Policy on res•trv•$
In the past. the Charity has relied on income from legacles lo assist in funding its exp8ndittJr8. By their

of income.
In recent years, the level of income received from long-lemi investments and short-lerm deposils
have ¢overed a significant bul deGreasing proportion of the cost the Charitys charitable actIv￿es. The
Trustees consider that Ihls trend is likely to continue.
Due lo the critical nature of our services lo our local cornmunily, and our commllment to the NHS
through the Royal Devon University Hèalthcare Trust to pay for the services of our Nursing Team. the
Trustees have decided that il is pwdent to aim lo hold th8 equivalent of five years of nursing and
clinical costs in restricted reserves.
Inv•sthient policy and obJe¢tives
The Constitution allows for funds lo be invested with Officlal Custodian for Charities or in securities for
the lime being aulhorised by law for the investment of trust fijnds or in such other investments
{including the purchase of freehold or leasehold land} as Ihg TTUStees shall, on advice of ils financial
adviser given al the time of investment, select. The Trustees havg invested monies in both fixed

the year end the Trustees made the decision to change investment advisors lo Cazenove Capital. Al
funds were transferred post year end.
The Charity seeks lo achieve the bgsl financial relum within an acceptable level of risk.
The investment objective for the portfolio is to gengrale a return in excess of inllation over the long

Responslbllities of trusteès
As explaine(I more fully in the Slalernent of Trustees, Responsibilities (set out on page 6 and 71, the

they give a true and fair view. and for such internal control as th8 Iruslees determine is necessary lo
enable the preparation of financial statements that ar8 free from material misstslement, whether due
lo fraud or error.
In prèparing the tinancial 51alemenls. the Irustges are responsible for assessing the charitys abiloty to
¢ontinue as a going concem, disclosing, as applicable, matters related lo golng concern and using the
going concem basis of accounting unlass the trustees either intend lo liquidate the charity or lo cease
operations, or have no rèalistic alternative but to do so.
Auditor Responsibiliti￿ lor the audit of the financial 5tatement$
Our oty'eclives a￿ lo obtain reasonable assurance aboul whether the financial statements as a whole
are free from material misstaternenl, whether due to fraud or error, and lo issue an auditor's report
that includes our opinion. Reasonable assuranee is a high level of assurance. but is not a guarantee
that an audit conduct8(J in accordance with ISAS IUKI will always delecl a material misstslement
when il exists. Misstalem&nts can arise from fraud or error and 8re considered material if, individually
or in the aggregate, they could reasonably be 8xpeded to influence the economi¢ decislons of users
taken on the basis of these financial slalemenls.
The extent lo whlch our p￿￿edureS are capable of detecting irregularities, including fraud is detailed
below..
Page 9

Sidmouth Hospice at Home
Independent Auditor's Report to the Trustees of Sidmouth Hospice at Home
(contlnued)
Irregularities. including fraud. are instances of non-compliance with laws and regulath)ns. We design
procedures in line with our restx)nsibilities, outlined above, to detect material misstatements in respect
of irregularilie5, induding frautj. The exlenl lo which our procedures are capable o( detecting
irregularities, including fraud is detailed below=
We identffied areas of laws and regulations th8t could reasonably be èxpect?d to have a material
effect on the financial slalements from our general commercial and sèctor experiencè and through
discussion with the trustees and managem8nl. We communicated identifièd laws and regulations
throughout our team, and rgmained alert to any indications of non-compliance throughout the audit.
Thè charily18 subject to laws and regulations that govem the preparats'on of the finan¢ial slalemenls,
including financial reporting legislation, and other charity legislab'on. Thè ¢harity is 81s0 subject lo
other laws and regulations where thè consequences ol non-compliance could have a material impact
on th8 amoun15 or disdosures wilhln the financial ststemenls, includlng but not limiled lo,
employment, an￿bribery and ant￿MoneY laundering.
Owing lo the inherent limitations of an audrf. there is an unavoidable risk that we may not have
detected some material misslalemenls in the financial slalements, even though we have properly
planned and pèrformed our audil in accordance with auditing standard5. In any audit, there remains
higher risk of non4eteclion of irregularits'es, as these may involve collusion. forgery, intentional
omissions. misrepresentations, or the override of intemal controls. We are not responsible for
preventing non-compliance and cannot be expected to delect non-compliance with all laws and
regulalions.
As part of an audit in accordance with ISAS IUKI, we exercise professional judgement and vnainlain
professional scepticism throughout the audit. We also..
Identrfy and assess the risks of material misslatemenl of the financial statements, whether due to
fraud or error, tjesign and perform audit procedures responsive to those risks, and obtain audrt
evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not
dete¢ting a material misslalemenl resulling from fraud is higher than for one resulting from error,
as fraud may involve collusion. forgery, intentional omissions, misrepresgntslions. or the override
of internal conlrd.
Obtain an understsnding of intgm81 control relevant to the audit in ordèr to (Jesign audit procedures
that are appropriate in Ihe circumstances. but not for the purpose of 8xpr&ssing an opinion on the
effectiveness of the charity's intemal control.
Evaluate the apprDpriateness of 8¢counling policies used and the rfjas0nab￿nes$ of accounting
gstimatas and related disclosur?s made by the trustees.
Conclude on the approprialeness of the trustees use of the going ¢oncem basis of accounting and,
based on the audit eviden￿ obtained, whether a mal8rial uncertainty ¢xi51s relaled lo events or
conditions that may cast significant doubl on the charity's ability to continue as a going concern. If
we ￿nClude that a material uncertainty exists, We are required to draw attention In our auditorfs
r8port lo the related dis¢losures in the financial slalemenls or, if such dSsclosures are inadequat8,
to modify our opinion. Our conclusions ara based on the audit evid8nce obtained up lo the dale of
our auditor's report_ However. futur8 wenls or conditions may caus8 th8 charity to c8ase to
continue as a going concern.
Evaluate the overall prasentalion, structure and content of the financial Ststemenls. including the
discjosures, and whether the financial slalements represent the underlying transactions and
vent5 in a manner that achieves fair pr8senlalion.
