The trustees present their report and accounts for the year ended 31% August 2021. The trustees have accepted a Church House dispensation to report on a Receipts and Payments (R&P) basis, and decided to take advantage of the available audit exemption and have the accounts independently examined. The trustees are listed on page 4. 

The accounts have been prepared in accordance with the Charities Act 2011 and with such guidance and best practice for those reporting on an R&P basis as is contained in the Statement of Recommended Practice "Accounting and Reporting by Charities” issued in March 2005.

## Structure, governance and management 

The charity was established under the Deed of Union 1932, the Methodist Church Act 1976 and by Standing Orders of the Methodist Church. Eligible trustees are proposed by local Methodist Churches within the Circuit and appointed by existing trustees. Ministers of Methodist Churches within the Circuit are automatically appointed as trustees. There is a range of guidance produced by the Methodist Connexion and appointed trustees have access to these documents. There is briefing on the roles and responsibilities of a trustee in the Methodist Church. Existing trustees also assist in familiarising new trustees with the role. The London District provides training sessions for officers who hold specific responsibilities. 

The Circuit is part of the London Methodist District, which is in turn accountable to the Methodist Conference (Connexion). The Circuit is responsible for funding the payment of Methodist clergy Stipends and related expenses, the provision of manses, and the general oversight of the three churches (four church buildings) within the Circuit. The trustees have assessed the major risks to which the charity is exposed, and are satisfied that systems are in place to mitigate exposure to these risks. Financial governance is documented, and the subject authorities, processes and procedures are reviewed at least annually. 

## Objectives and activities 

The purposes of the Methodist Church are, and shall be deemed to have been since the Date of Union, the advancement of: 

- (a) The Christian faith in accordance with the doctrinal standards and discipline of The Methodist Church. 

- (b) Any charitable purpose for the time being of any Connexional, District, Circuit and local or other organisation of The Methodist Church. 

- (c) Any charitable purpose for the time being of any society or institution subsidiary or ancillary to The Methodist Church. 

- (d) Any purpose for the time being of any charity being a charity subsidiary or ancillary to The Methodist Church. 

The trustees have paid due regard to guidance issued by the Charity Commission on public benefit in deciding what activities the charity should undertake, and in particular the specific guidance on charities for the advancement of religion. In order to achieve these objectives the charity undertakes a number of activities, which are summarised below. The Circuit provides oversight of churches, manses and ministers in its area of responsibility. Through this and the delivery of services of worship by the churches it is providing public benefit. The Circuit oversees the worship and preaching by the ministry team in the three churches of the Circuit. It is also responsible for the provision and upkeep of the three manses in the Circuit. 

The Circuit is committed to maintaining regular worship and services to the communities in which our churches are sited. We shall offer further training opportunities to our people, to improve and enhance the ways in which we do this. We shall use the resources entrusted to us and at our disposal to enrich the life of all we do through our ministry together. The Circuit has adapted its worship and pastoral care models during the periods of lockdown caused by the Covid-19 pandemic. We have offered services online, on Zoom and written services for those who have no access to the internet. WhatsApp groups keep members informed of rapidly changing guidelines, and robust risk assessments are carried out to ensure the safety of those who have attended when the buildings have been open. Looking forward, we have considered the challenges posed by the pandemic and will be reviewing our activities over coming months to adjust our worship and other practices to extend the Kingdom in the most effective form.

## Achievements and performance 

## Property and Finance 

The Circuit receives virtually all its regular income from an assessment collected from each church in proportion to that church’s share of total church membership within the Circuit. Additionally, small amounts of bank interest are earned. 

Proceeds from the sale of properties (minus the levy collected, upon sale, by the Connexion) are held in a Circuit Model Trust Fund (CMTF), from which the District Advance Fund collects a further levy each financial year. The Circuit Meeting may approve the spending of the CMTF according to guidelines laid down by Conference, and £14,579 was drawn from the CMTF in the year to part-fund renovations and repairs to the manse at 20 Rochester Avenue, Bromley. The CMTF balance at financial year-end was reduced to just under £53,000. 

The manses and other dwellings managed by the charity, if in occupation, are occupied by clergy and their families. None are let. Quinquennial inspections of all the properties are arranged on a regular basis, and this year were carried out at the Beckenham church. Boiler servicing, gas safety, intruder alarm system and drainage/gutter inspections are carried out annually at each of the manses. 

We have continued to maintain and insure our properties, and respond to the challenges of determining the resources appropriate to the life of the circuit. Circuit funds have continued to support ministerial Staff to provide pastoral and preaching for four Methodist congregations. 

The members and adherents of the churches in our circuit have continued in their generosity towards the common good and the spreading of the Gospel through their time, talents and resources, including financially. The Circuit Officers and paid staff have done outstanding work on the back of such generosity and continue to keep the Circuit moving forward whilst fulfilling all other obligations. 

## Safeguarding 

The safeguarding policies and practice of the Circuit and its constituent churches continue to develop in line with Methodist Church guidelines and best practice. Opportunities for safeguarding training have been provided during the year, especially for those newly appointed to serve in particular ways in our churches, although not during the period March to August 2020 due to lockdown and other Covid restrictions, in line with Methodist guidelines. 

## Lay Employees 

There are currently no lay employees at Circuit level. 

## Financial review 

The trustees report a deficit for the year of £3,379, after a prior year deficit of £12,728 and a budgeted deficit of around £14,000. The reduced deficit compared with budget is essentially due to the drawn down CMTF funds starting to be spent only from 1 September 2021, after year-end. 

Expenses on manses fell substantially, but the impact was largely offset by a one-off payment of £5,000 to the Methodist London District's Covid solidarity fund in support of financially hard pressed fellowCircuits and churches Quinquennial inspection fees of £1,750 arose (prior year: nil). Staff costs increased in line with inflation. Insurance premiums paid switched to a monthly direct debit, throwing up a predictable anomaly when compared with the previous period. Receipts were on budget, mainly because receipts are essentially the £144,500 overall Circuit assessment on churches, which it had

been agreed to hold at the prior year’s level. The apportionment of this recharge varied again between the three churches, reflecting movements in membership numbers. 

The Circuit reserves policy is to hold a sum in general fund net current assets equivalent to six months average general fund expenditure - sufficient to meet any unforeseen item of larger expenditure on manses and to enable the Circuit to function in the short term in the event of an unexpected circumstance or inability to raise the full Circuit assessment from churches. This would require reserves of £84,000. 

At 31 August 2021, total Circuit liquid resources were £168,000, of which £32,000 already committed to manse renovation and repair and up to £20,000 identified as required to meet a Connexional request for contributions to help fund ministerial pensions. That leaves adequate funds to meet the reserves policy, plus a slim contingency buffer. 

## Plan for the future 

It is our intention to use any significant resources that flow into the Circuit in ways that continue to improve and enhance the life of our churches and the communities they serve. Churches in the Circuit are likely to continue to need financial support as they expand their community and mission work. We have also contributed in solidarity to a Connexional fund for churches hard pressed by the Covid19 pandemic’s impact on their finances. 

## Statement of trustees’ responsibilities 

The trustees are responsible for preparing the Trustees’ Report and the accounts in accordance with applicable charities law and the requirements of the Methodist Connexion. 

The trustees are responsible for keeping sufficient accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the accounts comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
