The trustees present their annual report and flnanclal statements of the charlty for the year ended 31
December 2024. The financial statements have been prepared in accordance wlth Accounting and
Reporting by Charities.. Staternent of Recommended Practice ISORPI applicable to charities preparing
their accounts in acrordance with the Financial Reporting Standard applicable in the UK and Republic
of Ireland IFR51021 (second edition of the Charities SORP IFRS1021 October 2019 effertlve l January
20191, the Flnanclal Reportlng Standard appllcable In the Unlted Kln8dom and Republlc of Ireland
IFRS1021 and the Charltles Act 2011.
The financial 5toternents have been prepared to Bive a "true and fairf vlew and have departed for the
Charltles IAccount5 and Reports) Regulations 2008 only to the extent requlred to provide a "true and
fairf vlew. This departure has Involved following Accountlng and Reporting by Charlties: Statement of
Recommended Practlce ISORPI appllcable to charities preparing their accounts In accordance with the
Flnanclal Reporting Standard appllcable In the UK and Republlc of Ireland IFR51021 (second edition of
the Charltles SORP IFRS1021 October 2019 effectlve l January 20191 rather than the Accounting and
Reportlng by Charities.. Statement of Recommended Practlce effective from l Aprll 2005 which has
since been withdrawn.
Change of accountlng method
In prevlous year5, PCC St Helen with St Martln has been able to make the electlon under section 133
of the Charities Act 2011 to prepare its financial statements using the recelpts and payments
method. As a result of the recelpt of legacy Income, this option Is not avallable thls year as the church's
Income now exceeds the £250,000 threshold for thls electlon. This means that the Church must
prepare Its accounts for 2024 uslDg the accrua15 method and restate the 2023 figure5 to reflert thls
method too.
Objectlves and Publ1¢ 8gnefit
The PCCS objectives are laid out in a variety of statutory provlsions as applicable to all Parochial Church
Councils, as clarified from time to time in case law. Most fundamentally, the PCC has the responsibility
for co-operating with the incumbent in promoting within the eccle51astical parish of 5t Helen with St
Martln the whole mlsslon of the church. including pastoral, evangelistlc, social, and ecumenlcal
matters.
As a charity, the PCC must demonstrate public benefit, with reference to the Charity Commission
guidance on public benefit, and, in particular. such supplementary guidance a5 exi5t5 on charities for
the advancement of rellglon. Accordingly, a summary of our activitie5 is given below.

Ourvision is that we are led forward and motivated spiritually, prayerfully, joyfully and enthusiastically
to Show that we are a IlvlnE church portraying and offering Christian love and values to the Community
around u5 and tothose who Suffer inthe widerworld.

We exist to reveal Christ through worship and loving Service.
Our churches offer Chri5tlaD hospitality, care and hope.
St Helen's and St Martin's are, for everyone. sacred places where worship to God 15 offered.
St Helen's Is committed to contrlbuting to the life of the clty.
St Martin's promote5 peace and reconciliation
The PCC meets on a regular basis to review actNities and make plans to achieve its objectives of
mission. In additlon, there are infomial meetings of officers to ensure progress 15 made.
The PCC is responslble for two churches located a ftw hundred yards apart In the city centre. St Helen
Is the parish church where the prlncipal services are held. St Martin is a chapel of ease dedicated to
Peace and Reconclllatlon and continues to be a partner In the Community of the Cross of Nalls,

The pattern of services continued with a main parish Eucharist at noon on Saturday at St Helen, plus
rnld-week Eucharist at 12.15pm at St Martln. 80th churches show a stable congregation, which Is
augmented by varlous vlsltors to York.
The Wednesday morning Blble study continues online uslng the Zoom platft)rm and is dillgently led by
the Revd Klngsley Boulton, wlth a small number of regular attendees. The servlce of mornlng prayer
on a Wednesday. which was begun in 2023, is no lon8er happening due to changing commitments of
those leadlng. The "lona-insplred" seNlce of evening prayer and fellowship on the first Wednesday of
the month has flourished during the summer months
It Is not prartical to hold these on Winter
evenlngs.
We continue to share fellowshlp together as a communlty. Weekly coffee land packed lunches) have
continued In the Upper Room after the midweek servlce at St Martln, and we often welcome visltors
to 5t Helen's durlng refreshments after our Saturday Communlon,. thi5 15 an important part of our
outreach.
We have had a strong cohort of choral Scholars". recipient5 of the "Margaret and Anthony Hèmmer51ev
Scholar5hlps" who have continued for a second year as a quartet. Our organ scholar a150 contlnued
for a further year. We were delighted to welcome a new Direttor of Music. who was able to insplre
and dlrect the scholars, Including Inviting guest singers Isome of whom were former scholars) to offer
occaslonal services with repertoire in more than four volce parts. Ouring university vacatlon5. we are
grateful to local organists who play when the Director of Muslc is not available. We are very grateful
to our Feoffee5 who enable the funding of our musical scholarships.
In January 2024, the Revd Kingsley Boulton was ordalned as prlest, coming out of retlrement and being
relitensed as Asslstant Curate. Klngsley has been a regular and faithful member of the team for some

