## **Structure, Management and Governance** 

Halewood Local Ecumenical Partnership Trustees exercise the functions of the Methodist Church Council and are also the members of the Parochial Church Council.  They operate as each body as appropriate according to the LEP constitution, Methodist Standing Orders, the Parochial Church Councils (Powers) Measure 1956 and the Church Representation Rules. 

The method of appointment of LEP trustees is set out in its constitution and is compliant with the Church Representation Rules and Methodist standing orders. All church members are encouraged to register on the unified Electoral Roll and stand for election to the LEP trustee body. 

## Related Trusts: 

Halewood Church of England Primary School: the parish has representatives on the school board of governors. 

St Mary’s Care Centre (registered charity 1000849): 2 members of the parish sit on the board of directors. 

The HCC operates one subcommittee:   St Nicholas’ Centre management committee:

Individual LEP trustees receive external training as and when deemed appropriate by the trustee body. Training may include trustee responsibility training, basic health and safety, risk assessment and management, and safeguarding procedures for children and vulnerable adults. 

The LEP and St Hilda’s Hunts Cross form the Halewood and Hunts Cross Ministry Team.  From August 2023, Rev Philip Saltmarsh, Rector of Speke, was appointed as priest in charge of the Halewood and Hunts Cross team, bringing it into an informal working relationship with the Parish of Speke. 

## **Objectives and Activities** 

Halewood Church Council is the overall decision-making body for the Parish. Halewood Church Council is an ecumenical body – Anglican and Methodist – which acts as the Parochial Church Council (PCC) and Methodist Church Council. The members of Halewood Church Council are the Trustees of the Halewood Local Ecumenical Partnership and operate under a constitution, based on a model document produced by Churches Together in England, adopted on 23 April 2012 and amended on 29 April 2017. 

On 12 April 2013, the Halewood Local Ecumenical Partnership was granted registered charity status by the Charity Commission (Registered Charity Number 1151632). 

When planning our activities for the year, the Halewood Church Council gives consideration to the Charity Commission’s guidance on public benefit and, in particular, the specific guidance to charities concerned with the advancement of religion.

The purpose of Halewood Local Ecumenical Partnership, as set out in clause 2 of the constitution, is to advance the Christian faith in the Area of Benefit in accordance with the principles and practices of the participating churches. 

The two churches, St Mary’s and St Nicholas’, are part of the Anglican Diocese of Liverpool and the Liverpool District of the Methodist Church; and the Anglican Deanery and Methodist Circuit which cover the South of Liverpool. (St Mary's church was, from the beginning, a shared Anglican/Methodist building. St Nicholas’ remains an Anglican building.)   Worship and Ministry in both churches reflect both Anglican and Methodist traditions. 

In achieving its purpose, as stated in its constitution, Halewood Church Council engages in a range of activities, either on its own or with others, including (but not restricted to): 

- a) the celebration of public worship; 

- b) the teaching of the Christian faith; 

- c) mission and evangelism; 

- d) pastoral work, including visiting the sick and the bereaved 

- e) the provision of facilities with a Christian ethos for the local community, including (but not restricted to) the elderly, the young and other groups with special needs; and 

- f) the support of other charities in the UK and overseas. 

## **Activities for 2023** 

Our churches entered 2023 still in a period of vacancy; however, we were still able to keep to our regular pattern of worship services thanks to additional help from our Area Dean, retired clergy and deanery readers and local preachers who supplemented the work of the remaining members of our HalewoodHunts Cross ministry team. We were very grateful for all the additional work undertaken by ministry team members. 

Our Annual Parochial Church Meeting was held on in St Nicholas’ Church on Sunday 30 April 2023 The electoral roll number reported at the 2023 Annual Meeting stood at 220 (St Nicholas’ 163; St Mary’s 57).  An adjourned APCM was held on 24 September 2023 to approve the accounts. 

During the year ministers conducted 11 funerals at St Nicholas’ of which 2 were also burials in the churchyard.  There were also 13 services of interment of ashes.  There was one funeral at St Mary’s church. Ministers took 9 services at the local crematoria. 2 weddings took place at St Nicholas'; there were no weddings at St Mary's. 

Baptism services were held at both churches throughout the year with 27 baptisms at St Nicholas and 3 at St Mary’s.  In November we held a confirmation service at St Mary’s at which one young person from the Halewood churches was confirmed and one from Hunts Cross. We also welcomed confirmees from Speke who joined us for this service.

Our children’s and youth groups continued to meet throughout the year led by Mike Sutcliffe.  At both St Nicholas’ and St Mary’s, Creche and Junior Church groups continued to meet and the numbers of young children attending grew throughout the year. 

