In accordance with the Charity constitution Julie Elliot, Jane Marshall. and Mary Rowswell,
retire by rotation at the annual general meetin9 and shall be eligible for re-election by the
members, at that meeting. Marion Griff iths, being appointed during the year. Is also required to
retire but bein9 eligible off ers herself f or re-election.
The Trustees are very sad to report the passin9 of David Wareing in September. David was the
first Chair of Malvern Hills Foodbank and he was the main driving force in establishing the
Foodbank in 2013. creatin9 the ethos, and structure that f ormed the solid base f rom which the
Foodbank still enjoys todoy. David was a very effective Trustee for over 10 yeors and he also
continued to be a very active volunteer until he retired late this year due to illness. David will be
missed and the Foodbank will be eternolly 9ratef ul f or his massive contribution.

The Trustees have received notice from Kevin Mccann that due to a major commitment with
another charity he will unf ortunately not be able to devote Suff icient time to f ulf il his role as
Warehouse Manager and Trustee, ond accordin9ly Kevin will retire at the AGM. Kevin has only
been involved with the Foodbank as a Trustee since June 2023 but durin9 that period Kevin, as
Warehouse Mana9er, has totally transformed the warehouse modus operandi and ef f iciency to
an incredibly high standard. To list his achievements and successes would require several
spreadsheets, suff ice it to say that his legacy will last a lon9 time. The Trustees are delighted
however that Kevin will continue as a volunteer.

Recruitment of Trustees
New Trustees are initially approved by the Board of Trustees. In doing SO they are focused on
individuals who will maintain a balance of prof essional skills and experience, as well as bein9 able
to contribute towards the eff ective governance and operations of the Charity,
Or9anisational structure
The Trustees have a9reed to govern via a Board of Trustees with operational responsibilities
shared or dele9ated where appropriate to team leaders and operation managers. The team
leaders, currently six in number, are responsible for running their duty sessions. very ably
assisted by the Foodbank. s two part-time paid employees, the Operations Coordinator and the
E)ata Collection Systems Coordinator. These two employees provide essential consistency and
support, not only to the team leaders and volunteers, but also provide a very important
communication link with Foodbank clients to ensure the clients hove the appropriate support and
9uidance on a non-Judgemental basis.
The food parcels are distributed not only from Unit 3 and 4 Spring Lane, but also from the
Lyttelton Well and the Upton Baptist Church. The Trustees thank these organisations f or their
ongoing support.

Objectives and public benefit
The charity's objects are:
'The relief of hardship amon9St people in the Malvern Hills district and the surrounding
area, or in other parts of the United Kingdom, in such ways as the trustees from time to
time think f it, in particular, but not exclusively by:
a) providin9 emergency food, essential toiletries, and household items to individuals and
families in need and/or for distribution by charities or other organisations working to
prevent or relieve poverty.. and
b) by Such other means, including (but not limited to) the provision of Support or si9npostin9
to relevant inf ormation and other advisory services."
The trustees have due regard to the Charity Commission. s public benef it guidance and within
this report it demonstrates how the Charity has carried out those purposes durin9 the year. and
continues to provide a public benef it to the local community.
Activities and Trustees, Review
The Charity is affiliated to Trussell whose guidelines are followed in the operations and
procedures of the Charity. Close links with Trussell continue to be maintained through 'cluster'
meetings on zoom with their Area Manager ond representatives from other Worcestershire
Foodbanks. Trustees also attend the Trussell annual Rolling Road Show.

