As Priest-in-Charge and Churchwardens we are pleased to present the Annual Report and Accounts for the Parochial Church Council of St Andrew’s, Much Hadham with St Thomas’ Perry Green, for 2025.

Aim and Purposes

The Parochial Church Council (the PCC) has the responsibility of cooperating with the Rector or Priestin-Charge in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical.

Objectives and Activities

The PCC is committed to enabling as many people as possible to worship at St Andrew’s Church, Much Hadham and St Thomas’ Church, Perry Green and to become part of our Church community, within the context of the Benefice of Albury, Little Hadham and Much Hadham. This Benefice was formed on 1 October 2016. The Rector or Priest-in-Charge and the PCC maintain an overview of worship throughout the parish and identify new initiatives to ensure that the Church is welcoming to all who live within our parish, particularly young families and those who are new to the Christian faith. We put our faith into practice through our worship in church and events outside the church. These include prayer, the study of scripture, music, the sacraments and outreach activities.

When planning our activities for the year, we have considered the Charity Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. We make a particular effort to enable people of all ages to live out their faith as part of our parish community through:

Worship and prayer; learning about the Gospel; and developing their knowledge and trust in Jesus Christ.
Provision of pastoral care for people living in the parish through the Rector or Priest-in-Charge and lay Pastoral Visitors as required;
Participating in the governance of St Andrew’s CofE Primary School, delivering worship in the school and welcoming the school into church for special services and other events.
Having an open and welcoming approach in respect of the occasional offices (baptisms, weddings and funerals) so as to encourage members of the wider community to participate in the life of the Church.

To facilitate these activities, it is important that we maintain the fabric of St Andrew’s Church, St Thomas’ Church and the Green Tye Mission Hall.

Achievements and Performance

At the end of 2024 it was agreed by the PCCs and the Diocese of St Albans that an appointment of a Priest-in-Charge for a period of three years should be made to allow the benefice to demonstrate growth and financial sustainability. The Benefice PCCs agreed to the further suspension of the benefice for three years and the Reverend Tayo Wale-Falope was duly appointed as Priest-in-Charge for our benefice for a period of three years with effect from 26th April 2025. The situation will be reviewed again in 2027.

The Usual Sunday Attendance at St Andrew’s services is 56, including children. We are grateful to Elizabeth Webb who faithfully engages the children with activities during our services.

In 2025 there were 3 baptisms, 1 wedding and 3 funerals in the Parish. These services have led to a few people coming back to church to worship and have generally been well-received. The PCC thanks James Williams, the churchwardens and others who support with these occasional services.

The pattern of worship during 2025 was a service at St Andrew’s every three Sundays. Towards the end of the year this was reviewed and reshaped and a more consistent and sustainable pattern across the Benefice will be introduced from January 2026. A Benefice Eucharist will be held at St Andrew’s on the 2[nd] and 4[th] Sundays of each month and at St Thomas’ on any 5[th] Sunday. On the 1[st] and 3[rd] Sundays a number of the Much Hadham congregation travel to Benefice services in Albury and Little Hadham.

Evening worship is held on the 1[st] Sunday of each month at St Andrew’s. These services take a variety of forms, including said Eucharist, Quiet Church, a Taize service and services from the Book of Common Prayer (1662), offering a range of worship styles to meet different spiritual needs.

This has increased the regularity of worship in Much Hadham and the hamlets. The new arrangements will provide a combined total of 39 services a year – 27 morning and 12 evening.

We greatly value and enjoy our relationship with St Andrew’s CofE Primary School. We thank the Head Teacher Caroline Dimond and her staff for the continued support and encouragement in nurturing this important partnership. The school regularly comes into the church for their Easter, Harvest, Christmas and Leavers’ Services, as well as for occasional visits, including those linked to Baptism teaching. Tayo visits the school often to lead and join in worship.

