St Michael & All Angels has charitable status as a registered place of worship under Section 3 of the Charities Act 1993. Charity Number 1152102
Background, Aims & Purposes
The Parochial Church Council is a corporate body, established by the Church of England. The Parochial Church Council (PCC) of St Michael & All Angels Church works with and supports the Vicar, the Rev’d Stephen Taylor, in promoting the whole mission of the church with respect to pastoral, evangelistic, social and ecumenical matters within the parish. The PCC also has maintenance responsibilities for the church buildings, comprising the church and church Halls.
The PCC operates under the Parochial Church Council (Powers) Measure. The PCC is registered with the Charity Commissioners. PCC Members are also Charity Trustees and must ensure compliance with charity law and church (ecclesiastical) law and exercise a duty of prudence and a duty of care. In the planning of activities the PCC has considered the Charity Commission’s guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion.
Matters related to church and other legislation (compliance with Health and Safety, Disability Discrimination and Child protection etc.) are brought to the notice of PCC members for review and action.
The PCC has complied with its duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016, in relation to having due regard to House of Bishops’ guidance on safeguarding children and vulnerable adults.
Membership
Members of the PCC are either ex officio or elected by the Annual Parochial Church Meeting (APCM) in accordance with the Church Representation Rules. All church members are encouraged to register on the Electoral Roll and to stand for election to the Council. The Council operates one sub-committee: the Standing Committee comprising the Incumbent, Churchwardens, Treasurer, Secretary and 1 PCC representative.

PCC & Standing Committee Meetings
The 1[st] PCC meeting (held after the APCM) met to welcome new members and elect the Officers and a PCC representative on to the Standing Committee. Overall attendance at the PCC meetings was 98%. There were 6 PCC Meetings, 6 Standing Committee Meetings and 1 Extra Ordinary Meeting. The principle discussions and business of the PCC can be summarised as follows: -

Review and Renewal of the Safeguarding Policy. Fr. Stephen, Andrew L and Andrew H signed the Safeguarding Policy for 2023.

Safeguarding – Checklist for DBS checks online and training.

A safeguarding incident in the community, which was dealt with accordingly, was reported to the Safeguarding team at Church, Diocese and local schools.

Safeguarding Sunday – Arranged for Simon Lee to give a talk to the congregation about the role of safeguarding in church.

Cate, Greta, Max and Robert continued as Assistant Wardens and Debbie became an Extended Warden Team Member.

Discussed suggestions for celebrating our church’s 150[th] anniversary e.g. hold fundraising and celebration events throughout the year to be organised by church groups and individuals.

Objectives and Activities
The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St Michaels. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.
In particular, we try to enable ordinary people to live out their faith as part of our parish community through:

Worship and prayer; learning about the gospel; and developing their knowledge and trust in Jesus;

Provision of pastoral care for people living in the parish;