The Charity has 29 directly partnered referral agencies which issued 83 /0 of the vouchers. Of
these, CAB olone issued 51 /.. The other 1710 were issued by agencies which are partnered with
other Trussell foodbanks, including Platf orm Housing and WCC Social Services teams.
The statistics highlight small decreases for the number of clients helped and the number of
parcels provided. This continues the trend from the previous year. It is dif f icult to be certain of
the reasons, but the continuing partnership between CAB and the Foodbank has demonstrated
that a signif icant number of clients have largely resolved and managed their issues due to the
clients having the opportunity of face to face meetings with CAB at Unit 3. Consequently. the
number of clients requiring Foodbonk support on more than three occasions has diminished.
Although the number of parcels provided has reduced, the Trustees have continued their policy
of increasing the content volume of parcels whilst available resources permit.
We have only been able to achieve our objectives through the excellent support of Malvern and
Upton Churches, the wider district Churches, and the local community. We thank them all f or
their donations of f ood and other items during these dif f icult times. In addition, we would like
to record our thanks to Woitrose, Morrison's, the two Co-ops, Just So, Lidl, One Stop.
Sainsbury, Tesco, Bluecross, Aldi and Malvern Pet Supplies for their permanent collection points.
These have not only maintained dOr￿tions but also have enabled us to communicate to the public
the needs and reasons f or having a f oodbank.
FINANCIAL REVIEW
6en¢ral
The total incomin9 resources of £287.560 noted on pa9e 6 show on increase of £13,493 or
nearly 57. f rom the previous year. Whilst this apppArs very positive it is high￿ relevant to note
that the support grants from MHDC totalled £30,037 (2024: £8.834) and the Financial
Inclusion Grant f rom Trussell amounted to £38,240 (2024: £37,442). It is also very signif icant
to note that the total of f inancial donations amounting to £106,439, although still a remarkable
amount, have decreased from the previous year by £9.118 (87.) and by £24.671 (19 1.) from
2023. On a similar trend the valuation of donations in kind have decreased from £116,291 in
2023 to the current level of £94,626 - 0 decrease of 18 1..
The grants received enabled the Foodbank to continue to provide dedicated CAB Support in situ
at Spring Lane and Upton, and to provide additional f uel top ups and f resh f ood. The trustees
are committed to provide this ongoing support on the basis the f inances remain robust. However,
the trend of reduced donations, f inancial and in kind noted above, coupled with the knowledge
that Trussell will reduce their Financial Inclusion Grant to 507. for 2025/26 and thereaf ter nil,
does emphasise the continual need for the Trustees to assess the affordability of certain
initiatives and to put aside suff icient funds to safe9uard the f uture operations of the Foodbank.
Notwithstanding the comments above the Foodbank is fortunate to currently have sound
f inoncial resources, and the policy of the Trustees is to continue with current and new initiatives
and to provide additional Support to those in crisis and in need. as demonstrated by the
f ollowing:

Increased expenditure on f ood and sundries for distribution and initiatives to a value of
£63,223 compared to £54,280 in the previous year.
Continuing with the "pantry ba9 initiative" that provides clients with an assortment of
ingredients to help them improve and extend their culinary range.
The school breakfast club Support initiative is now in its third year and f ive schools now
receive breakfast club f ood support on a weekly basis. In addition, durin9 the summer
holiday period, bespoke weekly food parcels were made available to 55 families from the
f ive Schools to ensure that their children had os a minimum a wholesome staple daily diet,
and a f ew treats.
The energy top- up vouchers have been extended and increased to all those eligible
clients with energy debt problems. The cost of which has increased by £3,104 to
£11,263

Reserves policy
The Foodbank is firmly established as a mature and efficient Charity, offering substantial
support over and above the basic provision of emergency f ood parcels. Regretf ully the need for
Malvern Hills Foodbank remains and is likely to do so for the foreseeable future. Considering
this need, combined with the knowledge that the Trussell grant for the CAB partnership is
reducing by 50/0 and then f inishes in November 2026, together with the increasin9 trend of
declinin9 donations, the Trustees consider it prudent to set aside adequate resources to enable
the Foodbank to cover anticipated cash resource expenditure for at least a twelve month period.
The Trustees have resolved therefore to increase the Reserve Fund to £IOO,000 and these
funds are deposited in a separate account.
THE FUTURE
Sodly, we are living in uncertain, diff icult times, and it is not easy to predict with any conviction
future events. To maintain the various initiatives and support structure the Foodl>ank will
require cash resources exceeding £170,000 on an annualised basis. The Trustees ore, however,
confident of delivering this existing support in the immediate future. acceptin9 that it is
essential to monitor and assess strategy on a regular basis. However, the Trustees are re-
assured by the f act the Malvern community historically has been so generous, and whilst this
cannot be taken for 9ranted. the Trustees believe that if the Foodbank needed additional
support to f ully continue its activities, it would hopefully be forthcoming.
On a f inal note, when David Woreing f irst chaired the Foodbonk in 2013, he noted in the minutes
that the need for the Foodbank should only be f or the next year. Sadly, this has not been the
case. but whilst there is a need, the Trustees will continue David. s legacy to increase the
awareness amongst the whole community to encourage the support required to enable the
Charity to achieve its objectives.

