The Churchwarclens and Parochial GhLFrch Council IPCCI of Sl Andrew the Less have the responsibility of co-operating with
the Incumbent, Th& Rev'd David Todd, in pr01T￿ting in the ecclesiastical Partsh, the whole mission of the Church, pastoral.
evangelistic, social and ecumenical. 11 also has maintenance responsibilities IDr Christ Church Cambridge and Abbey Church.

The PCC operates through a number of commillegs, which meet between full meellngs of the PCC.
Finance and St8nding Commiftee.-
This committee, required by law, has the poweT lo Iransacl the business of the PCC between ils meetings, subject lo any
directsons given by the Council. 11 overseés the general financi81 dimension of the work of Sl Andrew the Less by monitoring
income and expenditure, budgeting and coordinating Gift Days when they occur. The F&S oversees an informal woiking
group known as the Works Committee who allend lo mallers concerning the stewardship of all buildings used by the chLJrch.
The F&S are also iesponsible for all employmenl-relaled mallers.
Mission Support Group..
Coordinates the use of a budget provided by the PCC for the support of Mission wotk inside and o¢Jlside the UK.
Church Attendance
Al the 2L122 APCM there were 290 (2C>21: 3141 names on the electoral roll. A lolal revision of the electoral roll was carrted out
in 2019. The next total revision is due in 2025. The average Sunday #llendance during 2022 was 355 adults and 72 ¢hlid¥en.
The Statistics from 2021 are not a meaningful comparison due lo the impact of the COVID-19 pandemic.
Revlpw of the Year
11 has been a significant year for us with Steve Midgley stepping down on the 31 August 2022 as Vicar of Christ Church
Cambridge after serving in this role for 18 years. We are very thankful to God for his m8ny years of faithful seivice and the
PCC are pleased hè will be continuing on the slafl team in a part-lime role11.5 days per weekl- Steve's lime as Vicar was
marked al a special seThqce of thanksgiving on Sunday 3 July.
David Todd, who has been working as a Senior Associate Minister al Christ Church since 1 April 2018, was appointed
incumbent from the 1 September 2022, and a formal service of inslilulion was held on 11 September. The PCC and church
family are delighted the Lord has led David lo this role and are committed to praying for him, and his lamily, as he leads the
church in the years ahead.
A number of other slafl appointments were made durtng the year- Louis Chan look ovar from Ben Cook as Operations
Managèr in Fèbruary, and Fion8 Bourne started as an Associate Minister IFamilie8 & Paslorall in September.
Ministry activity returned lo 'normal' in 2022 followng the impact of the COVED pandemic in 2020 and 2021. Through our
Sunday setViGes, prayer meetings. small groups and staff team we have sought to care well for people's mental and spiritual
health. We have also been Ihankftjl to Gocl for the many opportunities we've had lo share the good news ol the gospel
through Chrislianily Explored courses, evangelisti¢ events, our children's Easter holiday club, and a range of carol services
and Christmas events. We rejoice that we have a heavenly father who has done everything lo meet our greatest need.

Our income is predominantly generated from regular giving (mainly through Standing orders), one.off donations and grants.
A5 individual households experience rising costs due to economic pressures Ilhe'cosl-of-living crisis'l, some of our ¢hur¢h
family have inevitably had to reduce thei¥ monthly giving resulting in a slight fall in donation income to £629k12021'. £631 kl.
Income from group aclivilies, events and hall bookings was higher than 2022 as we were able to resume pie.COVID ministry
activities. This increase was similarly reffeGled in our expenditure on these aTeas of aclivily. Income from property lèlling fell
10 £7k12021.' £25k) as we ended leasing a house in Ihe city centre for ministry trainees The grant from Biblical Gounselling
UK IBCUKI 81s0 ¢e8sÉd during the year, Coinciding wth Steve Midgley stepping down as Vicar and becoming employed by
BCUK as their Executive Director for 4 days per week.

Our greatest area of expeiidilure is staff remuneration and accommodation. This reduced sllghlly lo £461 k12021'. £471 kl as a
result of the switch in incumbency and Steve Midgley only working 1.5 days per week from 1 September. Building costs were
higher in 2022 al £63k12021.. £47kl due lo a sharp increase in ulilily bills, consumables extensive repairs undertaken on
IhB masonry of the church building. Finally, £5k ol professional fe&s were incurred in 2022 as a result of the PCC conLtucling
a cultural review which was independently overseen by Christian Safeguarding Servlces. Advice was also obtained during the
year on implÉm8ntalion of GDPR legislation and fire evacuation, including the purchase of a new evacuation chalr.
Our overall position al year-end was a deficit of £32k12021.' surplus DI £31k}. This was expected- during 2021 the PCC look
the decision lo use accumulated reserves to invest in resloralion of the masonry and recruilmenl of the new Associate
Minister {Families & Paslorall.
Total resliicled, designated and unreslricled reserves al the yearpend reduced lo £403k12021.. £435kl. The unreslri¢led
reswve reduGed lo £376k12021'. £382kl. The level of unrestricted reserves is considered sullicienl to support the ongoing
actsvitses ol the Church.
Financial details are discussed with the PCC and the Finance and Standing Committee each lime they meet. We are thankful
for all those that give lo Cod's work in this way.
Pollcy on Rese￿eS
The Sl Andrew the Less PCC does not aim to build up signilicant free reserves, rather il aims lo spend the large majority of
income received each year on gospel puiposes. The PCC is Gommilled to finding the best use of existing reserves that woulcl
fkjrther the charitable aims of the chur¢h and during 2022 approved the recruilmenl of a n&w SenioT Ass01￿le Minister lo
strengthen the pastoral leadership- il is hoped this position will be filled in the summer of 2023. These reserves will ensure
sufficient funding 16 in plaGe for the Cominy 3 yea¥s whilst regular income it)¢rease$ sufli¢ienlly lo m@el the on-going costs. It
was our policy lo have free reserves of al least £122k in 2022 (being two month's of total expenditure).
PLFblic Benefit
The St Andrew the Less PCC has considered the Charity Commission's guidance on public benefit and, in particular, the
specifi'c guidance on chaiilies for the advan¢emenl of religion. In particular the PCC try lo enable ordinary people lo live out
their faith as part of th& local community through..
Worship and prayer,. learning sboul the gospel; and developing their knowledge alld trust in Jesus Chiisl.
Provision of pastoral care for people living in the local community.
- Missionary and oulreath work.
