The Paro¢hia] Church Council (PCC) is plcased to present its report and financial stafrments for
the year ended 31 Decemb¢r 2022.
Objectives and aelivities
The purpose of thc church, as stated in the gov¢rning d￿UMellt￿ is 'promoting in the ecclesiastical parish
th¢ whole mission of the Church" and the maln ain] of the church in meeting its objects is the provision of
"free regular public worship open to all-. The Parish of Aston and Nechells seeks to'show and share the
love of Jesus" to everyone in the Parish regardless of age. g¢nder, religioN ethnicity, disability or sexual
orientation.
Aehievemellts aDd perforniance
How our acllvilies delh*rpublic benef￿ and who has beneftsed
The main gathering point of the church usually occurs through Sunday services, with many activities
0¢¢￿1ng during the week, The current WOTshippin8 community of the parish is between 100 and 120,
including a number who still do noi feel able to attend church because they are vulnerable. The activities of
the Church would noi take place without significant contribution from volunteers. over fify people are
involved to ensure that the church is able to run them.
The year 2022 was our first-norn￿, year since the disruption caused by Covid-19 pandemic. For most of
il. we continu¢d to be'in vacancy", relying on visiting clergy from the di¢xese to preside at most of our
communion services. A committed team of lay people worked hard to lead and pr￿￿ at our services,
maintaining a degree of momentunL
However, it was a great joy and relief when we wel￿med Rev Dr Flo[￿ Gregson as our new vicar in
September. Her official arrival was disrupted in the most UneXp￿ted way wh¢n the death of Queen
Elizabeth Il was announced one hour before her induction service, which meant that we wer¢ only able to
say a few prayers and partake of the lavish refreshments. Later in September. she was propcrly inducted and
Welcome￿ and we hugely appreciate all that she has already done in hcr new role.
We have continued to maintain our heritsge and our close links with our community. Members of the Royal
Warwickshire R¢giLnent still come every year to mark Somme Sunday, and when schoolchildren visit Aston
Parish Church we can show them - amongst other things - the tombstone of our Aston VC hold¢r, Alfred
Wilcox, and the more recent and EN)ignant Ellis Shakespeare Memorial. After a gap of four years, we
resumed our community carol service in December. and th¢ well-attended Christmas Eve candle-lit G2rol
servic¢ was a memorable highlight of the y¢ar.

The PCC, staff and clergy regularly review the acttvities of the paris14 looking at the success of each
key activity, assessing the benefits to th0￿ attending, and planning future activiti¢s accordingly.

Rifk pnanagement andsafeguarding
When any parish activity takes place, eS￿claIRY iiiose vA)ich ar¢ outside the church buildin& a risk
&ssessment is undertaken and approv￿ by th¢ PCC. The parish has a safeguarding officer, Rosemary
Cripps. who makes a report to each PCC meeting.
Relationships with other ¢harilies
The parish has an associated charity, CAN DO 4.13, which w&$ set up for the alleviation of need in th¢
parish and neighbouring are&8. The main activity in which it is involved is the Aston and Nechells
FoodbanL which was set up in November 2011.
Fundralsing
Ihe parish does not use any professional fiuJdTaiser. but relies on the abilities of its members when raising
fi￿d$ is required.
Future plans
The P￿1$h of Aston and Nechells as a charity continues to exist to worship God. love one another and shar¢
the good news of Jesus in Aston and N(*hclls in word and actio￿ 2022 h&8 been & year where the
congregations have gained confidence to be back in in person meeting. tA)oking to the future, we are
continuing to revi¢w and develop our vision for this next stage in the life of aur p8ri8h. This will include
reviewing how worship is led, re*stablishing in-person op￿r￿MIlIeS to get to know one anoth¢r better and
supwrt one another, and looking at ways in which we can reach out with the good news of Jesus to the local
community.
We have recently had two of our finance team resi8ffj and so &8 we l<)ok to appoint a new treasurer and a
new parish bookkeeper we are also r¢viewing our finances to erLgure that our procedures are the best fit for
our current and future needs, which are clearly different from when they were put in place in 2008. We are
awar¢ of two main areas of financial ¢haileng¢'. increased utility costs and the nttd at some of our sites for
reordering and development of our buildings. We have reviewed our rents, and our projects officer is
looking at funding for the building development work at two of our sites. Rewordering the building at Aston
Parish Church and refurbishing the St Matthew's Hall will encourage further community use of the
buildings, which will l)oth enable us to build on our links with the local community and bring in funding to
cover the running costs of the buildings.
Reservespolicy
It is the parish policy to keep a balance of at least £5,(KK> in the main bank accounL Nvhich will ensure that
we have enough for at least two months, expenses. This amount may have to be revised in 2023, in view of
the substantial increase in utilities bill, but has proved more than adequate for a number of years.

