The Trustees present their annual report and financial slalements for the period ended 31 August 2022.
The financial statements have been prepared in accordance with the accounting policies set out In note 1 to the
financial statements and comply with the Charty's governing document, the Companies Act 2006 and 'A¢counling
and Reporting by Charities". Stslemenl of Recommended Practice applicable to charities preparing their accounts in
accordance with the Finan¢ial Reporting Stsndard applicable in the UK and Republi¢ of Ireland IFRS 1021" las
amended for accoLJnting periods commencing from 1 January 20161
ObJectlves and actlvltles
The Charity's objects of the charity are '.
To advance the education for the public benefit by creating and maintaining a partnership of schods in the Wgan
and Warrington borough.
The Charty achieves ils objectives by holding seminars and conferences lo promote best educational practice.
The Trustees have paid due regard lo guidance issued by the Charity Commission in deciding what aLtivilies the
Charity should undertake.
Achievements and perforniance
This period the charity's expenditure exceeded income and there is a deficit for the year. The Iruslees are pleased
with the results for the year.
The charity is pleased with ils achievement in supporting school improvements and facilitating the professional
development Df staff..
The company's achievement for the year has been to maintain a successful track record wth our schools continuing
to work together to secure on-going improvement. 96Q/o of our schools were judged good or better at their latest
Ofsled inspection. Training has been accessed for all teachers and senior leaders in school lo further develop their
skills in the planning, implemenlalion and assessment of the curriculum and il's delivery in an attempt to secure the
highest quality of education for our pupils. The company's future plans are to secure excellent teaching and
lèadership across the company, with a relentless drive for a first class education and improved outcomes for the
pupils in all our schools. Through continued challenge and support. we will further promote school improvement and
raised standards for our children, which is ultimately our fundamental purpose and moral responsibility lo those
families and children in our care.
Flnanclal revlew
The Iruslees have no fomial policy to maintain a level of reserves however they are conscious of their
responsibilities and monitor the level of reserves lo ensure the charity can meet ils liabilities.
During the period, the charty made a deficrft of £13,121.
At the ￿riod end, the reserves were £46,027 (2021 £59,148).

## **Structure, governance and management** 

The company was incorporated at Companies House on 30 March 2011 and was registered as a charity with the Charity Commission on 14 January 2013. It commenced its activities on 9 June 2011. The charity is a company limited by guarantee and is governed by its Memorandum and Articles of Association (as amended by special resolution). The company provides a support service to a cluster of schools. 

Trustees are elected by members of the charity in General meeting. Trustees hold office until the Annual General Meeting when Trustees can offer themselves for re-election or re-appointment. 

The Trustees delegate the daily running of the Charity to the Project Manager, Mrs A Davies, who acts as Charity Co-ordinator, and her support staff. The charity is considered to be under the control of the Board of Trustees as a whole. 

The chair of the Trustees is responsible for the induction of any new trustee which involves awareness of a trustee's responsibilities, the governing document, administrative procedures and the history and philosophical approach of the charity. A new trustee would receive copies of the previous year's annual report and accounts, and a copy of the Charity Commission leaflet 'The Essential Trustee: What You Need to Know'. 

The Trustees, who are also the directors for the purpose of company law, and who served during the period and up to the date of signature of the financial statements were:

## **TO THE TRUSTEES OF LEIGH, LOWTON AND GOLBORNE SCHOOLS PARTNERSHIP** 

I report to the Trustees on my examination of the financial statements of Leigh, Lawton and Golbome Schools Partnership (the Charity) for the period ended 31 August 2022. 

## **Responsibilities and basis of report** 

As the Trustees of the Charity (and also its directors for the purposes of company law) you are responsible for the preparation of the financial statements in accordance with the requirements of the Companies Act 2006 (the 2006 Act). 

Having satisfied myself that the financial statements of the Charity are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of the Charity's financial statements carried out under section 145 of the Charities Act 2011 (the 2011 Act). In carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

- 1 accounting records were not kept in respect of the Charity as required by section 386 of the 2006 Act; or 

- 2 the financial statements do not accord with those records; or 

- 3 the financial statements do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or 

- 4 the financial statements have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102). 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.

Charity infomiation
Leigh. Lowton and Golborne Schools Partnership is a private wmpany limited by guarantee incorporated in
England and Wales. The registered Offi￿ is Leigh St Thomas CE Primary School. Leigh, Lancashire, WN7
2AS.
1.1 Accounting convention
The financial slalements have been prepared In accordance with the Charity's governing document, the
Companies Act 2006 and 'Accounling and Reporting by Charities." Statement of Recommended Practice
applicable lo charities preparing their accounts In accordance with the Financial Reporting Standard
applicable in the UK and Republic of Ireland IFRS 1021" las amended for accounting periods commencing
from 1 January 20161. The Charity is a Public Benefit Entity as defined by FRS 102.
The Charity has taken advantage of the provisions in the SORP for charities applying FRS 102 Update
Bulletin 1 not to prepare a Statement of Cash Flows.
The financial slalements are prepared in sterfing, which is the functional currency of the Charity. Monetary
amounts in these financial stslemenls are rounded to the nearest £.
The financial slalements have been prepared under the historical cost convention. The principal accounting
policies adopted are sel out below.
1.2 Going concern
Al the lime of approving the financial slatemenls, the Trustees have a ￿aSonable expectation that the Charity
has adequate resources lo continue in operational existence for the foreseeable future. Thus the Trustees
continue to adopt the going concern basis of accounting in preparing the financial ststemenls.
1.3 Charitable funds
Unrestricted funds are available for use al the discretion of the Trustees in furtherance of their charitable
objectives.
Restricted funds are subject to specific conditions by donors as to how they may be used. The purposes and
uses of the restricted funds are set out in the notes to the finanaal statements.
1.4 Income
Income is recognised when the Charity is legally enlilled to it after any performance conditions have been
met, the amounts can be measured reliably, and it is probable that income ￿ll11 be re￿ived.
Cash donations are recognised on receipt. Other donations are recognised once the Charity has been notified
of the donation, unless perfomance conditions require deferral of the amount.
Tumover is measured al the fair value of the consideration received or receivable and represents amounts
receivable for goods and setvices provided in the normal course of business.

