EMERGENCY RESPONSES
Years of internal conflict and extreme natural disasters, particularly drought,
have shaped Afghanistan'sturbulenl history Despite these
war-torn conditions, the people of this nation continue to suffer from extreme
poverty. Due to economic crises, Afghanistan is in desperate need of hurnanitarian
assistance, as the effects of years of war, ongoing instability, and natural
disastershave placedthe countryin a precariousposition.

undertaken several initiatives..

lofendoff the bittercold.

rnalnulrition and deaths among the most vulnerable. Women and children are especially at risk, with
womentypicallypriDrilizingtheirfaThilies'needsabovelheirowfi.
In the wake of the devastating earthquake that struck Herat. Afghanistan. many
families were left horneless, their lives shattered in an instant. Entire communities
were reduced lo rubble,with families struggling to survive amidstthe destruction.The
tragedy left thousands of people without shelter, forced to endure harsh weather
conditions and the uncertaintyof howthey would rebuild their lives.

delivered vital assistance, including warm clothes, stove& blankets,wood, essentialwarm clothing and

Recognizing the urgent need for safe housing, Qamar Foundation stepped forward to
provide life-saving support through its Horne Rebuilding Initiative. With compassion
and swift action, Qamar Foundation has begun the process of constructing 27 new
homes for the victims of the Herat earthquake. offering 8 beacon of hope to families
who lost everything.

BUILDING HOMES, RESTORING HOPE FOR
ORPHANS, DISABLED, AND NEEDY FAMILIES
QURBANI (ZABIHA) PROGRAM
Each year, Qamar Foundation implements its Qurbani program, distributing meat
packs during Eid ul-Adha. In Islam, the Muslim community is obligated to donate
money so that livestock can be slaughtered, cut, and packaged. On behalf of donors,
these packets are distributed lo itnpoverished families ill sotne of the Poorest areas,
ensuringlhatfamilieswho normally have little or nofood can enjoya nulrilious meal.

Kabuland other provincesof Afghanistan
Qarnar FoundaliDn is proud to announce its life-changing initialive to build 65 humes
for orphans, disabled individuals, and needyfarnilies across Afghanistan. In a country
where poverty and hardship have left many vulnerable, especially those without
family 5UPPOrt or physical abililyto sustainthemselve5, the need forsecure housing is
more criticalthan ever.
For many orphans and disabled illdividuals, the lack of a stable home cotnpounds their
daily struggles, making survival even rnore difficult. Families facing extrerne poverty,
with little to Tho income, often endure unsafe living conditlDns. further deepening their
vulnerability. Without the comfort of a home, they are exposed to harsh weather,
insecurity, and the psychologicaltollof uncertainty.
Qamar Foundation¥ housing initiative seeks lo restore dignity and hope by providing
safe,warm, and secure hornesforthese deserving individuals.
Each home Is more than just a shelter-il is a foundation for a better future, where
children can grow UP Wlth stability, and families can start rebuilding their lives with

A LIFELINE FOR POOR FAMILIES
IN AFGHANISTAN
SEASONAL AID
RAMAOAN IFTAR MEALS
For countless Afghan families, the struggle for daily survival overshadows the joy and
spiritual significance of Ramadan. With widespread poverty. food insecurity, and the
ongoing impact of years of conflict, many are left wondering how they will feed their
families, let alonecelebratethis blessed month.
For millions. acquiring sufficient food is a daily struggle, with parents facing the painfvl
reality of being unable to provide their children with a meal to start and break their fast.
With resource depletion. food availability. and financial resources are even harderlo come
by for our already-vulnerable communities. Based on our experience working on the
ground in different parts of Afghanistan for rnany years, this past year was particularly
challenging for poorfamilies.
With more than half of the population living below the poverty line and people still in dire
need. Qamar Foundation provided aid in combating Afghan hunger by distributing warrn,
cooked rneaisto families in need, ensuringtheycould have a hot. nutritious Iftar meal.
Through ourwarm Iftar Meals program. we helped alleviate food insecurity in remote areas
throughout Afghanistan. providing more than 3QOOO + lftar-CDoked meals. With the
generous support of our donors, we reached vulnerable groups and cornrnunitiesthal have
suffered from natural disasters or poverty, adversely affecting their food and nutrition
security.
Afghanistan continues lo face some of the highest levels of poverty in the world. After
decades of conflict, llatural disasters such as floods and earthquakes, and econornic
instability, rnillions of families find thernselves trapped in a cycle of poverty. Over 40%
of the population lives below the poverty line. and food insecurity is rampant.
particularly in rural areas where access to resources is limited. Many families do not
have enoughfood to breaktheir fast at Iftar orto sustain themselves during Suhoor.
In response to this dire situation, Qarnar Foundation has launched the Ramadan Food
Packlnitiative to provide much-needed relief to poorfamilies across Afghanistan. Each
food pack is carefully designed to offer essential items that will sustain a family
throughout the month Df Ramadan. These packs include rice, flour, cookillg Dil, lentils,
dates, and other staples, allowing families to observe Rarnadan with dignity and
without the constantworryof wheretheir next rneal willcorne from.
For just a small contribution. you can ensure that a family in Afghanistan has enough
food to break their fast and share in the blessings of Rarnadan. Each pack is not just a
donation: il is an expression of solidarity, cornpassion, and hope for those who are
enduring unimaginable hardship.

