The tTUStees present thelr ￿port and accounts for the year ended 311t August 2022. The trustees have
accepted 8 Church House dispensation lo report on a Receikts and Payments (R&P) basis, and
decided to take advantage of the available s￿111 exemrrtion a￿1 have the accounts Independently
examined. The trustees are lisied on page 4.
The 8¢￿￿nIS have been prepared in accordance with th8 Charities Act 2011 and w￿h such guidance
and best praclice for those reForting on an R&P basis as is contained in the St8temenl of
Recommended Pracaice "Alxounting a￿1 ReportirMJ by Charities" issued in March 2005.
8tructure, governance and management
The charfiy was established under the Deed of Union 1932, the Melhodist Church Acl 1976 and by
Standing Orders of the Methodist Church. Eiigibie tnjstees a￿ proposed by local Methodist Churches

within the Circult and appointed by existing tnjstees. Minister5 of Methodlst Churches wlthln the Circuit
are automatically appolnted as trustees.
There is a range of guidance produced by the Methodist cOnne￿On and appointed trustees have
access to these documents. There is briefing on the roles and responsibilities of a trust8e In the
Methodlst Church. Existing trustees also assist in famlliarising new trustees with the role. The London
Distrid provides training sessions for officers who hold specific r8sponslbllMies.
The Circuf( is part of the London Methodist Distric*, which is in turn accountable to the Methodist
Conference (Connexion). The Circult is ￿SponsIble for funding the payment of Methodist cleffJy
stlpends and related expenses, the provlslon of manses. and the general oversight of the three
churches (four church buildings) within the Circuit.
The trustees have assessed the Major rfsks to which the charlty Is exposed, and are sallsfied that
systems are in place to mltlgate exposure to these risks. Financial oovernance Is docurnented. and the

Th6 Iruslees have pald due regard to guldance Issued ty the Charity Commlssion on public benefit In
deciding what activilies the ch8dty should undertake. and In particular th8 specific guldan¢e on charflles
for the advancement of religlon. In order to 8chleve thes8 oblectlves the Charfty undertakes 8 numb9r
of activtties, which are summarised below.
Th8 Circuit provldes oversight of churchès, manses and mSnlsters In Its area of responslbllily. Through
thls and the dèlivery of services of worship by the ohurches It Is provldlng publlc benefit. The Clrcull
oversees the worshlp and preaching by the mlnlstry team in the three chur¢hes of the CIrcu￿. It Is also
re5ponslble for the provision and upkeep of the Ihree manses In the Clrcult.
The Circutt Is commttted lo mainl8lnlng regu18r worshlp and servlces to the communities In which our
churches are sited. We shall offer further trainlng opportunities to our people. to Improve and enhance
the ways in whlch we do thls. We sh811 use the resources entrusted to us and at our dlsposal to enrich
the Ilfe of 811 we do through our ministry together. We wlll be holdlng a review meeting in earfy
September 2022 to explore new possibilities in mission and mlnistry.
Achievements and perforniance
Property and Flnance
The Circuit receives VirtLFally all its regular income from an assessment collected from each church in
proportion to their membership. A proposal to adjust this method of calculalion, for instanGe In respect
of a Ghurch's level of Income or assets, was not proceeded with. Addstionally, small amounts of bank
interest are eamed.

Proceeds from the sale of properties (minus the levy collected, upon sale, by the Conn8xion) are held in
Circuit Model Tnjst Fund (CMTF), from whlch the Dlslrfci Advance Fund collects a further levy each
financial year. The Circuit Meeting may approve the spending of the CMTF according to gltidelines lald
down by Conference, and £18.500 was drawn from the CMTF in the year as a one-off conlribullon to
the District Pension Reserve. A further £13,580 was drawn for maintenance works ¢arried out at
Rochester Avenue. The CMTF balance at financlal year-end was reduced to £19,570.
The manses and other dwellings managed by the chaiity, If In occupation, are occupled by ¢lergy and
their families. None are let. Quinquennial inspectlons of all the properties are arranged on a regular
basis. Boller seNlcing, gas safely. intwder alami system and drainagelgutter inspections are carried
out annually al each of the manses.
We have contlnued to rnalrrtaln and Insure our properties, and respond to the challeng05 of delermining
the resources appropriate lo the life of the clrcuil. Clrcuit funds have contlnued to support mlnister5a
staff to provide pastoral and preachlng for four Methodist congreg8llons.
The members and adh8renls of the churches in our cSrcult have continued In thelr generosily towards
the common good and the spreadlng of the Gospel through thelr tlme. talents and resources, includlng
flnancially. The C1￿u[t Officers and pald staff have done outstanding work on the back of such
goneroslty and continu8 to keep the Clrcuit movlng forward whllst fulfllllng all other obllgations.
8afÈguardlng
The safeguardlng policles and practice of the Cirouit and Ils ￿nStItuent Churches oontinue to develop in
Ilne with Melhodlst Church gLFldelines and best pract6¢e. Opportunities for safegu8t(Jlng tralnlng hav6
been provided durfng the year, especially for those newly appointed to serve In particular ways in our
hurches, in line wllh Methodlst guldelines.
Lay Employaes
There are currently no lay employees at Clrcult lev81.
Financlal review
The Iruslees report a deflcil for the year of £48,907, after a prior year deficti of £3.378, and a budgeted
surplus of £580.
Expenses on manses exc88ded budget by c.£35,691 because of unexpected costs of repalfs and
maintenance which w8s Incu￿& as a resLtIt of the three manses needlng urgent repairs,. no works had
been carried oul on the manses for the past two years. Other expenses were closè wllhin budget.
Receipts were on budget. Revenue from the Clroult Assessment on consliluenl churches, whlch we try
to hold as low as practicable. Increased marglnally by 2%, bul the apportlonmenl of this recharge
between the three churches changed to reflecl movements In membership numbers.
The Circuft reseNes pollcy is lo hold a sum In general fund nel current assets equlv8lent lo six months
averag& general fund expend1lu￿. This should be sufficienl to meet any unforeseBn item of larger
expendilure on manses and enable the Circuil to function In the short term In the event of an
unexpected clrcumstanGe or inabllity to raise the full Circutt 8ssessment from churches. This would
require resevv8s of £80,000.
At 31 August 2022, total Circuit Ilquid resources were £86,000 expecied to go up nexl year as a result
of Bramerton Rd belng let out by December 2022. That leaves sufflclent funds to meet the reserves
poli¢y, plus a slim conungency buffer.
Plan for the future

It is our intenlion to use any significant resources that flow Into Ihe C1￿Ult In ways that continue to
improve and enhance the life of our Ghurches and the communilies they seNe. Churches in the Circuit
are likely to continue lo need financial support as they expand thelr communlty and mlsslon work.

The trustee5 are responsible for preparing the Trustees, Report and the accounts in accordance with
appllcable charities law and th8 requlremenls of the M8thDdist conne￿On.
The Iruste8s are ￿spOnsible for keeping sufficlent accountlng records Ihal disclose with reasonable
accuracy 8t any tlme the flnancial position of the chartiy and enable them to ensure that the accounts
omply with the Ch8ritles Act 2011, the Charity (Account5 and Reports> Regulations 2008 and the
provisions of the trust deed. They are also responsible for Safeguarding the assets of the chatity and
hence for taking reasonable steps for the prevention and detection of fraud and other i￿egular￿t1es.