The three Prayer Chain members continue to support people in prayer. A small group continues to provide pastoral support in various forms where a particular need is identified, including through the provision of regular community lunches, drawing on support in the form of a grant received from the John Laing Charitable Trust. Tayo, with a lay assistant, has been able to provide home Communion to a number of sick parishioners which is greatly welcomed.

Our Roman Catholic friends from Holy Cross are led by Fr Peter Harris. Holy Cross pays half of the running costs of St Andrew’s for which the PCC is very grateful. The Joint Church Council includes clergy and representatives from the PCC and Catholic Advisory Committee who focus on the practical aspects of the sharing arrangements. The Joint Activities Team plans and prepares for shared events such as Christmas and Easter events, Lent activities and shared children’s events.

The Friends of Much Hadham Parish Church is a separate charity which raises money to preserve and beautify St Andrew’s Church through grants to the PCC for various projects. Their generous support towards the upkeep of our beautiful 800 year-old building is vital and greatly appreciated. During the year they committed to funding the repairs to the north aisle roof of St Andrew’s, including any VAT which is not recoverable from the Listed Places of Worship Grant Scheme. This project will take place over three financial years and the PCC is very grateful for this hugely valuable support. They also provide grants for the upkeep of St Andrew’s churchyard.

We would like to express our thanks to our Treasurer Lesley Titcomb, all PCC members and many more from St Andrew’s and St Thomas’ who enable the ministry of our church to continue. We would also like to thank the Churchwardens and congregations at St Cecilia’s Little Hadham and St Mary’s Albury for their collaboration over the past year. We are also grateful to Carol French, our Electoral Roll Officer for her support in preparing the Electoral Roll. We were very grateful for the service of our previous Director of Music Stephen Penton and our small choir. Stephen left us during 2025 and we welcomed Oliver Rowe as his replacement.

We particularly appreciate the work of all those who carry out the essential but often unseen tasks behind the scenes. This includes those who beautify the church by arranging flowers for regular services and festivals and the ecumenical team who keep the church clean and the acolytes, crucifer, servers and chalice assistants who serve in our worship. Our enthusiastic team of ringers, led by Nick Hughes, continues to call us to worship regularly. Thank you to all those who have provided refreshments before and after our services. We are also thankful to all those - paid or voluntary - who maintain the church and churchyard, especially Chris Copper and Tom Walker. Also, we would like to thank Penny Taylor, our Parish Magazine editor, together with Shirley Howlett, the late Gill Clinch and all those who distribute the magazine. Thank are also due to our benefice Administration Assistant Fiona Forth. A particular thank you is due to James Williams for taking on the challenging role of Parish Safeguarding Officer. Whatever part the people of our church and village play, we are grateful for everyone who enables the ministry of St Andrew’s and St Thomas’ to continue.

Finally, we wish to express our appreciation for the ministry of Tayo as our Priest in Charge. He continues to lead, support and challenge us and we are enthusiastic about his ideas and changes, which are introduced after careful consultation and discussion. His first year as our formal Priest-in-Charge has been a great success.

Safeguarding

The PCC has complied with its duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (which is its duty to have due regard to House of Bishops’ guidance on safeguarding children and vulnerable adults). James Williams is our Parish Safeguarding Officer.

Fabric

During the year £6,401 was spent on routine repairs and maintenance at St Andrew’s, including repairs to the clock chamber window in the tower (for which scaffolding was required), fire protection measures, organ tuning and roof alarm maintenance.

The repairs to the north aisle roof commenced in earnest, with the project expected to run from October 2025 to April 2026.

Significant work was undertaken to replace worn bell ropes and carry out other work, which was funded by the restricted Bell Fund and a grant application has been made to the District Ringing Society.

The management committee of Green Tye Mission Hall continue to maintain and enhance the building on our behalf. The Committee has welcomed a number of new members and office holders during the year and the PCC is grateful to them for taking on these roles. We also thank those who stood down from the Committee for their many years of service.

