Bernard Hancox welcomed everyone and thanked them for attending.

3. Presentation of Annual Report
a) Minutes of the AGM held on the 19 [th] September 2018.
b) Financial Report – Slight deficit on the year. Quarries is main income
driver after membership subscriptions, with site fees, activities etc on par
with previous years. Major refurbishment expense was for the upgrade to
the kitchen of the Oswald Hamilton Centre.
Thanks to Treasury team, Ian Boden, Iona Plain, Ashleigh Hilton, Glen
Dersley and Paul Munro. Special thanks to Simon Gill of Keens Shay
Keens who turns the various accounts into the accounts you see today.
Continue to keep funds at £80000 or above.
c) District Commissioner’s Report – nothing further to report.
4. Approval of District Commissioner’s nomination for District Chairman
Stuart Bailey nominated Bernard Hancox to stand again and this was agreed by
all.
5. Election of District Secretary
There was one nomination Pat Pankhurst. Proposed by Bernard Hancox and
seconded by Madeleine Munn. Agreed by all present.
6. Election of District Treasurer
Nomination received for Ashley Pankhurst who is willing to continue as Treasurer.
Proposed by Bernard Hancox and seconded by Stuart Ball. Agreed by all present.
7. Election of members to the District Executive Committee
Received two nominations by the due date and these were Rosie Worrall
proposed by Jason Raggett and seconded by Elisa McCarthy. Elisa McCarthy
proposed by Rosie Worrall and seconded Madeleine Munn.
8. Under 25 representative to the District Executive Committee
Nomination Alex Gardner proposed by Kim Monro seconded Josh Norris

Ashley Pankhurst asked that the appointment of auditors be left for a later date.
11. Address from County Representative
Mark Rutland gave the County address on behalf of James Palin. Bucks has
seen an increase in people involved in Scouting and membership now stands at
11,500.
At County busy over the past year meeting, collaborating and advising other local
organisations in Buckinghamshire who are not as successful at recruiting
members as we are. Further initiatives with Thames Valley Air Ambulance and
some other external organisations will be released later this and early next year.
Over the last year Milton Keynes District has continued to grow, strengthen and
building which is testimony to the fantastic leadership team in the District.
As Scouting is a movement, we should expect change and look at positive and
constructive recommendations to make ourselves and our provision better for our
young people.
Amazing Scouting family in Buckinghamshire and a special thanks go to the entire
leadership team for contributing to the counties growth over the past year.
Over the year as a Region, we have been asked to review our programme
effectiveness, relevance and variety across the board, ensure out leaders Wood
Badge training is completed with the specified 3 year time period and ensure we
are 100% compliant with GDPR training.
Financially, the County continues to be stable andd we are making investment in
both training (with a GSL conference in February) and development over the
coming months.
Continued thanks to Stuart, the District team and all of the Scouting trustees,
supporters and volunteers who tirelessly support Scouting in Bucks.
We are delighted that Buckinghamshire continues to be a strong Scouting county,
providing fantastic adventures and experiences, and building Skills for Life for our
young people.

Stuart Bailey presented a thank you card on behalf of the District to
representatives of the international trips.

Bernard Hancox thanked the Executive for the last year and to those that had
prepared and were serving the refreshments. He asked everyone to join in the
refreshments after the presentations.

District Commissioner’s Report

So much has happened in the last year. The District has been faced with numerous challenges due to COVID-19 and the leaders have persevered with continuing Scouting online. My thanks go out to the GSL’s who have continued to keep their Groups running online through the pandemic. I have seen some incredible online activities throughout the year from online camping, to animated flag breaks, to escape rooms. There is no doubt in my mind that the young people in all sections have loved their online meetings just as much as face-to-face scouting and that is thanks to our section leader teams, GSL’s and executive committees.

Despite the pandemic, the District has continued to grow, and we have welcomed our 26[th] Scout group – 26[th] Milton Keynes – who are excitingly approaching Scouting in a new way with flexible online and face-to-face scouting that will continue post-pandemic. They will be exploring all the green spaces in Milton Keynes in partnership with the Parks Trust and I look forward to seeing them welcome Beavers and Scouts in the upcoming year.

We also had to say goodbye to the Hanslope Leaders and Team who have also worked incredibly hard for the past few years. We look forward to supporting a new leadership and new executive team in their restart and development over the coming year.

