Summary of the objects of the charity set out in its governing document

To further or benefit the residents of city of Salford and the neighbourhood, without distinction of sex, sexual orientation, race or of political, religious or other opinions by associating together the said residents and the local authorities, voluntary and other organisations in a common effort to advance education and to provide facilities in the interests of social welfare for recreation leisure time occupation with the objective of improving the conditions of life for the residents.

In furtherance of these objects but not otherwise, the trustees shall have power: to establish or secure the establishment of a community centre and to maintain or manage or co-operate with any statutory authority in the maintenance and management of such a centre for activities promoted by the charity in furtherance of the above objects.

Eccles Town Hall provides a community venue for the people of Eccles and the wider area of Salford. In managing the venue, the trustees always have regard to the guidance issued by the Charities Commission on public benefit.

This year we hosted 20 concerts, covering bands, choirs, an orchestra and solo performers. The National Association of Brass Band Conductors held their prestigious competition at the Town Hall, and a local music school held two concerts by their students.

Summary of the main activities undertaken for the public benefit in relation to these objects (include within this section the statutory declaration that trustees have had regard to the guidance issued by the Charity Commission on public benefit)

We hosted a celebrity poetry reading, a lecture by a prominent Pakistani intellectual and two theatrical events by local amateur groups. A school PTA, a church, a ballroom dance group and a chess club have all made use of the hall, and the Greater Manchester Amateur Cricket League held their presentation night with us.

Three trade union meetings have been held, along with 12 other corporate events by civil service, NHS, local government, charities and businesses.

Our café has been open with varied accompanying music performances and an art exhibition, and also for the Eccles parade on Remembrance Sunday.

ECHO is staffed and run entirely by volunteers. Currently we have 9 trustees and 9 active volunteers. Both volunteers and trustees contribute to the running of events, with activities such as bar and café serving, kitchen duties, meet-and-greet, lighting and sound systems administering, ushering and safety announcements. We are attempting to recruit more volunteers, to ensure that events are covered without placing too much of a burden on a few individuals.

Section D Achievements and performance

Summary of the main This year we have built on the previous year’s recovery after the achievements of the charity pandemic, hosting a wide range of public and private events. Audience during the year numbers at concerts are still down, reflecting a national trend, but the venue and the commitment of the volunteers is much appreciated by visitors and hirers alike. We have tried to increase the diversity of our hirer and audience base, in terms of different ethnic communities using the hall, and some success has been achieved over this year. We plan to build on that in 2023-24. We have rationalised our event booking system, to ensure that timely and sufficiently detailed information is available to all who require it, regarding, for example, times, furniture, catering and invoicing. Financially we have achieved a small increase in our cash funds, finishing the year £1200 up on 2021-22. We have not made any major capital expenditures this year, so this indicates that our income has at least kept pace with our outgoings.
