St Michael & All Angels has charitable status as a registered place of worship under Section 3 of the Charities Act 1993. Charity Number 1152102
Background, Aims & Purposes
The Parochial Church Council is a corporate body, established by the Church of England. The Parochial Church Council (PCC) of St Michael & All Angels Church works with and supports the Vicar, the Rev’d Stephen Taylor, in promoting the whole mission of the church with respect to pastoral, evangelistic, social and ecumenical matters within the parish. The PCC also has maintenance responsibilities for the church buildings, comprising the church and church Halls.
The PCC operates under the Parochial Church Council (Powers) Measure. The PCC is registered with the Charity Commissioners. PCC Members are also Charity Trustees and must ensure compliance with charity law and church (ecclesiastical) law and exercise a duty of prudence and a duty of care. In the planning of activities the PCC has considered the Charity Commission’s guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion.
Matters related to church and other legislation (compliance with Health and Safety, Disability Discrimination and Child protection etc.) are brought to the notice of PCC members for review and action.
The PCC has complied with its duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016, in relation to having due regard to House of Bishops’ guidance on safeguarding children and vulnerable adults.
Membership
Members of the PCC are either ex officio or elected by the Annual Parochial Church Meeting (APCM) in accordance with the Church Representation Rules. All church members are encouraged to register on the Electoral Roll and to stand for election to the Council. The Council operates one sub-committee: the Standing Committee comprising the Incumbent, Churchwardens, Treasurer, Secretary and 1 PCC representative.

PCC & Standing Committee Meetings
The 1[st] PCC meeting (held after the APCM) met to welcome new members and elect the Officers and a PCC representative on to the Standing Committee. Overall attendance at the PCC meetings was 95%. There were 7 PCC Meetings and 5 Standing Committee Meetings.