I have been delighted to see the progression of face-to-face scouting as the pandemic restrictions are easing, will be coming to visit your sections and Groups to present awards and chat to the young people. Thank you for inviting me to those who have, and I very much look forward to coming along – it keeps me going! Hopefully the next year will see the District recover any losses and grow again, so we can all enjoy the adventure, the camping, the awards and the fun that goes with Scouting.

Beaver Scout Report

After a busy couple of years in my role as ADC (Beaver Scouts) this last year has been a totally different one in more ways than one. The first lockdown began on the 23[rd] March 2019 and Beaver Scouts were due to visit RAF London on the 29[th] March 2019.

For the first few months of lockdown I found it strange using Zoom and with Beaver Scout leaders adjusting to a new way of Scouting for their evening sessions.

During the past year I have held Beaver Scout Leader meeting, visited groups, invested Beaver Scouts and presented Bronze Awards via Zoom. I have also seen Beaver Scout leaders being invested by Zoom as well.

The first ever door-step challenge of the St George’s Day promise was in April 2019 and then Remembrance Day.

Bucks County held a virtual Pirate camp and a Superheroes camp which went down really well with those groups taking part.

Beaver colonies have taken part in the Thames Valley Air Ambulance challenge.

I am looking forward to the challenges ahead for the next year.

Cub Scout Report

The Cub Scout Section have adjusted to online Scouting in such an inspiring way! The Cub Leaders have done so well in providing Scouting in an online format and adapting to the new COVID restrictions to get them back face-to-face.

We have seen the Cubs participate in various online events over the year including: St George’s Day, Remembrance Day, County Cub Online Camp and District Online Camp. The Young People have done exceptionally well to take part in such a new way of scouting. I want to congratulate all the Cub Scouts that have also gone above and beyond to help their communties either through supporting neighbours,

fundraising or litter picking! You have done the District Team proud over the last year!

The Team and I have also had the pleasure of awarding multiple Chief Scout Silver Awards across the year in lots of groups. We’ve seen leaders adapt the original requirements to fit with online scouting and that resilience and determination to help their young people achieve a Top Award has been inspirational to all across the District. I want to say thank you for inviting me to present these awards and I look forward to presenting many more in the future!

Scout Report

The Scout Section have adapted to online scouting with resilience and determination! Lot’s of our young people have found the past year difficult with transitioning to Secondary School and coping with Home Education however Scouting has seen them thrive and push themselves to go above and beyond.

We have seen leaders adapt the challenge badges to ensure their young people are achieving their Chief Scout Gold Awards before they head of too Explorers. I, and others in the District team, have had the pleasure of awarding Gold Awards both online and face-to-face as we have moved back to some face-to-face scouting. These awards have been particularly challenging to achieve in the pandemic due to the Expedition challenge however our Scouts have adapted and some even managed to persuade family members to take part in an expedition with them so that they could get the award!

Our scouts have taken part in online camps, online quizzes, online escape rooms and so much more! The Scout Leaders have truly gone above and beyond of what is expected by delivering badges and equipment to doorsteps to ensure scouting can continue.

As we move back into face-to-face Scouting, the Scouts have remained respectful of COVID restrictions while still having fun in the outdoors! I look forward to seeing what the next year brings for the Scout Section and hopefully we will all be camping again very soon!

District Explorer Scout Report

It has been a year like no other. We went to online scouting on the 19/3/20 and remained online until

Explorers ran twice a week through this time. With an online programme and being as creative as possible and welcoming external guests like Dogs for good, RNLI and visiting Leaders from other areas.

As a County, we ran B24 a fabulous 24 hours online event - with star gazing, origami, mock tails, drumming, Trashion etc fantastic for the explorers to continue meeting other explorers across the county.

Help and support continued with the young leader scheme but with module run online by a mixed team of county leaders.

Dofe continued to run with young people using the variations for The pandemic on volunteering and carrying on learning skills etc. Some used this time to upload evidence and to be assessed online. The most of the Gold expedition team 2019 completed their submissions and we congratulate Emily and Chloe on being awarded their Gold.

We had two super Queens Scout presentations from Chloe and Dougie and Chloe has confirmed her QSA has been awarded this month. It is lovely to have supported these Network members through to their awards.

We took part in several challenge badges - notably the Frogo challenge from a new Explorer Scout Unit (ESU), The Quantom Potatoes, we had supported at the last Scarefest 2019. The challenge was support the Papyrus Trust for young suicide, they had been devastated by the loss of a leader and wanted to help. Our leaders and explorers wanted to help with this.

