Trustees' Report
The trustees have the pleasure in presenting their report and the financial statements of Jalalia Jamme Masjeed Enfield for the year ended 31 December 2020.
Alhamdulillah Jalalia Jamme Masjeed Enfield and its members have passed another challenging year for the Charity. The Charity provides facilities for and holds the daily five times congregational prayers as well the large Friday prayer. There are many other activities that are organised and held for the community such as supplementary classes for children, school visits, lectures & seminars, Iftar (breaking of the fast), tafsir, Quran classes, charity fundraising, funeral prayers, Mosque open day, weddings and counselling on various issues. Some of the facilities which the charity provides are highlighted in this annual report.
The financial statements comply with the Charities Act 2011 and have been prepared in accordance with the accounting policies set out on pages 9 to 14 and comply with the charity’s constitution and applicable law. The organisation is a registered charity and acts entirely as a non-profit making organisation.
Governance, Structure and Management
Jalalia Jamme Masjeed Enfield (JJME) is an unincorporated association which has a current membership of 242 and is managed by the executive committee (charity trustees) consisting of fifteen elected members. governed by a constitution adopted at members’ extra-ordinary meeting held on 30 April 2000 as amended on 25 November 2012, amended on 1 November 2015 and amended on 16 April 2017 and is a registered charity with registration number 1150491 on 15 January 2013.
The trustees who have served during the year 2020 are set out on page 2 and were elected by the members of the mosque. JJME is a Masjid that provides prayer and other religious facilities for the Muslim community in Enfield and was the first Masjid to be established in Enfield (Enfield Mosque).
The trustees are very grateful to all the volunteers who helped in one way or the other, particularly those who are carrying out fundraising on our behalf. The public has been very generous in providing gifts in kind and cash donations.
JJME’S aims and objectives
The charity aims to advance the Islamic religion in Enfield for the benefit of the public through the holding of prayer meetings, lectures, public celebration of religious festivals and producing and/or distributing literature on the Islamic faith to enlighten others about Islam.
The charity strives to serve the needs of the local Muslim and wider non-Muslim community. We are committed to a peaceful and prosperous Enfield where communities learn from each other and work together for the common good. We hold the daily five prayers with congregation and organised many community activities such as school visits, charity funding, funeral prayers, weddings, Eid celebrations and much more. When planning our activities for the year, the trustees have considered the Commission’s guidance on public benefit and, in particular, the specific guidance on charities for the advancement of religion.
Covid 19 Pandemic
The Covid 19 Pandemic has had a big impact on JJME in its ability to remain open for congregational worship and provide services to the community. The Masjid was closed during both lockdowns.
1[st] lockdown closed between 23rd March to 3[rd] July 2020. 2[nd] lockdown closed between 4[th] November to 2[nd] December 2020.

Despite the closures for congregational prayers the Masjid continued to be an active and important part of the community during these difficult times by providing much needed support and services to the community. JJME caried out the following activities during the Covid 19 Pandemic.
Prayer
During the pandemic the congregational prayers were offered when the Masjid was open. Social distancing and Covid 19 safety measure were implemented and fully observed. The trustees carried out risk assessments and provided appropriate PPE including splashproof disposable prayer mats. The Jumah prayers were increased to jamaats to accommodate the musalli’s due to the restricted numbers allowed in the prayer’s halls due to social distancing measures. Normally the average weekly footfall for prayers is over 9000 people, During the Ramadan month usually very busy footfall is lot more than normal.
Special religious Occasions
Due to the coronavirus the whole country went lockdown on the 23[rd] of March 2020 the UK government officially announced that all places of worship should close that they must pray from home and not congregate together for worship, this was continued for the duration of Ramadan and Eid, Therefore Eid ul Fitr were celebrated in our own homes with the people we live with. Masjid reopened on 3[rd] July 2020, Eid ul Adha prayer on 31[st] July 2020 were held in the masjid under the same social distancing covid 19 safety measures. Five Eid prayers were held to allow more people to perform their prayers.
Children’s Classes
Education is a key objective and aim of JJME. This includes Islamic supplementary education classed held in the masjeed. The Nakhla Madrasa is run in the masjid by the Imams and others teacher. The calendar year of 2020 was a challenging period for Nakhla Madrasa, with the covid 19 pandemic forcing it to close from March 2020. The staff worked hard and launched the classes online through zoom video conferencing. Many parents withdrew their students due to the pandemic and closure of face-to-face classes.
School visits
JJME has a good working relationship with local schools and encourage children from the local schools to visit the masjid and see for themselves how Muslim perform their prayers and the different activities that take place in a Mosque. Mosques are a community hub and children from all background s and schools are welcome at JJME. Due to the covid 19 pandemic the number of visits has been less than other years. We hope to facilitate more visits to the masjid as soon as schools are fully reopening and there are no longer any need for social distancing and covid 19 safety measure. Due to COVID-19, we had to cancel few bookings visits from schools.
Food Bank
As the coronavirus COVID 19 began significant number of people became more reliant on Foodbanks for help. JJME worked with the North Enfield Foodbank to provide around one tonee of much needed essential items to the local community. JJME launched a five-day appeal for the food bank campaign and raised £1900.00 with the help of the local community and volunteers.
Food 4 NHS Heroes
A special five-day appeal was launched for food parcel to hand out to NHS Heroes’.

