The aims of Blue Pits Housing Action are: To provide high quality accommodation which meets the needs of vulnerable people. To improve the overall health and wellbeing of vulnerable people with complex mental health needs, including those with a dual diagnosis. To enable people to develop and maintain the skills and competencies they need to return to, or remain, living independently in their own home. • To minimise the need for secondary health and social care provision. To promote integration and reintegration among socially excluded groups and those leaving institutions of confinement. Blue Pits Housing Action meets these aims through the provision of supported living, home care and outreach services to 44 'Adults at Risk, across Rochdale, Heywood and Middleton. A review of our achievements and performance The continuing focus for the organisation over the last year has been on monitoring and improving our quality assurance processes in line with the Care Quality Commission's (CQC)
LUE Single Assessment framework. We have done this through implementing robust auditlng systems and reviewing updatlng our policies and procedures. Thls year we have focused on evidencing how our support services dellver Bood care and how all our procedures incorporate the quality statements under this re8ulatory framework. This work has been and continues to be supported Sn collaboration with Newbarn Ltd under the dlrection and support of an experienced Deputy Service Lead. Twelve-year Annlversary slnce Incorporatlon (27.10.2011) In October 2023. Blue plts celebratedlts 12th annlversary. We marked the occasion by holding a party for tenants at The Landings Wellbelng Hub. Mentsl Health Dlschar8e Stheme BPHA continues to support people whose transfer from hospltsl to home would otherwlse be delayed due to a lack of approprlate support on dlschar8e. RHS Brltsln In 81oom - (Rochdale In Bloom) This year, our community garden at Dunsterville House was nomlnated for these awards and achleved "It's Your NeS8hbourhood Level 4- Thrivlng" the certlficate beln8 presented to our staff and service users at the Brltaln In Bloom North West Awards Ceremony in October 2024 Tackllng Mlnds Flshln8 Group In a Jolnt venture with Tackllng Mlnds, we contlnue to offer opportunitles for several of our tenants to participate in an8ling and engagement with nature and the local envlronment. Landlngs Wellbelng Hub We have enjoyed another a successful year of activity at the Wellbeing Hub. Our Creatlve Lead successfully bid for several small grants that have supported our tenants. engagement in a range of social, leisure and learnin8 activities. Inltlatlves and Actlvltles for our tenants and servlce users. Our supported houslng tenants have enjoyed a wide range of leisure. learning and social events throughout the year Includi tralnln8 in fire safety, food hyglene and breast cancer awareness. They have actively participated In football and music sesslons, wellbeing/pamper sessions and themed celebration events. Our day trlps and holidays throughout the year have included a Coronation Street Tour, a country music festival. a holiday to Presthaven Sands, a 3 day mini cruise to Amsterdam and a group holiday to Tenerife.

Fundralslng Inltlatlves Our most successful fundralslng inltlatlve has been with the alm of purchasing three defibrlllators (AEDSI for our offices and supported Ilving projects. In February 2024 we had ralsed enough money to buy our second AED whkh Is In sltu at our supported Ilvlng project at DunsteNille House. The development and provlsion of social housing and social houslng activltles for the year For most of our supported tenants, Blue Pits Housln8 Action {BPHA) provldes social housln8 through leasing sultable accommodatlon from private landlords. Thls model has served the houslng and communlty needs of our supported tenants since BPHA was Incorporated in October 2011. However, BPHA now owns two Indlvldual slngle storey propertles. The company bou8ht Its first property, a two-bed bun8alow, In July 2020 and a fvrther two-bed bungalow In June 2023. The acquisltlon of property assets allows BPHA to increase its soclal houslng stock and to ensure that thls remains affordable In consideration of the national trend for risln8 rents in the private rented sector. Our Projects Dunstervllle House Dunsterville House provldes self-contalned one/two bed accommodation for people via 9 self-contained flats with 24-hour overarching support. Thornbush Way Thornbush Way provides fully self-contained studio flats for 8 people.

GM Learning Disability and Autism Ethical Purchasing System Mental Health Approved Provider List- Rochdale Care At Home (Adults) - Flexlble Purchasing System- Rochdale Provision of Residential and Nursing Care and Accommodation for Older People and People with Mental Health and Physical/Sensory Disabilities. Contract for the Provision of Learning Disability and Autism Services Financial review The accounts up to October 2024 showed a defiut of £43,849 compared with October 2023 when the accounts showed a surplus of £17,484. We have introduced a more robust financial controls policy to negate future deficits via unplanned expenditure. Principle Funding Sources Rochdale Borough Council Adult Care and Support Rochdale Revenues and Beneffts service for intensive housing management provision Investment powers and policy The trustees, having regard to the liquidty requirements of operating the charity, have kept a prudent amount available as reserve funds ITh an Interest-bearing deposit account. Reserves policy and going concern The balance held in unrestricted reserves at 315t October 2024 was £262,456 of which £110,533 are free reserves after allowlng for funds tied up in tangible fixed assets. The trustees aim to maintain free reserves in unrestricted funds at a level which equates to approxlmately three months of unrestricted charitable expenditure. The trustees consider that this level will provide sufficient funds to respond to applications for grants and ensure that support and governance costs are covered. The Charity's main source of income is housing benefrt and adult care funding. The Trustees consider that ft is appropriate to prepare the accounts on a going concern basis and,

