thè Incumbènt, The Rev'd Steve Midgley, in promoting in thÈ eedèsiÈstical Parish, the wholè mission of the Church, pastoral,
eV8ngelisti¢. social and ecumenical. It also has Maintenan￿ responsibiliti¢$ for Christ Church Cambridge and Abbey Church.

Committees
The PCC operates through a numb8r of committees, which meet betweèn full meetings of the PCC.
FiffF8nce and Standing Cornmitee..
This committee, Tequired by law, has the power to transact the business of the PCC be￿e￿n ils meetings, subject to any
directions given by the Council. It Dversees the general financial dimerLsion of the work of St Andrew the Less by monitoring
income and expenditure, budgeting 8nd Coordinating Gift Days when they occur. The F&S oversees an informal working
group known as the Works Committee who attend to matters concerning the stewardship of all buildings used by the church.
The F&S are also responsible for all employment-related matters.
Mission Support Gro(Jp."
Coordinates the usè of a budget provided by the PCC for the support of Mission work inside and outside the UK.
Church Attèndance
Al the 2D21 APCM there were 31412020- 3171 names on the electoral roll. A totsl revision of tre ele¢tor81 roll was carried out
in 2019. The next lolal revision is due in 2025. The average Sunday attendance during the year is not 4 meaningful
eomparison wth prior years due to the impact of the COVID-19 pandemic. Services continued online during the periods when
pla¢es of worship were closed. Prtor yèar statistics were: 354 adults and 109 children.
Review of the Year
As with rnosl org8Aisations, this yèar has looked very different due to nomial with the ongoing impact of the CQVID-19
pandemic. Although places of worship were allowed to remain open dullng the third lockdown in eady 2021, numbers were
s&verely Feslricted so live-streaming conb.nued to enable us to meet together for church services, albeit virtua15y. M05t of our
usual activitiy was again temporarily PLrt on hold or transfered online. As reslrictions eased in the summer we adapted our
activities accordingly. Bible study groups, youth groups and children's work resumed in-person. Practical and finanical
support eonlinued to be offered lo those in need in our Ghurch family. Through Dur Sunday services, prayer meetings. sm811
groups and stsff te?m we have sought to care well for people's mental and spiritual health. We have also been thankful to
for the rnany opportunities we've had lo share the good news of the gospel through Christianity Explored courses, our
'Tackling Life, evenings, and a range of Garol services and Christmas events. We rejoice that even though this has been
another tough year for many we have a heavenly father who has done everything to meet our greatest need, through the
death and resurreGtion of his son the Lord Jesus Christ.
The impact on c)ur finances ￿laS been the opposite of what we had anlicipaled. OUT income is predominantly generated from
regular giving (mainly through standing orders), one-off donations and grants. We are incredibly gralefvl to God that this
income increased in 2021 despite the pandemic. Income from group acitimtes, events and hall bookings was inevttably lower
than nomal, but the relaxing of COVID restrictions in the latter half of 2021 meant we were able lo resume some activities.
Conseuqenuy income from these activities was higher than 2020, and this increasè was similarty reflected in our expenditure
on these areas of activitiy. Our greatest area of expendrture is staff remuneration and accommodation and this increased on
prior year with the full-year impact of the appointment of a new Associate Minister that had happened in July 2020. Extemal
giving to rnissionaries and charitsb5e organsiations increased too.
Our overall surplus for the yearwas £30.5k- primarrly a result of the generosity of church members in giving sacrifici211y to the
ministry of the church. During the year we took the opporutnity to undertake some of the larger repairs and mainteance works,
including the re-sanding and re-sealing of the hall floor, repairs to the windows of the audiitorium and adaption of some of the
windows lo enable them to open and increase the ventilation. The Ministy Share sent to the Diocesé remained static al £63k
(2020.. £63kl.
We are thankful for a grant we receiverj from Biblical Counselling UK during the year gf £23k in recognition of the church's
support of biblical counselling ancl wort In this ministy area.
The Mission Support Group directed £64k from general funds (2020- £60k) to various mission groups and individuals in the
UK and overseas during the year. The Finan￿ & Standing Committee also made some one-off grants to meet urgent needs
in Cambridge, induding the Hope Church Chesterton food bank and The Besom.

Total restricted, designated and unrestricted reserves at the year-end increased to £435k (2D20= £405kl- The unrestiicted
reserve increased to £383k12020.' £343k). The level of unrestricted reserves is eonsidèred sufficient to support the ongoing
activities of the Church.
Financial details are discusseJ the PCC and the Flnance and Slandlng Committeè each time they meet. We 8re thankful
for all those that give to God's work in this way.
Policy on Reserves
The St Andrew the Less PCC does not aim lo build up significant free reserves, rather it aims to spend the large majority of
income received each year on gospel purposes. However, with a potential redevelopment of the Abbey Church in 2020-21 la
church building which Christ Church have responsibility for) reserves had been alloweol Its accumulate over Ihe12st couple of
years to fund this project. Unfortunately, despite much prayer and discussion with potential users of the Abbey Church, it was
decided no wable plan for ils use could be identified. The PCC therefore agreed lo start the process of formal dosure wth the
Diocese of Ely in May 2020_ The PCC Committed to finding the best use for these reseNes that woulol frjrther the charitable
aims of the church and al the start of 2022 approved several new staff posts to strengthen both the pastoral leadership and
operational staffing. These reserves wll ensure sufficient funding is in place for these posts over thè Coming 3 years whilst
regular income increases sufficiently to meet the on-going CDSts. At the year ènd the free ￿SeNe$ stood al £383k12020'.
£343k). It was our policy to have free reserves of al least £111k in 2021 (being two month's of total expenditure}.
Public Benefft
The St Andrew the Less PCC has considered the Charity Commi55ion's guidance on public benefit and, in particular, the
specific guidan￿ on charities for the advancement of religion. In particular the PCC try to enable or(linary people to live out
their faith as part of the local community through..
Worship and prayer learning about the gospel., and developing their knowledge and trust in Je¥us Christ.
Provision of pastoral care for people living in the local community.
Missionary and outreach work.
Risk Management
The major risks to which the St Andrew the Less PCC is exposed have been idèntified, r8viowad and systems established to
manage those risks.
Plans for Future Periods
The Sl Andrèw the Less PCC intend to wntinue their main aim of promoting the gospel in Cambridge.