The total amount raised was £935.00 which provided 250 food packs for the staff at North Middlesex Hospital.
Ramadhan Food
During the lockdown in April with the help of community helping hands we took initiative to help the local residents at this difficult time to provide them essential shopping and medication collection services as well as provide food for the venerable and needy. A special Ramadhan food service was launched to provide iftar (breaking of the fast) meals for members of the community during Ramadhan 2020.
Zakatul Fitr Distribution
Zakatul Fitr distribution service was launched to distribute the Zakatul Fitr collected during Ramadhan and the Eidul-Fitr prayers. Members of the community were able to register on behalf of poor relatives that were eligible to receive Zakatul Fitr. The trustees allocated the distribution of Zakatul Fitr to those who had registered to make sure that the charity donations reached as soon as practically possible.
Statement of Director and trustees responsibilities
The Charities Act require the trustees to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charity as at the end of the financial year and of the surplus or deficit of the charity. In preparing those financial statements, the trustees are required to:

select suitable accounting policies and then apply them consistently.
-
make judgements and estimates that are reasonable and prudent.
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue its activities; and
-
state whether applicable accounting standards and statements of recommended practice have been followed, subject to any material departures disclosed and explained in the financial statements.
The trustees are responsible for maintaining proper accounting records, which disclose with reasonable accuracy at any time the financial position of the charity and which are sufficient to show and explain the charity's transactions and enable them to ensure that the financial statements comply with the Charities Act. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
Achievements and Performance
The demands for the charity’s services continue to widen in response to Muslim needs and public awareness of Islam. During the year the charity carried out the following activities considered to provide benefit to those worship at the mosque and the wider community in Enfield and beyond.
The charity holds the daily five prayers with congregation and organised many community activities took place throughout the year.

About a month after the beginning of the reporting period the Covid-19 Pandemic hit the UK and the restrictions on gatherings were imposed by the Government to contain the spread of the virus. Consequently, the Masjeed has to be closed for most of the financial year.
However, the trustees were able to finalise an investment on a property purchased 3 Brecon road ponders end at the end of March 2020 that brought in a new source of income reducing the loss of revenue from traditional donations.
Future Plan
-
The trustees will continue to appeal for maintenance funds to manage the existing Mosque
-
on-going campaign for donations towards the Masjeed expansion this will allow us to fulfil many of our needs such as having more facilities for women, ample space for the ever-growing congregation, and better facilities to serve the needs for the adults’ and children’s activities.

Negotiate and secure as many burial plots as available in Enfield under the name JJME.
-
Secure a space somewhere near the masjid to provide funeral services.
-
The trustees also intend to continue providing services in a similar way and continue laying emphasis on propagation of Islam in accordance with the Qur’an and authentic Hadith and place great importance on sharing a good understanding of Islam with nonMuslims, neighbours and the general public whilst gaining an understanding of their faiths, cultures and traditions.

