The trustees who are also directors of the charity for th¢ purposes of the Companies Act 2006, present their report with
the financia] statements of the charity for th¢ year ¢nd¢d 31 March 2025. The trust¢¢s have adopted the provisions of
Accounting and Rq)orting by Charities: Sta*ment of Recommended Practice applicable to charities preparing their
accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)
(effective l January 2019).

Th¢ charitys putposes are set out in the company's memorandum of tern￿ but the prtnwy purpose is to operate the
Alton Foodbank.
The focus is the collection and distribution of food in ac¢ordance with the rules and recomrnendations set out by the
Trussell Trust (registercd Charity number 1110522) who are the overarchAng sponsors for more than 400 foodbanks
througbout the UK.
A secondary object is th¢ operdtion of a school unifomi bank for local ?*chools in the immediate a
The aims and objectives alw allow the Trust to make fuwicial contributions to other organisatioDS operating in the
same area and with similar objectives.

The loodbank has Lontinued to develop its operations to meet the needs of local people who are struggling.
Given the continued support of the local community and the healthy balance of funds the directors have confidence that
the charity can sustain its operntions for the followtng year.

OBJECTIVES AND A￿1VITIEs
Public benefit
Food Supply
The Alton foodbank aims to provide emergency food aid to people in crisis regardless of their race or beliefs. The
foodbank operates on a referral basis with local agencies who know their clients assessing their need for emergency
support and then issuing the client with a refeTral via a voucher system. The refeTral is made using the system supplied
and managed by the Trussell Trust.
Each referral voucher enables the client to access an emergency supply of food sufficient to cover a minimum of three
days for their size of family. In addition, Alton fo￿bank offers their clicnts supplies of household goods such as
w&shing and cleaning products, toiletries and if available pet food.
In 2024125 the foodbank received 838 r¢fe￿alS and distributed fo(Ml to 2286 people. This is a welcome reduLtion from
2023124 when the foodbank received 1002 voucher rcferrals and distributed food to 2781 people. The reduction is likely
due to an easing of the cost-of-living crisis combined with the work conducted in partnership with Citizcns Advice to
help addreys the root causes of client's issues.
Most clients of the foodbank live in the most deprived areas of Alton (Annex l). E￿IbrOOke, Wooteys and Westbrooke
wards account for 57% of referrals. In addition. the foodbank supported clients living in the surrounding villages
including Four Marks & Medstea4 Ropley. Bentworth, Binstead and Bentley. (Annex l )
Over foty separate agencies can refer to Alton foodbank (Annex 2). The large8t refeTral agcncy is Citizens Advice. but
significant numb¢rs of referrals come from loLal SLhools, (IP surgeries. housing associalions, and the local women's
refuge. It is a goal of the foodbank that clients do not become dependent on the foodbank on a long-terni basis. The
Foodbank has a regular dialogue with the largest referral a8¢n¢ies to help ensure that clients are receiving the most
appropriate l¢vel of support both from the foodbank and other organization5. In addition, all clients are offered a referral
to Citizens Advice and the foodbank's Citizens Advice worker attends a foodbank session w¢¢kly. Most clients visited
the foodbank less thi￿ three times in the year.
In addition to food distributed directly to clients, the foodbank supports breakfast clubs at Eggars Secondary school and
Wooleys Infant & Junior bLhool with donations of breakfast items such as cereal, cereal bars. juiLc and jum.
The foodbank also both donates to and receives small quantities food from other foodbanks in the Trussell Trust
network. 'I'his helped to ensure that stock shortages and SU￿lUMeS w¢r¢ avoided. and that minimal food is wasted due to
date expiry.
Fresh Vegetabl¢s
The foodbank only h&8 the facility to distribute packaged food that is stored at an ambient temperature. Given the health
benefits of consuming fresh fruit and vegelables the foodbank has estsblished a service by which clients can request a
delivery witb each refe￿al of fresh fruit and vegetables. These are purchased by the foodbank and delivered directly to
the home of the client by a local firnl. Thi8 service is funded by donations to the foodbank and has operated successfully
throughout the year.
School Uniforni Bank
Most local schools have opened school uniforni banks and make used unifornj available to families. This includes
Eggars secondary school. The f(x)dbank has therefore, reduced the amount of school unifonn it stockb, and has focussed
on distributing branded school uniforni for Amery Hill Secondary School.
The foodbank managers still have the option to purchase specific Atents of school uniforni for clients and maintain a
stock of sk￿]kIt vouchers. These are used if the local school cannot supply the required item of branded uniforni.

