## **About Us** 

**Builth Wells Community Support (BWCS)** was established in 1995 and is a registered charity. 

Our aims are to help people live healthy, independent lives within their community and combat social isolation. 

Our office on Groe Street is open to the public on weekdays from 9.30 am - 1pm. The office offers a focal point for volunteering and general information. 

We have a team of volunteers who provide services to the Builth Wells community and the surrounding area (see membership area below). 

Currently our services include Community Transport, Prescription Delivery and Grocery Shopping. We also offer a Foodbank service, as part of Llandrindod Foodbank. 

During the Covid-19 pandemic, requests for our services increased by more than 100% from the previous year. Every year we face a challenge to raise sufficient funds and the pandemic made this challenge even more difficult. 

Community Support has three main funding sources: grants, donations and funds raised in our charity shop. We also have a 200+ Club, a monthly lottery that helps raise money for the organisation.

## **Chairman’s Report** 

## **Annwyl Gyfeillion,** 

both to visit and to work in. Here we continue to be a satellite for Llandrindod Food Bank and Credit Union are available to their members at our office on a Friday morning. 

I took the role of acting Chair when Pam Hibbert stepped down in December 2020. We are very grateful for the work Pam did for Builth Wells Community Support (BWCS). Thankfully, she has not abandoned us completely, and continues to support us as a Volunteer Driver. We must also say goodbye to Hugh Garner and Yvette Bridgeman, who are stepping down from their roles on the board of trustees. We thank both Hugh and Yvette for the work they have done for BWCS, including Yvette’s years as past Chair. We wish them all well for the future. 

With the Charity Shop closed it put an unprecedented strain on our Finances. We owe an enormous thanks to Community of Builth for the support, both physically and monetary, that we have received from them over the past year.  As you read through this report you will see how local individuals and organisations have helped to sustain us. The numerous volunteers, local clubs honouring us with rewards as well as giving us much needed monies to help us continue with the vital work that we are involved with. Special thanks to Simon (Jungle) John, see how he supports us daily on page 15 of this report. 

Covid continues to challenge and has kept us extremely busy.  The services that BWCS supply to the community have become more visible to the local community during this past year.  We have often heard the phrase ‘I didn’t know that they did so much.’  Cathy (Manager of BWCS) and Ashley (Administrator) have gone above and beyond the line of duty to keep all the services going and have worked tirelessly, somehow managing to keep all the balls in the air.  There was a 100% increase on requests for our services. We restarted Community Transport in September with all necessary Covid protection in place. 

For me, the most important word in our title is ‘Community’. We are an population here in Powys, but BWCS are here for the whole community. Regardless of age, creed, or colour we will support you. 

Many Thanks to the staff and volunteers for all their hard work – a dyma i flwyddyn arall o wasanaethu ein Cymuned. (Here’s to another year serving our Community). 

Thanks to the hard work of David Sutherland, we successfully obtained funding from ‘The National Lottery’ for a wheelchair accessible Electric vehicle and to employ 2 part time drivers.  You will soon see our vehicle around town, and it will provide us and the community with new opportunities so that we will be able to serve a wider range of our local population with accessible transport.

**The Board of Trustees** has overall responsibility for Community Support and ensures that the organisation complies with required legislation. Trustees attend regular meetings and training events, as well as bringing forward ideas which enable us to meet the needs of our community. All BWCS trustees are volunteers based in the community, many with years of experience working locally or with Community Support. 

Staff are based in our Groe Street office, and are responsible for the day-to-day management of the organisation. Cathy Warlow, our manager, has been with us since the beginning.

Our team of volunteers provide all our services. Additionally, our team of office volunteers help out in our reception, answering phone calls, information and recording requests for our services.

## **Covid-19** 

At Builth Wells Community Support, as elsewhere, Covid-19 changed everything. 

Normally, we are an organisation that promotes and enables social contact as a way to tackle loneliness and isolation in our rural community. 

Covid-19 forced us to think of new ways to 

help people in our area. 

On 23rd March 2020, Community Support changed and adapted overnight. We knew that in order to make these changes work, we would need a whole new team of volunteers, as many of our original volunteers were over 70, and were advised by the government to self-isolate. 

Working with Builth Wells Town Council and local County Councillors, we produced a leaflet that was delivered to every home in Builth, telling people to call us if they needed anything, or if they could volunteer to help. 

The response to our leaflet was incredible, and within 24 hours we had registered over 30 volunteers to help us deliver our new services. 

As the weeks moved on, we also saw requests for other services such as dog walking, and paying bills. 