The programme planning was done by the explorers for online and included social events like Bingo, among us (online guess who game, and the price is right. We used these fun evening to celebrate and say goodbye to explorers who turned 18.

It has been a challenging year and we have also had many leaders re-evaluate where and what they want to do. Thank you to Darren and Elaine Watkins, Paul James, Michael Hilton, Elliot Paterson, Nick Marshall, Steffi Place, Andy Winnock - Your time was appreciated and all the fun.

The team have pulled together to do what they could at different times. Those who haven’t lead sessions so much have stepped up and we have all used our skills. Thanks to Eric , Louise, Dave, Rex, Corin, Michael, Keshena, Chris, Ryan and Tracy.

Bev Delaney – District Explorer Scout Commissioner

Scout Network Report

Over the past year network mk has been working on rebranding themselves. Over the past year the past year the unit have achieved some milestones which for the unit is great.

Over lockdown we have managed to keep the regular meetings via zoom, doing various activities such as quizzes, joint nights with other network units, joint meeting with the explorer units, cooking activities and much more. Since lockdown has eased and the unit has been allowed to do face to face meetings, they have been successful.

On the first face-to-face meeting we had such a successful turn out, we did site crew at the quarries, and then a campfire to complete the session, we had also managed to invest and reinvest network members into the unit. The current face to face meetings consists of, map reading, knots, pioneering, backwoods cooking, car skills, American BBQ and a hike. We will be planning the programme term by term, with the option of university members to attend when they are not at university and options for other members to attend as and when they can. We have started doing termly subs which are £6 pound a month, which cover the costs of hiring of buildings etc.

Over the year we have changed our logo, neckers, t-shirts, polos and hoodies. The new neckers are the same colours (Purple, Green and White) as before but they now have our new logo which is embroiled on the back. The logo has been rethought out, so it has been upgraded to be more up to date.

As a unit we used to have a committee which it did not work as well, due to a lot of networkers feeling like their voice was not heard, so to make the unit to be more inclusive and to be more youth shaped. Instead of having a committee, we now have a forum so voices can be heard within the unit and members do not feel pressured into a role nor feeling they cannot talk to other members without being intimated.

We are working on creating a better bond with the explorer units. We have had a couple of joint evening on zoom with the explorers where we did a quiz night and cooking evenings. We are hoping to do some more joint nights with the explorers in the future. The section is creating a bond with the

explorers so when the explorers turn 18 they will know some networkers when they move up to the section.

We are hoping for the rebranding of the section gives off a better name for network. The rebranding shows that the section is better than just a group of friends, it is a group of people within scouting who are wanting to complete their top awards, gain new skills and to have lots of new experiences.

District Youth Commissioner Report

Wow what a year!! My first year in the role as DYC has seen Scouting adapt and change to fit the difficulties and the challenges of the pandemic. We have seen young people persevere with Scouting and thrive in a period that has been uncertain and at times worrying.

The young people in the District have approached online Scouting with enthusiasm and determination, we have seen countless numbers of Top Awards given and have had the pleasure of even awarding some District Youth Commissioner awards to those that have truly gone above and beyond!

Over the summer, I ran and led weekly Facebook live activities for the whole District and they were a huge success with various sections and groups getting involved every week. I also hosted a weekend online District camp for all sections in the District which saw over 150 young people participate over the course of the weekend, including Young People from groups all over the District.

Jason and I also designed and launched the Milton Keynes Scouting at Home badge

which groups took on as an extra challenge to their programmes, presenting many Young People with a memorable badge to demonstrate their hard work and dedication towards Scouting at home.

I had the pleasure of interviewing several candidates for the Deputy District Youth Commissioner role and all demonstrated enthusiasm towards helping Young People ensure their voices are heard. Euan Purvis was offered the role and has lots of wonderful ideas which I am excited to support over the coming year.

As face-to-face scouting has resumed, and restrictions have started to ease, I have had the pleasure in visiting several groups to present awards, support sessions and chat to the Young People about how much they are enjoying scouting. I want to thank all the leaders for inviting me to your sessions, it’s been really great to be able to get out around Milton Keynes and I am looking forward to seeing more groups over the next year.

Finally, I have had the pleasure in supporting Network MK rebrand themselves and form a well-working forum so that they can run effectively with the support of the Network Commissioner. Network have done exceptionally well in the last year, running online sessions and getting back face-to-face as quickly as possible. I am looking forward to continuing my support to them in the next year.