Risk management The Trustees identify the major risks to which the charity is exposed each financial year when preparing and updating the strate8lc plan, in particular those related to the operations and finances of the charity. The Trustees then review any major risks which have been identified and establish systems to mitigate those risks, The charity is satlsfied that the systems are in place to mitigate their exposure to the major risks which have been so far identified and reviewed. Safeguarding and wellbeing policy Blue Pits Houslng Action Is committed to promotlng the safety and wellbeing of the Adults at Risk who use our services. We have appropriate safeguarding policies and procedures in place that reflect this commitment. In addition, the welfare and wellbeing of the people we employ is a major underlying driver of the high-quality support we provide. As part of our undertaking to sustaining a healthy and resilient workforce, we offer opportunitles for reflective supervislon. accredited training and continuing professional development at all levels and for all roles. Plans for Future Periods As a Registered Provider of Social Housing, Blue Pits Houslng Action has adopted a lease model for acquiring properties. Future plans will include buylng further property suitable for supported living tenancies. The changing needs of our tenants and the national trend for rent Increases has been taken into consideration on the choice of housing stock to invest in, this being local, single storey flats. and also small, terraced property and bungalow accommodation. To support our strateglc and business planning has been supported by The Cranfield Trust, a provider of pro bono consultancy and management support for UK Charities. The Trustees recognise that specialist advice and guidance is necessary to support growth in future years. Trustees wlll be looking to adopt the Natlonal Housing Federatlon's Code of Governance and will begin assessin8 the CharItS activitles against this code. BPHA continues to provide placement opportunities for intennediate and final year social work students for both Uclan and Salford Universities. During 2024 we were pleased to

Our focus wlll continue to be on Improving quallty and reviewlng all pollcies and procedures to ensure compliance with and adherence to the Care Quality Commission's fundamental standards. Added Value projects Communlty Garden We are currently wlthout a dedlcated role for thls project, but support to upkeep garden is supported by the maintenance team. The Landlngs Wellbeing Hub Thls creatlve space at Unlt 8, The Landings, 157 Oldham Rd, Rochdale has flourlshed under the support of our Newbarn-appolnted Creatlve Lead. The space continues to be used to promote the physical health and mental well-bein8 of the beneficiarles and offers functlonal skllls, arts, crafts, relaxation, therapies, staff meetln85, donatlon of space for other groups In exchange for thelr speclalist servlces. Structure• governance and management Blue Plts Houslng Actlon Is a company Ilmlted by guarantee, re8lstered In England and Wales, and governed by its Memorandum and Artlcles of Associatlon dated 27th October 2011. It Is reglstered as a charity with the Charity Commlsslon and Is constltuted under trust deed dated 21st Ortober 2013. Appolntment of trustees A5 Set out In the Artlcles of Assoclatlon trustees are elected annually by the members of the charltable company attending the Annual General meeting and serve for a period of one year. In February 2024, the current Chair resigned and the role of chalr was sustalned by Sarah Anderson who acted In the role prlor to her elettion of Chair at our 2024 Annual General Meetlng.

An enhanced DBS is sought for all new Trustees. Furthemiore, they have access to sector-speclflc tralning vla thelr HEE e-learnlng for health registratlon. The board normally meet four tomes a year and the AGM Is held annually In October. The Process of settlng key management personnel salaries Involve looklng at benchmarkin8 of slmllar charltles/third sector organlsations, and also work undertaken, quallfications and experlence of key mana8ement personnel, In Ilne with Income of the charlty. The salarles are ratlfled by the Trustees. The CEO reports to the Trustees and both the CEO and Deputy Service Lead are responslble for dellvering on the charltWs strategic alms via operatlonal plans. Related partles and co-operation with other organisations None of our trustees receive remuneration or other benefit from thelr work with the charity. Any connectlon between a trustee or senlor mana8er with any service provlders must be dlsclosed to the full board of trustees in the same way as any other contractual relationship wlth a related party. In the current year no such related party transactions were reported. During the year, a laptop was purchased for one trustee to use for Blue Pits work.
