REPORT OF THE TRUSTEES
The trustees present their report with the financial statements of the charity for the year ended 30 April 2021.
The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
OBJECTIVES AND ACTIVITIES
Objectives and aims
To promote for the benefit of the public, the efficiency of the police in London and to promote good citizenship and greater public participation in the prevention and solution of crime in the north east London area. Promote the benefit of the public, in partnership with the police, the protection of people and property by the prevention of criminal acts.
The charity has extended its objects to reflect better its aims and activities, these changes have been approved by the Charity Commission in November 2020 and include: crime victims support, provisions of mediation services and relief aid/co-ordination services during natural, terrorist and other disasters.
Significant activities
Launch of the Covid and vaccination public health messaging projects with Public Health England and Hackney Clinical Commissioning Group.

ACHIEVEMENT & PERFORMANCE
Furthermore, Shomrim continues to deliver targeted campaigns and projects as necessary to meet the needs of our community. Two recent campaigns are:
Charitable Activities
Community Safety Patrol (Shomrim UK) works to prevent crime and increase safety for the whole local community, irrespective of ethnic or cultural background.
We do so by carrying out volunteer patrols, working closely with the police and other agencies, responding to calls from the public, providing information on safety and raising awareness on security issues as needed.
1. Children’s Safety Campaign: in August 2020 which attracted over 500 of local school-age children who actively participated in quizzes and interactive activities, many others learnt key safety tips through the resources published in a local free advertiser with a circulation of 6000+ copies.
2. Covid-19 Crisis Intervention and Support: In a multi-level pro-active campaign, Shomrim undertook a wide-range of activities to provide for the communities during crisis, going above and beyond the call of duty. This work has developed into a multi-platform Covid information campaign run in partnership with the Clinical Commissioning Group and the Public Health England.
Our overall aim is to ensure that the Boroughs of Hackney and Haringey are safe. We actively contribute to the well-being of residents by ensuring that they can safely enjoy the parks, public spaces and their own streets. Shomrim is a welcome presence on the streets and receives ongoing feedback from local residents from across ethnic and religious communities, that the selfless work of our volunteers is needed and appreciated.
Our primary community engagement work happens daily on the streets, but we also invest our resources into fostering good communal relations through:
1. Community Cohesion – Meeting with leaders of the local Mosques and other faith communities to encourage mutual understanding and respect.
2. Lectures and Open Q&A Panels in Schools – Rabbi H Gluck OBE, Shomrim’s president, continues his work in promoting harmony and tolerance by speaking and answering questions in local schools.
3. Networking and Neighbourhood Meetings – Shomrim representatives regularly attend and actively participate in a wide range of neighbourhood safety and communal events.

Recent Activities:
During the current financial year, Community Safety Patrol (Shomrim UK) answered 4213 emergency calls.
In addition to responding to emergencies and patrolling the local area, events are carried out through the year, promoting safety, good neighbourliness and raising awareness.
Recent Activities Highlights
Assistance with COVID-19 protection and vaccinations.
The onset of the pandemic saw us delivering emergency aid: ensuring food security for the most vulnerable local families, assisting to carers and elderly and reaching out to other isolated residents and disseminating public health information.
The local community comprises of circa 28,000 people, most of whom are without internet or media network access. During peak Covid-19 crisis, Shomrim proactively worked to ensure that the community received crucial updates and government recommendations. Using their mobile patrol vehicle and local advertising, Shomrim provided daily announcements with updated information, in English, Yiddish and Hebrew. Additionally, Shomrim assisted many members of the community who were vulnerable or at risk, including the elderly, families with special needs children (including ADHD), individuals

Building Bridges
Most of our assistance (60%) is given to non-Jewish members of the public which is a great way to build support for crosscommunal assistance and solidarity. The core of our work consists of victim support, but we are also there to assist the Police and those who find themselves in custody with translations, briefings on cultural sensitivities and practical assistance. Our support promotes mutual cultural awareness and ensures better understanding of the custody process which is crucial to members of minority communities who often fear discriminatory treatment. This year we assisted in almost 20 such cases.
Last year has seen a dramatic drop in general public’s trust in police forces, there are many important issues that our partners need to reflect on and address. Shomrim as a grassroots community organisation are committed to serving and protecting the entire community. Our work helps to prevent, address and eradicate hate crimes based on racism, antisemitism, misogyny and other discriminatory beliefs. We are also committed to transparency, accountability and protecting our volunteers. Hence, we have equipped 22 of our volunteers with body cameras at the cost of £100
Training
Our volunteers receive continuous updates and training from the Metropolitan Police Force. This ensures that our volunteers are up to date with current strategies, aware of any high security risks, and can prepare accordingly, so they can undertake their duties in a professional, efficient manner.
Shomrim are regularly briefed on all issues relating to Hate Crime Incidents, Terror Alerts and Racial Hatred.
Additionally, Community Safety Patrol (Shomrim UK) has supported the Metropolitan Police with Knife Crime prevention.
This year, our volunteer training included Safeguarding, First Aid, Forensic Team and Burglary.
: Development Strategy
Due to the increase and demand on Community Safety Patrol (Shomrim UK) resources, a fund-raising strategy has been put in place to secure much needed funds.
Despite a challenging year for fundraising, we have increased our fundraising capacity and secured grant funding which this year replaced a community fundraising campaign.
We recognise that we need to put more effort into publicizing the cross-communal aspect of the core work of Shomrim. Digital media can be used more effectively by recruiting additional volunteers tasked with categorizing and publicizing collected feedback from residents, especially victims or near victims of crime who are grateful for our intervention. This will be done with the usual sensitivity to the victim’s privacy and only in cases where collecting such feedback is appropriate.

FINANCIAL REVIEW
Reserves policy
The trustees aim to hold free reserves of at least 3 months (and no more than 9 months) operating costs in order to protect services and to ensure adequate cashflow for the organisation’s need.
FUTURE PLANS
The future goals of the charity are to continue carrying out its objectives.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The charity is controlled by its governing document, a deed of trust and constitutes an unincorporated charity.
Recruitment and appointment of
new trustees
It is not currently the intention of the trustees of the charity to appoint new trustees. Should this situation change in the future, the trustees will apply suitable recruitment and training procedures.
Risk management
The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.

ACCOUNTING POLICIES
1.
Basis of preparing the financial statements
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Tangible fixed assets
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.
Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

There were no trustees' remuneration or other benefits for the year ended 30 April 2021 nor for the year ended 30 April 2020.
