As p8rt of our Fin8nc181 M8n8gement processes, the Trustee8 h8ve set 8 long-term target of
working towards accumulating e reserve fund that represents at least 6 months of operating
costs.
The reserv8s th8t we set aside provide fin8nci8l stability and the means for the development
of our princip818ctivity. We intend to maintain our re8eNes at a level which is at least
equivalent to 6 months operating capit81 which within the budget period 2024125 equetes to
£138,518.52.
ReBerve8
We intend to use the reserves in the following manner:
The option to develop new services or expand current ones in line with th8 changing
needs of the community.
To ensure that delays in the receipt of expected income do not interrupt services or
cause serious financial difficulty for the charity.

The ability to survive unexpected setbacks and problems arising from internal or
external causes such as the reduction or withdrawal of funding,
In the event of closure, 6 months runningcosts towind up the organisation and pay
redundancies a nd leasehold liabilities,
Th8Trustees regularly review the amount of reserves that are required to ensure thatthey are
adequate to fulfil our continulng obligations on an annual b8SIS.
The Trustees revlew the overall fln8nclai p081tion of Youth Legal ar least every 3 months and
record the outcome of their review in the minutes of their meeting.
Fundraising strategy
youlli legal has been successful with fundraising for the various projects since it was
established in March 2013. However, those grants, although very necessary for our work, do
not COV8r all of our overheads. Therefore, our objective ha9 been to fundraise for larger and
longer non restrlcted core grants as well as contlnuing to apply for smaller yearly grants
wh8r8 th8 project is suitable for it.
We h8ve been successful with some longerterm grents for our solicitors, offlce man8ger and
dlrector. We will continue to make applications to various grant funders including applying
for larger long-term core funding. The Centre is ¢ontlnuing its robust fundraising strategy for
rsising unrestricted funds from grants, trusts, one-off donations, fundraisingevents, etc. and
continues to prioritise taking on more leg81 aid funded cases. Weare seeking to diversifyour
funding through 8n increased focus on individual giving and partnerships. We continue to
earn income Trom our Legal Aid contr8Ct8 in housing and communlty care18W.
We continue to see the effects of the ongoing Cost of Living Crisis, We have continued to
receive funding to support our clients and continued to benefit from grant funding from
LLSTIGLACostof Livinggrant, BBC Children in Need, Trust for London, L8ndAid and London
Community Foundetion. We were able to m8int8in our cap8Clty with Renat8 Wardle as our
Office Manager and M8ureen Vincent as our Housing Supervisor and Immigration Solicitor,
Vaierle Cl8rk remalns In post as the Community Care supeNlsor and has been In post to
provide 8 thorough handover period to our n8w Director, Hanna Dunn. We retain our Debt
and Money Caseworker and have a trainee solicitor programme,
Structure, Governance and Management
The Charity is a Charitable Incorporated Organisation (CIO) registered as a charity on 4th
March 2013 Charity number.. 1151052. The CIO w8s est8blished under a Charity
Commlsslons model constltutlon wlth avoiing membership in addition tothe Trusteeswhich
established th8 objects and powers of the charity. There are no fees for membership. In the
event of the CIO being wound UP, the members have no li8bility to contribute to its 8ssets
and no personal responsibility for settli ng its debts and liabilities,
Any member can become a Trustee and will be appointed by the seNing Trustees. The
members of the Board 8re elected to serve for a period of three years after which they must
be re-elected at the next Annu81 General Meetlng. Atl members of the Board glve their tlme
voluntarily and receive no benefits from the charity.

Statement of the Trustee's responsibilities
TheTrustees are responsible for preparingthe annual report and the financial statements in
accordance with applicable law and United Kingdom Generally Accepted Accounting
Practice.
The Charities Commission requires the Trustees to prepare financial statements for each
financial year that give a true and fair view of the state of affairs of the company and of the
surplus ordeficit of the company for that period. In preparingthose financial statements, the
Trustees are required to:
select suitable accounting policies and then apply them consistently;
observe the methods an(J principleg in the Charity SORP;
make judgments and estimates that are reasonable and prudent;
prepare the financial statements on the going concern basis unless it is
inappropriate to presume that the company vvill Gontinue in business.
The Trustees are responsible for keeping proper accounting records that are sufficient to
show and explain the charity's tr8ns8Ctions and disclose with reasonable 8ccuracy at any
time the fln8ncial Posltion of the Charlty and to en8ble them to ensure that the financial
statements comply with the Charitles Act 2011 and SORP IFRS102). They are also
responsible for safeguarding the assets of the company and hence for taking reasonable
steps for the prevention and detection of fraud and other irregularities.
So far as each of the Trustees are aware at the time the report is approved:
. there is no relevant audit informstion of which the Charity's Trustees are
unaware, and
the Trustees h8ve taken all steps that they ought to have taken to mak8
themselves aware of any relevant audit intormation and to establish that the
auditors (if necessary) are aware of thot information.
There are no uncertainties about the charity continuing as a golng concern.

