CHAIR'S REPORT
In 2022123 RMNS continued with its core activities.. serving people who come for immigration advice Iclientsl and
those who ￿me for English classes Isludenlsl.
Wednesdays at Trinity Church continued lo be very busy every week in temi-time. We have always called thi$
'Ihe Drop-in. be¢8u$e clients were able lo drop in and see our advice worker wilhoul an appointment. However,
the majorty of what goes on is much more regular and formalised in nature, so we are thinking that perhaps rt
needs a new name ... watch this spacel We had an average of 70 51udenls each week in six different English
classes. We welcomed people from Ukraine. Hong Kong and many other parts of the worfd. Our Glasses are
over-subscribed and the need, especially al bèginner level, is great. Wè seNe our students in many ways and
they respond with good humour, with thankfulness and. m¢$t importantly, by Improving their Eng15sh. We a
grateful lo Trusteè and Secretary. Olwen Edwards, for managing the demands of the Drop-in in addition to all her
other Iruslee responsibilities.
We have an holistic approach and support our studen15 with childcare during classes. This is so much rnore than
crèche 8nd we are grateful lo two session81 staff members and additional volunt88rs for helping these children
experience the beginning of their educational journey in the UK. We also offer a One20ne service where
volunteers stand alongside individuals going Ihrou9h some of the mo31 difficult pen¢ds of thetr lives. This sort of
support 1$ signifieant and demanding. Also, we offer our students creats.ve courses with local professional aibsts.
Although we are a volunteer-led organisation we do h8ve staff". our Advice Worker. qualified lo OISC level 1. is
supported by our Admin A5515lonl,' and two sessional workers lake the lead in the crèche. Salaries and rent take
large proportion ol our finances The last annual accounts rnent￿ned successful fvnding bids and you can see the
detail in the rest of the accounts. The continuation of our work wlh ￿fUgeeS and migrants would not be possible
without funds from the National Lottery, Cty Bridge Foundation Ifomerly City Bridge Tmsll and others. We
strongly appreciate their support. We are grateful lo Lisa Webster, our Treasurer, for her on-going woik on RMNS
hn8nces and also the Funding Group for putting in the bids that allow RMNS to continue its work.
Vve never tske our volunteers for granted. In addition to Drop-in volunteers who teach, look after children and
provide refreshments, others look after IT, Facebook and the website and the One20ne team who give individual
support. The involvement ol member5 and supporters ig Iu9t as Important 88 others I have alre8dy mentioned.
Some members and supporters quietly gel on wrth fundraising and awareness and we appre¢iale thi$ very much.
We regularfy rècognise their achievements on our Facebook page and the website.
Looking back over the last year l am absolutely full of Ih8nks for what RMNS has been able to achieve through
the organisalion and the people we work with.

Refugee and Migrant Ne￿Ork Sutton IRMNS. or 'the charity'l, forrnerfy an unincorporated charity e#tablrsh8d in
1991. was registered a$ a charitsble company On 11 April 2012. It continues to be both a regislered charity and a
charitable company limited by guarantee, working with the same objectives and offering the same range of
services as il did before ils atteration in slalus. 11 has no Sha￿ capital and the liability of each member in the event
of wnding up 1$ limited to £1.
Rocruitm•nt ond appointm•nt of trust••s
Overall management and control of the tharity during the year to 31 March 2023 was the responsibility of the
trustees, who are also the director5, and who We￿ all elected al the Annual General Meeting.
The board of trustees meets al least quarterty, in addition lo the Annual General Meeting, any 3pe¢ial rneetings
lor a particular purpose and any meetr.ngs of working groups.
Induction and training of new trustees
RMNS recrufcs trustees to rneet the asse55ed needs of the charity and tho particular contnbution they can make.
Prospective trustees serve as a volunteer for a period before appointment. The induction proce33. therefore.
normally lakes place over several months.
Risk managom•nt
The trustees are conscious of their dlrty to identify the risks which ¢ould have an impact on the organi88lion. A
policy for risk management is in place and the register is regularly revised and updated.
OBJECTIVES AND ACTIVITIE8
The main obj'ectives of RMNS. as set out in ils Articles of A$$g¢ialion, are lo provide support for the relief of
poverty to refugees, asylum seekers and migrants resident or working in the London Borough of Sutton by
providing them with free and confidential advice. assistance. represenlalion, Counselling, Iranslabng and
interpreting services in matters such as immigration, rnoney. debt, welfare benefits, housing, health, education,
training and employment.
A further objective is to provide opportunities for clients lo improve their English in order lo improve their qualty of
lrfe, their ability lo integrate Into the community and their access lo employment.

