## **Trustees' Report** 

The trustees have the pleasure in presenting their report and the financial statements of Jalalia Jamme Masjeed Enfield for the year ended 31 December 2022. 

Alhamdulillah, Jalalia Jamme Masjeed Enfield and its members have passed another busy year. The Charity provides facilities for and holds the daily five times congregational prayers as well the large Friday prayer. There are many other activities that are organised and held for the community such as supplementary classes for children, school visits, lectures & seminars, iftar (breaking of the fast), tafsir, Quran classes, charity fundraising, funeral prayers, weddings and counselling on various issues. Some of the facilities which the charity provides are highlighted in this annual report. 

The financial statements comply with the Charities Act 2011 and have been prepared in accordance with the accounting policies set out on pages 9 to 16 and comply with the Charity’s constitution and applicable law. The organisation is a registered charity and acts entirely as a non-profit-making organisation. 

## **Governance, Structure and Management** 

Jalalia Jamme Masjeed Enfield (JJME) is an unincorporated association which had a membership of 445 people in 2022 and is managed by the Executive Committee (Charity trustees) consisting of fifteen elected members governed by a constitution adopted at the members’ extra-ordinary meeting held on 30 April 2000 as amended on 25 November 2012, 1 November 2015 and 16 April 2017, and is a charity registered on 15 January 2013 with registration number 1150491. 

There is a separate limited company – The Jalalia Jamme Masjeed Enfield Limited (company no. 13264318). All of the Charity’s assets have been transferred to the company which currently has five directors which works in collaboration with the wider Executive Committee. 

The trustees who have served during the year 2022 are set out on page 2 and were elected by the members of the mosque. JJME is a Masjid that provides prayer and other religious facilities for the Muslim community in Enfield and was the first Masjid to be established in Enfield (then under the name of Enfield Mosque). 

The trustees are very grateful to all the volunteers who helped in one way or the other, particularly those who are carrying out fundraising on our behalf. The public has been very generous in providing gifts in kind and cash donations. 

## **JJME’S aims and objectives** 

The Charity aims to advance the Islamic religion in Enfield for the benefit of the public through the holding of prayer gatherings, lectures, public celebration of religious festivals and producing and/or distributing literature on the Islamic faith to enlighten others about Islam. 

The Charity strives to serve the needs of the local Muslim and wider non-Muslim community. We are committed to a peaceful and prosperous Enfield where communities learn from each other and work together for the common good. We hold the daily five prayers with congregation and organised many community activities such as school visits, charity funding, funeral prayers, weddings, Eid celebrations and much more. When planning our activities for the year, the trustees have considered the Commission’s guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion. 

## **Prayer** 

The mosque is open for salah (ritual prayers) for all of the five obligatory Islamic prayers every day throughout the year, including main weekly Jumu’ah prayer which is held over two sessions in order to accommodate the large number of attendees. 

Normally the average weekly footfall for prayers is over 6000 people, and significantly higher in the month of Ramadan. A daily religious reminder is provided by the imams after one prayer every evening.

## **Special religious Occasions** 

In addition to the aforementioned prayers, JJME also facilitates for the Eid prayers which occur twice a year, each consisting of three congregations on the mosque premises. The Charity also works in collaboration with other organisations to hold Eid in the Park at Ponders End Park. 

## **Children’s Classes** 

Education is a key objective and aim of JJME. This includes Islamic supplementary education classes held in the masjid. The Nakhla Madrasa is operated in the masjid by the Imams and other teachers. The calendar year of 2022 was a year of significant growth for Nakhla, with student numbers returning, by and large, to pre-pandemic levels, with staffing and training being increased to meet the growing demand and for the purpose of advancing the quality of educational offering. Nakhla assesses its students and meets with its pupil’s parents so as to maximise the progress of the students. 