GROWTH & DEVELOPMENT

It’s very difficult writing this when Scouting is still locked down in many areas of the country, including Milton Keynes. However as I sit and write this we have a new Group, 26[th] Milton Keynes, that will run a blended programme of online and face-to-face, when allowed, scouting.

This innovative approach is as a result of technical advances made by technology companies in response to the pandemic, as Schools and offices moved to remote learning and working, so has Scouting. Many of our Groups across Milton Keynes have responded by running sessions online or using BadgesAtHome to sustain Scouting activity during the Pandemic.

The 26[th] Milton Keynes will use a blend of Office365, outdoor and indoor venues across Milton Keynes, with no fixed abode it can choose a venue that most suits the programme the Group wants to run. We hope to start taking young people off the waiting list as soon as there is a Group Executive and section leadership team in place.

Our District waiting list remains the largest in the UK, so we remain in a strong position to recover from any significant drop in numbers, or group closures, as and when we return to something close to normal Scouting activities.

The shortage of suitable, cost-effective venues across Milton Keynes, where there is demand for Scouting, remains a challenge. As a result, we will continue explore innovative and inclusive ways to recruit new volunteers to reduce the time a young person is on the waiting list.

MEDIA & COMMUNICATIONS

Wow what a year it has been for Scouting and unfortunately, we have spent most of the time doing our Scouting online in a virtual platform.

It has been great to see MK Scouting adapt to using media software to keep Scouting flowing across all sections. We know as a District that this has been a massive challenge due to own personal commitments and the fact that home schooling has been online also. Battling the virtual fatigue has been an ongoing challenge.

I was lucky enough to be part of the action on some of your online sessions and had great pleasure in presenting some bronze awards virtually. Lots of us used our media platforms to invite guest speakers in and I again joined the Explorer Scouts for their virtual chat with the RNLI. This is just one of the many sessions I joined.

Many of us across the district also took part in County Virtual Events, Beavers, Cubs, Scouts and Explorers all had their very own events and it was an honour to see so many of MK District taking part. Explorers also managed a 24hr event in place of Gilwell 24.

I have been really impressed with the use of social media around the district and as a member of most the group pages it is a delight to keep up to date with all the wonderful things you are doing. Please do0 feel free to share this with the district on our closed Facebook page. Ideas sharing is valuable and gives more Young People the chance to take part.

I am looking to have a media rep in each group and will be contacting GSLs shortly regarding this. This person will be a point of contact for me to go to and provide updates on media and to get update on how the group is doing from a media perspective.

Please can I ask you to encourage the positive use of social media internally and externally. Our social media is like a shop window lets show all the wonderful things we do to the outside world. Let us shout about how wonderful MK Scouting is and be proud of what we do daily.

I am always keen to know about positive media and will support in any way I can to raise the awareness. Please do continue to send me positive news articles and let us grow our media presence together. Do let me know if you have any upcoming events that you would like me to attend and I can do the photography and media articles for you.

THE QUARRIES SCOUT ACTIVE SUPPORT UNIT

At the start of the first lockdown, the doors were closed, water turned off and the crew walked out of the gate and locked up. When they felt they were able to return, it was to a different site, nature had taken over. It also gave the opportunity to think of how we as a crew could as a unit be part of the District, only one person has an appointment at the Quarries, others in Groups, District or was a member of the District Scout Active Support Unit.

So, in late December 2020 the crew were asked whether they wanted to be a Scout Active Support Unit and each member received a document outlining what was proposed.

At the District Executive Meeting on the 24[th] January 2021, I presented a proposal to the Executive on the formation of The Quarries Scout Active Support Unit and a draft Service Agreement and this was accepted and signed off.

On the 15[th] March 2021 the site crew became The Quarries Scout Active Support Unit, it comprises of 11 site crew members, the Bookings Administrator for the site, ADC (Activities), and the Treasurer for the campsite. We will wear a half white and green necker (the District colours) and have the Quarries campsite badge on the back.

To say that through lockdown the team have worked extremely hard is an understatement, the District should be proud of what they have done for their campsite, we hope shortly to be able to open the doors to campers and for our activities to start up again (permits permitting).

Thank you team, its been hard work sometimes but we have lunch together (socially distancing) and tea at 4 pm!! Anyone else want to join us?

