The accounts have been prepared in accordance with the Charities Act 2011 and with such guidance and best practice for those reporting on an R&P basis as is contained in the Statement of Recommended Practice 'Accounting and Reporting by Charities. issued in March 2005.
Structure. governance and management The charity was established under the Deed of Union 1932, the Methodist Church Act 1976 and by Standing Orders of the Methodist Church. Eligible trustees are proposed by lo¢al Methodist Churches within the Circuit and appointed by existing trustees. Ministers of Melhodist Churches within the Circuit are automatically appointed as trustees. There is a range of guidance produced by the Methodist Connexion and appointed trustees have access to these documents. There is briefing on the roles and responsibilities of a trustee in the Methodist Church. Existing Irustees also assist in familiarising new trustees with Ihe role. The London District provides training sessions for officers who hold specific responsibilities. The Circuit is part of the London Methodist District. which is in tum accountsble to the Methodist Conference Iconnexion). The Circuit is responsible for funding the paymant of Methodist clergy stipends and related expenses, the provision of manses, and the general oversight of the three hurGhes (four church buildings) within the Circuit. The truslees have assessed the major risks to which the charity is exposed. and are satisfied that systems are in place to mttlgate exposure to these risks. Financial governance is documented. and the subject aulhorilies, processes and procedures are reviewed at least annually. Objectives and actlvitie8 The purposes of the Methodist Church are, and sh811 be deemed to have been since the Date of Union. the advancement of.. (a) The Christian faith in accordance with Ihe d¢Xtrinal standards and discipline of The Methodist Church. (b) Any charilable purpose for the time being of any Connexional, District, Circuit and local or other organisalion of The Methodist Church. (cl Any charitable purpose for the time being of any society or institution subsidiary or ancillary to The Methodist Church. <dl Any purpose for the time being of any charity being a charity subsidiary or anallary lo The Methodist Church. The trustees have paid due regard to guidance issued by the Charty Commission on public benefit in deciding what activities the charity should undertake, and in particular the specific guidance on charities for the advancement of religion. In order to 8¢hievÈ these objectives the charity undertakes a number of activities, which are summarised below. The Circutt provides oversight of churches, manses and ministers in ils area of responsibility. Through this and the delivery of services of worship by the churches il is pr¢)viding public benefit. The Circuit oversees the worship and preaching by the ministry team in the four churches of the Circuit. In January 2024 one of the churches closed d¢)wn", West Wickham Melhodist Church was no longer used as a place of worship in the Circuit. The trusteeship of the church reverted to the Circuit. The Circuit is also responsible for the provision and upkeep of the three manses in Ihe Circuit. The Circuit is committed to maintaining regular worship and servi$ to the communities in which our hurches are sited. We shall offer further training opportunities to our people. to improve and enhance the ways in which we do this. We shall use the resources entrusted to us and at our disposal to enrich the life of all we do through our ministry together.
Achievements and perfom)ance Property and Finance The Circuit receive5 Vlrtually all its regular income from an assessment Gollected from each church in proportion to their membership. A proposal to *Jjust this method of calculation, for inslance in respect of a church's level of income or assets. was not proceeded with. Additionally, small amounts of bank interest are earned. Proceeds from the sale of properties (minus the levy collected, upon sale, by the Connexion) are held in a Circuit Model Trust Fund (CMTF), from whith the District Advancè Fund collects a fvrther levy ea¢h financial yèar. The Circuit Meeting may approve the spending of the CMTF according to guidelines laid down by Conference. and no funds was drawn from the CMTF in the year as there were no major improvement works planned for the year. In 2022, Ihe Circuit generously provided the London District of the Methodist Church with £18,500 to support the Methodist Pensions Reserrfe, which had experienced a significant decline. The Melhodi51 Dislrict has now successfully stabilised ils fInanS and is in a good position lo return the funds. which have been refunded into our CMTF. The CMTF balano at financial ye8r-end was up due to the refund received and interest earned £40.200. The manses and other dwellings managed by the tharity, rf in 0¢patiOn. are occupied by clergy and their families. However, one of the properties has been let out due to the property becoming vacant in September 2022 when one of the Minister's left the Circuit and was not replaced . Quinquennial inspections of all the properties a arranged on a regular basis. Boiler seNicing, gas safety, intruder alarm system and drainagelgutter inspections are carried out annually al each of the manses. We h8ve continued to mainlain and insure our properties. and respond to Ihe Challenges of delermining the resources appropriate to the life of the circuit. Circuit funds have continued to 5UPPOrt ministerial staff to provide pastoral and preaching for four Methodisl congregations. The members and adherents of the churches in our circLlll have continued in their generosity towards the common good and the spreading of the Gospel through their time, lalents and resources, including financially. The Circuit offirS and paid stsff have done outstanding work on the back of such generosity and continue lo keep the Circurt moving forward whilst fulfilling all other obligations. Safeguarding The safeguarding policies and praci1 of the Circuit and ils conslituent churches continue to develcp in line with Methodist Church guidelines and best praclice. Opportunities for safeguarding training have been provided during the yeaT, especially for those newly appointed to serve in particular ways in our churches, in line with Methodist guidelines. Lay Employees There are currently no lay ernployees at Circuit level. Financlal review A bulk sum of £58,528.92 was received on the 3010812024 into the Circuivs CFB account when the WWMC account was finally closed, including an interest of £237.70. The trustees reported a surplus for the year of £89,222 after a prior year surplus of £2,508. and a budgeted surplus of £860. Expenses on the manses were lower (£11,107) compared to the previous year (£21.78n as most of the urgent repairs and recommended mainlenance works were carried out the previous year. Other
expenses were close within tyjdget. Receipls were on budget. Revenue from the Circuit Assessment on constituent churches, which we try to hold as low as practicable. were slightly down by 8%, reflecting movements in membership numbers between the four churches. The Circuit reserves policy is to hold a sum in general fund net current assets equivalent lo six months average general fund expenditure. This should be sufficient lo meet any unforeseen item of larger expenditure on manses and enable the Circuit to function in the short term in the event of an unexpected circumstance or inability to raise the fijll Circuit assessment from churches. This would require reserves of £80,000. At 31 August 2024. the total liquid resources for Circuit stand at £198,000, and we anticipate this amount will increase in the coming year as we continue to let the property at Bramerton Rd and the prlvate propety at Hawes Lane. West Wlckham. Thls flnancial position not only allows us to adhere to our reserves policy bul also provides a robust contingency bLrffer. Plan for the future It is our inlentlon to use any signfficant resources that flow into thè Circuit in ways that continue to improve and enhance the life of our churches and the communities they serve. Churthes in the Circuit are likely to conlinue lo need financial support as they expand their community and mission work. From 151 September 2024 the Bromley Circuit will merge with the Orpington and Chislehursl Circuit lo fom Ihe Widmore Circuit. Statsrnent of trustee3' responsibllitles The trustees are responsible for preparing the Trustees. Report and the accounts in accordance with applicable charities law and the requlremenls of the Melhodist Connexion. The trustees are responsible for keeping suffiGient accounting records that disclose with reasonable accuracy at any tiffle the financial position of the charity and enable them lo ensure that the accounls omply with the Charities Ad 2011. Ihe Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safegu8rding the assets of the charity and hence for taking reasonable steps for the prevention and deleclion of fraud and other irregularities.
