any other arèa colorminous
with the operation ol the Belsi Cadwaladr University Health Board and lo provide goods and services as approved from
lime lo lime by the Age Connects Norih Wales Central board of Iruslees.
The charity aims lo both represent and support older people, in a tailored, flexible manner which is sensitive lo their

ACHIEVEMENT AND PERFORMANCE
Charitable activitiès
As wilh previous years, 2023124 has been very busy in meeting the challenges and changes within the organisalion. We
continue lo pul the needs and experiences ol our service users al the centre ol our service provision and delivery. We
raisè awareness and understanding ol our servicès through our newsletter5, forums ancl through allending partnership
events.
We continue lo supporl our service Ljsers and forum members by providing them with opportunities lo meet and discuss
issuès that afe important lo them. We also r8ise awareness of opportunitie5 to participate In debates and surveys that
may affect their lives, we also commit lo national campaigns such as Falls Prevention and International Older Peoples
Day5.
We are cornmilled lo ago friendly practices lo ensure that we can deliver servicos and information that is accessible and
give Dlder poople a voice. We listen lo what older people tell us and this forms th& basis ol our work.
Our slaff are ollen asked lo participate al evenlslconlerences lo ensure that older people are rèpresented and others
are made aware of the challenges that may lace an ageing populalion.
We conlinue lo develop our policies and governance documents in line with current practices and legislation.
Our lorum membership ensures Ihal we are kept aware ol gaps In provision acr055 services Ihal can affect their lives
and ability lo live independently. As a rèsult ol this we can share Ihis information with other organisalions in the sector.
To this end we participate In local, regional and national parlnerships.
Our programm95 and achievements include..
Coldbustèr is now deliverod in parlnorship with Eco Agililyl Bierce under the auspice5 01 LEAP ILocal Energy Action
Pfojecll. This offers small energy saving measures and 18riff swapping lo eligible households. 139 households were
assisted with this Pfojecl We also assisted 100 individuals lo obtain allendance allowanco this yèar, this equates lo
annual figure of £564,460 available in the locality and an additional £5644 to a household income.
Communlty Navlgator
Conwy Wesl Navigator . delivered 1427 appoinlmenls across Conwy Wesl, providin9 SUPPOrt and signposting lo other

This service provides support lor up lo 10 weeks depending on clienl need and increasingly seeing moro complex
cases, because ol this laclor the support often oxlends past 10 weeks. In April 24 the service will expand lo Conwy East.
Happy Fpot- delivered 503 appoinlmenls across Denbighshire and Conwy
Hubbublolder Peoples Forum$ - delivering forurns across Denbi9hshire and Conwy. Forums are usually held èvory 4
6 weeks across various locations in both counties, The venues and limes are advertised In the nowslellers 8nd on the
website. Forurn members participalod in 12 suNeys and contributed lo conversations regarding Agg Friendly
Community domain topics. Some members also were encouraged lo join other groups and disc¢Jssions
Now$lottors
these are currently delivered lo over 4,400 people with 700 subscribers and provide opportunities for
readership participation.
Informatlon and Advi¢0 . answered 1242 calls. The service provides a widè scope of information and advice including
a¢cess lo soci31 a¢livilie5, help al home, help with finances, bereavement and transport Issues. The service adopls
holistic approach lo seivice delivery signposting lo other 5ervi¢es where feasible. As part ol the service, we conduct
feedback and satisfaction surveys, callers ollen comment how helpful il's been lo have sorneone lo lalk lo anol can refer
them on lo other services, poople are often unaware of the existence ol services Ihal could be helpful lo them.
Homo Lifo - social enterprise designed lo help people enjoy a quality ol Ille and maintain Iheir independence. Demand
lor this service is high and continues lo grow. Wo delivered 2,800 hour5 of sUPPOrt. We are continually advertising for
staff lo help us expand our service and lo meet demand
Paper pals - Across Conwy County providing support with form filling and organising paperwork.
Hope - this a low-level advocacy service delivered in partnership with Age Cymru, offering Citizens SUPPOrt with Issues

Staffing levels remain al similar levels owing lo the dèvelopment of our social enterprises and our ability lo relain
suitable staff. The charity continues lo embed itself in tho communities of Denbighshire and Conwy and lo work in
partnership with other organisalions.
We would also like lo thank all the Individuals and families who make donaliorns lo support our work, we are grateful for
your support.
FINANCIAL REVIEW
Principal funding sources
As in previoLJS years, much of our funding durin9 the year has been from Conwy and Denbighshire County Councils and
Belsi Cadwaladr University Health Board. These were by way of service level agreements whereby Age Connects North
Wales Central provides procured sefvices lo an agreed minimum standard. Monitoring and reporting procedures are

in Note 3 to (he accounts.
Grants and lees continue lo be recoived from other sources, and these are lor specific purposes or are in respect ol a
service provided. Again. tho major funders have been included in Note 3 to the accounts.
Overall income of £234,598 was lower compared lo the previou5 year due In the main the decommissioning ol
conlracls. DLJring the next three years we are lookin9 al ways ol developing OLJf soci81 enterpris88 so that we can
consolidate our lulure income.
ACNWC have a current pension delicil valued al £718 under FRS102. Th15 is a defined benefit 5chgme lor which we will
continue lo be a member of. We will follow the government's requir8menl for Auto Enrolmenl in August 2017 under a
defined conlribulion scherne In order lo avoid any luriher long terms pension liabilities.
Reserves policy
11 is Ihe policy ol the ch8rily that unreslricled funds which have nol been designated lor a specific use should be
maintained al a level equivalent lo betwoon Ihreo and six months ol indirocl expondilurè. Thè Trustees considor th81
reserves al this level will ensure that, in the event ol a significant drop In funding, they will be able lo continue the
charity's currenl aclivilies whilo consideration is given lo ways in which additional funds may be raised. The board
considers Ihal the minimum lev81 ol reserves has been maintained Ihroughoul Ihe year.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing Document
The charity 15 controlled by ils governing L8ocumenl, which eonslilules a Charitable Incorporated Organis31ion ICIOI. The
Charily became a CIO on 30th Oclobor 2013, from the previous unincorporated body registered under charity number
1029964.
Rocrultmonl and Appointment of New Trustees
One third ol Iruslees retire al each AGM. These are the longest sorving Irusloos, which aro eligible lor r8-eleclion lor up
10 8 years. Prospeclivo Trustees 8re nominaled by members of Age Connects North Wales Cenlral and eloclions are
held il Ihe number ol nominations exceeds the number ol Iruslee vacancies. Trustees receive induction lo their role,
together with any on-going learning, training andlor development in response lo idenlifigd need.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Organlsatlonal 8tructure
The activities of Age Connects North Wales Central are controlled by the Board of Trustees. This consists of three
elected members to the Board. Meetings are convened and serviced by the Chief Executive Officer of Aga Connects
North Wales Central.
Mr W A Latham is chair of the Trustees The remaining board consist of Mr Neil Taylor, and Mrs Susan Wright
The Board of Trustees meet at least six times per annum. In addition, there is one General Meeting per year, which is
the Annual General Meeting. Minutes are kept of each meeting and, if they so wish. members ol Age Connects North
Wales Central are welcome lo examine the minutes al any reasonable lime. The Board is responsible for setting the
strategic direction of the Charity, whilst responsibility for day-lo-day operation81 management lies with the Chief
Executive Officer.
Age Connects North Wales Central benefits from the commitment of up to 3 volunteers, who are actively involved in a
range of projects and services.

DEFINED BENEFIT PENSION SCHEME
The company participales in the scheme. a mulli-èmployer schème which provides benefits to some 950
non-associaled participating employers. The scheme Is a defined benefit scheme in the UK. 11 is not possible lor
the compariy lo obtain sufficient information lo enable il lo aecounl lor the scheme as a defined berielil scheme.
Therefore il accounts for the scheme as a defined contribution scheme.
The schome is subject lo the fLJnding legislation outlined in the Pensions Act 2004 which came Into force on 30
December 2005, This, together wilh documents issued by the Pensions Regulator and Technical Actuarial
Standards issued by Ihe Financial Reporting Council. sel out the framework lor funding defined benefit
occupational pension schemes in the UK.
The scheme Is classified as a 'lasl-man standing arrangement.. Therefore the company Is potentially liable for
olhor participating employers, obligations il those employers are unable lo meet their share ol Ihe scheme delicil
following withdrawal from the scheme. Parlicipaling employers are legally required lo meet their sharg of the
scheme delicil on an 8nnuity purehase basis on withdrawal from Ihe 5cham8.
A lull actuarial valuation for Ihe scheme was carried out al 30 Seplember 2020. This valuation showed assets ol
£800.3m, Iiabililies of £831.9m and a delicil 01 £31.6m. To eliminale this ILJnding shortfall, the Trustee has asked
the parlicipaling employ8rs lo pay additional conlribuliorss lo the scheme as follows..
