RESEARCH INTO HUMAN RIGHTS ISSUES;II. PROVIDING TECHNICAL ADVICE TO GOVERNMENT AND OTHERS ON HUMAN RIGHTS MATTERS;III. CONTRIBUTING TO THE SOUND ADMINISTRATION OF HUMAN RIGHTS LAW;IV.