Review policies and procedures to deliver a stronger governance structure.
Policy on Reserves
It is the policy of the charity to maintain unrestricted funds at a level enough to cover unforeseen major expenditures and shortfalls in income. The trustees have reviewed the level of reserves held by the charity and has concluded that the current level of reserves is enough to allow the charity to be managed effectively and to continue to provide uninterrupted services for the foreseeable future.
Risk Assessment
The trustees have a risk management strategy which comprises:

an annual review of the principal risks and uncertainties that the charity undertakes.
-
the establishment of policies, systems and procedures to mitigate those risks identified in the annual review; and
-
the implementation of procedures designed to minimise or manage any potential impact on the charity should those risks materialise.
The Trustees constantly review risks relevant to the charity. Any risks identified are reported to the Trustees and decisions made on how to minimise risk. This year the charity has reviewed the main risk to its viability and operations due to the Covid 19 Pandemic.

Independent Examiner’s Report to the Trustees of Jalalia Jamme Masjeed Enfield
I report on the accounts of Jalalia Jamme Masjeed Enfield, charity number 1150491, for the year ended 31[st] December 2020, which are set out on pages 7 to 14.
Respective Responsibilities of Trustees and Examiner
The trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. I am qualified to undertake the examination by being a qualified member of the Association of Chartered Certified Accountants. It is my responsibility to:

examine the accounts under section 145 of the Charities Act,

to follow the procedures laid down in the general Directions given by the Charity Commission (under section 145(5)(b) of the Charities Act, and
-
to state whether particular matters have come to my attention.
Basis of Independent Examiner’s Statement
My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently, no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.
Independent Examiner's Statement
In connection with my examination, no matter has come to my attention to indicate that:

the accounting records have not been kept in accordance with section 130 of the Act;

the accounts do not accord with the accounting records:

where accounts are prepared on an accruals basis, whether they fail to comply with relevant accounting requirements, or are not consistent with the Charities SORP (FRS102)

The trustees are satisfied that the charity is entitled to exempt from the requirement to obtain an audit and the members have not required the charity to obtain an audit of its accounts for the year ended 31 December 2020 in accordance with the Charity Act.
The trustees acknowledge their responsibilities for complying with the requirements of the Acts with respect to accounting records and the preparation of accounts.
The accounts have been prepared in accordance with the Charity Act applicable to the organisation subject to the small companies’ regime and in accordance with the Financial Reporting Standard for Smaller Entities.

1. Principal accounting policies
The following accounting policies have been applied consistently in dealing with items which are considered material in relation to the charity’s financial statements.
Accounting convention
The financial statements have been prepared in accordance with applicable accounting standards and under the historical cost accounting rules as modified by the inclusion of fixed investments at market value and in accordance with applicable accounting standards. In preparing the financial statements the charity follows the best practice as set out in the Statement of Recommended Practice, the Charities SORP (Accounting and Reporting by Charities) and comply with the Charities (Accounts and Reports) regulations issued under the Charities Act.
Funds accounting
Unrestricted funds comprise those funds, which the trustees are free to use in accordance with the charitable objects.
Restricted funds are funds, which have been given for particular purposes and projects. The restricted funds must be used wholly to purchase land for the expansion of the mosque. Expenditure incurred in relation to the restricted funds is calculated in accordance with the claims for funding made by the charity to achieve its purpose.
Incoming resources
The income figure represents cash donations and grants from the public sector, charitable foundations and private individuals received during the year. Income relating to specific periods is apportioned over the accounting periods to which it relates. All other income is recognised when received. Restricted income is used in accordance with specific restrictions imposed by donors.
Resources expended
Expenditure is charged on an accrual basis, inclusive of irrecoverable VAT. The costs of activities in furtherance of the charity’s objects include the costs directly incurred in providing activities together with support costs. Support costs primarily related to the employment of staff involved in the delivery of service and the maintenance of premises and equipment is use. Where costs cannot be directly attributable to particular headings they have been allocated on a basis consistent with the use of resources.
Fixed assets and depreciation
Depreciation is not charged on freehold building as the residual value is considered to be higher than the carrying value. Fixtures, fittings and equipment are written down using reducing balance method of depreciation over their estimated useful economic lives as follows:

Taxation
The charity is a registered charity and accordingly is exempt from taxation on its income and gains where they are applied for charitable purposes.