Missionary and outreach work.
To facilitate this work it is important that we maintain the fabric of the Church of St Michaels and the Church Halls Complex.
Safeguarding
Safeguarding is of paramount importance and something which is taken extremely seriously at St Michaels. Mr Simon Lee who has long experience in Safeguarding work is our Parish Safeguarding Officer, and our Parish Safeguarding policy is reviewed and agreed each year by the new PCC at their first full meeting following the date of the APCM. The policy – together with our safeguarding information poster - is displayed both in the Church, in the Halls complex, and there are links to both on the homepage of our website. A handle is kept on DBS renewals, training needs and refresher courses using a spreadsheet supplied by the Diocesan Safeguarding team. We also use the Parish Dashboard system and have reached level three. It is our intention to use the Safeguarding Hub too. We join in with the national Church’s annual Safeguarding Sunday each November. Our Lead Recruiter is Ms Donna Mitchell who ensures that DBS checks are conducted on all those who require them. One safeguarding incident was reported to the PSO this year, who dealt with it according to Diocesan guidelines and in conjunction with both the Diocesan Safeguarding Team and the Parish School Safeguarding Team
Achievements and Performance
Worship and prayer
The past year has seen a further growth spurt in numbers attending worship, and more people willing to volunteer their services which is so heartening to see. Our worship has a real sense of joy, purpose and happiness, which we hope is then reflected in people’s day to day lives. We celebrated with great joy the Coronation of their Majesties King Charles III and Queen Camilla. All of our regular events and festivals have been well attended including once again our community event ‘Carols at the Wonder’ which attracted a crowd of over 200 people – with freshly cooked pizza and plenty of drink helping to keep people warm – and singing! – and with the added bonus this year of adding the same event at ‘The Cricketers’ – the pub at the other end of the Parish. Again, well received and with a completely different crowd and atmosphere which was great.
All are welcome to attend our regular services. At present (2024) there are 222 parishioners on the Church Electoral Roll. Our average weekly attendance is 150 (including around 35 children). We continue to provide the Sunday readings and Children’s material, along with our Weekly ‘Parish News’ on our website each week.
As well as our regular services, we enable our community to celebrate and thank God at the milestones of the journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged
with God's blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping. We have celebrated 7 baptisms and conducted 5 funerals either in church or at a Crematorium or Cemetery this year. We have also conducted 2 weddings. We held our annual Confirmation Service in June (with grateful thanks to Bishop John Went) at which one of our older teenagers and eight of our children took this next step in their journey of faith, together with a candidate from St Paul, Winchmore Hill.
Deanery Synod
One member of the PCC sits on the Deanery Synod. This provides the PCC with an important link between the parish and the wider structures of the church.
16[th] March 2023 - Christ Church, Cockfosters
Elections of new governors were announced.
The Bishop of Edmonton made a Deanery visitation prior to leaving. This was held on the 28[th] March and ended with a Eucharist at St Stephen’s, Bush Hill Park.
Main Topic :- A Musical Devotion for Lent.
David and Nikki Hooke from Christ Church, Cockfosters led the Deanery in prayer and contemplation using the parable of the prodigal son. This was followed by a short video presentation on Local Houses of Prayer.
6[th] July 2023 – St Peter & St Paul, Ordnance Road
Election of officers and standing committee.
Main Topic : Report from the Sub-committee – Being a More Effective Deanery. Very interesting discussion and many ideas came forward. Followed by a Deanery Summer Party.
– Saturday 30[th] September 2023 Deanery Quiet Day with Bishop John Ford
Quiet day held at Clay Hill in September attended by twenty-five people. They are hoping to repeat the event next year with the new Bishop of Edmonton.
A group of five churches in the Edmonton area hold group services on Sunday afternoons each lent, and it was suggested that other parishes might want to do the same.
16[th] November 2023 – St Alphege, Edmonton
Main Topic : Katy and Simon led a discussion on the Grow Course which aims to help churches to grow in health, depth and impact and reach new people.
The meeting divided into groups to reflect on experiences and aims. Members then shared with the meeting their own experiences of growth and mission.
22[nd] February 2024 – Christ Church, Southgate
The Bishop of Edmonton is to be consecrated in April. There would be a welcome service for him on 8 May at St Pancras, Euston Road at 7pm. Main Topic : Stephen Miller: Angels in Art – a reflection for Lent
S. Miller’s talk was based on his book The Book of Angels – describing humans and angels as inhabiting very different parts of reality and of angels as a powerful symbol for those dimensions of the cosmos about which we have no real idea. There was a short discussion prompted by a question on how we should be open to angelic intervention.
The Church
We want our church to be open to our community for both worship and private prayer and have tried to make this possible as much as we can.
The Church Halls Complex
Now out of the COVID impact, it is pleasing to note the halls are being used now more than ever. During term time, our main hall runs at around 67% occupancy with only the less preferred days/times available. Other halls run at lower occupancy due to size and facilities.
As we look to further increase utilization, I am in early stage talks with Sharesy who are an online business connecting potential hall renters with halls! They do take a % of the revenue but I still feel this could be beneficial. I’ll presents these findings to the PCC for final consideration.
In April 2023 the PCC decided, with my input, decided to increase the hall cost by 10% to all renters – this was received well with no fall out from any user and was needed to offset ongoing energy rises increase. In addition, we also tightened the payment terms to ensure all renters paid their invoices within 30 days of issue.
The hall users are generally unchanged from last year, but most have increased the time they spend with us. Regular renters remain a number of children’s dance groups, various pre-school activity groups, a breakfast club, Morris Dancers, Keep-fit activities, a children’s gymnastics club, a Pentecostal Church group and a dedicated daily PreSchool, as well as our own Parish groups.
We also let occasionally to one off children’s parties or other events, normally one a Saturday or Sunday afternoon/evening.
I am responsible for keeping the diary, lettings, and organising on-going maintenance, in addition to producing quarterly reports to the PCC for review.
We have one regular cleaner, Sue Hoy, who comes in daily. The hall is regularly maintained with a good network of regular trades people that we can call upon at short notice. Peter Newbury (PCC Halls Manager)
Pastoral care
We visit people in their own or Care homes as required taking Holy Communion where asked, and keep in touch with anybody in need via telephone too. We have good relationships with the local hospital Chaplains who assist where necessary. We are often called to help those who have no connection with the church, but are in need of support, and see it as a very important part of our ministry.
Community & Outreach
Cate Brooks and Debbie Delaney heading up the C and O with numerous members of the congregation lending a very helpful hand. Our community events are well received and holding annual events means the congregation look forward to attending our regular Fete or having another go at our Quiz or Murder Mystery Evening! We hold regular meetings, with extra ones scheduled when events are due—our meetings are open to all our congregation and are well attended with others happy to pitch in and help when needed. We regularly discuss ways of reaching the wider community with advertising and leaflet drops and revising our list of events to include all age groups.
RED TROLLEY BOOK STALL —our trolley continues to be regularly updated, by Kitty, with new books and other bits and pieces of interest—this has a small but steady income.
July 2023—Parish Summer Fete— _ this event, as usual, was well attended with local businesses generously donating to our raffle and stall. Our blue tokens continue to be a big hit making it easier for the stalls and quicker to finish up the day and calculate our Fete profit.! We encourage dual facilities (money or tokens) on all stalls for those happy fete goers who had run out of tokens! Unfortunately, we missed the deadline for James Hayward advertising boards this year but thankfully this didn't seem to have an impact of the attendees.
October 2023—Enfield Sings Choir
This free concert, held in church, was well advertised and enjoyed by all with a mixture of oldies and new tunes. Refreshments and donations contributed to a profit of £132.40
November 2023—Quiz Night— a fun time was had by all with Fr Stephen as the Quiz Master and myself and Debbie having the ultimate say in marking and scores!
December 2022— Christmas Hamper
This year we had 2 Christmas Hampers and a lovely Christmas Cake in our raffle. Each hamper cost £25
Rose Chasuble
Our very accomplished Sewing Club produced a beautiful new Rose Chasuble and Stole which was shown off for its first use on Laetare Sunday (Mothering Sunday) in Lent and will be worn again on Gaudete Sunday in Advent, while getting on with a new Banner commemorating our 150th Anniversary which will be presented on Dedication Sunday in July.
February 2024—Cedar Tree Celebration
Unfortunately, the large cedar tree in the church garden was deemed unsafe. It was taken down amidst coffee and celebration with people coming and going for most of the day. A small piece of history or large piece, depending on the size of wood, was available for a donation with a roundel being taken and carved to commemorate the loss of this beautiful old tree.
The list of forthcoming events is impressive this year as it’s our 150[th] Anniversary and we intend to commemorate this event with all our Clubs contributing and raising money. The C & O continues to be an excellent way to include new members of the congregation which increases every year—new ideas and events are encouraged to keep things fresh and dynamic which in turn boosts attendance and willing support.