I. ACCOUNTING POLICIES
Audit
The Charity is not required to have a statutory audit since income and total assets are below the
required thresholds.
Income
Voluntary income. including donations 9if t aided, are recognised as income when received. Where
applicable, gif t aid income tax recoverable, is recognised when the recovery is receivable.
Donations in kind given for distribution are recognised as incoming resources only when
distributed with an equivalent amount bein9 included as resources expended. The valuation of
such donations is based on Trussell guidelines which currently is £2.77 per kilo.
No volue is attributable to time donated by volunteers as it would be totally impracticable to
record and volue such time.
Tangible f ixed assets and depreciation
Tangible f ixed assets are capitalised at cost. or at fair value to the Charity if donated, if they
have a usef ul lif e of more than one year.
Depreciation is provided on a straight-line basis to write off the assets over their effective
usef ul lif e. Equipment is depreciated at 20 /.. Leasehold improvements f or Unit 3 are written of f
over the 3-year lease period.
Stock
stocks of donated goods held at the year-end are not valued within the f inancial statements. In
accordance with Trussell guidelines stock is valued at £2.77 per kilo (2024: £2.37 per kilo) and
this gives a notional stock valuation of £21,952 (2024: £20,837)
Funds
Unrestricted f unds are funds which can be utilised at the discretion of the trustees. Funds held
in reserve funds are not restricted as such but earmarked to fund specif ic initiatives or to
provide sufficient funds to enable the Charity to fulfil its objectives over a twelve- month
period.
Restricted f unds can only be used f or the purpose nominated by the donor.
Taxation
The Charity is exempt f rom taxation on its charitable activities including interest received.

2. TRUSTEE AND VOLUNTEER PAYMENTS
Except f or the two part-time employees the Charity operates solely by unpaid volunteers. The
Trustees and the volunteers receive no remunerotion or expenses other than reimbursement
only in respect of direct expenses incurred on behalf of the Charity. The foodbank owes a debt
of gratitude to its loyal volunteers and thank them all f or their help and support.

5. RESTRICTED ond RESERVE FUNDS
During the year restricted f unds have been received and net of openin9 and closing adjustments
the total credited as incomin9 resources amounted £67,765 comprising.. Trussell Financial
fnclusion Grant £33,342: MHDC Household Support Grant £26,600: MHDC Rent Grant £3,437..
and other £4,386.
Restricted amounts received are recorded separately ond the balance of restricted funds to be
expended in a f uture period and carried f orward totalled £5,805.
The Reserve Policy Fund deposits ore held within two separate charity bank institutions. Of the
total deposits £IOO,000 is held specif ically as the Reserve Fund and the balance of £33,598 is
invested as a general reserve.

Responsibilities and basis of report
As the Trustees of the Charity, you are responsible for the preparation of the financial
statements in accordance with the requirements of the Charities Act 2011 ('the Act")
r report in respect of my examination of the Charity's f inancial statements carried out under
section 145 of the Act and in carryin9 Out my examination I have considered all the applicable
Directions 9iven by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I conf irm that no material matters have come to my attention
in connection with the examination 9iving me cause to believe that in any material respect:
Accountin9 records were not kept in respect of the Charity as required by Section 130 of
the Act,. or
2. The f inancial statements do not accord with those records.. or
3. The f inancial statements do not comply with the applicable requirements concerning the
f orm and content of f inancial statements set out in the Charities (Accounts and Reports)
Re9ulations 2008 other than any requirement that the f inancial statements 9ive a 'true
and fair view" which is not a matter considered as part of an independent examination.