At the same time, some volunteers who were self isolating were working from home - contacting our members for welfare checks, or just offering a listening ear and friendly chat in very lonely times. 

In our office, the phone was ringing almost non-stop, and our staff and office volunteers worked hard to set up new systems for recording requests and dealing with the heightened demand for our services. 

We helped out hundreds of people during the first lockdown, and continue to do so. We were overwhelmed by the kind words and generous donations we received from those people. 

The Covid-19 pandemic has been awful for everyone, but it has brought our small rural Welsh community closer together, even when we had to be apart. 

With our Community Transport, Lunch Club and Befriending services cancelled, the new services focussed on helping people access what they needed most: food and medication. 

We set up a shopping service, taking orders over the phone and by email. We then contacted our volunteers, sending them out to local shops to collect the items and deliver them. 

We expanded our prescription delivery service, and during the first Covid-19 lockdown our team of drivers were delivering hundreds of prescriptions every week.

**Builth Wells Community Support** has always relied on a team of volunteers to provide our services, but Covid-19 has shown how important volunteering is in our rural community. 

With most over 70s advised to self isolate (including many of our existing volunteers), those younger members of our community who were furloughed from work or unable to go to school stepped up to help out. 

Volunteers from ages 15 - 70 were out every day doing shopping, delivering prescriptions, walking people’s dogs and doing whatever else needed to be done. Some of those volunteers who were over 70 and unable to get out still helped, working from home and calling our members for a friendly chat. 

We are incredibly grateful to everyone who helped us help so many people this year. We’ve also been delighted that so many who joined us in the first lockdown have 

continued to volunteer even after returning to work or school.

## **Community Cars** 

**This service resumed in September 2020 after 6 months,** and continues to play a very important role for people in our rural area, where  public transport is not readily available or accessible. 

The scheme provides transport for essential journeys. Volunteers use their own cars and are paid mileage expenses. Passengers make a contribution to the cost of the journey and the balance of the Volunteer expenses is funded by our own charity shop and a donation from the Friends of Healthcare in Builth Wells. 

The map below shows the most common places our drivers travelled to this year.  We were happy to help with the Covid Vaccination effort by transporting people to the Covid Vaccination Centre at the Royal Welsh Showground free of charge.

We have been delivering prescriptions for our members for many years. In a rural community such as ours, getting to the pharmacy can be difficult if you have a disability or don’t have access to a car. 

continue to do so for as long as it is needed. 

Prescription Delivery is provided free of charge and funded entirely by donations. 


During the Covid-19 lockdown this service became vital for many more people in our area. 

We collected and delivered **1763** prescriptions from pharmacies in Builth, Llandrindod and Llanwrtyd. 

Prescriptions were collected and organised by BWCS staff members, before being delivered by our team of volunteer drivers (pictured above). Many, many hours were spent queuing outside pharmacies, and our volunteer drivers delivered at their own expense during the first lockdown, which helped us at a time of tremendous financial uncertainty. 

We developed a good working relationship with pharmacy staff in Boots in Builth, and we are very grateful for their help. 

We continued to provide this service even after the lockdown ended and will

This is another service that we had been operating for many years prior to Covid-19, that saw a surge in requests during the  first lockdown. 

We were very grateful for the help and co-operation of staff in many local shops, particularly Builth Wells Co-Op, Morgan’s Butchers and the Post Office. 

With the government stay-at-home order in place, many people were unable to do their grocery shopping. While some supermarket chains offer home delivery in our area, this was not a solution that everyone was able to take advantage of. Firstly, due to overwhelming demand, delivery slots were difficult to obtain. But also, some people do not have access to online shopping. 

Our service offered everyone the ability to get their grocery shopping done. We took orders over the phone and by email, and sent volunteers to local shops to collect the items and deliver them. Volunteers also collected shopping lists from people without easy access to a phone or email. 

To reduce the handling of cash, we acquired a pre-paid debit card to pay for all grocery orders. Members could then reimburse us over the phone or using a mobile card reader.

**The Covid-19 pandemic** and ensuing lockdown placed many people and families into financial difficulty. This saw an increase in requests for food parcels from our foodbank.

We became a satellite branch Llandrindod Foodbank, itself part of the Trussell Trust group of Foodbanks, in 2019. We work closely with the Llandrindod Foodbank to co-ordinate donations and deliveries.

During the lockdown, our office was closed to visitors. Most Foodbank referrals at this time were made remotely and parcels were delivered by our team of volunteer drivers. As the lockdown eased and our office opened we began to receive more walk-in requests for food parcels. 

