## _**FOR THE YEAR ENDED 05 NOVEMBER 2024**_ 

The Trustees present their report with the Receipts and Payments statements of the charity for the year ended 05 November 2024. 

## **Objectives and aims** 

Promoting the provision of a dedicated safe route for cycling, walking and other forms of lowenergy transport between Petersfield railway station in Hampshire and Midhurst in West Sussex including liaising with South Downs National Park Authority. 

Shortcut works alongside the community group of volunteers, the Friends of Rother Valley Way. Activities include:- 

- Liaising with Friends of Rother Valley Way in discussing potential routes with interested parties and seeking to obtain landowner consent. 

- Supporting the Friends of Rother Valley Way in raising awareness through a website, public meetings and leaflets. 

- Raising funds to achieve the object of the organisation. 

The Trustees have had regard to the guidance issued by the charity Commission on public benefit. 

The Shortcut team and the Friends of Rother Valley Way are all volunteers. 

## **Public Benefits** 

The Trustees have considered carefully the Charity Commission guideline on public benefits. As per our Object, we devote all our efforts and activities to succeed in creating a dedicated safe route for cycling, walking and other forms of low-energy transport between Petersfield and Midhurst and east ward beyond. The beneficiaries of the completion of our project are multiples. This will include families, employees going to work safely, users of the link road between the 2 towns ( by reducing some demands), businesses along the route and others both who live nearby but also some people further away as the route will integrate and link with other similar accessible routes.

## **Achievements and Performance** 

Shortcut has identified, from the Land Registry, all landowners along the entire route from Petersfield to Midhurst. The Network Development Team are engaged in conversations with landowners regarding the routing of the Multi User Path across, or adjacent to their properties, and the financial arrangements for a 25 yr lease for the land required. Non Binding Agreements in Principle (NBiP) are in place with some landowners between the Petersfield and Nyewood Section of the route. 

A promotional video has been made for engagement of all local stakeholders, and promotional events have been held to engage with local statutory bodies, stakeholders and individuals informing them of the aims and objectives of the project. 

Shortcut is working with Portsmouth University Geographical Sciences Department on GIS Route Mapping of Demographic and Topographic data which will inform infrastructure design and the business case for the project. 

## **Future Activities** 

Landowner negotiations will be ongoing and it is hoped that further NBiP will be in place within the next 6 to 12 months. The negotiations will include additional mitigation measures, such as agreement variations allowing for the access for agricultural vehicles and livestock movement where it is essential for the business operation and or providing additional privacy features for domestic residences. 

Shortcut will be exploring options for landowners to benefit from nature recovery schemes financially, enhancing the productivity of their land, and reducing river pollution in nearby rivers and watercourses. 

All of the Future Activities stated above will support planning applications and are designed to attract future funding for the project. 

## **Financial review** 

Following the signature of the Memorandum of Understanding (MOU) between the South Down National Park Authority and Shortcut during the year, we received £50.0k. The MOU dictates that the funds are to be spent only on items authorised by this agreement. The Income of £50.8k includes the SDNPA grant and some interest earned this year. Our expenses of £2.3k were mainly against our restricted funds leaving a balance of £48.0k unspent on the grant. 

## **Going Concern** 

The Trustees are using the going concern basis of accounting in the preparation of the Receipts and Payments statements in consideration of events and conditions that, individually or collectively, may cast significant doubt on our charitable organisation’s ability to continue as a going concern for the period of at least twelve months from the time the Receipts and Payments statements have been independently examined.

The Charity is governed under the TRUST DEED DATED 06 NOV 2012 

The Trustees are elected following review, interview and discussion amongst existing Trustees, the decision to appoint a new Trustee is voted on a quorum Trustees’ meeting. 

The charity’s organisational structure is closely linked and operationally works with The Friends of Rother Valley Way and along alongside other community groups. 

The Trustees wishes to thank all the volunteers for their support in various roles; they have done a great job during the year. Without their continued support, Shortcut could not continue its objective to add a dedicated safe route for cycling, walking and other forms of low-energy transport between Petersfield railway station in Hampshire and Midhurst in West Sussex, to be made available as a resource to the public. 

I would like to thank the Board for their tremendous support during the year.
