2025 Report for the Parochial Church Council of St Andrew and St Peter, Blofield
Aims and Purposes
The PCC has the responsibility of cooperating with the incumbent in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelical, social and ecumenical. It also has the maintenance responsibility for the Church building.
Objectives and Activities
The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at Blofield. The PCC maintains an overview of worship throughout the parish and considers ways in which the worship on offer here can complement that which is offered by the other churches of the benefices. Our services and worship put faith into practice through prayer and scripture, music and sacrament. We try to enable ordinary people to live out their faith as part of our parish and benefice community in the following areas:

To help us facilitate this work, it is important that we maintain the fabric of the Parish Church of St Andrew and St Peter, Blofield.
Achievements and Performance Reports
Worship, Mission and Ministry (Revd. Andrew Tapsell)
The benefices of Blofield and Broadside started 2025 in interregnum with ministerial oversight given to the parishes in some instances by the established ministerial team of the Blofield benefice and in other instances by other ministers. My thanks are extended to all who led the churches through this time of vacancy. The interregnum for both benefices ended with the licensing of Revd. Cheryl Ramballi as Associate Priest in May 2025 and me as Priest-in-Charge in June 2025. A scheme to unite the benefices continued to be pursued by the relevant authorities throughout 2025 but was not brought to fruition by the end of the year.
The new ministerial oversight of the benefices has signified a new chapter in the life of our parishes, particularly for those of the broadside benefice who have been without priest(s) appointed to permanent, licensed positions for five years. The ministry leadership team has established regular meetings to pray

The Authorised Worship Assistants within our benefices continue to offer their valuable ministry in their local contexts. This year saw the retirement of one of the three churchwardens in the South Walsham, Upton and Fishley parish. Two out of the six parishes remain without churchwardens.
The faithful ministry of our congregations continues to offer outreach to our local communities through events such as fetes, social gatherings, concerts, children’s activities and more. The past months have seen a particular increase in church-community engagement at North Burlingham, with plans being made for works to improve the church building and hold services at major festival times of the year. Since our appointment, Cheryl and I have worked hard to establish relationships with local schools, businesses and organisations and have enjoyed getting to know many parishioners over the past few months.
I am delighted to have been appointed as Priest-in-Charge of these parishes and we now look to the future with the aim of working more closely together as a family of parishes for the glory of God and the building of the Kingdom.
Older Persons Ministry (Revd. Sue Shillam)
Pastoral care in the church and wider community, specifically focussed on spiritual care for those in later life, has changed this last year. Where the service helped those in their 80s and 90s sometimes called the fourth age, it now has progressed to 60s and 70s and even younger where bereaved families are involved. The church has a proud history of caring for the marginalised in our society and we are now becoming increasingly aware that lonely elderly citizens are amongst the most vulnerable in our society. Loneliness has a seriously debilitating spiritual effect.
There is huge potential for mission amongst older people, reaching out to spread the good news of the gospel to older people who have no faith, but for whom there may be less time to respond to the gospel message. This is a powerful mission and a privilege personally to be part of it.
In our Blofield and Hemblington communities, we work hard to maintain and grow our pastoral ministry whether that is offering social support or spiritual support or a mix of both as we see in our Manor House befriending team. Many members of our congregations are committed to visiting friends who can no longer come to church, quietly and behind the scenes but so valuable. Residential home services and support for individuals in those homes continues, as does home communion and hospital/hospice visits. Continued training and learning underpins this ministry, especially in dementia care.
However, this is not achieved without clear commitment, strong leadership and careful consideration. We will continue to make partnerships with other organisations such as the social prescribing network, the GP surgery, the managers of our residential homes, services provided in our sister benefices and the activity clubs in our villages. We will also look for other opportunities in this coming year and would hope to extend our pastoral approach across the new benefice.
‘May the lord give us grace and wisdom to respond to the need of our older sisters and brothers, to give a cup of water in the Lord’s name and so serve him in a special way.’
Pastoral Care (Yvonne Mack)
There is no formal Pastoral Team, but the clergy and wardens work together to provide both pastoral and spiritual care to those we know in church, the wider community (Open Doors) and also the families who are part of Play Church Toddler Group. This is complemented by the work of The Anna Chaplaincy led by Revd. Sue Shillam. The Ministry Team continues to look after the spiritual care of the people of Blofield.