1.6 Cash and cash equivalents
Cash and cash equivalents indude cash in hand. deposits held at call with banks, other short-lerm liquid
investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown
within borrowings in current liabilities.
1.7 Flnanclal Instrum8nl$
The Charity has elected to apply the provisions of Section 11 'Basic Financial Inslrumenls, and Section 12
'Olher Financial Instruments Issues, of FRS 102 to all of ils financial inslrumenls.
Financial instruments are recognised in the Charity's balance sheet when the Charity becomes party to the
conlraclual provisions of the inslrumenl.
Financial assets and liabilities are offset. with the net amounts presented in the financial statements. when
there is a legally enforceable right to sel off the recognised amounts and there is an intention to settle on a net
basis or to realise the asset and setue the liability simultaneously.
Basic financial assgts
Basic financial assets, which include debtors and cash and bank balan￿s, are initially measured at

Basic financial liabilities. including creditors and bank loans are initially recognised al transaction price unless
the arrangement constitutes a financing transaction, where the debt instrument is measured at the present
value of the future payments discounted at a market rale of interest. Financial liabilities classified as payable
thin one year are not amortised.
Debt instruments are subsequently carried al amortised cost, using the effective interest rale method.
Trade creditors are obligations to pay for goods or seNices that have been acquired in the ordinary course of
operations from suppliers. Amounts payable are classified as current liabilities if payment is due within one
year or less. If not. they are presented as non-current liabilities. Trade creditors are recognised initially at
transaction price and subsequenuy measured al amortised cost using the effective interest method.

Derecognition of financial liabilities
Financial liabilities are derecognised when the Charity's contractual obligations expire or are discharged or
cancelled.
1.8 Period of accounts
The accounts have been prepared for a 17 month period. This is to coincide with the school year. The
comparative figures are for a 12 month period.
Crltlcal accountlng estlmatss and Judgements
In the application of the Charity's accounting poliaes, the Trustees are required lo make judgements,
eslimales and assumptions about the carrying amount of assets and liabilities that are not readily apparent
from other Sour￿$. The eslimales and associated assumptions are based on historical experience and other
factors that are considered lo be relevant. Actual results may differ from these eslimales.
The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting
eslimales are recognised in the period in which the estimate is revised where the revision affects C￿lY that
period, or in the period of the revision and future periods where the revision affects both current and future
periods.

We acknowledge as trustees our responsibility for preparing financial statements in
accordance with the Companies Act 2006 which give a true and fair view of the
financial position of Leigh, Lowton and Golborne Schools Partnership as of 31 August 2022
and of the results of its operations for the year then ended and for making accurate
representations to you. All accounting records and relevant information have been made
available to you for the purpose of your preparation of the accounts and all
transactions undertaken by the company have been properly reflected in the accounting
records provided to you. All other records and related information, including minutes of
all management and shareholders, meetinES, have been made available to you. We have
provided to you all other information requested and given unrestricted access to persons
within the company from whom you have deemed it necessary to obtain information.
We acknowledge our responsibility for the design and implementation of internal control to
prevent and detect error and fraud. We confirm the financial statements are free from
material misstatements, including omissions. We believe that those uncorrected
misstatements identified during the preparation of the accounts are immaterial both
individually and in aggregate to the financial statements as a whole.
We have disclosed to you all information in relation to fraud or suspected fraud that we are
aware of and that affects the entity and involves management, employees who have
significant roles in internal control or others, where fraud could have a material effect on
the financial statements. We have disclosed to you all information in relation to alleEations
of fraud or suspected fraud affecting the entity's financial statements communicated by
employees, former employees, analysts, regulators or others.

- 4 We confirm that we are not aware of any possible or actual instance of non-compliance with those laws and regulations which provide a legal framework within which the company conducts its business. The company has complied with all aspects of contractual agreements that could have a material effect on the financial statements in the event of non­ compliance. 

- 5 We have no plans or intentions that may materially alter the carrying value and where relevant the fair value measurements or classification of assets and liabilities reflected in the financial statements. 

- 6 We confirm that we have disclosed to you the identity of the entity's related parties and all related party transactions relevant to the company and that we are not aware of further related party matters that require disclosure other than those already disclosed in the accounts. Related party relationships and transactions have been appropriately accounted for and disclosed in accordance with the requirements of accounting standards. 

- 7 We confirm that, having considered our expectations and intentions for the next twelve months and the availability of working capital, the company is a going concern. 

- 8 The company has satisfactory title to all assets and there are no liens or encumbrances on the assets except for those disclosed in the accounts. 

- 9 There are no liabilities, contingent liabilities or guarantees to third parties other than those disclosed in the accounts. 

- 10 There have been no events since the balance sheet date which require disclosure or which would materially affect the amounts in the accounts, other than those already disclosed or included in the accounts. 

- 11 The company has at no time during the year any arrangement, transaction or agreement to provide credit facilities (including loans, quasi-loans or credit transactions) for the trustees nor to guarantee or provide security for such matters, except as disclosed in the accounts. 

- 12 We have disclosed all known actual or possible litigation and claims whose effects should be considered when preparing the financial statements and these have been disclosed in accordance with the requirements of the accounting standards. 

- 13 Significant assumptions used by us in making accounting estimates, including those measured at fair value, are reasonable.