Pat Pankhurst – Manager – The Quarries Active Support Unit

MILTON KEYNES GANG SHOW

This has been an incredibly challenging year for Gang Show as rehearsing online really is not practical. Persevering with the delay in singing and not being able to rehears sketches whilst battling connection issues is just a few of the challenges we faced weekly.

As you will be aware we had to take the extremely difficult decision to cancel our 2020 and 2021 show due to the pandemic and this hit the cast hard.

The resilience of our cast and crew has been exceptional and they have really taken this in their stride to remain positive and know that better times are on the horizon.

We are working very closely with the Chrysalis Theatre to make this our home for both rehearsals and show. This will be a great move for us as a show and to be able to rehearse in our show venue will be worth its weight in gold.

Our cast are working towards a show in 2022 which more information will be published closer to the time.

We are always welcoming new cast members to come along and see what we do and would encourage you to share this with your young people. This is something that is a new skill and goes towards their badge work plus it is great fun.

We are really looking forward to trading the boards again and sharing the talent of MK with you. Our plan is too possible hold a review show at the end of October 2021. We feel that this will give us the opportunity to show case what Gang Show is and allow Young People to see what we do.

Lastly in 2020 we would have celebrated our 30[th] show and we have distributed badges to all members. This badge can be worn as an occasional badge on uniform.

DAMBOREE ACTIVE SUPPORT UNIT

2020 into 2021 was a tough year for Damboree, with lockdown coming just as we were ramping up for the 2020 camping year. The bulk order of badges to keep prices low burned us a little as we now had a large stock of badge that we were not sure would ever be used.

We have managed to raise £600 for the Scout Association Hardship fund through sales of 2020 badge sets, which was gratefully received by HQ. This money will be used to support Groups across the UK that will struggle with funding during the extended lockdown.

Our hope is that we’re able to return to camping sometime in 2021, however we have considered that 2021 will also be a washout as far as #EveryoneInTents.

Our reserves remain healthy for this year ahead.

Spearhead Technical Active Support Unit

Spearhead exists to manage and support the technology that supports Milton Keynes Scouts. This year we’ve upgraded our helpdesk, revamped our webhosting, and changed our Office365 to enable us to offer young people accounts so they can access online scouting through Teams without having to share their email address with anyone.

We continue to innovate our IT and web services to support our Groups and District teams, and have been busy behind the scenes whilst the pandemic has affected other aspects of Scouting, such as camping.

Future projects include learning management system, improved waiting list management, re-vamped shop offering with click and collect service, and other projects that the District Commissioner decides as we go along.

TRUSTEES’ ANNUAL REPORT

Structure, Governance and Management

The District is a trust established under its rules which are common to all Districts. The governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the bye laws of the Association and the policy, organisation and rules of The Scout Association.

Trustees are appointed in accordance with the policy, organisation and rules of The Scout Association.

The Milton Keynes District Scout Council includes the following groups :

  1. Milton Keynes District Explorer Scouts

  2. The Quarries Scout Camp Site

  3. Milton Keynes Gang Show

Additionally, funds are held on behalf of the Damboree Active Support Unit – a national initiative to promote camping.

The trustees have identified the major risks to which they believe the charity is exposed. They have established systems to mitigate these, hold regular liaison meetings and are continually monitoring the individual finances of each group.

Objectives and Activities

To promote and support successful scouting throughout the Milton Keynes District. In planning activities for the year, the trustees have regard to the guidance issued by the Charity Commission with regard to public benefit. There are five different groups covering ages 6 to 25 and all young people are welcome to join regardless of personal background, faith or personal circumstances. Members benefit greatly in developing their self-confidence and social skills as well as learning new practical and life skills.

Achievements and performance

The charity continues to collect and administer subscriptions from the Scout Groups within its District. Support has been provided to both the uniformed and executive teams within the Scout Groups. The closure of the Quarries has enabled much needed works to take place.

Financial review

At the end of the year total bank and cash funds amounted to £209,415.

Reserves policy

The District’s policy on reserves is to hold sufficient resources to continue the charitable activities of the District should income fall short.

The District Executive Committee considers that the District should hold a sum equivalent to 10 months running costs, circa £80,000.

In addition, the District Executive Committee continues to build a fund for the future replacement of buildings at The Quarries Scout Campsite.

Investment policy

The District has adopted a low risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks or building societies or The Scout Association’s Short Term Investment Service.