Deanery Synod (Roy Allgood)
The Deanery Synod met on three occasions during the year being:
5[th] February at Rackheath when Dean of Norwich, the Very Reverend Dr Andrew Braddock addressed the meeting on the general work of the cathedral including school visits; “openness” of the cathedral to prayers naming individual churches, encouraging their congregation to visit the cathedral and join worship there; and the topic of cathedral entrance fees for visitors, which he assurred the meeting would not take place while he was in his post.
8[th] July at Hemblington when Revd. Corin Childs addressed the meeting on the topic of Modern Slavery.
14[th] October (at Norwich following Revd. Martin Greenland being installed as Honorary Canon of Norwich Cathedral) when Robert Culyer & Colin Tomlinson (Diocese Generous Giving team) addressed the meeting on the topic of Generous Giving and the Cornerstone Project, being promoted by the Diocese.
A service to celebrate Ascension Day was held at Postwick on 29[th] May, presided by Revd. Dave Hanson.
During the year, Revd. Andrew Tapsell was introduced to the Synod as priest-in-charge of the Blofield benefice (subsequently re-named as Blofield and Broadside Benefice) and Revd. Cheryl Ramballi as Associate priest. Revd. Naomi Tuma had assumed the appointment of Rector to the Bittern Benefice.
The parish of Blofield church was represented by the previous appointed representatives: myself, Jenny Jenkins and Yvonne Mack. Their appointment automatically expires on 30[th] June 2026, and new appointees (the current representatives are eligible for re-appointment) due to be elected at APCM.
During the year, the secretary to the Deanery, Janet Duncan announced her withdrawal from the role, and I assumed the post from 14[th] October.
Church Building and Fabric 2025 (John Kelly)
Throughout the year there have been significant jobs carried out around the church.
A scaffold was erected above the kitchen roof to tackle a percentage leak through the tiles.
A large crack in the kitchen turned out to be a lot worse than we thought. This was dealt with by Steve Chittock who did a wonderful job.
Not many people notice a chimney built above the boiler house. It was incorporated into the church wall quite skilfully to match the church stonework, the stonework at the top started to break off when we had a sharp frost, so the top had to be made safe and the chimney capped off.
The heating system controls failed so a completely new system has been installed.
Church Fabric, Goods and Ornaments 2025 (Yvonne Mack & Stephen Wales)
We began the year in interregnum and - although we had concerns that all our services would continue, with the commitment and dedication of Revd. Sue Shillam taking over the rota and extra services, as well as a huge amount of extra work from Revd. Pat Atkinson, Revd. Judith Wilson, Revd. Ron Ingamells as well as Stephen Wales and David Pilch leading services as AWAs, we were able to continue in our usual pattern of worship.
We were blessed with a short but busy interregnum, getting to know everyone from all the new churches in our benefice. Our whole congregation had an opportunity to share their views when we began working on our profile for our new incumbents.

We were delighted to welcome Revd. Andrew Tapsell, at his licensing and installation as Priest-in-Charge on 19[th] June 2025 at Blofield Church and Revd. Cheryl Ramballi licensed as Associate Priest on 11[th] May at Ranworth Church.
Our church continues to attract new people and that is through prayer and the dedication of our clergy team and the ongoing service and welcome of so many of our congregation involved in events, services and outreach in the community. Wednesday and Sunday worship services are growing and it is a joy to welcome new people into our church family.
We are pleased to have 10 Sides People on the rota who are all willing to stand again this year. Their commitment is a great help to us as wardens, particularly on Sundays and special services.
The regular services as well as special services are advertised in the porch, inside church and also on the notice board outside church. Events, concerts and services are advertised with large posters outside the church, EDP, Norwich Diocese and around the village. All special services and events are shared by email and on social media which is where our community contact is made.
We can confirm that the Terrier and Church Log are regularly updated and brought up to date with purchases, repairs and alterations. Photographs of our silver and brass items as well as photographs of the kitchen wall repairs, have been added.
Two red altar frontals have been repaired and are in use once again.
Small repairs such as raised floor tiles, new locks, sharp edges, etc., are carried out by David Pilch, John Kelly and Roy Allgood, keeping the church in good order.