ACHIEVEMENT AND PERFORMANCE
In tt)e financial year our Adwce Worker advised 143 new clients with 512 attendances. This was slightly lower
than last year because of stsff sick leave during the final quarteT. As a ￿$￿11. there were more enquiries- 126 In
total- and they all involved detailed discussions to direct Clients to find the help they needed. We aye gratefijl lo
Admin Assistant, Zoe Clifford. for taking on this substantial level ol enquirie$ Clients meeting Lucy Minyts, Advi¢e
Vvorker. were given advice on immigration plus other topics including housing. benefits. health, education and
training. Clsents were mostly workiftg agè and predominantly female155%1. About 37% of advice clients identified
themselves as having a disability. The most commonly occurring countries of birth of clients were Ukraine115°/01,
Afghanislan19°/tsl and Sri Lanka18°hl. UK citizens were a15D represented17%1 often needing advice about
Spouse visas, visitors. visas and overseas travel. The remainder came from nearly 40 different countries. The
advice service continues to use Clear Voice translation service Isocial enterprise subsidiary of the charity Migrant
Helpl.
We have around 45 commrtted and enthusiastic volunteers. They give about 3,000 hours of 5ervi¢e a year to the
organisation, which is equivalent to £35,850 at the London Living Wage of £11.95 per hour. We a￿ gralefvl to
another of our Trustees. Jotrtn Branford, who is our VolLtnteer Coordinator. He ensures we have references for
new volunteers and that volunteer teachers and teaching assi5tanls are available for all classes each week.
Sludenlg are ￿gUlarlY asked to complète survey foms about the teaching they receive and their progress. The
last survey was in July. l 00% of students were happy or very h8PPy Wlth tt)eir class. 98% agreea or strongly
agreed that they were rnaking progress In their English. 89°A were feeling more confident. Some students moved
lo higher classes but rnany wanted to stay wlh their current teachers. Students We￿ Invited lo add comments
and these were almost entirely positive. Some students find the environment noisy Ibecause they Sha￿ a hall
area with another clas51. Many wanted more lessons.
We have continued to work with Trinrty Church in the provision of a weekty calé Ilnlernational Coffee Club - ICC).
The ICC has been well-received by clients and students. The ICC is open to anyone who wants to pr8cli8e their
English and there are many regulats from. for exarnple, the Hong Kong community. where the cafè Is one of the
few places where they can speak English with olheT natitsnalities. We continue to appreciate the support of Trinity
Church and (($ members in $9 many ways.
M•n4g•mont and Gov•rnane•
The Board is responsible for the whole organisalion bul espeeially key issues such as ensuring financial vi3bilty,
¢ompliance regulalery organisalions IOISC. Charity Commission, Companies House and AQSI and
maintaining a sound safeguarding environment. The 8oafd of Tw$lee$ has mel four times in thè financial yèar
In November 2022 the organisalion's accreditation under the Advice Quality Standard was reviewed. This
involves the provision of detailed documentation lo demonstrate compliance wth the Advi¢e Qu81ity Stsndard and
thorough face to face interviews between the Assessor. RMNS staff and various members of the Board of
Trustees. We were delighted to be told that we had passed wilh flying colours.
Fomier Chair of Trustees, Anne Towner, stood down as Iruslee during the year bul remains a volunteer. Ann?
was RMNS SafegU8rding Lead and we are delighted that Trustee. Briony Thomas, has taken on thi5 role.
Trustee. Deborah Vvroe. conttnue5 to be the first person t¢ contact on safeguarding issue$. A working group
undertook a thorough review of RMNS safeguarding policies and practice and have recornmended further
training We are committed to understanding the safeguarding issues of our clien15, working together to ensure
they feel safe 3nd have the support they need.
Our last Annual General Meeting took place on 19 October 2022 and our guest speaker was Sultan Mahmoodi.
He told hi$ very moving story of relocating with his family to the UK from Afghanistan in 2021. We are delighted
that he has agreed lo join our Trustee Bc>aid. His appointment will be confirmed al the 2023 AGM He brin9$ VA
him lived experience ol having to leave his home in difficult circumstan￿5 10 settle in the UK. We all have
drffertrl kind8 Of lived expenen¢e and l am oft$n amazed at how this diverse t&am Wcsrks so tirelessly together.

