Summary of Charitable objectives
-
The relief of poverty by giving free assistance to rural village churches and church leaders by the means of teaching and mentoring in discipleship and salvation. Combined with ways to cultivate their land and provide an output that will not only be self-supporting but provide an income and supply for others within their local community, through the provision of appropriate physical and financial resources.

The relief of sickness, disease and disability due to, but not restricted to a lack of medical resources, access to clean water and food supplies or acts of violence, through the provision of appropriate physical and financial resources

To advance education within rural communities through the free provision of teaching materials and facilities, encouraging work ethics and student educational and spiritual development through the provision of appropriate physical and financial resources.
Summary of the main activities undertaken within 2020/21
Throughout the reporting year 20/21, the impact of Covid-19 has been felt across all areas of charitable activity. There has been no Face2Face consultancy activity at all and fundraising income has been seriously impacted due to the uncertainty related to job security and direct loss of income to regular sponsors. However, whilst income to the charity has been reduced the £2.5k budget reserve at the start of the year have enabled continued support when combined with monthly donations to sustain the existing charitable commitments, but not build upon them. The one area of exception was at Namagera, where through dedicated fundraising activities in-between national Lockdown periods, sufficient funds were raised to complete the building envelop of the Namagera Community Resource Centre.

Following a fundraising event in the summer of 2019, £1200 was raised and released to build the first phase of the Namagera community resource centre. The foundation and floor.

Namagera Community Resource Centre
350kg Pre-Loved Clothing Donation
Through the support of the Richards House Charity, based in London, 350 Kilogrammes of Pre-loved clothing, some 1000 items of clothing were shipped to Uganda. Providing both a source of direct income, (through the sale of items) (through the set-up of Micro Businesses, selling and adjusting clothing services). In addition, supporting local pastors, teachers and widows with new suits and shirts and dresses.

Food Support
At the beginning of the 9 week Covid-19 lockdown in March 20, F2F was able to provide an additional £200 to support the provision of emergency food rations, as all shops had restricted opening hours and all forms of public transport were suspended, making it impossible for the local widows to find food locally.
Medical Support
Similarly, with the suspension of all local transport, F2F stepped providing an additional £200 to ensure that additional medications, treatments and first aid supplies were available through Pastor John Obelle, who was a medic in the Uganda Army, prior to becoming a Pastor.

Exception Reporting
CAF Bank Account Fraud
In Q3 2020, CAF bank made contact stating that unusual account activity had been noted on our Face2Face bank account. Namely that three substantial items had been attempted to be purchased, totalling £2.5k. As soon as the items were marked as fraudulent transactions CAF bank refunded the £2.5k the same day
Saints Perfection Ministries – Project Manager
In December 2020 F2F Ministries sent a consignment of humanitarian aid (30 boxes / 350Kg) to the Lwanjinsi Church. Largely donated from one sponsor “Pre-Loved Clothing” based in London. At this point, various requests were made of the SPF Project Manager (Pastor John Obelle) to supply the receipts for widows support, School fee’s sent, Teachers Salaries etc along with photos of the humanitarian aid being issued to Widows, Orphans and Teachers. These requests were initially responded to with partial compliance, so additional receipts and photos were requested so that the sponsors in London could share the celebrations through their web site etc.
One key area of concern was the lack of proof supplied for the salaries paid to the two primary school teachers during the Covid-19 school closure. It was agreed that the salaries for the teachers would continue to be paid to support their livelihoods during lockdown in Uganda, in addition, a new teacher was appointed in October 20, despite the school being closed.
As soon as it became evident that there could be an issue with the Teachers not receiving their salary support, Pastor Silver Wanzalla, the Face 2 Face Ministries Director in Mbale was commissioned to complete a full investigation.
After visiting Lwanjinsi it was discovered that Pastor Obelle had relocated to Namagera, his home village mid December 2020 with his family, leaving his pastoral team to look after the church. At this point Pastor Obelle had been paid his support / salary until the end of January 2021. Pastor Obelle had supplied signed receipts for the Widows Support, His Salary and school fee’s for his two children only.
At this point Pastor Silver travelled to Namagera and met with Pastor Obelle who stated that he would write a full report on the funding of the project and supply all the receipts that had been requested. March 2021. To date no report has been received.
Paster Wanzalla then travelled to Lwanjinsi on two occasions to meet with Pastor’s Dan and Moses, who confirmed that John had left them in charge and that none of the 30 boxes of humanitarian aid had made it to Lwanjinsi, they were in fact with Pastor Obelle in Namagera, Similarly that the teachers had received no support for the 11 months, from March 2020 to the present day.
Based upon this testimony of these two witnesses, Face2Face Ministries have suspended all support for Pastor John Obelle after 9 years of faithful service, as he is in clear breach of Face2Face Ministries requirements for integrity and accountability in all stewardship matters.
The F2F UG Director has recommended a face to face meeting with Pastor Obelle, as soon as F2F UK Founders can return to Uganda.
Whilst we as founders of Face2Face Ministries are devastated at the actions of Pastor Obelle, we understand the additional financial pressures that Covid-19 has brought to families across the world but can’t condone the misappropriation of charitable funds meant to support single parent teaching staff over his personal needs.

Face2Face Ministries currently funds the salaries of two principle employees within Uganda. The Face2Face Missions Director and Pastor Nora SPF church Namagera. It is proposed that the three new Pastors (Dan, Christopher and Moses) receive a 200,000ugx salary a month, which is offset be the cessation of the main SPF Project Managers support 300,00Ugx a month and the additional funding of one teacher (Moses) who wil be now paid as a Pastor.
Going forwards the support for the two schoolteachers will stop, as delivery of the primary school falls outside of Face2Face Ministries core objectives at this point in time.