Ecumenical relationships
The church was a member of Churches Together in North West Enfield which unfortunately fell apart some years ago. However we do our best to support our ecumenical neighbours, and the Vicar has good relationships with the leaders of all the local churches – most especially with one of the local United Reformed Ministers.
Financial Review
Total receipts on unrestricted funds were £89,707 of which £33,418 was unrestricted voluntary donations, and a further £5,596 was from Gift Aid. £89,156 was spent from unrestricted funds to provide the Christian ministry from St Michaels Church, including the contribution to the Diocesan Common Fund (£30,000). The net result for the year was a positive balance of receipts over payments of £551 on unrestricted funds. Adding bank and deposit balances brought forward at the beginning of the year, the balances carried forward at 31 December on unrestricted funds totalled £43,145. We have continued to make small but regular monthly payments to Edmonton Episcopal Area towards the £20,000 loan made in 2019 for the refurbishment of the toilet facilities and replacement of the electrical system in the Parish Hall and will increase this when we prepare our budget for 2025, since emergency tree works prevented us from doing this for 2024 as planned.
Reserves policy
It is PCC policy to try to maintain a balance on unrestricted funds which equates to at least three months' unrestricted payments. This is equivalent to around £24,000. It is held to smooth out fluctuations in cash flow and to meet emergencies. The cash balance of £43,145 held on unrestricted funds at the year end, together with the amounts payable to and by the PCC, remains adequate for this.
Volunteers
We would like to thank all the volunteers (a very large number), who work so hard to make our church the lively and vibrant community it is. Everyone is valued no matter how big or small their part is, or in what area.
Fabric Report
The year 2023-24 has seen St Michael’s busily preparing for the 150[th] anniversary of its consecration, which will be celebrated throughout 2024.
During the year, the Vicar and Warden team have ensured that the buildings are kept in order, and fortunately there have been no major issues with either the church or halls.
The most significant work carried out during the year has been to remove the sadly deceased cedar tree from the grounds – a major and necessary exercise for safety reasons, which, although sad (the tree being the same age as the church), has been an opportunity to fund-raise and bring together parishioners around a common cause. It has, if nothing else, been timely, as a section of the tree will be used to create a commemorative object for display later in the 150[th] year.
During the year the church, halls and gardens have continued to benefit from ongoing maintenance, with the following having been carried out on a regular or as necessary basis:

Regular inspections of the church and halls.

Minor roof repairs to the lower vestry and roof repairs to the main roof flashing and gable wall, as part of a stone had dislodged and fallen into the car park.

Clearance of litter in the outside areas.
-
Removal of graffiti – fortunately only in chalk and crayon – on the church walls.

Maintenance, service and tuning of the organ, including a minor repair to one of the rods, and a repair to the swell box mechanism.

Fire safety checks and inspection of all fire extinguishers in the church and halls.

Servicing of the heating system in church.
-
Gutter cleaning – somewhat helped by the removal of the tree.

Minor roof, guttering, plumbing and lock repairs to the halls.

Hall drains unblocked and the Pre-School reminded not to allow items to be dropped in the grate.

Reports from Parish Groups
Choir and Music
The choir continues to gain strength and experience, and Robert’s excellent and sensitive organ playing continues to add greatly to the worship in our services.
A particular highlight in the last year was the introduction of Choral Matins in October, when Father Stephen was enjoying a well-deserved holiday following the Harvest Festival. Taking on the responsibility of leading the worship in a service unfamiliar to the congregation was daunting, but rewarding, and the choir is looking forward to further Sundays when matins will be sung.
We continue to slowly add new musical ingredients to our services, including the Lenten Prose during this Lent, and are looking for more opportunities to add music to our services as we progress through the church’s 150th year.

Toddler Group
Toddlers group still runs on a Tuesday in term time. The times have changed slightly and are now 10 till 11.30. We have seen numbers to dwindle greatly over the last 12 months. We are seeing between two and six children attend a week. We still run along the same lines of free play, Bible story, Singing and the children have snacks and juice, and the parents have tea and coffee and some form of chocolate biscuit. Also due to work commitments the number of helpers has dwindled as well. There are now only two of us and depending on work commitments, Sometimes this means there can be only one of us, which proves difficult when running snack time and tidying away at the end of the morning. Thank you as always to Sonya for her continued support and help in this group, and also to Father Stephen who comes in weekly to visit us. Cornerstones Youth Group
This past has seen Cornerstones maintain strong numbers every week,
This year we decided to change the year groups to even out the numbers every week.
Our younger years 3-4 numbers have continued to grow. We have seen a big bounce of numbers averaging 36 children every session.
It’s always encouraging to see both our existing year four continue to attend as well as our new year threes really embracing what we do.
Our special themed nights including arts and crafts, prize nights, supper nights and end of term discos ensures Years 3 and 4 numbers have remained strong. We have reinvested back into the club with new equipment including a new console which has gone down a treat. Also, this year we have added a dedicated football room with brand new goals. Also expanded our tuck shop range which continues to be a big draw every week. Our older years 5s and above have seen a steady number remain every session. An average of 33 children attends which is up from 29 last year. Very encouraging to see some of older children continues to attend. We have also welcomed our highest number of young adults to volunteer with us as part of their D of E award. In total we have had 9 complete or currently helping us out which is a huge help. We are so lucky to have a very strong group of volunteers however due to our continued growth we will be looking to add more in the new future. Thank you for your continued support and we look forward to growing cornerstones further.