The last accounts recorded the Board's decision5 made al the Awayday on 21 November 2021 lo increase
outreach by recruiting a part-tirne outreach employee, respond to needs of Ukrainians, widen our serviceg
IOne20ne and creative courses). and improve the quality of our services. We are pleased lo report that, having
raised the necessary funding, we have just apwjinted a part-time outreach manager who, with help from a project
team. will research and idenlfy the needs ol unreached ethnic groups in the Sutton 8re8 wlh a view lo
establishing an additional half-day of adivilies, including more English classes, in a new cent￿.
Our new employee started gn 11 September. This is really excib'ng for RMNS Trust¥es, w¢ have had $0 many
ideas for outreach and improving our offer lo refugees and migrants bul not previously had Ihe capacity lo carry
them through.
FINANCIAL REVIEW
The financial 51alement5 have been presented in a fomiat to Gomply with both company and charity law. Net
expenditure in the year to 31 March 2023 amounted lo £3,90012022.. £33.3591.

The charity received a nurnber ol restricted grant$ ttslalling £28,87012022. £18,338, with an addf(ional £627 of
Coronavirus Job Fletenb"on Schèmè grant) The charity also received an unrestricted grant frorv the Lloyds Bank
Foundation of £27,2501£25,000 plus an additional £2.250 granted later to assist the charity and rts staff in copin9
with the eosl of living crisisl. A Iuflher £25.000 wll be received from Lloyds Bank Foundath'on later in 2023.
The ¢harity has had a policy of maintaining 6 months, expenrlrture as a designated fund. Since mid-2021. the
¢harity has needed to draw on its reserves lo lun¢ continuing artivities while new grant funding was sought. Over
the period Seplernber 2022 to March 2023, new grant funding was secured frorn Lloyds Bank Found81ion. Cty
Biid9e Foundation and the Big Lottery which will meet 811 existing expenditure commitments until the end of
September 2026, fund outreach and an expansion of tsur actlvllie$ over the $8me period and rebuild reserves to
the planned level by the end of March 2024.

The Accounts have been prepared under the historical cost convention and in accordance wiltt the Slalemenl of
Recommended Practice. Accounting and Reporting by Charitie5 preparing their accounts in accordance the
Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 issued in October 2019. and
with the Financial Reporting Standard applicable in the UK and Republic tsf Ireland IFRS 1021 and with the
Charities Act 2011 and the Companies Act 2006.

Unrestricted incorne funds comprise those funds which the trustees are free to use for any purpose in furtherance
ol the charitable objects. Unrestricted ftjnds in¢lude designated funds where the trustees, at their discretion, have
set aside resources for a specific purpose.
Restricted funds have been provided lo the chaity for particular purposes, and it is the policy of the trustees to
carefully monitor the 8ppli¢alion of those funds in accordance wlh the reslriclions placed upon th•m. Morè details
are given in note 9.
Incom8 Rgcognition
Income Is recognisecS and induded in the Statement of Financial Aclivth'es ISOFAI when the charity becomes
entitled to it. the trustees are virtually cert¥in they will receive il an¢J the monetary value can be rneasured with
sufficient reliability. Vvhere Income has related expenditure las with fundraisingl, the incorne and related
expenditure are reported gross in the SOFA. Bank interest is recognisèd when it is credit8d lo the account.

Grant income is recognised over the life ol the proied lo which it ￿lates. Where grants have been received in
advance of the start ol the project. they have been deferred lo the future period to which they relate.
Expenditure and Liabillti
Expenditure Is accounted for on an accruals basis. Liabilities are recognised as soon as there is a legal or
on¥tru￿1￿¢ obligation to pay.
Governance Co¥t¥
Governance costs include the costs of preparation and examlnatlon of the stalulory accounts, the cost of tru$lee
meeting5 and the c05t of any legal advice tts trustees on governance or constitutional matters.
Taxauon
The charity is not liable lo income or Capital gains lax on ils charitable activities. Irrecoverable VAT is
included in the asset cost or expense to whictt it relates.
Golng Concem
The Trustees consider that there are no material uncertainties about the eharity's ability to continue
as a going concern.
