REPORT OF THE TRUSTEES

The trustees present their report with the financial statements of the charity for the year ended 30 April 2024.

The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

OBJECTIVES AND ACTIVITIES

Objectives and aims

To promote for the benefit of the public, the efficiency of the police in London and to promote good citizenship and greater public participation in the prevention and solution of crime in the North and East London areas. Promote the benefit of the public, in partnership with the police, the protection of people and property by the prevention of criminal acts.

The charity has extended its objects to reflect better its aims and activities, these changes have been approved by the Charity Commission in November 2020 and include crime victims support, provisions of mediation services and relief aid/co-ordination services during natural, terrorist and other disasters.

ACHIEVEMENT & PERFORMANCE

Charitable Activities

Community Safety Patrol (Shomrim UK) works to prevent crime and increase safety for the whole local community, irrespective of ethnic or cultural background.

Q&As at 15 Local Schools

We do so by carrying out volunteer patrols, working closely with the police and other agencies, responding to calls from the public, providing information on safety and raising awareness on security issues as needed.

Our overall aim is to ensure that the Boroughs of Hackney and Haringey are safe. We actively contribute to the well-being of residents by ensuring that they can safely enjoy the parks, public spaces and their own streets. Shomrim is a welcome presence on the streets and receives ongoing feedback from local residents from across ethnic and religious communities, that the selfless work of our volunteers is needed and appreciated.

Our primary community engagement work happens daily on the streets, but we also invest our resources into fostering good communal relations through:

1. Community Cohesion – Meeting with leaders of the local Mosques and other faith communities to encourage mutual understanding and respect.

2. Lectures and Open Q&A Panels in Schools – Rabbi H Gluck OBE, Shomrim’s president, continues his work in promoting harmony and tolerance by speaking and answering questions in 15 local schools. These visits were equally divided between Muslim, Jewish and non-denominational schools.

3. Networking and Neighbourhood Meetings – Shomrim representatives attend and actively participate in a wide range of neighbourhood safety and communal events. Many of those are regular quarterly or more frequent events.

Furthermore, Shomrim continues to deliver targeted campaigns and projects as necessary to meet the needs of our community. An example of a recent campaign is:

Covid-19 Crisis Intervention and Support: Shomrim continues support started with practical campaigns of assistance to the community during the pandemic when we undertook a wide range of activities to provide for the communities during crisis, going above and beyond the call of duty. We have developed and continue a multi-platform Covid information campaign run in partnership with the Clinical Commissioning Group and the Public Health England. Helping counter misinformation about Covid-19 and vaccines and to provide the public with practical information on vaccination hubs and walk-through centres. Over the last year we have distributed information about autumn vaccinations, especially to vulnerable groups and about importance of measles outbreak prevention.

Recent Activities:

Shomrim and police on patrol in Stamford Hill, addressing shoplifting and pickpocketing concerns.

During the current financial year, Community Safety Patrol (Shomrim UK) responded to 5,666 emergency calls, a 53% increase, due to a rise in hate crimes since October 7th. Beyond emergency responses, we’ve also seen a rise in the need for practical emergency assistance.

Emergency calls often involve immediate incidents like hate crimes or suspicious activities needing urgent police attention. Practical emergency assistance, however, includes on-site support for victims, security advice for at-risk community members, and coordinating community responses during crises. Alongside these efforts, we organise events to promote safety and good neighbourliness throughout the year. In addition to responding to emergencies and patrolling the local area, events are carried out throughout the year, promoting safety, good neighbourliness and raising awareness.

Significant Activities

Assistance with COVID-19 public heath messaging and vaccination drive

CHILDREN actively participated in quizzes and interactive activities, learning key safety tips.

The marginalised Orthodox Jewish communities in Stamford Hill area comprise circa 40,0000 people, most of whom are without internet or media network access. During the first year of the pandemic, we provided a lot of practical help such as food deliveries and information to the community, which required messaging in English, Yiddish, and Hebrew from a local service like ours, which the community trusts. Over the last year we have built on this trust by helping Public Health England and Hackney Clinical Commissioning Group with their public messaging on Covid safety and vaccination drives in general, especially with regards to measles.