OWECTIVES AND ACTIVITIES
Fuel Poverty
A considerable number of clients coming to the foodbank have struggled with utility bi115. If th¢ client pays their energy
bills via a direct debit. the foodbank refers them to Citizens Advice who manage energy grants on behalf of Hampshire
County Council. If the client is on a prepaid meter. and in danger of disconneLtion the foodbank can offer a referrdl to
the Fuel Bank Foundation (a national charity) for an emergency meter topup.
Citizens Advice Partnership
The foodbank wants to do all it can to support clients in addressing any underlying financial issues that they have. As
the foodbank does not possess the necessary inlemal expertise to support clients with their often-complex problems. it
has partnered with Citizens Advic¢ to provide dedicated client support. Tbe foodbank has applied for and received a
fJnaDcial sustainability grant from the Trussell Trust. This funds a Citizens Advice worker for 15 hours per week to
support foodbank clients. The project has run throughout the year.
Volunteers
There are some 55 volunteers overall, including Trustees. who give their time to stalTmg the distribution c¢ntre and
running the warehouse. The turnover of volunteers is low and there are regularly new volunteers wanting to join the
team. Apart from repayment of specific authorised expenses no remuneration is claimed by or paid to volunteers and
Trustees other than the manager and the assistant manager.
It is difficult to quantify the value of the activities carried out by volunteers, however. based on an average of three
persons per 2-hour session in the warehouse and distribution centre three times a week it is estimated that al least 1800
person hours is given freely by volunteers. At times such as Christmas or when there are major food Collection drives
there are addittonal ad-hoc sessions.
Although it is ditflcult to put a value of this volunteer activity it is likely that to provide this amount of help would be in
the order of £26,5(K) per <ll￿uM if additional staff had to be paid at the living wage.
The foodbank operates its warehouse and distribution centre in Iwo separnte loLations in Alton. All stock needs to be
tran5POrtcd between the two locations. Until December 2024, this was transported at no cost by a local logistics
ompany. SKU. However, due to business pressures, SKU have needed to step back. and all food is now transported by
volunteers. The f￿dbank continues to explore alternative Options for transporting food. The foodbank would like to
thank SKU for their support.
The volunteer team has enabled the foodbank to run 52 weeks per year. No foodbank or warehouse sessions have been
cancelled due to d shortage of volunteers.
The foodbank is incredibly grateful for the support of so many committed volunteers.
ACHIEVEMENTS AIYD PERFORMANCE
Fundraising Actlvitles
The Trust has received several grants from organisations for which the Charity is grateful. In addition. there have been a
substantial number of small cash donations, through collecting tins, standin¥ order or sitnple cash receipts. It is the
policy of the Trnst to acknowledge all recetpts peTsonally, but that individual donors shall remain anonymous unless
publicity is authorised.
The trustees are concerned that the fO￿￿bank is currently operating with a significant operational deficit and is depleting
its reserves. It has initiated a review of all expenditure to reduce this deficit and to restore operational balance. It is also
exploriog additional oppOrt￿ltieS for generating grants and donations.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Governlng document
The charity is controlled by its governing document. a deed of trust, and constitutes a limited company, limited by
guarantee. as defined by the Compani¢s Act 2(K)6.
OrgaDisational structure
Alton Christian Care Ltd (trading 85 Alton f(x)dbank) is governed by a Board of Trustees who are also the dircctors for
Company Act pun)oses. Th¢ directors meet quarterly unless a special meeting is requir¢d although email decision
making takes place where necessary. In January 2025. Robin Kemp resigned as a trustee. A new trustee. Helen Fletcher
was appointed in April 2025
The Trustees devolve day to day operations to hvo part time paid staff (nw]ager and assistant). They manage the
collection and distribution of food, liaising with external referral agencies and c(x)rdinating the volunteer team. They
are also responsible for maintaining an operations board on which sit representatives of local churches. The operations
board meets quarterly or as required and provides input into th¢ running of the foodbank.
As many of the trustees of the foodbank are involved with other local churches and charities. care is taken to ensure that
all conflicts are declared and appropriately manag¢d.
No fllwicial fraud or safeguarding incidents were reported io the Tn￿e¢S during the accounting period.

Basls of preparing the finAttdal statements
The f￿anCIal statem¢nLs of the charitsble company, which is a public benefit entity under FRS 102, have been
prepared in accordance with the Charities SORTr (FRS 102) 'Accounting and Reporting by Charities: Statement
of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial
Reporting Stsndard applicable in the UK and Republic of Ireland (FRS 102) (effective l January 2019),.

Ireland, and the Companies Act 2006. The financial statements have been prepared under the historical cost