Objectives and Activities
The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St Michaels . The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.
In particular, we try to enable ordinary people to live out their faith as part of our parish community through:
• Worship and prayer; learning about the gospel; and developing their knowledge and trust in Jesus;
• Provision of pastoral care for people living in the parish;
• Missionary and outreach work.
To facilitate this work it is important that we maintain the fabric of the Church of St Michaels and the Church Halls Complex.
Safeguarding
Safeguarding is of paramount importance and something which is taken extremely seriously at St Michaels. Subject to Diocesan approval we have recently (March 2023 PCC meeting) appointed a new PSO - Mr Simon Lee who has long experience in Safeguarding work, and our Parish safeguarding policy is reviewed and agreed each year by the new PCC at their first full meeting following the date of the APCM. The policy – together with our safeguarding information poster - is displayed both in the Church, in the Halls complex, and there are links to both on the homepage of our website. A handle is kept on DBS renewals, training needs and refresher courses using a spreadsheet supplied by the Diocesan Safeguarding team. We also use the Parish Dashboard system, and have reached level three. It is our intention to use the Safeguarding Hub too. Our Lead Recruiter is Ms Donna Mitchell who ensures that DBS checks are conducted on all those who require them. No safeguarding incidents have been reported either to or by the (outgoing) PSO this year; one potential safeguarding concern was raised which was then handled by the Parish School safeguarding team (with whom we keep a close relationship) as it pertained to incidents at the School
Achievements and Performance
Worship and prayer
The past year has seen a pre-Covid look to our worship and prayer, and where we have ‘regained our mojo’, and sense of joy and purpose, which has given us all an added impetus that is clear to see. We celebrated with great joy the Platinum Jubilee of the late Queen, and sadly commemorated her death just three months later. All of our regular events and festivals have been well attended including once again our community event ‘Carols at the Wonder’ which attracted a crowd of over 200 people despite the heavy rain – with freshly cooked pizza and plenty of drink helping to keep people warm – and singing! We have been asked to double up next year and also hold a similar event at one of the Brewery’s other pubs at the opposite end of the parish.
All are welcome to attend our regular services. At present (2023) there are 214 parishioners on the Church Electoral Roll. Our average weekly attendance is 135 (including around 35 children). We continue to provide the Sunday readings and Children’s material, along with our Weekly ‘Parish News’ on our website each week.
As well as our regular services, we enable our community to celebrate and thank God at the milestones of the journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God's blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping. We have celebrated 10 baptisms and conducted 5 funerals either in church or at a Crematorium or Cemetery this year. Unfortunately, we did not have any weddings this year. We did however have a Confirmation Service at which one of our adults and one of our children took this next step in their journey of faith.
Deanery Synod
One member of the PCC sits on the Deanery Synod. This provides the PCC with an important link between the parish and the wider structures of the church.
June 30th 2022 - St Aldhelm, Edmonton
It was announced that the Enfield Night Shelter scheme would run again in 2022-23 and St Alphege Church would host on Saturday nights.
S. Johnson, in association with the Mothers’ Union, was spearheading a new initiative to offer support to visitors at Pentonville Prison and asked for volunteers who would be interested. Discussion - The Diocese Compassionate Communities Team
Rev. Natasha Beccles gave an illustrated introduction to the work of Compassionate Communities with a focus on how they are tackling serious youth violence. Followed by the Deanery Summer Party.
November 10[th] 2022 – St Stephen, Bush Hill Park
S. Johnson reported that the Enfield Night Shelter had moved away from the use of community spaces in order to provide a higher standard of accommodation and so no churches would be acting as hosts for this year. The Dean reported that Rev. I Crofts of Jesus Church, Forty Hill was to retire. Discussion - Our 2030 Vision: Racial Justice
Dr. Christian – Iwuagwu started the main topic of the meeting by reminding members about the big changes that were affecting all of us due to the Covid 19 pandemic and the cost of living crises, fuelled by Brexit and the invasion of Ukraine. In the face of these challenges, how do we continue to tell people that Jesus loves them? The meeting was split into groups to discuss the question “is the church of England institutionally racist?”. The general consensus was that there was certainly evidence of institutional racism but that the situation had improved due to the widespread awareness. During the illustrated talk, he gave examples of institutional and casual racism that he had encountered during his ministry. Some members shared experiences that they had encountered in their own parishes.
The parishes of St Mark and St Stephen had combined to form the new parish of Bush Hill Park.
The next Synod meeting will be on March 16[th] 2023 – at Christ Church, Cockfosters and will include a musical devotion for Lent led by David and Nikki Hooke. There will also be a report from the Sub Committee on “Being a more effective Deanery”
The Church
We want our church to be open to our community for both worship and private prayer and have tried to make this possible as much as we can.