Our printed and online resources in English and community languages ensured that reliable, clear messaging on COVID rules, testing and vaccinations hubs reaches the local community, especially those without TV or Internet access. Our 24/7 helpline and direct face to-face engagement of volunteers have proven invaluable in this effort, especially in addressing vaccine misinformation and hesitancy in a culturally sensitive way. Quarterly we reach a very broad, diverse audience through printed media (20,000+), Twitter and other online platforms (15,000+) and direct street work engagement of 500+.

Greater accountability and more effective governance

WWe have recruited 6 new members to our board to ensure greater diversity with regard to demographics represented

and efficiency with a range of new skills. Our new board members bring in extensive business experience to advise on our funding strategy, are respected community figures and local community builders/activists.

Increases organisational capacity

with 12 new Response Members recruited and trained over this year we have significantly increased our voluntary workforce capacity by 60%. This allowed us to increase the number of safety patrols by an additional 5 weekly shift patrols. As a result, we now have faster response times to assist callouts from the victims of crime. We were also able to support our Covid-19 booster and other vaccines drive information effort with more face-to-face work in the communitycommunity.

Safety of Volunteers

It remains an ongoing concern that we see a drop in general public’s trust in police forces, there are many important issues that our partners need to reflect on and address. Shomrim as a grass-roots community organisation are committed to serving and protecting the entire community. Our work helps to prevent, address and eradicate hate crimes based on racism, antisemitism, misogyny and other discriminatory beliefs. We are also committed to transparency, accountability and protecting our volunteers. Hence, we have equipped our volunteers with body cameras, updating equipment and providing new recruits with adequate safety tech to support their work. We also bought new screens and IT equipment which help our volunteers review CCTV footage form scenes of crimes for the public benefit.

Communications and Safety of the Community

We continue to develop our Shomrim Computer-Aided Dispatch (CAD) system, based on both web and app platforms. We are already in the final stages, with the project being 85% complete. This development, which began in 2021, aims to enhance response and record-keeping for both emergency and non-emergency calls. Additionally, we have updated our website to help the wider community find information about all our services.

Strategic Partnerships

We continue building on a productive and mutually respectful relationship with the Metropolitan Police Service, following the signing of a Sharing Agreement with the MPS on 1st September 2021. The agreement formalises our existing

cooperation and recognises Shomrim as a key partner in maintaining the safety of local communities. We now have regular monthly meetings at the police station, where we engage in training, share information, and discuss ways to improve our relationship and collaborative efforts.

Shomrim are regularly briefed on all issues relating to Hate Crime Incidents, Terror Alerts and Racial Hatred, as per recent MOPAC funded training.

This year, our volunteer training also included Safeguarding, Forensic Team and Burglary.

Thanks to a grant from the Metropolitan Police Service and Mayor’s Office for Policing and Crime (MOPAC) our volunteer Response Members have had an extended training for our members on Hate Crime and preventative effective communication campaigns in the community.

Building bridges

Most of our assistance (60%) is provided to non-Jewish members of the public, which is a great way to build support for cross-communal assistance and solidarity. The core of our work consists of victim support, but we also assist the police and those in custody with translations, briefings on cultural sensitivities, and practical assistance. Our support promotes mutual cultural awareness and ensures a better understanding of the custody process, which is crucial for members of minority communities who often fear discriminatory treatment. This year, we assisted in 37 such cases.

Training

Our volunteers receive continuous updates and training from the Metropolitan Police Service. This ensures they are up to date with current strategies, aware of any high-security risks, and can prepare accordingly, allowing them to undertake their duties in a professional and efficient manner.

Development Strategy

Due to the increased demand on Community Safety Patrol (Shomrim UK) resources, a fundraising strategy has been implemented to secure much-needed funds. Despite another challenging year for fundraising, we have successfully secured donations from individuals within the community, which this year again replaced a large-scale community fundraising campaign.

We recognise the need to put more effort into publicising the cross-communal aspect of Shomrim’s core work. Digital media can be used more effectively by recruiting additional volunteers tasked with categorising and publicising collected feedback from residents, especially victims or near-victims of crime who are grateful for our intervention. This will be done with the usual sensitivity to the victim’s privacy and only in cases where collecting such feedback is appropriate.

