confidence in our work by awarding Heallhwatch Shropshire the contract foT Ihe
next 3-5 yeors.

our iepresentalion of the people of Shropshire and refiesh our aclivllles with
new thinking.
We leomed a greal deal from investing in o temporary new role of
Community Engagement Offficer wth a focus on developing relationships with
communities thot are not often heord Ipoge 131- Shropshire. being
predominantly rural and with only 5% population who are nol white Brilish, hos
small pockets of these minority grovps spreod out across the county. We were
in contact with the Shrewsbury Inter-Faith Forum and Muslim. Greek.
Japanese. Polish, Ukrainian, Filipino individuals and groups. We heard about
the internal and external borrieY5 for them in o¢¢es5ing the core they need
ond have been oble to raise these wilh the most oppropriote organisations
delivering health and social core ocross Shrop5hire So address them.
One of the highlights of the yeor for me w05 our Annual Event held al Shrewsbury
Town Football Club. 'One Chance, Ipage 91 broughl together the public ond
professionals to talk about work being done in Shropshire to gel care right for people
towards thè end of lile.

The Health and Social Care Act 2012 eslabli5hed Healthwatch os the independenl
consumer chompion for health ond social care in England. with a local Healthwatch
in every Local Authority areo in Englond. Our role 15 to ensure that local decision
makers and heolth ond care services Put the experiences ot people ot the heort of
their work. Everylhing we say and do is inlomed by our conneclion lo local people.
Our 501e locus is on vnderstonding the needs, experiences ond concerns of people
of all ages and bockgrovnds who vse health and social core se￿ice9 and lo speak
out on their behalf.
From 1st April 2016. Healthwalch Shrop5hire IHWSI has also held the contract foi the
Independent Health Complaints Advococy SeThice IIHCASI for people who receive
NHS 5ervice5 in Shropshire ond for Shropshire residents who receive NHS services
outside the county.
Al the end 012022 we were notified thol we had been successful in our tender to
conlinve lo provide the Heollhwolch Shropshire and the IHCAS seNices for the nexl
three years. with Ihe possibility of an extension until the end of Morch 2028.

At Healfhwalch it can be difficull to show the impact thal we make within one
finoncial year as, quile often, the difference that we moke does nol happen stroight
away but over o period of time. Over the next seclion we follow the structure
required by Healthwatch England to describe some case studies of key projects we

How we hove engaged and $vpported people
Reachlng outr. 2,019 people shored their experiences of heallh ond social
care seNices with us, helping us raise awareness ol issues and improve care.
Thrs represenls a 200Yo increase on 2021-2022. 2.463 people came to us for
clear advice and information about topics such as mental heolth ond how to
find an NHS dentist.
Publlshlng ovr reports: This year we published 9 reports about the
improvement5 people would like to see in heolth ond social core se￿iCe$. Our
most popular report wos "Colling for on Ambulonce in an Emergency" which
highlighted the slrvggle5 people faced when seeking urgent help.
Getting people Involved: In 2022-23 we had 22 outstanding volunteers who
gave up 137 days to make core better for our community, an incre05e of
almost 50 days from last year.

Case Study I". Encovraglng conversatlons on End-of-Llfe Care
We held our onnval event - 'One Chance: Conver50tion5 ond information on death
and dying, in May 2022 focusing on End-of-Life Core IEOLCI and, in particular.
on Advance Care Plonning. It wa5 held at Shrewsbury Town Football Club and
attended by 79 professionals, volunteers and members of the public. Ovr aim was
to shore the experiences of care highlighted in our reports as well as to encourage
conversations about End-of-Life and raise awarene55 of Ihe practical benefits that
Advonce Core Plonning IACPI can have lor people, their fomilies ond the
professionals working in this area of care.
Prior to our event. we otlended Library engagement events across Shropshire to
promole it. We leamed up with professionals ocross Ihe Integraled Core System
IICSI who speciolise in EOLC and ACP includirig Shrewsbury and Telford Hospital Trust
and Shropshire Community Health Trust lo roise aworer)e55 of wort being done to
improve people's expeiiences of EOLC.

Case Sludy 2: Prompllng acllon lo address ambulance delays and falls
In 2022 we heard from 168 people in response to our call lor experiences of colling
for an ambulonce in an emergency.
Ambulance delays is a complex. whole system issue so we osked people lo lell us
about their entire experience from calling I I l or 999 through to their di5chorge from
hospital if they wefe admilled. We heard obovt long waits for ambvlances and to
be admitted lo hospital. We olso heard from people living in rural ar)d i501aled
communities. including those without Iheir own transport, focing long Irovel times.

Response Teams. an Acute Assessment Floor at the hospital to reduce
pressure in the Emergency Department and creating vwtual wards to enable
people to receive acute care in the community.

requesting they convene the COBRA committee regording the delays in
emergency care nationalty.

Four ways we have made a dlfference for the community
Throughout our WOTk we golher informolion abovt heollh inequalities by speaking to
people whose experiences oren't often heard.
l. Asklng students about thelr heallh and wellbelng needs
In January 2022 we were contacted by the Vice Principal from Shrewsbury Colleges,
Group ISCGI as all exlefflal health wellbeing seTvice5 ceased during the pondemic
and students want to speak to relevant professionals. In September 2022, we spoke
to new and existing students during freshers, week to understand their needs and

We shared what we heard wth the Director of Public Heallh and Director of People
al Shropshire Council under the prevention ogendo of the ICS. We rnet with
agencies. including the school nursing team, drvgslolcohol, Enable and Shropshire
Youth Forum who were all keen to engoge. We olso signposled the SCG to Ihe
National Children & Young People and Young Adult Suicide Prevention T¢xJlknl.

