The charity's Pu￿05e5 are set oul in the coinpany's memorandum of ternis but the pr&mary purpose is to operate the
Alton Foodbank.
The focus is the collection and distrkbution of food in a¢coTd&nce with the Nles and recommendations set out by the
Trussell Trust Ir¢gi81ered ChaTity number 1110522) who are the over8r¢hing 8ponsors for more than 400 foodbarth5
throughoiit the UK.
A secondary obje¢1 was establithed which is the operation of 4 s¢hool uniform bank for local schoo18 in the immediate
area.
The aims attd objectives were expanded in 2020 ot The Charity CorntnissioTh and Companies Housc to ensure that the
Trust cL)uld giv¢ financial contributions to other organisations operating in the same area.

The foodb&nk has continued to develop its operntions ¢0 meet tb¢ n¢¢ds of local people who are 5trngglin8.
It has been able to mai)age the increase level of demand 8¢oerated by the cost_of-living crisis and further develop ils
parlnersbip wilh Ciiizens Advice.
Given the ¢ontinued support ofthe local community aDd ibe healtby balance of funds Ilie directors hav¢ ¢ollfidence that
the charity can sustain its op¢rations with a high level of purchases for the following year.
Publlc b¢nefl¢
The Alton foodbank aims to provid¢ emergency food aid to people in crisis regardless c)f th¢ir race or beltefs. The
ftjodbank operntes on a referral basis with local agenci¢s who know their ¢lient5 assessing their need for emergency
support and ihen issuing the client with a referral via a voucher system. The rcfcrral 18 rnad¢ electronically using th¢
system supplied and managed by the Trussell Trust.
Each r¢f¢rral voucher cnables the Client to access an emergency siipply of food sufficient to cover a minimum of three
days for th¢ir size of family. tn addition, Alton foodbank offers iheir ¢lien18 supplies of household goods such as
washing alld cleaning products, toiletries and if ovailable pet food.
In 2022123, because of th¢ cost-of-living crisis. th¢ foodbank saw a significant increase in demarbd with 939 unique
ref¢rral8 and 30 tonnes of food distributed. Tn 2023124 demand stayed at a hkgh level witli 1002 vou¢h¢r referrals and 29
tonnes of food was distributed to 2781 p¢opl¢.
As would be expected, most ¢licnts of the foodballk liv¢ in tbe most deprived areas of Alton {Al￿¢X l)- Eastbrook¢.
Wooteys Westbrooke wards account ft*r over 500/9 of r¢ferrals. In addition. thc fo(yJbank supported a significant
nurnber of clients Itving in the surrounding villages including Four Marks & Medstead, Ropley. Bentworth, Binstead
and Bentl¢y.
Ov¢r 40 scparate agencie5 Gan rcter to Alion foodba1￿ (AtLn¢x 2). The larg¢sl ref¢￿al agency is Citizcn5 Advice. but
significatEt numbers of rcf¢Erals con]e from local schools, GP surgeries, housing associations, and the local wom¢rt
refuge. It is a goal of the foodbxnk that Clients do not become dependent on ihe fi)Qdbar￿ on a long-tern) basis. The
Foodballk has a regular dialogue with the largest Teferrnl agencies to help ensure that clients are receivÉng the rnost
appropriate level of support both from the foodbank and other organizations. Most clients visited visit the foodbank less
than three times ifi the year.

and Woot¢ys ITtht & Junior school with donations of breakfast ttems such as cereal, Cereal bars. juice aod jam.
The foodbank atso both don&led to and received s￿￿11 quantities food from other foodbanks its the Trussell Trust
network. This helped to ensure tbat stock shortages and su4)luse5 were avoide( and that minimal food w8$ wasted due
lo dale expiry.
Fresh VegetAbles
The foodb8nk only has the facilÉty to distribute packaged food that is stored at an ambienttemper&ture. Given the health
benefits of consuming fresh fruii and ve8etable5 the foodbank has ￿tablished a servic¢ by which clients can request &
delivery with each refezral of fr¢sh fruit and vog¢tables. These aTe purcho8¢d by the fuodbank and delivered directly to
the home of the client by 3 local finn. This service is fi￿ded by donations to th¢ foodbank and ha5 operated successfully
throughout the year.
Seknool Unlform Bank
The foodbank has continued lo collect and otTer school unif0rn15 for both primary and secondary 5choo15. If the school
uniforn] t8 branded and th¢ foodbank does not have the required items of uniforn available. at the discretion of thc staff
it can purchase the r4uired item8 from 8uppliers or provide a vouch¢r for clients to use to purchase the items
themselves.