Our Halewood and Friends’ pilgrimage took place at the end of August, with a group of 30 people staying at Launde Abbey visiting churches and Cathedrals around the Leicestershire area. 

Our seasonal services continued as usual, including our Good Friday and Easter services. We held our usual annual Remembrance services in both churches and a commemoration service in St Nicholas’. Special Christmas services included Carols at Tarbock Village Hall, a parish Carol Service at St Nicholas’, a children’s nativity play at St Mary’s and a Crib service at St Nicholas’. 

The Halewood Foodbank continued at St Mary’s, opening each Saturday morning from 10.30-12.00. Sadly, we have seen an increase in the numbers seeking help from this service. However, the Big Help Project which runs the Foodbanks in Knowsley made the decision to close the St Mary’s Foodbank at the end of December 2023 with plans to replace it with a Food Club Provision in 2024. 

During the year some much needed work was carried out on the nursery space at St Mary’s to enable the new nursery to be set up. This is now awaiting Ofsted approval. As an interim arrangement, ‘Shining Lights’ has continued to run a stay and play group on two mornings a week and has also opened a ‘Baby Bank’ on Saturday mornings to provide donated baby equipment, toys, baby clothes and other items. This has proved very popular and is providing much needed support to families from Halewood and beyond. 

Also, on Saturday mornings during July and August, the Halewood Uniwise project which recycles good quality items of uniform from all our local schools reopened from the St Nicholas’ Centre. In addition to providing items of uniform for local families, we were also able, this year, to donate items to a church in Wavertree which supports Roma families and to the group which works with Ukrainian refugee families. 

Our churches once again applied for and received grant funding from Knowsley Borough Council to work with local schools to identify families in need of some additional help. A small team of volunteers packed and delivered food parcels to the schools twice a term, throughout the year. This support has been much appreciated by the schools and the families involved. 

In October 2023 we reopened the St Nicholas’ Centre as a Warm Hub every Thursday morning, providing hot drinks, toast and a warm environment for local residents to help save on the rising costs of fuel bills. We received funding for this from Knowsley Council’s Winter Wellness Fund and from the Methodist Circuit which enabled us to upgrade some of our kitchen equipment and to run some activities including a Christmas wreath making workshop, Christmas quiz and singalong and bingo sessions. 

Throughout the year we have had regular working parties to carry out tidying up in the gardens at St Mary’s and the grounds and churchyard at St Nicholas’ and in early September a team of volunteers from Astra Zeneca provided a day’s work, clearing out and repainting the two containers in St Mary’s car park and cutting back undergrowth around the car park. 

During 2023 both of our churches and centres have been used for a variety of events including at St Mary’s in February, a semi- staged performance of _Pirates of Penzance_ by the Bentley Operatic Society who also returned for one of their autumn concerts, and a concert given by Liverpool Male Voice Choir in aid of Ukrainian refugees in Liverpool.  In November, St Nicholas’ hosted ‘Late Night Lilies’, a concert which

was part of the Knowsley music festival. These were in addition to the events which formed part of the annual Halewood CultureFest, some of which also took place in our buildings. 

In November 2023 we replaced the large gable end window in St Mary’s church, that faces towards the shopping centre. The window and surrounding facias had failed, and it was no longer watertight. This was a major undertaking given the size and position of the window and it required three sets of scaffolding to facilitate the installation of the new window. 

We are grateful to Allerton Glass and Glazing for their expertise in the design and installation of the window, as well as the perseverance of their staff as the weather was not helpful and they encountered some hidden challenges.  The gable wall was part of the original St Mary’s church, that was damaged by fire and rebuilt in its current configuration. The heat of the fire had caused twisting to one of the main beams and so the opening was not uniform on one side and so required some additional joinery work to ensure the window fitted correctly. 

The money for the replacement of the window and the facias was raised wholly from donations from members of the Halewood Ecumenical Partnership, church friends and families and fundraising by our Junior Church. We are incredibly grateful to the generosity of so many people who supported this undertaking. 

The new window looks fabulous. Its frame, very appropriately, is in the form of a cross and designed into the window in the primary colours, are the signature three crosses of St Marys Church.  When the sun shines on the window the interior of the church is flooded with colour and from the outside the cross in the window is a powerful statement of our witness and ministry to all who pass by. 

During 2023 our live streaming system at St Nicholas’ continued to stream Sunday services and also services held by Halewood C of E School so that those unable to attend could either stream live or watch later.  The installation was funded by: 


Wherever possible we have continued with our charitable giving.  Charities which we support/give donations to include: 

- FairTrade with monthly stalls run at St Nicholas’ throughout the year (until December as Traidcraft had ceased trading earlier in the year) 

- Plan International (St Nicholas’) 

- Junior Mission for All (JMA - St Mary’s) 

- Christian Aid 

We have also responded to a number of local appeals for families who have found themselves in difficulties. 