We have audited the financial slalemenls of Qamar Foundation for the year ended 31 December 2023
which comprise the Slalement of Financial Activities, the Balance Sheet, Cash Flow Slalement and
notes to the financial statements, including significant accounting policies. The financial ieporting
framework that has been applied in their preparation is applicable law and United Kingdom Accounting
Standards including FRS 102. The Financial Reporting Standard applicable in the UK and the
Republic of Ireland (UK Kingdom Generally Accepted Accounting Practice).

11 was nol clear whether certain donations shown as income and some expenditure on charitable
activities were restricted or unrestricted in their nature.

We conducted our audit in accordancè with International Standards on Auditing IUKI (ISAS (UKII and
applicable law. Our responsibilities under those Standards are further described in the Auditols
responsibilities for the audit of the financial slalements section of our report. We are independent of the
Charity in accordance with the ethical requifemenls that are relevant lo our audit of financial statements
in the UK, including the FRC'S Ethical Standard and we have fulfilled our other ethical resF)onsibilities in
accordanGe with these requirements. We believe that the audit evidence we have obtained is sufficient
and appropriate to provide a basis of our qualified opinion.

In auditing the financial slatements. we have concluded that the trustees use of the going Concem basis

Based on the work we have performed, we have nol identified any material uncertainties relating to
events or conditions that, individually or collectively. may cast significant doubt on the entity's ability to
continue as a going concem for a period of at least 12 months from when the financial statements are
authorised for issue.
Our responsibilities and the responsibililies of Ihe trustees with respect lo going concern are described
in the relevant sections of this report.

The other informatton comprises the infomalion included in Ihe annual report, including the trustees.
report, other than the financial statements and our auditor's report thereon. The trustees are responsible
for the other information contsined within the annual report. Our opinion on the financial statements
does not cover the other information and, except lo the extent otherwise explicitly slaled in our report,
we do not express any form of assurance Gon¢lusion thereon.
Our responsibility is lo read the other information and. in doing so. consider whether the other information
is materially, inconsislenl with the financial statements or our knowledge oblained in the course of the
audit, or otherwise appears to be materially misstated. If we identify such material this gives rise lo a
material misslalemenl in the financial statements themselves. If, based on the work we have performed.
we conclude that there is a material misstatement ol Ihis other information, we are required lo report
that fact.
Although the Trustees Report provides a comprehensive review of the work carried out by the charity in
the year, there are a number of omissions in reporting so the report does not comply with the SORP
on disclosure of all key facts.

are responsible for the preparation of the financial statemenls and for being satisfied that they give
a true and fair view, and for such internal control as the Iruslees determine is necessary lo enable
the preparation of financial slalemenls that are free fr¢Jm material misstatement, whether due to
fraud or error.
In preparing the financial stalemenls, the trustees are responsible for assessing the charitys abilty to
to continue as a going concern, disclosing. as applicable, matters related lo going concern and using
the going concern basis of accounting unless the trustees intend to cease the operations or have no
realistic altemalive but lo do so.

