OBJECTIVES AND ACTIVITIES
Objectives and aims
The object of Slough Foodbank, is the WW•tntion or relief (M poverty in the Unrted Kingdom but
primarily in Slough and the surroundiro a￿ in particular but not exdusively by providing
emergency fo¢>J supplies to individuals in ne&J. as mthvated by the prin(iples of the Christian
Faith.
Maln actlvftles
As in previous years. Slough Foodbank suFWied parcels contaning three days, sUp￿Y of
nutrits'onally balan￿ fwj to everyone referred to the foodbank who is in fiMI poverty crisis for
whatever reason. In addrtion to fcnd. we also supkly ba'c toiletries and household products as
well as nappies. baby wpes, and pet food rf required.
Slough Foodbank collected donated food and toiletries from the locat communty to enable those
people referred lo Slough Fotrjbank to reclyve a fcLwJ parcel.
Slough Foodbank mairrtained ris nefv￿rk of referrd agencaes in Slough, to ensure that those in
food poverty crisis are referred to Slough Foodbank.

Sadly, the cost-ol-living criss resulted in (x)nlinuing surge in demarKI for both food ￿ emergency
fuel vouchers.
Where appropriate, Slough Foodbank provides infomiation that points Our dients to other agenaes
and charrties that may te able to assist them to recoTr•er from a p)sition of food poverty crisis. This
activity is refeTred to as signposling.
Slough Fotsjbank supports the caMpa￿ning adivities d the Trussell Trust that seek to redu
food poverty in the UK.
Grantmaklng
Slough Foodbank currenly does not make grants to third paty gcod causes. Some suWuses of
indiwdual focmj categories were passed to other focmlbanks or Ir￿1 caprities that feed people, to
avad food waste.

operation of Slough Foodbank. The trustees we grateful for the contribution made ty our
volunteers.

Slough Fcl￿bank received 5.098 referrals in 2023 compared to 4.183 referrals during 2022.
Food tkjnation Levels
During 2023. Slough Foodbank re￿1￿ 87 tonnes of fc(xl and toiletries donations from
local churches. schools, shops, ￿￿'neSseS, and pnvate donats'ons. o)mpared to 96 tonnes of
foc¥J and loil6tries donation$ during 2022.

Distribution of F(¥Jd Parcels
Slough Foodbank distributed through distribulion centres acfoss greater Slough area. During
2023, Slough Foodbank operated fve distribution ￿ntre$ one of which opened a week, the
remainder opened once a week. One of the distribution centres opens on a Saturday.
Slough Focmybank prowded 11,300 emergency focrtl parcels during 2023 compared to 9,322 in
2022 and 7,365 in 2021. These fc¥)d par￿8 helped feed many Feople, 4.129 of these were
children. Unfortunately, this increase continues the rise seen in ￿nI years as shown in the
fdlowing Table. It is dear from these figures. thai for many in Slough, (x>st-of-living crisis
conlirbues, and families are beb'llg hit hard.

In 2023 Slough Foodbank fulfilled 771 KKK*)ers through home deliveries, that is 15% of
voucher fulfilments. This was a redUCtiC￿ compared to the previous year where 836 home
deliverbes were required K£ounting for 20% of fulfillments.
In December, we proNryded 383 Christmas Hampers to househdds to help bring a little joy
to peoF4e struggling in focKI Fw)verty crists Christsiias.

Food Purchases
When fcK*J donalions are insufficient to wovide the items required in food par￿5
Slough Foodbank purchases food and essenb'a toiletries. One of the trustees was appointed
to manage these purchases in ￿nJun￿lOn with th8 Ylarehouse manager. This remains a
challenging area. Fwd purchases by Slough Foodbank costed £17.6k in 2023 ct)mpared to £20k
in 2022 and £11k in 2021.
Fuel bank assistance to Slo
h F(K¥Jbank dients
Slough Foodbank continued to use the Chari s Grants scheme to prowde emergency fuel vouchers
in 2023. Slough Fr￿bank payments to Charis Grants in 2023 were £37.5k in 2023 Compared
to £22k in 2022 and compared to £13k in 2021. The fuel bank funded emer9erq power for 783
homes in 2023 ￿mpared to 601 homes in 2022 arKI 305 homes in 2021. This assistance
continues to be restricled to Slough Focwjbank referras.