Our Christmas appeal in 2023 again supported the Phoenix project for the Homeless. 

In March 2023 our church knitters were presented with an award from the High Sheriff of Merseyside for services to the community, in recognition of all the work done in knitting items for the Knowsley Winter Warm project over recent years.

## **Financial review** 

Over recent years our regular giving across the parish has failed to keep pace with our expenditure and this continues to be the case. Encouraging and maintaining regular giving has been a particular challenge and rising fuel costs have also caused additional problems.   Thanks to fundraising and one-off donations, as well as careful monitoring and management of our scarce financial resources, we have just about managed to cover our costs but we have also had to eat into our reserves which are now seriously depleted and this is something we need to address at the earliest opportunity. 

We are continuing to promote the Parish Giving Scheme which is showing positive results and streamlines the reclaim of Gift Aid. 

We have  been able to carry out a number of fundraising activities that have contributed significantly to our parish funds. These included card making workshops and renting out our buildings for various activities and this is something which we plan to explore further in the year ahead. 

## **Team Changes** 

In November 2022 Halewood Church Council had accepted a proposal from the Diocese that we should ’suspend the presentation’ of Halewood Parish. In effect this meant that we would not seek to appoint a replacement Rector but instead would have someone appointed as Priest in Charge of the HalewoodHunts Cross Ministry Team and would advertise a post of interim Team Vicar for an initial period of three years.  Phil Saltmarsh, Rector of Speke had agreed to take on the role as Priest in Charge in addition to his existing roles. 

In May 2023, following the usual recruitment and selection process, Rev Gareth Morgan, Curate at Speke was appointed to the to the role of interim Team Vicar in the Halewood- Hunts Cross Ministry Team.  Both Phil and Gareth were licensed to these new roles in a service led by Bishop Bev at St Mary’s Church on 8 August 2023. 

## **Safeguarding** 

The Church Council are required to provide an update to the Annual Parochial Church Meeting of progress made in relation to the safeguarding of children, young people, and vulnerable adults within the parish and to report whether the Church Council has complied with its safeguarding responsibilities during the year. The care and protection of children, young people and vulnerable adults involved in the life of the church in Halewood is a responsibility we all share. The Church Council, however, has a specific duty of care to ensure the protection of the vulnerable in our church community and to ensure that safeguarding arrangements are in place and agreed safeguarding procedures are followed. 

In Halewood we follow the Church of England Safeguarding Policy and Procedures but as an Anglican/Methodist Local Ecumenical Partnership (LEP) fully recognize the Methodist Procedures and requirements, in relation to Methodist staff and Ministers. Nationally the two denominations have now agreed reciprocal recognition of each other’s core Safeguarding Training (Foundation and Advanced) and accept them as their own. 

In September 2023 the Church Council reviewed and updated the Parish Safeguarding Policy. Copies of the Policy are posted in both our churches and on our website, along with key contact information. There have been no Safeguarding concerns/incidents reported to the Parish Safeguarding Officer, over the last 12 month reporting period. 

As Parish Safeguarding Officer, Mark Harrison can confirm to the Annual Parochial Church Meeting that over the last church year ending 31st December 2023, Halewood Church Council has complied with the duty to have “due regard” to the House of Bishops’ Safeguarding Policy and Practice Guidance.

## **Plans for the future** 

Over the next few months, our immediate plans will be centred around building the relationships up between the Speke, Halewood and Hunts Cross churches as we explore how we will go forward together. In the early part of 2024, Liverpool South Deanery will vote as to whether Fit for Mission is the right way forward for our churches, and so the outcome of this will determine a lot of how we move forward together as churches. Alongside this, in the Methodist Circuit, there is a similar exercise taking place as the circuit looks at what the ‘way forward’ is and so this will also help to shape our future direction. 

As we go forward in 2024, we are hoping to build up our missional activities and in particular, we are looking to develop a Food Club at St Mary’s on a Saturday now that the Foodbank that previously operated has closed. Our children’s work continues to grow across the churches and over the coming months we will continue to support this and look to develop this with the leaders of the groups 

Deepening our discipleship is a key priority as we journey forward together as a team. It is our hope to run Lent Courses across the whole of Speke, Halewood and Hunts Cross during Lent 2024. 

As ever, finances are a struggle, and so over the next year we will continue to look at how we use our buildings to generate income, as well as looking at how we can best use what we have to help us go forward in mission and ministry.
