Annual Report for the Year to December 2020

Trustees are elected for a 3-year period, with one third standing down each year. Trustees may stand for re-election for 3 terms of office. All Committee and Trustee positions were newly elected with the exception of the Treasurer who stands unopposed.

Public Benefit Statement

The Trustees have complied with their duty to have due regard to the guidance on public benefit published by the Commission on exercising their powers or duties.

Objective and Activities

To preserve and protect human life and property by supplementing and supporting emergency services, statutory bodies and other organisations as deemed appropriate by the Trustees, in particular but not exclusively by providing 4x4 vehicles and drivers. Logistical support is provided to the Police Force of Devon and Cornwall as well as to Hospitals, Doctors, Care Homes and to County Councils and to other Charities during events.

Achievements and Performance

2020 has been a difficult year for everyone and DC4x4 Response is no exception. The COVID -19 pandemic prevented the Group from carrying out its usual training schedule but regular meetings were held via Zoom conference calls. Various e-Learning courses were adopted to ensure that Responders were kept up to date as much as practicable but obviously no practical training could be carried out. The Group was, however, heavily involved with the NHS and local CCG, distributing PPE and urgent medical supplies across the counties of Devon and Cornwall, whilst maintaining strict safety practices.

Events that we are normally involved with, for example, Cancer Research Charity Marathons, St Lukes Charity Walking and Cycling, and Cornwall Hospice Care half-marathons and Santa Runs

did not take place during the year and the annual Ten Tors event, involving almost 3000 young adults was also cancelled.

The Group has formed strong links with NHS Trusts during the pandemic and was actively involved with the DCIoS Resilience Forum during the planning and execution of COVID – 19 procedures.

Devon and Cornwall 4x4 Response remains a member the national 4x4 Response UK network.

Membership of the Group remains fairly static at an average of 80 members but the pandemic has meant that our planned recruitment and training programme could not proceed as planned. Members pay a membership fee to cover the cost of Hi-Visibility clothing and vehicle ID signage. All members provide their vehicles and time on a voluntary basis and, although some events may reimburse fuel costs in line with government guidelines, this does not cover the operating costs for most four-wheel drive vehicles.

Public Liability Insurance cover is again provided by Zurich Insurance plc for all members.

Finances

The balance of accounts on 1 January 2020 was £4372.58 and £4110.44 by the year end.