Since July 2022, the UK govemffth has usaj on&off cost d Imng payments to help people on

dip in the need for fr￿d banks when e¥h payment is made, hcweler this r&S￿te only lasts
between one and three weeks.
Many people who find themselves in f(Mxl uisis and need lo use a foodbank have
underlying issues relating to beneffts. debt, Icw income, discrimination at work. housing,
homelessness, or ill health.
In October 2023, along with Citizens Ad4ice East Berkshire {CAEB). Slough Food bank launched a
new venture, a threevyear project in SAwh to help Peo￿ in fcod poverty crisis, beyond the
prowsion of food parcds. This was made ￿￿￿tle by a grant from the Trussel l Tnjst. Wth this new
serwce, Citizens Ad￿￿ workers run confidentsd se￿onS at most of the Slough Focxlbank's
Distributs'on Centres and provide remte foll¢YW-<)n support. This was a significant step. helpng
people get the admce they need so they Can reduce their relian￿ on uisis support. induding the
use of foodbanks, as their finanoal situatiM Irnpr￿.
H8ving trained wjvisers from Citizens Advi￿ d&y1(￿ed to offering advice and information Trlated
to these areas is of enornous benefit ensuring that dients are getting all the support w)ssible lo
help them out of focrfj povety. The projecl laund*d in October 2023 and during the last 3 months
of the year there were 54 dient referrals to CAEB ¥ia Slough Foodbank. Across these 54 dients,
there were 413 issues induding beneffts and tax credits. universal credit. debt, and housing Ihal
needed support. The advi￿ promded has alre&Jy made a sgnificant financial impact for a number
of these dients. There was a total financial outcome of £36.492. This is a very en￿uragIng start
for this projed.

Restrided Funds
During 2023, three restricted funds were tyeralion, FOOD, FUEL and FINANCIAL INCLUSION
PROJECT (FIP).
Although there was only £750 incom8 for the FOOD fund during 2023. arKI expenditure reduwl
the balan￿ to tri)rial levels, the FOOD FUND remains open. for those donors wishing to restrict
their grfls to the purchase of items for food parcels.
The FUEL FUND received £11.2k income from a c<)mts'nation d a Just campaign and
donors gifting their winter fuel allowance. Expenditure from this fund during 2023 was £11.1k on
payments to Charis Grants to support Fuel Vouchers, matched the in(x)me over the course of the
year.
The FINANCIAL INCLUSION PROJECT FUND {FIP} was initsated in response to a gr8nt from the
Tru&8ell Tru*. of which £44k was restricled to a three-year project. This restricted fund was used
in 2023 for paymenl of Citizens Advic£ East Berkshire (CAEBI. who empk)y staff to support the
projed wtth adVan￿d quarterty payment, arKI the payment d the expenses of th¢)se staff InCu￿ed
for Slough Foodbank, £24k. Recrurtment d the stsiff pro%Ed challenging, so the servio was
launched in October 2023.

£11.8k was from increased use of General Funds to purchase f¢J)d, given the lower income to
the FOOD fund in 2023.
Inveslment policy and oblectives
The objeclive in the depostting of funds was to maxrmise coNerage of the FCSC guarantee by
spreading funds across Current and savings accounts of drflerent banking groups. Wrthin that
policy, some funds were deFK)Sited in a 95day n￿1￿ deposrt ac£ount at Rethwoc#J to eam interest.
Reserves policy
The reserves provide Sough Ffy)dbank ¥¥ith adequate financial stabilty and the means for it to
meet its Charitable objeciives for the foreSeea￿e future. It is our policy to hold unrestricted
cash reserves equivalent to at least sx rnnths operattona costs or a minimum of £80,000.
In addition to th¢)se resefves. during 2023 £IOOk c*sh resided in a designated warehouse
contingency reserve. This allowed the trustees to niti'gate the risk of being given notice If the
current landlords Circumstan￿ change. The truste8s aJreed to release £50k of that
contingency, from January 2024. because of progress in negotiations wilh the current landlord,
and the increased levels of dient referrals foreseen for 2024.
The trustees agreed that Sough Foodbank would not ￿mpete with loGql chariti88 for further
grants until 2024.The levd of a¢Xua reser¥es is rewwed at each Trustees meeting.

Outlook
It is a stark reality thai year on year the inmse in demand for FcM)dbank continues. This
is not an ao2ptable Irend. as demonstrated by Ihe c4Jmmerts by the Slough Foodbank Manager
on release to the press of the 2023 statistics.

years. the impad of this decasion on those in FO￿ uisis in Slough is undear.