It's important for services to see the bigger picture. Heoring personal experiences
ond the impact on people's lives provides them with a better understanding of the
problems. In February 2022 at the request of the Mentol Health Commissioner lor the
Shropshire, Telford & Wreknn NHS Clinical Commissioning Group (now ICBI we worked
th Healthwatch Telford & Wreknn to gott)er experiences of Improving Acces5 to
Psychological Therapies IIAPTI services acr055 Ihe county. We creoted a suryey and

difficulties accessing them. This lriggered a challenge event across both Local
Authority areos including all providers of CYP mental health services and support in

findings to the Challenge Evenl.

In Jonuory 2023, we started visiting market halls across Shropshire to undersland

were particulorly concerned obout Iheir Iccal seThices. including= access to their GP,
urgenl and emergency core, denlistry. care al home ond hospital care and
treatment.

These people live acros5 Ihe county ir) small groups. sometimes alone. Many of Ihese
people are in WO￿ or educotion ond $0 it is important to go ovl into their community
and join community events to engoge wth them. During 2022-23 our Engagement
Officer for min￿lty Grovps mel wth the Interfoith FoTum. faith groups ond residents
including those from black Coribbeon. Muslim. Greek. Jopanese, Bulgarion. Polish,
Uklainian ond Filipino backgrovnds to raise the profile of Heollhwotch Shropshffe,
explain the services we offer ond hear their views and experiences of accessing
health and care.
The people we heard from reported language baThiers. difficulties understanding
syslems and services, e.g. acce55ing care ond treatment. We heard about the
hidden i55ue of domestic violence in some communities and cultural difference5 thal
often prevent people from feeling they con speok out.

with people with acquired broin injuries le.g. Stroke) and visited eight communlfy
groups. including groups for people with sight loss and hearing impairmenl, learning
disability and autism ond Iheir corers. None of them had been made aware of their
rights under the Slandard by protessK)nals ond al shored the impocts on Iher health
and wellbeing of nol understanding their heollh and care information. We aT8
presenting oui report lo the Heolth ond Wellbeing Bocrd in June 2023.
Encouraglng more older people to share the* experlence$
We suppcrt8d Healthwatch England's campaign for #Becauseweallcare Phase 2
and engaged wilh older people to osk for Iheir feedback on local health and social
care. We attended two knit and natter group5. one in noTth Shropshiie and one in
the South, a Memory Café, a Dementia support group and fv40 coffee momings run
by local home care providers fu their older clients. We tolked to people obout the
importance of providing their feedback on 5erviees ond gothered their comments.

Enler and View
2022 Saw Healthwatch Shropshire relurn to Enler & View activily vndertoking
visits to care homes and three lo Wards at Royol Shrewsbury Hospital IRSHI.
Our programme of vi%ts to RSH was prompted by comments from the public about
commvnicotion, hydrolion ond ossistance wilh meals. We went to the Wards to
observe and speok to potients and visitors about these aspects of the service they
were receiving.
Restartlng our programme
During the pondemic. and the pause in our face-tt>lace activities. we lost some
long-standing volunteers who decided they didn't want lo retum to Enler ond View
or had picked up other volunleering and no longer had the time. We inducted two
new volunteers this yeor bul one attended troining ond then could not continue due
to family commilments. All Authollsed Representotives ond new volunteers hove

Service IIHCASI for Shropshire resident5 ond those using Shropshire NHS services for a
71h year in 2022-23. We olso succe55fully relendered lo provide the service for

2022-23 wos our joint busiest year for IHCAS with 122 people contocling us for
guidance or support wth moking ther complaint: Ihe same nvmber as last year. We

Due to widespread cuts in Healthwolch budgels notion01￿ ond the 25% cut in the
Healthwotch Shropshire budget when we were recommissioned in 2018 there is a
need for us to seek additional funding. including from Ihe Local Authority. Shropshre,
Telford & Wrekin Integroted Core Board and Heallhwatch England.
This year we successfully applied for an additional £3,679 in funding from
Heolthwatch England lor.

In December 2022 we were notified thal our tender to continue providing both
Healthwatch and IHCAS service5 for Ihe next three years w05 successful. Our
Commissioner has the option lo extend this for a further Iwo years in 2027. However.
the budget for both services wll not increase in 2023-24 so Ihe Board began to
explore potential savings in early 2023, including reviewng our spending. e.g. on
expense5 and promotional materials, Staffing, occommodotion and back-office
services. Actions taken to date lin 20231241 hove enabled the Board Members to
hove o reasonable expectotion thot HWS hos odequate resources to conlinue its
operational e￿$tence for the foreseeable future.

In the ten years since Healthwatch Shropshire was launched, we've demonstro*ed
the power of public feedback in helping the health and caTe system understand
what is working, spot issues and think obovt how things con be better in the future.

There are four Board meetings in public during the yeai. At the beginning of 2022 we

contacl Healthwatch Shropshire to request the MS Teams link. During the year these
meelings became hybrid 0$ some members prefeThed the convenience of meeting
over MS Teom5 while others felt meeting foce-lo-face would be more interacl¢ve
and beneficial. Due to limited occess to suitoble meeting rooms, financial
constraints and the importance of improving access to these meetings for the public
it is planned lo continue lo offer the hybrid model.