Activities of Community Patrol and Security

Our community patrol and security activities have been fundamental in maintaining safety and preventing criminal acts within the community. Shomrim volunteers conduct regular patrols, both on foot and by vehicle, to monitor and deter suspicious activities. These efforts are complemented by close collaboration with local law enforcement agencies, ensuring a swift response to incidents. The visibility of our patrols has been a significant deterrent to potential offenders and has provided reassurance to community members, enhancing their sense of security and well-being. Additionally, we provide security at various community events such as Torah

parades, weddings, school functions, and large gatherings, ensuring a safe environment for all attendees.

Activities of Victim and Health and Mental Health Support

Shomrim is committed to supporting victims of crime and those facing health and mental health challenges. Our dedicated team offers immediate assistance and ongoing support to individuals affected by crime, providing them with the necessary resources and referrals to appropriate services. We work closely with healthcare professionals to address both physical and mental health needs, ensuring that victims receive comprehensive care. Our holistic approach aims to help individuals recover and rebuild their lives, fostering a resilient and supportive community.

Continued Member Equipment Including Body Cameras for Further Protection for the Public Benefit

To ensure the highest level of protection for both our members and the public, Shomrim continues to invest in advanced equipment, including body cameras. These devices are essential tools for enhancing accountability and transparency during patrols and interactions with the public. Body cameras provide invaluable evidence in the event of incidents, contributing to more effective investigations and legal proceedings. By equipping our members with the latest technology, we are reinforcing our commitment to public safety and building trust within the community.

Children and families engage with local officers at Shomrim’s Annual Emergency Services Open Day, promoting community safety and awareness.

Annual Emergency Services Open Day

Shomrim proudly sponsors the Annual Emergency Services Open Day, the largest event of its kind in the UK, attracting over 5,000 children and families from the local community in a single day. Held every summer, this highly anticipated event provides an invaluable opportunity for the public to engage with essential services, including the police, fire department, ambulance services, Hackney Council, and the NHS.

Antisemitism Response: Surge Since 7th October 2023

Since October 7th, 2023, Shomrim has responded to 318 hate crimes during this fiscal year. This represents a massive increase compared to the past five years, where Shomrim recorded an average of 150 hate crimes per year. In just one year, we have seen more than double the usual number of incidents. This alarming rise highlights the urgent need for continued vigilance and community support to combat hate crimes effectively.

The increase in hate crimes includes not only verbal abuse but also physical attacks such as assaults and attempted kidnappings motivated by antisemitism. Children have been pushed off bicycles, kicked into traffic, pushed over onto the ground, and

had hats thrown off their heads. Red paint has been thrown at schools and synagogues. Additionally, eggs have been thrown from cars, and “Free Palestine” has been shouted from passing vehicles, directed at the Charedi Orthodox Jewish community. Threatening and abusive behaviour has become more prevalent, further endangering the safety and well-being of our community members. Swastikas, resembling or equated with the Magen David and the Israeli flag symbol, have been graffitied on bus stops, walls, and fences of Jewish institutions.

Increase in the antisemitic hate crime this past year put great strain on our volunteer staff capacity and resources. We have met the challenge thanks to the commitment and selflessness of our volunteers.

New Patrol Vehicle for Shomrim London North and East

We are excited to announce the acquisition of our first new patrol vehicle for Shomrim London North and East. The much-needed patrol vehicle comes in response to the surge in antisemitism since 7th October 2023. The funds for this vehicle were generously provided by local individuals in the community and local businesses, who donated and sponsored the vehicle in memory of their late mothers and other loved ones. This significant contribution has enabled us to enhance our patrol capabilities and better serve the community.

The budget for the new vehicle included the costs of purchasing the vehicle, insurance, fuel, maintenance, wrapping,

and equipping it with all necessary tools and equipment to handle a multitude of emergencies and incidents. This comprehensive outfitting ensures that our volunteers are well prepared to respond effectively to a wide range of situations, further improving the safety and security of our communities.

The marked vehicle is used as a deterrent to crime, patrolling daily and through the nights to deter criminals from the area. Additionally, on Shabbos and Yom Tov, the vehicle is driven by SIA security guards, patrolling the streets and outside synagogues and other Jewish institutions. This consistent presence not only deters potential criminals but also provides reassurance and safety to our community members.

I report to the charity trustees on my examination of the accounts of COMMUNITY SAFETY PATROL (the Trust) for the year ended 30 April 2024.

Responsibilities and basis of report

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the Trust’s accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.

  1. accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.

Income

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Tangible fixed assets

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Taxation

The charity is exempt from tax on its charitable activities.

Fund accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