Financial Rview
The principal funding for the parish of Aston an&Ne¢h¢lls comes from giving by church members, grants
from outside trusts. and income from l¢llings of parish buildings. The n￿1n financial highlights for the y¢ar
are set out below.
Total income for Unrestrict￿ and designated fun(18 w&s £136.210, of which £70,063 w&s voluntary income
made up of £54.102 from voluntary donations, £8.666 from Gift Aid, £3.090 VAT reclaim, and £4.205 in
grants. Restrict¢d voluntary income of £4,864 was also r￿e1ved and is detsiled in th¢ fll]ancial stat¢ments.
The global pandemic caused significant reductioDs in income from fundraising and hire in 2020. this was
redTessed somewhat in 2021. This recovery continu¢d strongly in 2022, with hire income increasing to
£40,250 from £34,344. Fundraising income incre&qed to £2.530 from £2,137.
£144,362 was spent from unrestrded and designateJJ fimds to provide the Christian ministy from the parish
of Aston and Nech¢lls, representing a decrease of 3.￿/fj. The decrease was due to a Teduetion in expenditure
on Common Fun(L statTin¥, and church utilities.
Restricted expenditure in 2022 was £6,876.
Thcr¢ was a net gain on investments during ID thc year of £42,365. This was pr&lominantly due to the
revaluation of 68 Manor Road. increasing its value by £60,000. Investments held with CCLA decreased in
value by £17.635.
The net result for the year was an increase in totsl fimds of £33,303, made up £14,1)98 decrease in
unrestricted funds, £56,897 increase in designated funds, £6,673 decrease in restrictyj funds. and a £2,823
decrease in endowment funds. The totsl fund balances at the yearwend stood at £455.129 (unrestricted £136,
designated £351,971, restricted £81,756. and endowments £21,265).

Governing doCUn￿￿k
The Parish of Aston and Nechells is governed by approved documents issued by the Church of England. the
Parochial Church Council (Powers) Me&sure 1956 as amende<L and th¢ church representation rules
(contained in Schedule 3 to the synodic￿ Government m￿SUr¢ 1969 as amended). The PCC was registered
with the Charity Commission on 17 July 2013.
ReCruitn￿nI and appointnwnt ofPCC
The PCC for the parisb of Aslon and Nechells is made up of elected members of each church who are on the
electora] roll ai the time of the Annual Parochial Church Meeting. Together with the clergy licensed to the
parish, they administer the affairs of the parish.
The churchwardens of each church are also members of the PCC and fonn a direct link between the13ishop
and the parith. They see that the PCC carries out its responsibilities for the care, maintenance and insurancc
of the churcK its contents. grounds and other buildings owned by the PCC. They also arrange to inspcct the
fabri¢ of the church's premises at appropriate intavals and report to the annual paThKhial church meeting.
PCC indM¢lion and training
When the PCC was r¢gistered as a charity in 2013, all members of the PCC were taken through their
responsibilitics as part of the process. When new members join the PCC, these responsibilities will also be
outlincd to them. As it¢ms ¢om¢ up on the agend4 a background SUMM￿ of the situation will be given to
assist discussions.
Organtsollonal struclure
The PCC nOM￿llY meets at le&8t five times a year, with an agenda circulated to members in advance
of each meeting. Each of the three churches / centres in the parish has a specific committee which meets at
least four times a year. Authority is delegated from the PCC to these committees in order to allow business
that ￿lateS specifically to one church to be dealt with.

The law applicable to ch￿tte5 in England and Wales requires the memEers of the PCC to prepare

The PCC is a publi¢ benefit eDtity within the meaning of FRS102. The Financial Ststements have been prepatrd under
the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the indivtdual
accounts of PCCS, and with the Regulations tr and fair Vie￿ provisions. They have also been prepared under
FRS102 (2016) as the applicable accounting standards and the 2016 version of the Statement of Recommended
Practic4 Accounling gnd Rew>rt by Charities (SOKP(FRS102)).