All free-standing electrical items are tested bi-annually ( PAT test June 2025 )
The PCC continues to review its obligations under Health and Safety Regulations and ensures that the Risk Assessments is updated (2025 AT) and new risk assessments carried out for each additional event in church.
BADCOG and the GREEN GYM, led by David Pilch continue to assist with the conservation areas in the churchyard while Blofield Parish Council are responsible for the upkeep of the churchyard, graves, trees and the church wall. A team from the COMMUNITY PAY BACK SERVICE have helped enormously in clearing leaves from the road during the autumn and winter months. We are still waiting for the Parish Council to begin work on the remaining part of the church wall. The East side of the church wall has been repaired, and the rest will be done when grants for the work have been obtained. The church is left open every day.

Financial Review (Martin Tyrer)
This year we were able to make a contribution of £40,198, our full allotted figure, towards our Parish Share allocation.
Thanks to the efforts of our hospitality team, we held a number of fund-raising and other events in the year. These were well attended and supported and raised £9,013 in total. We also held events to raise monies for charities and appeals that totalled £3,307. Following our Big Breakfast event in March we were able to make a contribution of £500 to both the Ukraine and Sudan appeals.
Also, monies raised from weekly coffees on Sundays, West End cafe, toddlers and Open Doors made a significant contribution to funds of over £4,000.
We received a grant in November of £500 to provide hampers and small gifts for our local community.
We had to undertake several repairs in 2025. A leak above the kitchen area cost us £5,163 and a repair to the boiler chimney £958. A repair to the boiler was £783 and we had a repair to one of our church bells that cost £200.
Our endowment held by the CofE Deposit fund showed a decrease of £153 during the year to £4,016.
Monies held in our bank accounts decreased by £2,417 to £4,434.
We signed a new contract for the supply of gas in November 2025 and unfortunately, we will see a 50 percent increase in our heating costs. Towards the end of the year, we were told that our boiler will probably need replacement in 2026.
I would like to thank Jim Morley for his continuing advice and support. Jim continues to handle our Gift Aid applications as well as other items. Also, thanks to Maureen Martin for checking our accounts this year.
Safeguarding (Yvonne Mack)
The Church of England affirms the ‘Whole Church’ approach to safeguarding and the care and protection of children, young people and vulnerable adults and thereby promoting a Safer Church. This has never been more important than what we have learned during these past few years. In the absence of a Priest, the responsibility of Safeguarding falls to the Parish Safeguarding Office and the PCC, who have a duty to care and to ensure the wellbeing of the vulnerable in the Church Community. Yvonne Mack has been the Parish Safeguarding Officer during 2025 and continues in that role. Our safeguarding policy is displayed in the porch and details of the Diocese Safeguarding Adviser and helpful phone numbers displayed on the notice board inside the church.
Following guidance from the Diocese, all Church Officers, (anyone appointed or elected by the Church to a post or role, whether they are ordained, lay, paid or unpaid) all PCC members and those working with children will be asked to undertake Safeguarding training and complete a Confidential Declaration and may be required to obtain a DBS (Disclosure and Barring Service) check.
It is the responsibility of the Safeguarding Officer to ensure that all people in roles of responsibility, as outlined above, are required to fill in a Confidential Declaration Form, take part in online Safeguarding training and also obtain DBS clearance and certificate.
I can confirm that all those in the above roles have completed Safeguarding training and completed Confidential Declarations and where necessary, have obtained a DBS check.