Financial Review

The PCC Treasurer reports that 2025 was a reasonable year from a financial perspective, albeit without the significant level of one-off donations achieved in 2024 through the campaign in the village. Planned giving remained steady, but giving via the plate at services and occasional offices increased. We acquired a Collectin, which is a machine that can remain available for use whenever the church is open, to allow giving via debit or credit card or mobile device. The Diocese of St Albans contributed £250 to facilitate its acquisition. We also received a legacy of £5,000.

The accounts show substantial restricted donations from the Friends of Much Hadham Parish Church to fund repairs to the north aisle roof of St Andrew’s (£35,068) and maintenance of the churchyard

(£1,550). There were also donations of £3,225 towards the commissioning of a sculpture of St Andrew to be placed in the churchyard. A small committee is steering this project, including applying for grants towards it and seeking pledges of support from individuals, which will then be drawn upon as and when the work goes ahead.

The accounts for the year show a deficit of £5,842 in the unrestricted fund which reflects day to day income and expenditure. This is largely due to timing differences where expenditure on the north aisle roof and on the bells has had to be incurred before grant funding to support this work has been agreed and received.

We were able to pay the full Parish Share requested of us for 2025 of £51,554, which is very important in terms of demonstrating financial sustainability to the Diocese. We welcomed the news that the amount requested of us for 2026 will be considerably reduced.

The investments held in our restricted and endowment funds showed an overall net gain of £11,362 in market value at 31 December 2025 compared to 31 December 2024. The combination of this and the overall excess of expenditure over income means that our total funds stood at £209,339 at 31 December 2025, as against £200,988 at the end of 2024.

The PCC is very grateful to all those who have given so generously, for whatever purpose and in whatever amount.

The Archdiocese of Westminster in the Roman Catholic Church continues to pay half the running costs of St Andrew’s reflecting its use by the congregation of Holy Cross and in accordance with our Sharing Agreement. The parishes of Little Hadham and Albury make contributions to the office administration costs, organists fees, minister’s expenses etc.

The Treasurer would like to express her thanks to Fiona Forth; to Gill Clinch and Shirley Howlett who collect the magazine subscriptions; to Martin Dillon, who acts as her contact point with Holy Cross, and to the Churchwardens for their assistance with payment administration.

She would also like to express her particular thanks to James Steel who is the independent inspector of our accounts.

Reserves Policy

The accumulated reserves have been built up over a number of years and are spread across several restricted and endowment funds, as well as the unrestricted reserve which stands at £67,157 at the end of 2025 (2024: £72,999), which represents well over 6 months’ expenditure, due to the success of the 2024 appeal. The PCC tries to maintain unrestricted reserves at the level of 6 months’ expenses but this has at times proved challenging.

Structure, Governance and Management

The method of appointment of PCC members is set out in the Church Representation Rules. At St Andrew’s the membership of the PCC consists of the incumbent, churchwardens, Deanery Synod representatives and up to 9 members elected by those members of the congregation who are on the electoral roll of the Church. During the period of vacancy the PCC was chaired by the Lay Vice-Chair, Lesley Titcomb and this has continued, to enable Tayo to focus on his ministry and his contribution to the meetings. All those who attend our services/members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC. In 2025 we were pleased to welcome

two co-optees to the PCC, Mike Carver and Pauline Mullender. Simon Scutts and Charlotte Lipscomb stood down from the PCC, the latter as she commenced Reader Training. We are grateful to them both.

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. In doing this they must always have regard to the charitable objectives as set out above. New members receive initial briefing on the workings of the PCC and their responsibilities as charity Trustees. The Churchwardens have a wide range of responsibilities which includes the upkeep of the fabric and the churchyards. The full PCC met every other month during the year, in person and also ad hoc by email correspondence.

St Andrew’s Church is situated in Much Hadham and St Thomas’s Church is situated in Perry Green, both in Hertfordshire and are part of the Diocese of St Albans, within the Church of England. The correspondence address is The Rectory, High Trees, Station Road, Much Hadham, Herts, SG10 6AX.

The PCC is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2006). The PCC is registered with the Charity Commission in England and Wales and our registered charity number is 1152748.