years. We remaln deÈply gratsful to the variou5 retlred clergy who take servlces at our churches
alongside the licensed cler8V.
A programme of concerts wa5 held at St Helen thls year. includlng some mu51cal groups who have
returned from previous years. In early Ortober, we again took part In the York Unlocked" weekend.
Thanks in large part to volunteers from York Unlocked. we were again able to open up St Martin's
Including the courtyard. Large number5 of vlsitors were welcomed. and we were able to share the
story of 5t Martin's over the course of the bombing and rebuilding, a5 well as our involvement with
the Cr05s of Nails community and our role as a place of prayer for peace and reconciliation.
The partnership wlth Changing Llves and York In Recovery continues. As in previous years a special
Chrlstmas Carol Service wa5 held with moving te5tlmony given by previou5 members of the various
programmes. Other Christmas services at St Helen were held as before with similar numbers to those
of the previou5 year. We are grateful to Anthony and Lisa for their effort5 in fetching and decorating
our Christmas Tree, which acts as a focal point for prayer requests during the lead up to Christmas.
Durlng 2024 the churches were opened for visitors on most day5. St Martln tended to be available
Sunday to Frlday whilst the opening at St Helen ha5 depended on the availablllty of volunteers and Is
more varled. We have recrulted more volunteers to open and lock the churches bLrt further offers
would be warmly welcomed.
At the close of the year we again hosted the Cards for Good Causes shop in St Martin's, whlch enables
seven-day presence in the church and raises funds both for us and for varlous charities. Thi5 year, as
an experiment, we contlnued the Wednesday se￿1￿5 whlle the shop wa5 open. Thls was a great
Success and we hope to repeat the experlment next year.
In the course of the year wè have be8un to work more closely wlth the other Clty Centre Churches
through regular lolnt meetlngs of churchwardens and clergy. We have planned a programme of
mldweek servlce5 for certaln feast-days and festivals In the hope that people from dlfferent churches
wlll come and worshlp tO8ether.
2024 was a year of consolldatlon and stability after some very turbulent years. It has been good to
welcome new member5 to our community and to contlnue In our endeavours to demonstrate an
attive Christian presence to those beyond our doors.
Future Plans
All our regular and occasional artivities are expected to go ahead durlng the coming year. There will
be some change5 to the clergy support. a5 our Rector has been Seconded to the post of Acting
Archdeacon for the next few months. beginning in April.
Sadly, we will again be recruitlng a new Direttor of Music this year. the Current post-holder having
unexpectedly been offered a post oversea5. We are working in partnership with All Saints Pavement

PCC in the recruitment process. Recruitment of new choral scholars for September 2025 is already
underway, the current post-holders reaching the end of their university careers in the summer.
Pollcles
The PCC re-adopted the Safeguardin8 Pollcy of York Dlocese and has a named Parlsh Safeguardlng
Representstlve. In 2024there were no regulated actlvitles forchildren and vulnerable adults organlsed
by the PCC. The PCC has cornplled with settlon 5 Safeguardlng and Clergy Discipline Measure 2016
(duty to have regard to the House uf Blshops. 8uldance relating to the safeguarding of children and
vulnerable adults).
The Churchwarden monitors the issue of advice by the Charlty Commission and reports to the PCC as
nece55ary to ensure compllan¢e wlth requirements. In 2024 there have been no party related
transartions nor any matters that needed to be reported to the Comrnlss10n.
The PCC has a long-standing reseThes policy which is to ensure that there is enough funding in place
for at least 12 months antlclpated expendlture and there Is a contln8ency for the organs. This policy
was reaffirmed and updated by the Pccon 26 February 2025.
Other matters
At 31 De￿mber 2024 there were 45 on the Church Electoral Roll.
Flnanclal review
The balance sheet for total restricted and unrestricted funds shows an increase of £225,668 frorn
£72,661 at 31 December 2023 to £298,329 at 31 December 2024; thls Incre35e is largely due to the
receipt of two legacies durlng the year.
Two anonymou5 legacles were received during the year vla CAF, amountlng to £219,465
A freewlll contrlbutlon of £4,0001£4,QLN) In 2023) was paid to the Dloce5an Common Fund.
The PCC has not pald or rewarded any trustee for servlces.
The repalrs to the fabrlc of our hlstorlc churches are in the main pald for by the Feoffees for St Helen
wlth St Martln. We are grateful for their generous and on8olng support whlch as515t5 Wlth outgoings
and in particular repair5 and maintenan￿. Another York city centre trust has made generou5 grants
to fund the muslc and organ scholars.

