The parish is St Helen with St Martin, York. The Parish has been held in plurality for a number of years with the parishes of All Saints Pavement, St Denys, and St Olave. This continues with a new Priest in Charge licensed on 15 December 2020.

The PCC is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure (1956) and was registered with the Charity Commission on 19 August 2013, number 1153456.
The PCC meets on a regular basis to review activities and make plans to achieve its objectives of mission. In addition, there are informal meetings of officers to ensure progress is made.
The PCC is responsible for two churches located a few hundred apart in the city centre. St Helen is the parish church where the principal services are held. St Martin is a chapel of ease dedicated to Peace and Reconciliation and continues to be a partner in the Community of the Cross of Nails.

Our vision is that we are led forward and motivated spiritually, prayerfully, joyfully and enthusiastically to show that we are a living church portraying and offering Christian love and values to the community around us and to those who suffer in the wider world.
Delivery in 2020
The pattern of established services continued in the first 3 months of 2020. The onset of the Covid-19 with compulsory lockdown, closure of churches and encouragement to shield, isolate and stay away from communal activities interrupted normal activities. In common with other parishes the PCC had to develop innovative ways of serving the worshipping community and the wider public with limited resources and people.
The PCC has reached to members of the parish community by holding the Wednesday Bible Study group by Zoom, by recording the Saturday Eucharist for broadcast on Facebook, and providing online the resources for the Friday prayers for peace and reconciliation. A new website was commissioned for the parish after an absence of two years so that our gathered community could have a fresh focus and source of information.
When permitted to reopen the churches the PCC decided to focus on the provision of the principal services at St Helen so that public worship could resume. Services at St Helen were resumed in July with attendance at the Saturday Eucharist soon restored to its pre lockdown level. The Wednesday Eucharist at St Martin was resumed in August but there was low attendance from the elderly congregation, most of whom continued to self-isolate. In the absence of cleaning resources and volunteers to come to the buildings the long-established tradition of opening the churches daily and leaving them unattended had to be abandoned. The PCC records its thanks to members of the clergy team who made the weekly celebrations of the Eucharist possible.
The choral tradition at St Helen continued with the successful recruitment of 4 singers in January who are rewarded with modest bursaries. During the summer months we bid our organ scholar farewell and recruited another excellent candidate to replace him. The PCC regrets that the pandemic has prevented these young people from contributing as fully as it had hoped. Nonetheless they have all continued with us into 2021.

Delivery in 2020 - continued
Overall, in 2020 the principal service on Saturday at noon at St Helen continued to be well attended with an average attendance of 15.6 compared with 14.5 in the previous year. Attendance at the services at St Martin continued to decline with an average of 9.3 compared with 13.8 in 2019. The pandemic in 2020 means these comparisons whilst accurate should not be over-emphasised.
Policies
The PCC re-adopted the Safeguarding Policy of York Diocese and has a named Parish Safeguarding Representative. In 2020 there were no regulated activities for children and vulnerable adults organised by the PCC. The PCC has complied with section 5 Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to the House of Bishops’ guidance relating to the safeguarding of children and vulnerable adults).
The Churchwardens monitor the issue of advice by the Charity Commission and report to the PCC as necessary to ensure compliance with requirements. In 2020 there have been no party related transactions nor any matters that needed to be reported to the Commission.
The PCC has a reserves policy which is to ensure that there is enough funding in place for at least 12 months anticipated expenditure and there is a contingency for the organs. This policy was reaffirmed by the PCC on 11 March 2019.
Other matters
At 31 December 2020 there were 46 on the Church Electoral Roll.
A freewill contribution of £5,000 (£3,000 in 2019) was paid to the Diocesan Common Fund.
The PCC has not paid or rewarded any trustee for services.
The concerts and other arts events planned for the year were all cancelled due to the pandemic. All sources of income were substantially reduced as a result of the pandemic, not least because the churches were closed, and services suspended. Expenditure was already closely monitored and offered little scope for economies.
The repairs to the fabric of our historic churches are in the main paid for by the Feoffees for St Helen with St Martin. We are grateful for their generous and ongoing support which assists with outgoings and in particular repairs and maintenance recommended in the quinquennial inspection reports. In 2020 this has included repaint of all external rainwater goods, repointing and relaying flagstones at St Helen, repair and conservation of the two principal doors of both churches and repair and conservation of the St Helen railings (this work is yet to be completed).

1. Accounting Policies
The financial statements have been prepared in accordance with the Church Accounting Regulations 2006, using the receipts and payments basis.
Funds
General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are available for application on the general purposes of the PCC. Restricted funds represent income which is to be expended on the restricted purposes intended by the donor or for a specific PCC activity intended by the donor.
Fixed Assets
Consecrated land and buildings and movable church furnishings.
Consecrated and beneficed property is excluded from accounts by s.10 (2) of the Charities Act 2011. No value is placed on movable church furnishings held by the churchwardens on special trust for the PCC, and which require a faculty for disposal since the PCC considers this to be inalienable property. All expenditure incurred during the year on consecrated or benefice buildings and movable church furnishings, whether maintenance or improvement, is written off as expenditure.

4(b) Payments to PCC members
No member of the PCC received any remuneration.
5 Extraordinary expenditure/commitments
The PCC is committed to a £8,040 quotation in respect the restoration of the Kendall Monument. We await the mason’s availability in the 1st quarter of 2021. The PCC has agreed that this sum will be met from the St Martin’s Fund.
The latest quinquennial highlighted possible defects in the St Martin Tower stonework. The consulting architect recommended a “high tech” stonework survey with a guideline price of £11,500 in total. Tender documents have been issued in January 2021. The PCC has agreed that this sum also will be met from the St Martin’s Fund. There is a possibility of grant aid in due course.
In Autumn 2020 replacement clappers were fitted to the bells at St Martin. The cost was £1,363(Gross) (1833). A successful claim under the LPOW scheme resulted in the repayment of the VAT (£227). The PCC has agreed that this cost too will be met from the St Martin’s Fund. The transfer of £1,136 (net) to the CAF cash account will be done when lockdown circumstances permit.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF THE PAROCHIAL CHURCH COUNCIL OF THE ECCLESIASTICAL PARISH OF ST HELEN WITH ST MARTIN, YORK
I report to the trustees on my examination of the accounts of The Parochial Church Council of the Ecclesiastical Parish of St Helen with St Martin, York (“the PCC”) for the year ended 31 December 2020.
This report is made solely to the PCC’s trustees, as a body, in accordance with section 154 of the Charities Act 2011. My independent examination work has been undertaken so that I might state to the PCC’s trustees those matters I am required to state to them in an Independent Examiner’s Report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the PCC and the PCC’s trustees as a body, for my independent examination work, for this report, or for the opinions I have formed.
Responsibilities and basis of report
As the charity trustees of the PCC you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’) and the Church Accounting Regulations 2006 (‘the regulations’).
I report in respect of my examination of the PCC’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. My examination was also carried out in accordance with the terms found in the current Church Guidance issued by the Finance Division of the Archbishops’ Council.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the PCC as required by section 130 of the Act; or
-
the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
