Church. the church hall and churchyard. and the Chapel of Ease of St Peter at Owlswick It must also
ensure thai appropriate safeguarding and health and safery procedures are in place. TheTeam Vicar Is
commlssloned to mini￿r both within the parish. and throuzhout the Risborough Team.
Objectlves and Artivitles
Throughout 2023, we offered worthip and hosted comrnuniry groups and even￿ whlch continued
to rebLblld and strengthen in the wake of the coronawrus pandwnic.
The Eucharfst Is ¢)ur central act ¢rf v￿rShip. with full use made ol the seasonal range of liturgical
materlal for Holy Communion from ComffK¥n Worship ICW) produced by The Church of England.
Services of Holy Cixnrnunion and Evensoig according to the Book of Common Prayer IBCP) also
fom a core part of the lrfe of the worshlpplnz corywnunlty.

Additional ser¥lces are held for the m4or feasts of the Churth yw.
Activities such as the Fellowship Group, Friendship Group. and the Lunch Club enable the churth to
provide a pastoral presence for the l¢xal cornrnunity.
The PCC aim5 to donate ten percenr of irs Income to tharirable causes. The Standing Commit
discumes the financial Viabilicy of this in the context of its finance5 tOV4ants the end of the year. and
makes a recommendation to the PCC. v*thich then votes on a prcwsal.

Achievements and Performance
Attendance at both Sunday and rnidweek ser¥ices wa% f&dy steady thr¢ughour the year. We
welcomed plenty of worshippers- both regular and Occasion￿ - to services at Easter and
Chrisunas: 127 people attended either the Easter Vi&'l or one of the Easter Day services across Sr
Dunstan's and St Peter'& with 104 people receiving Hoty Communion: 484 people attended worship
across our five seThices on Christmas Eve and Christmas Day, with 102 people receiving Holy
Communion. A further 105 people attended carol seTrices at St Dunstan's St Peter's on the
third Sunday of A&rfenL Dudng the year four chlldren were baptized; we held three m¥rlage5; we
held eight funerals in St Dunstan's Church and our minister5 conductrd a further f¢>Jr ac crematori
there were a further seven inrennthtryonty services in the churchrard. and three mernor1￿ Services
held in St Dunsran's (all of whith followed seréices conducted by our ministers at a crematorium).
Groups such as the l O O'clock Club (Sunday Sthool) and the Lunch Club cant6nued thdr xdvltles.
bringing in peaple of all a8•s. St Dunstan's churth was wcc¢ssfvlly used as a vthue for Bucks Arc
Week as It has done for many years.
The season of Advent brought with ic the Advent Craft F￿r and the Chinnor SI￿er 8and Conce
two events that bring a sitnfflant number ol people into St DunsTan's who would nar nornully be
there.
The Rev'd Salty Prendergast fornially Ibcensed as an Assistant Curate (known as our Associate
Prlestl of our parish on 9th May by the Bishop of Buckingham: the parish has benefitted 8ready from
her ministry in innumerable vrdys, from the new thing5 she has incroduced such as Quiet Days,
through to the cantinuicy and stability she provlded durinz the Vicarfs perfod of parernity leave.
Financial Revlew
This year our In£¢Nne Increase by over £14.CW c¢xnpared to last year. Our expendlcure
Increased by around £7.IJXI. larzety as a consequence of spending on che bell tower £S.OCKI of
restricted money Irom a lerdcy received last year. We are therefore pleased to repon a surplus for
the year of n•arly £5.1M)O.
As In previous years, the largest slngle element of our Income came fr¢xn parlshloner's donations.
rnuch of vthich was grft alded. Use of the Parish Giving Stheme for regular donations condnued to
grow, with 22 people using the stheme and over 40% of our &'ft aided donaoons now being made
this way. We are n+)w able to collett one off donaoons thrL)ugh the schem¢ whith we hope will
faclllrate donations from vi&tors as well ￿ frorn more repjlar worshippers at St Dunswi's. Despite
thls increased use of the Parish Givlng Sch•xn¢ our over￿1 inc¢)me from regular donati<>ns was down
approximately 9K bur this decrease VAS baianced by an Increase of £7,000 in other planned givlng.
The church's fvnd-rdising activities rnade a slgnfflcant contribution to our Incom& for wthlth thanks
go to all involT￿l whether organising or paroclpatin8 in these even
n this year we p￿d ¢)ur fvll parish share contribution to the Diocese and gave in tod £12,800,
that is l 0% of our incorn& w 8 mosdy lod charitie5. We replaced the bell tower sound boards at
Cost of around £5.CKXI and undertook further maintenance on the church s heating system. Our
utlllcy costs were SI￿lfICant1Y higher than the previous year's. H4)wever, thanks to the foresight of
our previ￿$ treasurer. long term fixed price contracrs prorecred us from the war5t effects of the
Increases in energy price5 which have caused problems for so many people and organisations around
the world.