We supported 20 people with 80 foodbank deliveries from April 2020 to March 2021. 

Our Foodbank is funded by donations. We are particularly grateful to Builth Wells Rotary Club for their continued support of our Foodbank. Rotary Club donations have enabled us to add items to the basic food

**Our shop was opened in May 2007** and continues to be a great success, thanks to the  wonderful support from the community in donating and purchasing goods, and of course our fantastic Volunteers who staff the shop. 

source of income as without this we would not be able to provide our  services. It is also a  valuable asset to our town, offering a variety of goods at reasonable prices and of course a great place to volunteer. 

As with other retail outlets, our shop was forced to close in March 2020. Thankfully with business support grants from the Welsh government, we were still able to fund our services while the shop was closed. 

When the shop re-opened in September 2020, it did so on reduced opening hours. The current opening times are Thursday and     Friday 10am - 4pm, and Saturday 10am - 1pm. 

Covid-19 protocols meant we needed to quarantine all donations for 72 hours (later 48 hours) before sorting them. As such, we were only able to accept donations on Mondays from 11am - 1pm. 

In 2020/21, the shop was run by manager Cathy Warlow and volunteer supervisors Ingrid Gallagher, Sue Seed & Tricia Skyrme.

## **Other News** 

## **New Office** 

**After 20 years,** we said goodbye to our office at 14 High Street and moved into our new Groe Street office (see below) in February 2021. 

## **Awards** 

**We were delighted** to receive awards this year for our work during the Covid-19 pandemic. Firstly, we were the recipients of Builth Wells Rotary Club’s Community Service Award. Presenting the award, Rotary Club President John Price said: “the work of [BWCS] staff and volunteers during the early months of the Covid-19 pandemic was vital in safeguarding the health and wellbeing of the most vulnerable people in our area”. 

Additionally, our administrator, Ashley Offa received an award from Rhian Duggan, The High Sheriff of Powys, “in recognition of 

great and valuable services to the community. 

## **Jungle’s Garth Hill Challenge** 

**Fundraisers are vital to BWCS,** and so we were delighted when we heard that Simon “Jungle” John had started a fundraiser for us. 

Beginning on 13 February 2021, Jungle committed to walk up Garth Hill in Builth every single day for a year. Many people have donated to Jungle’s Garth Hill Challenge already, and we are incredibly grateful for all those donations. 

But our biggest thanks goes to Jungle himself. We hope everyone in Builth will support him on his long journey!

## **Treasurer’s Report** 

**I need to start with a big thank you to Ian** for leaving the books in such an excellent state. A lot of work went into developing a system which combines a record, management control and an audit trail in a clear, yet sophisticated manner. 

Normally, the Treasurers Report would combine an objective look at the current year, together with a comparison to last year and projection to the forthcoming period. 

Unfortunately, an event called Covid-19 made any meaningful comparisons pointless, but 20 /21 can best be summarised by saying; thanks to the magnificent work by Cathy and her team - in this I include the directors, Builth Wells Community Support ended the year with a near-unique opportunity to provide ever more service to meet the needs of our community. 

On the positive side, grants from many donors enabled us to continue to help the growing numbers who needed support. It enabled us to move to a new building that provided facilities for the future and buy an electric vehicle that supports our environmental ambitions and will save money. 

On the less positive side, our main source of income, the popular shop, has had to remain closed, as all other retailers and self-isolation meant many volunteer helpers were not available. 

New information systems, based on Ian’s spreadsheets and an improved budget projection will help Cathy manage and continue to work with the team and so make the most of our resource. 

With our re-positioning for the future, we are better placed to cope financially with what will be an increasingly challenging time ahead.

## **Trustees’ Responsibilty Statement** 

The Trustees (who are also directors of Builth Wells Community Support for the purposes of company law) are responsible for preparing the Trustees' report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). 

Company law requires the Trustees to prepare financial statements for each financial year. Under company law the Trustees must not approve the financial statements unless they are satisfied that they give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources, including the income and expenditure, of the charitable company for that period. In preparing these financial statements, the Trustees are required to: 

select suitable accounting policies and then apply them consistently; 

observe the methods and principles in the Charities SORP; 

make judgments and accounting estimates that are reasonable and prudent; 

prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charitable company will continue in operation. 

The Trustees are responsible for keeping adequate accounting records that are sufficient to show and explain the charitable company's transactions and disclose with reasonable accuracy at any time the financial position of the charitable company and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charitable company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