During the summer holidays, JJME opened its doors for Darul Qiraat, an intensive and regular programme for children to learn and improve their Qur’an recitation. The programme provided a beneficial way for the youth to spend their time productively during their long break from school, with some students participating in a recitation competition. All the students were assessed at the end of the programme, which concluded with a public completion ceremony in late August, recognising the achievements and efforts of the students. 

## **Adult Classes** 

The masjid held classes for adult Muslims to learn Arabic, Qur’an recitation and general Islamic studies. Many new Muslims availed of the opportunity to learn about their faith. 

Following the pandemic, JJME re-introduced dedicated classes for adult sisters, running on Tuesdays and Thursdays. 

## **Shahada** 

The masjid was honoured to have been approached by a number of brothers who wished to take their Shahada. The imams would speak to them, affirming their willingness to enter the faith and answering any questions they had. If comfortable to do so, brothers would take their shahada in public after the congregational prayers. The imams would continue to provide support and advice after leaving the masjid. 

## **Counselling and pastoral support** 

The imams are on hand – in person, via phone and via email – to provide answers to worshippers, support and counselling as per individual circumstances, and, where needed, getting them in touch with external organisations to provided tailored help with their needs. 

## **Guest speakers** 

The masjid invited a number of guest speakers to lead to Jumu’ah prayers, including Shaykh Abdul Munim, Mawlana Abu Sayed Ansarey, Mawlana Muhammad Suleman of Euston Mosque, and Mufti Imdad of Edmonton Mosque, in order to engage with the community on various topics specifically chosen to encourage moral and spiritual values, and living as upright people at the societal and family level. 

## **Community Programmes** 

Shaykh Hasan Ali was our guest speaker for a Joy of Marriage programme, which offered advice and encouraged questions related to marriage. He was also chief guest at JJME’s student appreciation meal, which was aimed at young people who had just finished their exams, for them to connect with the House

of Allah and to get sound careers advice that would benefit them religiously and professionally. Shaykh was also invited to a boys’ evening and quiz night. 

In addition, the mosque organised a Study Skills Workshop to help students with exam preparation. Qualified local teachers were on hand to provide beneficial advice. 

JJME also invited social media personality Shoaib Faisal Hussain to deliver a programme to the youth on the Impact of Social Media and Relationships. 

In the last ten nights of Ramadan, our imams led a nightly advice circle for the youth. The sessions were created as a space for the demographic to freely converse with the imams not only on the specific topics brought up by the imams, but also on general topics that were of interest to them, and to engage them in the masjid at a very blessed time. 

A local female scholar-led group – the Hidaayah Sisters – provided programmes at JJME for teenage girls to learn about the deen. 

In December, JJME launched a football programme with Edmonton Islamic Centre, which is still running. 

In March, guest speaker Dr.Suheil Patel covered the topic of Ramadan and Dental Health. 

The masjid also hosted a Living with Diabetes workshop, with invitees Dr Sayful Islam and Dr Shaifuddin Khaled kindly leading the proceedings. 

JJME encouraged the congregants to donate for a local food bank, with a large basket being provided on the ground floor of the masjid, and the masjid distributed food to people known to be in need. 

## **In the Know Newsletter** 


The newly-elected Executive Committee, in fulfilling its pledge to keep the community updated with the latest news of the masjid, launched the “In the Know” organ in November as a monthly newsletter. The publication informs the public regarding the progress of the mosque’s expansion plans and the children’s education and upcoming events, as well as provides summaries of the Jumu’ah speeches. 

## **School initiatives** 

JJME has a good working relationship with local schools and encourage children from the local schools to visit the masjid and see for themselves how Muslim perform their prayers and the different activities that take place in a Mosque. Mosques are a community hub and children from all backgrounds and schools are welcome at JJME. Our imam would also visit schools to deliver talks at their premises. 

After the pandemic had put a very unfortunate pause to visits, Alhamdulillah in 2022 the mosque was visited by students and teachers of Kingfisher Primary Academy, Brimsdown Primary School, St. Georges RC Primary School, Chase Side Primary School, Carterhatch School, Prince of Wales Primary School, Galliard Primary School, EHCP and Russet House School. Many of these schools are regular visitors. By the grace of Allah, the schools have all given very positive feedback and passed on the same from their students. 