For a combination of factors. in part rElated to recovery from the pandemiG we received gift aid tax
payments in 2023 relaong to two tax years. In 2024 we are likely to receive grft paymenrs that
wlll be around £15.iJ)O less than those received in 2023. Shordy after the Start of 2024 V￿ received
le￿cY of £5,000. The 2023 restricted fijnds expendtwre on the new bell tower sound boards
hould nor recur. We do not plan any maior rwr and mainrenance projects other than
longsranding repairs to St Peter's chapel. LX¥l￿lCk Excludinz that projKL unforeseen costly
maintenance work and any new initiatives requiring signfficanr expenditure, we can therefore
reasonably hope to be Close to break-even in 2024.
In closing we would like co expre55 our enormous 8r4utude to Anne Vthit< tyJr previous treasurer,
not onty for her decade of tireless service. t¥Jt also for preparin8 the 2022 accounts for the 2023
APCM, and for the excellent Thnln& ena)ur38emenr support she has given the new rreasurer
AS he has taken over the role.
Reserves Pollcy
The Reser¥es Policy is that the thurch should rnainuin suffiC￿nt frx that is neither restricted nor
deslgnated, funds to cover at least 3 months expendibJre on norrnal running cosrs a5 well as any
forecast expenditure on commStted capttal protects.
At the end of 2023. free reserves stood at £38.482. Three months norn7￿ running c¢)srs amount to
around £30.000. We anticipate urryin8 Out this year the lthigsondlng repalr5 to St Peter's chapel
OwlswScl which are now esornated to Cost around £16.5W. We have some deSi￿ated and restricted
fvnds vthSch can be applled to this work Other UsentI￿ repair and maintenance work tonsists of
safety related work on trees in the thurchyard ar i c¢>st <rf tround £3,IlX). scme minor remedial work
to the church's cellln& to which designated fabric ￿ndS can be applSed. and replacement of a church
hall wlndow estlmated at £SOO. On that basi& we pleased to report that our resems look co be
complian¢ with the Reserves Policy.
The organ at St Dunstan's is Sn need of silnfflcant repalr. We are In the process of deternilnlng the
best way fopNard. buc the cosr lo¢)ks likely to exceed a level we could reasonably meet from reserve5
such thac we face the prospect of a signrf4cant fund-￿sIn1 campw8n.

Structure. Governance and Management
The Parochial Church Councll (PCC) is a corpornte body establlshed by the Church of England and
operating under the Parochiai Church Council Powers Measu￿. The PCC is a charity reystered under
the full dtle of THE PAROCHIAL CHURCH COUNCIL OF THE ECCLESIASTIQ4L PARISH OF ST
DUNSTAN. MONKS RISBOROUGH (No 1153869). Members of the PCC are the rrusrees of the
charlty. The PCC met 5 times during the year.
The method and appoln¢ment of PCC members is srf our in the Churth Represen¢ation Rules. The
Team Vicar, Assistant Curdte and Churchwardens are ex officio members of the PCC.
Meetings are frequffidy preceded by a Stsndinz Committee meetln& with the Sondlng Commlttee
having the power to transacf the business ol the PCC berween PCC Met￿n&5, sublectto any dirttdons
given by the PCC, and ro undergo prepardtory work on behalf al the PCC ahead ol full Councll