The Church Halls Complex
The Halls are well used every day of every week - regular renters including a number of children’s dance schools, various pre-school activity groups, a breakfast club, Morris Dancers, Country Dancers, Keep-fit activities, A children’s gymnastics club, a Pentecostal Church group and a dedicated daily Pre-School, as well as our own Parish groups. We also let occasionally to one off children’s parties or other events. The Hall is managed by Mr Peter Newbury, who is responsible for keeping the diary, lettings, and organising on-going maintenance. We have one regular cleaner, who comes in daily. The hall is regularly maintained and is popular with the local community/user groups.
Pastoral care
We visit people in their own or Care homes as required, leading a service Holy Communion bi-monthly in one Care Home in another parish where the Vicar has retired, and keep in touch with anybody in need via telephone too. We have good relationships with the local hospital Chaplains who assist where necessary. We are often called to help those who have no connection with the church, but are in need of support, and see it as a very important part of our ministry.
Community & Outreach
Cate Brooks and Debbie Delaney heading up the C and O with numerous members of the congregation lending a very helpful hand - our community events are well received and looked forward to. We hold regular meetings, with extra ones scheduled when events are due—our meetings are open to all our congregation and are well attended with others happy to pitch in and help when needed. We regularly discuss ways of reaching the wider community with advertising and leaflet drops and revising our list of events to include all age groups. Red Trolley book stall—our trolley continues to be regularly updated, by Kitty, with new books and other bits and pieces of interest—this has a small but steady income
July 2022 - Parish Summer Fete - this event, as usual, was well attended with local businesses generously donating to our raffle and stalls - our new arrangement of tokens being used instead of money throughout the
Fete has been very well received and has made it easier for the stalls to function. We encouraged dual facilities (money or tokens) on all stalls for those happy fete goers who had run out of tokens! James Hayward generously reinstated their advertising boards, and this helped to boost our overall profits.
October 2022 - Quiz Night - a fun time was had by all with Fr Stephen as the Quiz Master and Cate and Debbie having the ultimate say in marking and scores! During the interval a vote was taken on our Toilet Twin location - Debbie announced that Mozambique won
December 2022 - Christmas Hamper - We had 2 Christmas Hampers as one giant one seemed excessive—2 very happy winners had their Christmas covered with all manner of treats. Each hamper cost £25 Forthcoming events May 2023 - Murder Mystery Evening - this event will be a lot of fun not only to produce but on the night hopefully everyone will be kept guessing!
July 2023 - Summer Parish Fete - Plans are underway for this all important event.
The C & O continues to be an excellent way to include new members of the congregation which increases every year—new ideas and events are encouraged to keep things fresh and dynamic which in turn boosts attendance and willing support. Mrs Cate Brooks Mrs Debbie Delanely C & O Team Leaders
Ecumenical relationships
The church is was a member of Churches Together in North West Enfield which unfortunately has fallen apart. However we do our best to support our ecumenical neighbours, and the Vicar has good relationships with the leaders of all the local churches
Financial Review
Total receipts on unrestricted funds were £84,373 of which £33,805 was unrestricted voluntary donations, and a further £5,249 was from Gift Aid. We are slowly clawing our way back after taking a massive financial hit from Covid opening restrictions. £78, 875 was spent from unrestricted funds to provide the Christian ministry from St Michaels Church, including the contribution to the Diocesan Common Fund (£29,400). The net result for the year was a positive balance of receipts over payments of £5,498 on unrestricted funds. Adding bank and deposit balances brought forward at the beginning of the year, the balances carried forward at 31 December on unrestricted funds totalled £42,594. We have continued to make small but regular monthly payments to Edmonton Episcopal Area towards the £20,000 loan made in 2019 for the refurbishment of the toilet facilities and replacement of the electrical system in the Parish Hall, and will increase this when we prepare our budget for 2024
Reserves policy
It is PCC policy to try to maintain a balance on unrestricted funds which equates to at least three months' unrestricted payments. This is equivalent to around £24,000. It is held to smooth out fluctuations in cash flow and to meet emergencies. The cash balance of £42,594 held on unrestricted funds at the year end, together with the amounts payable to and by the PCC, remains adequate for this.
Volunteers
We would like to thank all the volunteers (a very large number), who work so hard to make our church the lively and vibrant community it is. Everyone is valued no matter how big or small their part is, or in what area.
Fabric Report
Post-Covid normality returned to St Michael’s during 2022, with a noticeable increase in congregation numbers coinciding with celebrations of the late Queen’s Platinum Jubilee.
During the year, the Vicar and Warden team have ensured that the buildings are kept in order, and fortunately there have been no major issues with either the church or halls.
During the year the church, halls and gardens have continued to benefit from ongoing maintenance, with the following having been carried out on a regular or as necessary basis:

Regular inspections of the church and halls.

Clearance of litter in the outside areas.

Maintenance, service and tuning of the organ (July 2022 and February 2023).

Fire safety checks and inspection of all fire extinguishers in the church and halls, including the replacement of one extinguisher (February 2022).

Servicing of the heating system in church, including the replacement of an exhaust fan for one failed unit (January 2023).

Gutter cleaning (December 2022).

Hall drains unblocked after build-up of wipes being flushed down the toilets by hall users (October 2022).

New lighting installed in outside entrance area to halls to improve safety for groups accessing the halls (February 2023)

Reports from Parish Groups
Choir and Music
The choir has continued to play its role in the ministry of St. Michael’s, with as many as six singers when we’re all in attendance. We introduced the use of Dom Gregory Murray’s “A New People’s Mass” during Lent in 2022 and will look to add the Lenten Prose next year in 2024. We are proud to be able to make our contribution to the services in Church and we would love to have one or two more singers join our ranks. Our ambition for the year to come is to add one or two unison/all voices anthems to our repertoire and to add some more special pieces on high days and holy days. Toddler Group
Toddlers group runs on a Tuesday morning 9.45 till 11.30 during term time. We have free play followed by songs, Bible story and normal story for the children to listen to while they have their snacks. Unfortunately, due to Covid we can no longer do healthy snacks as everything needs to be pre-packed and each child has something individual like raisins, mini party rings or food like that. The parents still have tea and coffee but also need individual packed biscuits rather than help yourself to a plate. This causes additional expense for us. We do not have as many children coming in as we had before covid. We now only get 7 to 10 children each week. It’s nice that the group is smaller and more intimate, and we can spend more time talking to individuals but this affects the running of the group.
I would like to thank Sonya, Paula and Eloise for their continued help in setting up and running the group, without them I would not be able to run the group as I do.
Please pray that God will send in a few more children and that we can continue to spread God’s word at a level that the children understand, full of fun, singing and stories. Sally Pearson (Early Years Lead)
Cornerstones Youth Group
This past has seen Cornerstones to grow from strength to strength, as we mark the tenth year of Cornerstones youth club.
Our younger years 3-5 group numbers have continued to grow. We have seen a big bounce of numbers averaging 60 children every session, which is up from an average of 49 last year.
It’s always encouraging to see both our existing four and five continue to attend as well as our new year threes really embracing of club.
Our special themed nights including arts and crafts, prize nights, supper nights and end of term discos ensures Years 3-5 numbers have remained strong. We have reinvested back into the club with new equipment including a new console which has gone down a treat. Our older years 6 and above have seen a steady number remain every session. An average of 27 children attends which is up from 22 last year. Very encouraging to see some of older children continues to attend. We have also welcomed 4 young adults to volunteer with us as part of their D of E award. We are so lucky to have a very strong group of volunteers however due to our continued growth we will be looking to add more in the new future. For the first since we opened we decided to increase our entrance fee to £2 to subsidise increasing energy costs. No negative effect came of this and the vast majority of parents agreed and appreciated the reasons why. Thank you for your continued support and we look forward to growing cornerstones further. 24[th] Enfield Brownies The Brownie Pack is continuing to thrive. There are 29 Brownies in the Pack and 3 teenagers who use to be Brownies have returned to help the girls.
The Brownies have recently achieved their baking badge, Charity Badges and other badges. They have been playing games, completing crafts and hopefully having fun. We are hoping to complete their language badge and first aid badges in the new term.
We are currently trying to raise money as the Brownies insurance was nearly £1400 so the girls are going to sell raffle tickets to raffle a large Easter Egg that was donated to us from The Rotary Club to try and raise some funds for the Pack. This is important for the girls and families to take an active part in raising money as the subscriptions have been kept low for another year. Annette Corry (Brown Owl)
24[th] Enfield Guides
Once again, the Guides have had an action-packed year, despite having difficulties recruiting more leaders. I must say thank you to our parents who have stepped up to be help on a weekly rota. In the summer we said goodbye to 6 of our older girls who have been with St Michaels Units since Rainbow age. All were sad to leave and 2 have come back to help with Brownies and Guides. We have maintained our numbers with 7 new members in September. We regularly have 18 guides each week and they support events away from the meeting place.
The Guides celebrated the late Queen’s Platinum Jubilee by working towards a badge. We sent a congratulations card to the palace and received a reply. The girls decorated planters for the church garden and filled them with colourful bedding plants; made a jubilee banner which was hung at a large celebration in the county and did their bit for the community by cleaning the church and gardens.
In the summer we made the most of the outdoors. The Guides had a firelighting evening at Tolmers and some were even able to light a fire with 1 match! We had a scavenger hunt and a treasure hunt where the final clue led them to the chip shop for an unexpected chip supper. We finished the term with a bbq surrounded by many pots of water as this was on the hottest day of the year.
The Guides have continued to complete badges and activities from the guide programme. Most Guides earned their first aid badge. They have carried out activities to build their understanding of their own feelings and respect those of others. We have also presented mixology and confectioners badges following our successful cake stall for Ukraine where we raised close to £200
Craft and cooking evenings are always popular. At Christmas we made tree decorations and decorated cakes and biscuits with a Christmas theme. We have painted posters showing how our Guide laws are relevant in everyday life. Our pancakes celebrations were a little different this year; mini pancakes cooked on tin cans over a small candle. Still delicious when covered in sugar and golden syrup.
Trips out have included a visit to the cinema to see the new Matilda Movie at an exclusive Girlguiding screening. We also took most our girls to Tolmers Scout campsite for an activity day with groups from around the county. This was a great experience for the girls as it was 1 of the first trips out since the lifting of the pandemic restrictions. They tried archery, trampolining, an escape room challenge and more firelighting. They all gained so much in confidence that day. At the end of February, the girls took part in a county swimming gala and came away with the winning trophy. Many girls pushed themselves outside of their comfort zones on both these occasions and we were very proud of them all.
All our units are run by volunteers and this year we have struggled to have sufficient leaders for our varied programme. If you have an interest in young people and a spare couple of hours on a Tuesday please speak to me.
