Structure, Govemance and Management
The d￿rity, number 1154209, operates as a CharitaNe Ir￿r￿ed Organisath'on (CIO) by
consts'tulion dated 1 Odober 2013. Edu￿tIOn Uganda previously operated as regISte￿d
chanty 1121842 urvtser a trust deed dated 24 September 2007. All the assets of the old
charity were transferred to the new chanty with effect from 1 January 2014 and the old
charity was dissolved during 2014.
Truslees have been appointed for their educational, finanaal and fundraising skills. They
serve for a pernd of from one to three years thty then stand for ￿electIon. All
trustees are required to undergo DBS checks arKI a Child Protection Policy is in place.
Policy decisions are made ty the trustees general￿ meét four times 8 year for this
purpose, although this meeting pattem has been disrupted dunng the Covi&19 pandemic.
Operating decisions in Uganda are made by a loca management ￿mmIttee who are
directed by the trustees to work within an agreéd plan and budget and report regulady to the
trustees.
Objectives and Activitios
The Objeclives of the Charity are:_
the improvement and dèvelopment of pyymary education, induding teacher training,
for the benefti of thild￿n of pnmary school age, their families and the wder
nmunty in Afiica and. in particular, Uganda (Ithich is thè Charity's wea of benefit).
the relief of financ4al hardship and unemploymt by assisling in the provision of
•ducation, training. V#fJrkshops and other suth seNic8s 89 the trustees deem
appropriate so as to improve the cnnditions of lrfe of persons living in Ugando.
The prfneip81 activity ol the th8rity is tho improvement of primary edU￿￿10n in Uganda by the
use of individual children's blacktrM)ards. known as sEates', a tethnique that has been used so
successfully to raise slandards in English primary schools.

The beneficiarFes of the tharity are primary ¢*ildren in the nearly 6LXI sthools within
the Kasese region of South V4est UgarHla N*there 80% of the population live at or below
poverty level and primary school dasses can reach 100 pupi13. The charity believes that
sou81 and economic improvements in Afric4 have to b8 through education and the polential
of the approach we are taking is enormous.
Achièvèmont and Perfornmnce
The le8m in Uganda have contsnued to support and develop the 52 librariés in the initial
plan, although this has been severety ￿rtailed as a ￿sUIt of the Cowd-19 pandemic and the
fact that sthwls have been closed ft)r long periods of tsme. Ugandan schools hav8 endurèd
vo full lockdowns. Training has ¢>Mtinued to be givon to all library s¢hool$, vthh the
continuing aim that pupils in neighbouring $d￿x)IS will be able to use these libraries as
bo￿O￿ng and ref8rence hubs tyjt again thss has been limrted oN*ing to the pandemic.

Flnanclal Revlew
The Trustees. aim Vds for the project to be￿n* self-sustainirvJ in Uganda by the and of
2021. However. the Covif*19 pandemic has ther$0￿ affticted these plans and the target
date has been moved to the end of 2022.
In addition to the pandémic, flooding in Kasese resulted in considerable damage to schools
and libraries in the area and funds ￿ere raised {£4,074) in order to assist ¥Mth rebuilding
projects Accordingly, total income in 2020 amounted to £15,037 compared with £12,182 in
the previous year.
Unrestricted Income in 2020 of £4,798, induding Gift Aid tax re(x)verable, consist8d of
grants from individuals arKI one from a company Restn'ded ints)me amounted to £10,238
induding the flood appeal. £3.000 %VdS fo￿￿0d as a grant t¢7wards the chalk-making
project, which rt is ￿ped will help fijnd the project in due o)urse. The balance of £3.165
represented grants trom UK organisatiorffj for speofic Ugarwjan sthools, organisations and
individuals.
Total Expenditure in the period was £21,619. Grants made to the South ￿nzorI Lh'oc8$6
Education Department to further the bK)rk of the tharity in this region of Uganda amounted to
£8,774, exduding grants in respect of the librar￿S and chalk-making. Noles to these
accounts show how thes6 fijnds V•pre exp*)ded. Restrided expendrture amounted to
£12.166 including £3,000 for Ihe th8lk-making project and £1,532 for libranes. The balanc8
reflects the expenditu￿ of the restrided income ¢)Utlined above.
The rèsull of Ihe abovè ineome and axpanditure was a defiiit for the year of £6.583 (2019 -
deficit of £10,555). Wth tho tharity now reathiThJ tho end of its life the Trustees would
expect deficrts in future periods until all of the funds have been spent.
Cash balances at the end of the year anounted to £24.333. The tharfty entered 2021 wlth
suffiaent funds to continue rts ￿rk through to the end of 2021. when it is antiCiP8ted that the
V￿rk of Ihe Chartty will end.
Future Plans and Challenges
During 2020 Education Uganda continued to fund fvll timè staff. are employed by
the South ￿enzon Di¢xese. Rev Al￿* Nabirye is projed o)ordinator and Keesi Bwanbale
has been replaced by Baluku Charlse as driver and chalk projed <>)ordinator.
The ¢)ff￿e used by the team in l<ase¥e rK)ntinues to be a fretrstanding building of fvdo rooms
opposite the cathedral. This provides office &wmmodation and storage space for chalk.
This has rec6ntty been expanded to a￿0mModate the thalk dryer vhuch was funded during
the year and which is essential for inueased chalk pyodudion.
The Trustees conlinue to explore opportunitie5 to embed the use of slates alongside the use
of textbooks the USAID sponsored '1 Can Read and Write, literacy programme for P11213
as this is intr0￿ced in Kasese DislrirA schools.

welcome and viable. Maw teathrs are na￿rallY using slates to SUPF(¥t this oJrTiculum but
need guidan￿ to get the full benefft from them.
Chalk continues to be in o)mmerc4al ￿od￿￿]0n. but sales and proffts have been very low
due to the ￿ntinUed dOSu￿ of sthools and lac* of demand. Two staff Continue to be
employed Trhhen possible. At full t>paoty, the enterprise w￿jId be able to produce 1,280
boxes of thalk per V￿ek vthieh %￿Uld enable dlalk to be sold commer(aally bvell beyond the
Kasese Sc*ool Distnct. The projed's aim to Produ￿ 900 cartons of 24 boxes of chalk in
2020 and 1,800 cartons in 2021 ￿11 not be realised due to extemal frddors. Ho￿*ver, it is
still hoped then schools a￿ back to eleate a profit enough to run the charity as it is
organised at present and make it self-sustaining.
The Trustees aim had always been to put the project on a fim footing to be financially and
stralegic41ty self-sustaining in Uganda by the end of 2021, revised to end of 2022.