The masjid would like to thank the volunteers who have helped with the school visits. 

## **Taraweeh** 

After COVID had curtailed normal Taraweeh service in 2021, Alhamdulillah in 2022 the masjid was able to provide facilities to both males and females for the Taraweeh prayers and the recitation of the complete Qur’aan was completed across the span of 29 nights in the 1[st] jamaa’ah. There was a second shorter jamaa’ah at midnight to accommodate for brothers who were not able to attend the main jamaa’ah.

## **Iftar** 

By the grace of Allah, after social distancing needs rendered the mosque unable to provide a community iftar the previous year, in 2022 normal service was resumed, with the iftars being attended by about 150200 people every evening, and sponsored by generous donors. This was particularly useful in the context of the cost-of-living crisis and increased number of asylum seekers, providing benefit to many who would have otherwise struggled to eat a good meal in the evening. 

## **Nikaah** 

The masjid provided Islamic marriage services throughout the year. The imams conducted the services in accordance with the Qur’an and Sunnah, providing advice to the newlywed and praying for them. 

## **Statement of Director and trustees’ responsibilities** 

The Charities Act requires the trustees to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charity as at the end of the financial year and of the surplus or deficit of the charity. In preparing those financial statements, the trustees are required to: 

- select suitable accounting policies and then apply them consistently. 

- make judgements and estimates that are reasonable and prudent. 

- prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue its activities; and 

- state whether applicable accounting standards and statements of recommended practice have been followed, subject to any material departures disclosed and explained in the financial statements. 

The trustees are responsible for maintaining proper accounting records, which disclose with reasonable accuracy at any time the financial position of the charity and which are sufficient to show and explain the charity's transactions and enable them to ensure that the financial statements comply with the Charities Act. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. 

## **Achievements and Performance** 

The demands for the charity’s services continue to widen in response to Muslim needs and public awareness of Islam. During the year the charity carried out activities considered to provide benefit to those worship at the mosque and the wider community in Enfield and beyond. The charity holds the daily five prayers with congregation and organised many community activities that took place throughout the year, as elucidated in previous pages. 

Due to high growth in the number of mosque users (resulting in regular spillover of worshippers outdoors), the Trustees are actively working on expanding the mosque to meet the demand and effectively extend the range of mosque services. To that end, in December 2021, the contract for purchasing the land adjacent to the masjid was exchanged. The Trustees are working to complete the purchase by the Spring of 2023, followed by planning application work. 

## **Future Plan** 

- Continuing to appeal for maintenance funds to manage the existing Mosque 

- Building upon the new land 

- On-going campaigning for donations towards the Masjeed expansion, including Qard Hasanah. This will allow us to fulfil many of our needs such as having more facilities for women, ample space for the ever-growing congregation, and better facilities to serve the needs for the adults’ and children’s activities.

- Negotiate and secure as many burial plots as available in Enfield under the name JJME. 

- Secure additional space somewhere near the masjid to provide funeral and other facilities, e.g. office space, canteen, kitchen etc. 

- Continuing to providing services in a similar way and continue laying emphasis on propagation of Islam in accordance with the Qur’an and authentic Hadith and place great importance on sharing a good understanding of Islam with non-Muslims, neighbours and the general public whilst gaining an understanding of their faiths, cultures and traditions. 

- Review policies and procedures to deliver a stronger governance structure. 

- As per legal advice provided to the masjid, the company JJME Ltd. will take on the responsibilities of the Charity. The Trustees are working on this transition. 

## **Policy on Reserves** 

It is the policy of the charity to maintain unrestricted funds at a level enough to cover unforeseen major expenditures and shortfalls in income. The trustees have reviewed the level of reserves held by the charity and has concluded that the current level of reserves is enough to allow the charity to be managed effectively and to continue to provide uninterrupted services for the foreseeable future. 