How our actlvlties deliver public bengfit
All our charitable activities focus on the prevention of poverty through helping vulnerable
you ng people and families with children t)y giving free specialist independent legal advice i n
Housing i Homelessness, Community Care and Immigration with a focus on those young
people with disabilities, care leavers and carers and families with children.
youtli legal also provides a legal advice line so people or 8dvis8rs can get advice over the
telephone on 8 range of legal issues. Additionally, yOULlff legal provides 2nd Tier advice to
other local organisations on legal issues. It is accountable to the Local Community through
its Trustees. which comprises representatives from local people, groups and agencies.
In carrying out our activities. the Trustees have regard to the Commission's public benefit
guidance by considering it when making decisions relating to the guidance. The Trustees
have had no reason to depart from the guidance.
Voluntaèring Contrlbutlon
Our policy is underpinned by the following prineipies:
Youth Legal will ensure that volunteers are properly integrated into the
organisation.
Youth Leg81 does not aim to introduce volunteers to replace paid Staff.
Youth Leg81 expect8 that steff 8t all levels will work positivelywith volunteers.
Youth Legal accepts the definition of Volunteering as given by the National
Compact Code of Volunteering..
"volunteering is defined as an activity that involves spending time, unpaid,
doingsomethingthat aims to benefitthe environment orindividuals or groups
other than lor i n addition tol close re18tives.
Our volunteers are invaluable to maintain our organisation. They assist inter alia with the
administration work., answering the telephones. m8int8in the database of young people's
services in the area.
Youngvolunteerswill assist in implomentingour social media strategy sowe have a firsth8nd
insight to what young people n8ed and want wh8n accessing information. We will have
information that the volunteers help draft and design and will be made available through
social media including Instagram. Facebook, Bluesky and videos for snapchat￿ ikTok and
YouTube. They also help to keep out website up to date.
Youngvolunteers wno are undergraduate law students will 8sslst wlth legal research for our
upcoming proj8Cts and on client rel8ted matters.
Risk management
The Trustees have assessed the major risks to which we are exposed, in particular those
related to the operations and finances of the comp8ny. Where appropriate, systems or
procedures have been est8blished to mitigate the risks the charity faces. However, the
Trustees are 8ware that the loss of a major funder or contract could lead to closure or a
severe curtailment of our operations. To mitigate against this happening, we endeavour to
provide the highest possible level of service to both our Clients and the funders and we are
constantly 8eeking to generate additional income.

Internal control risks are minimised by the implementatiors of a Financial Controls Policy
setting out procedures for authorls8tlon of all transactions and projecls. We have a Lexcel
Accreditation from the Legal Aid Agency for our client care.
Further, procedures are in p18ce to ensure compliance with health and safety of st8ff,
volunteers, clients and visitors to our office, In particular foLlowing the Coronavirus
Pandemic. We have produced 8 risk assessment specifically for the Pandemic conditions.
We started working from home mid-march 2020 and continue to work in a hybrid manner,
meaning we are equipped to work trom home In emergency situations.
Events durlng the year
The Centre has had success in raising funds from Trusts end Gr8rits over the past year and
has maintained steady income from the Legal Aid Agency contract in Housing and
Community Care Law, We continue to receive fundingfrom L8ndAid to continue our funding
pr8VIOUSly received trom them, which includes funding for volunteer axpenses and our
advice line.
We re-established a Youth Advisory Board Who Inform on ourseNice provision with the views
ofyoung peopl8 to ensure we always have young people's needs 8t the forefront of our work.
Ouryouth Advisory Board is led by Is8be118 M8scarenhas and theyoung people involved have
been invaluable in providing feedback to our direction.
We remain 8t the Devas Youth Centre although we have moved to a different Space within
the building. We are hybrid working with staff coveringthe office five days 8 week.
In 8ddition to working in partnership with v8rious community organisetions working with
Young People, we continue to carry outtraining in Community Care, Housing and Debt and
Income Maximisation for local org8nisations and young people. We have provided tr8iningto
ouryouth Advisory 808rd and sought feedback on the trainingto make it more young-person
friendly. Member5 of our Youth Advisory Board h8ve been involved in developing and
redesigning the slides.
We continue to be London Legal SupportTrust ILLST} Cantre of Excellence 8nd after auditing
us we were again awarded 8 £10,000 unrestricted grant this year.

I report to the charity trustees on my examination of the accounts of the above charity for the year ended 31[st] March 2025 set out on pages 9-21. 

## **Responsibilities and basis of report** 

As the charity’s trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

I have completed my examination.  I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:
