The method of appointment of PCC members is *t out in the Church Representation Rules. All
Church attendees are encouraged to regtster on the Elertoral Roll and stand for elettion to the
PCC. The full PCC met 4 times durin8 the year with an average level of attendance of 62 per cent.
The stsndin8 commlttee met between meetings and minutes of thelr dellberations were
received by the full PCC and discussed where necessary.
Objertlves and actlvltles
The Harwich Peninsula PCC ha5 the responsibllrty of CcF0perati￿ with the incumbent In
promotin8 in the ecdesiastlcal parish the whole mission of the Churth. pastoral. ewèn8elistic
social and ecumenical. It also has maintenance responslbillties for the Churches in the Parish.. All
Saints., Main Road, Dovercourt; St Mich￿l.S and All Angels. Church Hill, Raffsev; St Nicholas,
Church Street, Harwich, and the sale of St Paul's thurth, Parkeston.
As required under Settion 17 of the Charities Art 2011, the incumbent and the members of the
PCC have considered the public benefit guidance publlshed by the Charity Commlsslon. The PCC
maintaln5 an overview of worshlp and other artivitles and initiati%*5 carrled by the churches
and church organisatlons that make up the Parish, for the benefit of the whole community.
Some of the activlues undertaken durlng the year are detailed below under revlew of the year.
Revlew of 2iYIO
We cannot unde￿$tImate the lrnpart of Covd-19 on us all. thrDu8hout 2020 and its contlnuln8
Impact in months and years to come. The world has truly been brou8ht to its knees as a ￿Ult of
the pandemlc: milllons of Ilves lost worldwide, sufferln& pain, 8rief, i501atSon have all been marks
of this last year: a year like no other, a wholly unprecedented experience for all of us. Wlthin our
own parish, we have seen the lrnpact not only on our own Ilves. but upon familles, the elderly,
the youn& the frail. In March 2020'Harwkh Helps, was set up: a town -wlde inltlatfve sprln8in8
up out of conversatlons we had as a parish wlth our frlends In other churches In the town. whlle
other key community leaders were also thlnklng along the same lines. So we all came tO8ether.
as a result of whkh many people In our t(Mn We￿ helped through all kinds of ways: shopplng,
food deliveries for struggling familles, lunches provided for the elderty, pastoral phone Calls and
doorstep visits made. It has proved to be a S￿at example of what can be achieved when we
come together. pooling our resources and expertise with the purpose of helplng those in
need. For our own thurch congregations. we quickly set up a pastoral phone call system.
partlcularly for the most ¥ulnerdble and those Ilvlng alone. People were also glven practlcal help
when needed.
Wlth the closure of Our churche5, worshlp and prayer resour￿ were provided for us all to pray
and worship at home. followed by the provi55on of online worshlp. once we had mastered the
baslc skiiis to enable thls to happen. Not everyone has been able to attess onllne worship but
many other5 who were prevlously not connected to any of our churches have Joined in and so
provldlng Ilve and recorded broadcasts online is here tQ Stsv. As well as the provlsion of worshlp
and prayer resources. the weekly'At Home, Newsletter has meant that we could keep in touch
with each other and as more of us be8an to master ￿, have been able to hold some
meetings and maintain some of our midweek worshlp.
All of the 8uldelines and procedures issued bv the Govemment and the Churth of England on
church openln& risk assessments, deanin& 50cial dlstanonL etc have been strirtly adhered to

and we have d￿e our utrnost to ensure that anyone coming into our churches for Prfvate prayer
or for Sunday wotship have been kept safe. We could never have prevtously contemplated that
churches w(yJld be closed at such key times as Easter and Christmas and yet In these
unprecedented times the safety and well being of all was paramount.
The Mlnlstry Team contlnued to offer mlnistry and pastoral support during these times. Our
funeral mlnistry and to the bereaved sadly grew in the first few months of the year and many
families whose loNtd ones had died of the virus were supported. In add5tion. our minlstry to Don
Thomson House was able to continue. (￿r the course of the year we contlnued to pray for Rev
Sam Wlnney who vfts on long-term sickness from February and there were slgnificant changes In
parish management followlng Rev Margaret Shav/s canor dia￿051$ in August and her slck leave
from the beglnnlng of October. A hu8e thank you to our Curate, Rev Lfjsselle aarke4doisley. who
with help from the churchwardens, John Wallace and John Shaw and deanery colleagues wa5
able to sustaln worshlp and ministry throu8h the last few months of the year.

Financlal revlew
The financlal statements for the Parish as a whole have been drawn up on a Receipts and
Payments b35is, and combine the three sets of local accounts drnwn up by the DCC Treasurer5.
The aggregate bank and cash balances at the end of 2020 amounted to £206.055 compared wlth
£195,130 at the end of 2019. Re5evant comments on the individual DCC figures ha* been
provided by the respectfve treaSU￿rS below. The Parish Share was paid in full for the year with
the Parlsh Resources Account subsidising St Nicholas and St Mlchaels cTh)trlbutlons.

General Fund Income for 2020 totalled £28.%3. General Fund expendlture for 2020 was
£31,675.
The Parish Share paid in the year was £19,037.

Income for 2020 totalled É14.4(K) Expenditure for 2020 was £15,637.
The Parish Share paid in the year was £7

All bills ￿CeIved were pald In fvll to the ￿ar endin8 31" December 2020.
The Income for 2020 totalled £29.253 Expendlture for 2020 was£33.545.
The Parlsh Share pald In the year was £14,508.

It 15 PCC poliLry to malntain a cash balance on unrestrttted funds (If possible) whlth amounts to at
least three months of unrestrirted payments. Thls equates to approximatelv £20.214 for the
Parish as a whole. The aE8regate balan￿ at the end of 2020 on all unrestricted general funds
lexcluding those which had been designated for specific purposes) was £138,329 Thls represents
approxlmately ￿ months of operatln8 Costs, based tspon 2020 levels, however th15 Is unevenly
dlstrlbirted l)etween the varlous churches (see note 7 to the flnanclal statements).