24[th] Enfield Brownies
Summer term 2023
A Brownie parent came to the meeting and taught the girls some German phrases. They also read facts about Germany and completed role plays in front of the other girls. The Brownies were able to obtain their language badge.
In the summer term 2023 the Brownies were taught First Aid skills and were able to obtain their first aid badges. Autumn term 2023
In October the Brownies had a captivity night. This was to explain to the girls about animals that are at risk being captivated and ill treated. The girls marked a box on the church floor with masking tape and whilst pretending that they were a captive animal they drew a poster about endangered animals. This was sponsored and the girls raised £591.56p. A letter was sent to the World Wildlife Fund with the cheque and the Brownie pack received a letter, certificate and WWF necklace to say Thank you.
The Brownies also held a Bring and Buy Sale and lots of them made bookmarks, Christmas decorations, cakes, packets of sweets and sold them. The girls raised £286 for Children in Need.
The Brownies have been involved in two trips to the cinema and also a day trip last Summer. They have completed crafts, games etc
Spring Term 2024
They had a Pancake Day celebration as this was in half term. The girls decorated their pancakes with Nutella, honey, lemon, marshmallows and other sauces.The Brownies enjoyed the evening.
The Brownies made flower arrangements for Mothering Sunday gifts for their Mums. A lady came to the pack to show the girls how to make them and they created their own arrangements. Several mothers contacted me to say how beautiful they looked.
The girls have been working on their Lead badge and have been teaching each other dance routines and organised obstacle courses in the hall.
With Easter approaching they have been learning how to make pom-poms and will be using them to make chicks and bunnies.
The Brownie Pack continues to thrive with several girls asking to join. We now have girls that attend six different schools.
We have given all our second-hand uniform to the girls to try and help parents and subscriptions remain the same at £25 per term. Some parents are unable to pay so Brownies are funding this.
We are currently working on our contribution to the church to celebrate 150 years of the church and hopefully we will be making some planters from the tree trunk that was cut down in the church garden and the girls will be filling them with flowers and taking care of them. Annette Corry (Brown Owl)
24[th] Enfield Guides
Once again, the Guides have had an action-packed year. We have between 18 and 20 Guides who attend each week and take a full part in all our activities. We were delighted to welcome Megan Lewis back from university to join our leadership team. Our parents have continued to support us well by taking part in our parent rota, to ensure we always have the correct ratio of adults to girls.
We prepared to celebrate the King’s Coronation by cleaning up the church garden and painting plastic bottles in which we planted summer flowers. This culminated in a Coronation party and earning a badge. In the spring we joined with other Guides and Brownies for an exclusive screening of The Little Mermaid. During June and July we got outside as much as possible. We had 2 visits to Tolmers Campsite. On the 1[st] occasion we played a wide game of Cluedo. The Guides had to look for hidden pictures of the characters, weapons and locations from Cluedo and work out who the murderer was by means of elimination. On the 2[nd] evening, we invited our dads to an evening of fire lighting and toasting marshmallows with us. We were also invited to a Rugby taster session which the guides really enjoyed. We finished the term with a bbq cooked by the girls .
During the autumn we focussed on badges including The History of Guiding and completing challenges to help us to know ourselves better. This involved designing covers for notebooks to show our favourite things and working in teams where everyone had to play to each other’s strengths. We had a very successful activity for Remembrance Sunday. The Guides attended Church Parade in the morning and stayed in the halls for a series of spy- based activities, remembering how the guides helped M15 during the war. We had pizzas for lunch before parading to War Memorial in the afternoon.
In the Spring term we have had a visit from a Guide Dog puppy and learnt about how she is prepared for more formal training as she gets older. We marked international women’s day with a craft themed evening helping the girls to focus on significant females including Emmeline Pankhurst, Frida Carlo and Taylor Swift. We treated our mums to another Pamper evening which they thoroughly enjoyed.
We held a collection for the Enfield Food Bank and with contributions from the church we donated nearly 40kg of food. Another highlight was the science evening which Father Stephen very kindly arranged for us to mark British Science Week
One of the main events of the year was at the end of January when we took 16 Guides away for the weekend to Chigwell Row for a Pamper Yourself themed weekend. The weather was good so the guides were able to spend time outside as well as experimenting with homemade beauty products, and finding different ways to make ourselves feel good.
All our units are led by volunteers and we always welcome more support and new leaders to help us deliver the best programme for the girls. If you would like to be involved and can spare a couple of hours on a Tuesday, please speak to me or to Father Stephen.