Reserves
As at 31 December 2024 the church's undesignated funds were recorded as a surplus of £290,550
Movement on the restrlcted and designated funds are shown at note 8 of the accounts.
Strurturefr govemance and management
The parish 15 St Helen wlth St Martin, York. The parlsh has been held In plurality for a number of years
with the par15hes of All Salnts Pavement. St Denys, and St Olave.
The PCC Is a corporate body establlshed by the Church of England. The PCC operate5 under the
Parochlal Church Councll Powers Measure {19561 and was registered with the Charity Commlsslon on
19 August 2013, number 1153456.
The method of appointment of PCC members 15 setout in the Church Representation Rules. introduced
by the Synodi¢al Government Measure 1969 and slnce amended. The trustees of the charity are the
members of the PCC. In summary, the members of the PCC are.. the Incumbent lor priest-in-charge
where applicable), clergy licensed to the parish, the two churchwardens. and the Deanery Synod
representatives (who are all ex officio members) together with a number of members elected at the
Annual Parochlal Church Meetlng IAPCM} by those on the Elertoral Roll malntained under the Church
Representation Rule5, the number varying in law depending upon the number on the Electoral Roll,.
plus co-opted members so far as permltted by law and appointed from time to tlme. All regular
attendees at parish services are encouraged to apply to be included on the Electoral Roll. All
parishioners- that Is, those resldlng withln the geographical bounds of the eceleslastlcal parish plus
those on the electoral roll- are entitled to vote for two churchwardens at the annual Vestry Meeting
which conventlonally Immedlately precedes the APCM.

The charity trustees are responslble for preparing a trustees, annual report and flnanclal statements
in 3ccordance wlth appllcable law and United Klngdom Accountlng Standards (United Kingdom
Generally Accepted Accountlng proctlcel.
The law applicable to charities in England and Wales require5 the charity trustees to prepare financial
statements for each year which glve a true and falrview of the state of affairs of the charlty and of the
incoming resource5 and applicatlon of re50urce5, of the charity for that perlod. In preparlng the
flnanclal ststement5, the trustee5 are requlred to:

make judgements and estlmates that are reasonable and prudent-

I report to the trustees on my examlnation of the accounts of The Parochlal Church Council of the
Ecclesiastical Parlsh of St Helen with St Martin, York 1.the PCUI for the year ended 31 December 2024.
This report is made solely to the PCC'S trustees. as 3 body, in accordance with sertion 154 of the
Charities Act 2011. My independent examination work has been undertaken so that I might state to
the PCUS trustees those matter51 am requlred to state to them In an Independent Examinerfs Report
and for no other purpose. To the fullest extent permltted by law. I do not accept or assume
responsibility to anyone other than the PCC and the PCC'S trustees as a body. for my independent
examination work, for this report, or for the opinions I have formed.

As the charity trustees of the PCC you are responsible for the preparotion of the accounts in

I report in respect of my examlnatlon of the PCCS accounts carrled out under section 145 of the 2011
Art and in carrying out my examination I have followed all the applicable Directlon5 glven by the
Charlty Commisslon under sectlon 14SI5}Ibl of the Act. My examlnatlon was also carried out In
accordance wlth the term5 found In the current Church Guidance Issued by the Flnance Dlvlslon of the
Archblshop5' Councll.

Since the Charity's gr055 income exceeded £250,OOOyour examiner must be a member of a body listed
In section 145 of the 2011 Act. I conflrm that l am qualified to undertake the examination because I
am a member of ICAEW, which is one of the listed bodles.
I have completed my examination. I confirm that no material matters have come to my attentlon In
connection with the examinatlon glvlng me cause to believe that In any material respect:
accountlng records were not kept In respect of the PCC 35 required by sectlon 130 of the Act;
or
2. the accounts do not accord wlth those records: or
3. the accounts do not comply wlth the applicable requlrements concernln8 the form and
content of accounts set out in the Charities (Accounts and Reports) Regulatlons 2008 other

The Trustees have revlewed the flnancial positlon of the PCC and have a reasonable expectatlon that the PCC has
adequate resources to continue in operatlonal ex15tence for the foreseeable fulure. AccordinEly, the financial statements
contlnue to be prepared on the going concern basls.