## **Risk Assessment** 

The trustees have a risk management strategy which comprises: 

● an annual review of the principal risks and uncertainties that the charity undertakes. 

● the establishment of policies, systems and procedures to mitigate those risks identified in the annual review; and 

● the implementation of procedures designed to minimise or manage any potential impact on the charity should those risks materialise. 

The Trustees constantly review risks relevant to the charity. Any risks identified are reported to the Trustees and decisions made on how to minimise risk. This year the charity has reviewed the main risk to its viability and operations due to the COVID-19pandemic.

## **Independent Examiner’s Report to the Trustees of Jalalia Jamme Masjeed Enfield** 

I report on the accounts of Jalalia Jamme Masjeed Enfield, charity number 1150491, for the year ended 31[st] December 2022, which are set out on pages 9 to 16. 

## **Respective Responsibilities of Trustees and Examiner** 

The trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. I am qualified to undertake the examination by being a qualified member of the Association of Chartered Certified Accountants. 

It is my responsibility to: 

- examine the accounts under section 145 of the Charities Act, 

- to follow the procedures laid down in the general Directions given by the Charity Commission (under section 145(5)(b) of the Charities Act, and 

- to state whether particular matters have come to my attention. 

## **Basis of Independent Examiner’s Statement** 

My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently, no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below. 

## **Independent Examiner's Statement** 

In connection with my examination, no matter has come to my attention to indicate that: 

- the accounting records have not been kept in accordance with section 130 of the Act; 

- the accounts do not accord with the accounting records: 

- where accounts are prepared on an accruals basis, whether they fail to comply with relevant accounting requirements, or are not consistent with the Charities SORP (FRS102) 

- any matter which I believe should be drawn to the attention of the reader to gain a proper understanding of the accounts.

## **Notes to the Financial Statements For the year ended 31 December 2022** 

## **1. Principal accounting policies** 

The following accounting policies have been applied consistently in dealing with items which are considered material in relation to the charity’s financial statements. 

## **Accounting convention** 

The financial statements have been prepared in accordance with applicable accounting standards and under the historical cost accounting rules as modified by the inclusion of fixed investments at market value and in accordance with applicable accounting standards. In preparing the financial statements the charity follows the best practice as set out in the Statement of Recommended Practice, the Charities SORP (Accounting and Reporting by Charities) and comply with the Charities (Accounts and Reports) regulations issued under the Charities Act. 

## **Funds accounting** 

**Unrestricted funds** comprise those funds, which the trustees are free to use in accordance with the charitable objects. 

**Restricted funds** are funds, which have been given for particular purposes and projects. The restricted funds must be used wholly to purchase land for the expansion of the mosque. Expenditure incurred in relation to the restricted funds is calculated in accordance with the claims for funding made by the charity to achieve its purpose. 

## **Incoming resources** 

The income figure represents cash donations and grants from the public sector, charitable foundations and private individuals received during the year. Income relating to specific periods is apportioned over the accounting periods to which it relates. All other income is recognised when received. Restricted income is used in accordance with specific restrictions imposed by donors. 

## **Resources expended** 

Expenditure is charged on an accrual basis, inclusive of irrecoverable VAT. The costs of activities in furtherance of the charity’s objects include the costs directly incurred in providing activities together with support costs. Support costs primarily related to the employment of staff involved in the delivery of service and the maintenance of premises and equipment is use. Where costs cannot be directly attributable to particular headings they have been allocated on a basis consistent with the use of resources. 

## **Fixed assets and depreciation** 

Depreciation is not charged on freehold building as the residual value is considered to be higher than the carrying value. Fixtures, fittings and equipment are written down using reducing balance method of depreciation over their estimated useful economic lives as follows:

## **Taxation** 

The charity is a registered charity and accordingly is exempt from taxation on its income and gains where they are applied for charitable purposes.