Ihe most expensive and most in demalld uniforn]. A separate "¢lothes bank" bas opened in Alton that also supplies
school unifoTms. The foodbank has donated sutplus Primary school non branded unifonn item$ to ihe clothes b8nk and
th¢ Salvation army.
Fuel Poverty
A significant number of clients coming to th¢ foodbank have stswggled with the r¢¢¢nt increase in utility bills. If the
cli¢nt pays their energy bills vit( * direci debit the foodbank refer8 them to Citizens Advic¢ who manage some funds ort
behalf of Hampshire County Council. If the client is on a prepaid meter and in dang¢r of disconnection the foodbank
cau offer a COOP voucher (value of £10) for immcdiale lop up or Tefer to the Fuel Bank Foundation foi a lar8er grattl.
Cltlzens Advl¢e Pgrtnershlp
It is important that clients of the foodbank do ttot become dependattt on it and that everythillg possible 18 dolle to
ddrcss any underlying issues that they have. A5 the foodbank does not Possess the necessary inlernal expertise to
support client5 With their often-complex problems, Ét has pArth¢r¢d wtth Citiz¢n5 Advice to provide d¢dicat¢d client
support. The foodbank h35 applied for and received a financial sustainability grant from the Trussell TTUSt. This fvnd8
Citizens Advi¢¢ worker 12 hours per w¢ek lo work speGifi¢ally with foodbank clients. The results achi¢ved in 2022123
in supporting clients led tbg partnership to be eKtended throughout the y¢ar and on into 2024125.
Volllntsers
The dedicated volunteer team has enabled the foodbank to run 52 weeks year. No foodbank or warehouse sessions
have been cancelled due to a shortage of volunteers
There are some 55 Voluntee￿ overall. includtng T￿￿tees. who give theii. time to staffing the distribution centre and
nning the waTehouse. The ttjrnover of volunteers is low and there are regularly new volunteers wanling to join the
team. Apart from repAyrnent of specific authorised expenses no remun¢ration is claimed by or paid to volllnteers and
Trustees other than the mallager and the a35iStant mallager. It should be additionally noted that several volunteers
regulaTly use their vehicles to trAllsPOrt crates of food between the Ivarehouse and distribution c¢lltre without
payment.

OBJECTtVES AND ACTIVITIES
It is difficult to quantify the value of the activities ¢aTTied out by voluntser& however. based on an average of three
perso]￿ per 2-bour session in the warehouse and distributlon ¢entre three times a week it is estimated thut at least 1800
person hours is giv¢n freely by volunteers. Ai times su¢h as Christmas or wh¢n there are major food collection drives
there are additional ad-ho¢ sessions.
Although it is difficult to put & value of ihis volunt¢er activity it is likely that to providc this aniounl of help would be in
the order of £25,000 per all￿VM if additional stsff had to be paid at the livit)g wage.
The foodbank is incredibly grateful for the support ofso many couunilted volunteers.
Property and Logistlcs
The foodbank operates its warehouse and distribution centre in two separaie locations in Alton. In prcvious ycars stock
wa8 largely transported between locations ill volunteers, cars. Thi8 was becojning increasin¥ly chaltenging. Towards th¢
end of 202212023 a local logistics firm, SKU, offer¢d to support the foodbank by providing a van and driver each
warehous¢ 5¢SSiOn to transport stock betweeD locAtiot￿.
This support has continued throiigliout th¢ ye￿. and lias enabled the foodbY4nk to manage the bulk of the sloek
movcm¢nts without pulling volunteers under excessive pressure. SKU pmvide all 8UPPOrt Free of charge artd the
foodbank is ¢xlrcmely gratefiil to them.
The Trust continues lo benefit from free accommodation for its warehouse facility from another charitable trust
although it inakes an occasional donation towards the cost ofm8inten8llGe a5 WCII as payiDg for utilitl¢8.
The Distribution C¢ntre operates from a shop unit in the Market Square. Alton owned by the Town Council. The lease
for this wa5 exi¢nded for two years at the end of 2023. The rent is less than market rent.
Business rates nonnally fomi a sigllificant part of ih¢ ¢harities unavoidable oulgoings as well a5 the slanding charge8
for Water and Sew&8¢. Electricity is billed monthly by the Town Council es Landlords from their joint arrangements for
the Town H411.
FUTURE PLANS
Ally move lo fitture PTemises is on hold. The potential new sit¢ that was in discussion is subject to an ongoing dispute
betweon EHDC and the sit¥ developers.

are also responsible for ma?ntaining an operations board on which sit representstives of the local partictpating churches.
The operaiions board meets quarterly or as required.