As PSO (parish safeguarding officer) I have successfully completed Leadership Pathway training and I am pleased to report that we have 29 members of our church who have undertaken safeguarding training, 3 who have DBS certificates arranged through the diocese (Wardens, AWA’s,) 19 granted DBS certificates as PCC members or have a lead role in church i.e. OPEN DOORS, PLAY CHURCH, 12 with permission to assist at Holy Communion, and 6 care home visitors as well as 3 who assist Revd. Sue with Holy Communion in the Care Homes.
We are conscious that there are vulnerable people in our church community and request that any concern, no matter how trivial it may seem, is brought to the attention of myself, the Safeguarding Officer or Revd. Andrew Tapsell, without discussion with anyone else. There is a copy of the Policy Statement displayed at the back of the Church and Church Officers have been requested to read a copy. All PCC members have also been asked to familiarise themselves with the Parish Safeguarding Handbook, available to read or download from the Diocese website.
There has been one safeguarding incident that has required investigation by the Diocese during the past year.
The PCC has complied with the requirements imposed by the code under section 5A of the Safeguarding and Clergy Discipline Measure 2016.
Electoral Roll – April 2026 (Gwen Fletton)
We had 88 persons on the Electoral Roll at 28[th] April 2025 when the last APCM was held. Since then, we have gained 6 new members and lost 2 existing members. The present Electoral Roll stands at a total of 92 persons.

Structure, Governance and Management
The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. The PCC is a recognised charity under the Charity Commission.

_____________ The method of appointment of PCC members is set out in the Church Representation Rules. At St Andrew and St Peter, Blofield, the membership of the PCC consists of the incumbent, the associate priest, churchwardens, synod representatives, and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our services are encouraged to register on the Electoral Roll and stand for election to the PCC.
The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. New members receive initial training into the workings of the PCC. The full PCC met 5 times during the year with an average level of attendance of 91.85 %.

Basis of financial statements
The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 and the current Statement of Recommended Practice and Accounting and Reporting by Charities (SORP 2005) using the Receipts & Payments basis which includes income as received and expenditure when irrevocably paid.
The financial statements have been prepared under the historical cost convention except for investment assets, which are shown at market value. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of other Church groups that owe an affiliation to another body, nor those that are informal gatherings of Church members.
Fund accounting
Unrestricted or General Funds represent the funds of the PCC that are not subject to any special restrictions regarding their use and are available to the general purposes of the PCC.
Designated Funds are monies set aside by the PCC from the General Fund for a particular use, but the PCC have the right to change their decision on the use of them. They are generally invested in a separate deposit account.
Restricted Funds are amounts received for specific purposes and which cannot be applied by the PCC for any purpose other than that for which they were given. These are generally invested in a separate deposit account unless held for a short period only.
Endowment Funds are funds the capital of which must be retained either permanently or at the PCC’s discretion, the income derived from the endowment is to be used either as restricted or unrestricted income funds depending upon the purpose for which the endowment was established in the first place.
Statement of Assets and Liabilities
The following assets are recognised but not necessarily valued in the Statement of Assets and Liabilities:

Movable church furnishings held by the churchwardens on special trust for the PCC and which require a faculty for disposal.

Land and buildings held on behalf of the PCC (none in 2025).

Other fixtures, fittings and office equipment where the PCC is free to dispose of such assets without faculty.

Investments held beneficially by the PCC.
The following assets are recognised, and a monetary value given as part of the description in the Statement of Assets and Liabilities:

Amounts owing from the Inland Revenue where a formal claim has been made and by way of note when the claim has yet to be submitted.

Any other amounts owing to the PCC.

Legacies where formal notification of entitlement and amount has been received at the end of the year by the PCC.

Closing bank balances as shown in the receipts and payments account.
The following liabilities are recognised:

Any arrears of Diocesan Parish Share.