Our objectives are to obtain reasonable assurance about whether the financial statements as a whole
are free from malerial misstatemenl, whether due lo fraud or error, and to issue an audilorfs report
that includes our opinion. Reasonable assurance is a high level of assurance, bul is not a guarantee

Misslalemenls Can arise from fraud or error and are considered material if. individually or in the
aggregate, they could reasonably be expected to influence the economic decisions of users taken on
the basis of these financial slalemenls.
Irregularities. including fraud, are instances of non4ompliance with laws and regulations. We design
procedures in line with our responsibilities, outlined above, to detect material misstatemenls in respect of
irregularities, including fraud. The extent lo which our procedures are capable of detecting irregularities,
including fraud is detailed below..
We identified areas of laws and regulations that could reasonably be expected to have a material effect on
the financial slalemenls from our sector experience through discussion with the Officers and other
management las required by auditing standards).
We had regard to laws and regulations in areas that directly affecl the financial statements including
financial reporting and taxation legislation. We considered that extent of compliance with those laws and
regulations as part of our proGedures on the related financial slalement items.

1 Accountlng poli¢ies
Basis of accounting
The financial statements of the charitable Olganisation, which is a public benefit er¢lity under FRS 102,
have been prepared in accordance with the Charities SORP IFRS 1021 'Accounling and Reporting by
Charities.. Statement of Recommended Practice applicable lo charities preparing their accounts in
accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland
(FRS 1021 {effeclive l January 20191,, Financial Reporting Standard 102 ' The Financial Reporting
Standard applicable in the UK and Republic of Ireland, and the Charities Act 2011.
The financial statements have been prepared under the historical cost convention.
Assets and liabilities are initially recognised al cost or transaction values unless otherwise slated in
the relevant accounting policy nole
The financial slalements are prepared in steding which is the functional cUr￿nCY of the charity.
Monetary amounts in these financial statements are rounded lo the nearest £1.
Going Concem
The tnjstees have a reasonable expectation that the ¢harity has adequate resources to continue
in operational existen￿ for the foreseeable future at the lime of approving the financial slatemenls.
Thus the Iruslees continue lo adopt the going concem basis of accounting in preparing the financial
statements.
Turnover
Tumover rep￿SentS all income to the charity. the majority of which is donations.
Incomg
All incoming resources are included on the Statement of Financial Activities when the charity is
legally entitled to the income and the amount ¢an be quantified with reasonable accuracy.
Expenditure
Expenditure is accounted for on an accruals basis and has been classified under headings that
aggregate all costs related lo the category. Where costs cannot be directly attributed lo particular
headings they have been allocated lo aclivitses on a basis consislenl with the use of resources.

Creditors
Creditors are recognised where the charity has a present obligation resulting from a past event
that will probably result in the transfer of funds to a third paty and the amount due lo settle the
obligation can be measured or estimated reliably. Creditors are normally recognised al Iheir
settlement amount after allowing for any trade discounts.
Taxation
The charity is exempt from ￿rporation lax on its charitable aclivilies.
Value added tax is not recoverable by the charty and as such is included in the relevant costs in
Ihe statement of financial activities.
Criti¢al accounting estimates and judgement
Estimates and judgements are continually evaluated and are based on historical experience and
other factors, including expectations of future events that are believed to be reasonable under the
Circumstan￿$. The charity makes estimates and assumptions concerning the future.
The resulting accounting eslimales and assumptions will, by definition, seldom equal the related
actual results.
Fund accounting
Unreslricled general funds Gan be used in accordance with the charitable objectives al Ihe
discretion of the trustees.
Restricted funds can be only be used for particular restricted purposes within the objects of the
charity. Restrictions arise when specified by the donor or when funds are raised for particular
restricted purposes.

saving food. water, medical care, and emergency shelter to those in
desperate need.

Enabling families in poverty lo share in the blessings of Eid by
providing them with fresh meal from the Haji sacrifice.
Sadaqah
Offering urgent financial assistance to struggling individuals and
families, ensuring they can access basic necessities such as food.
medicine, and housing
Shelter RelieflHousing
Rebuilding homes for earthquake vi¢tims and families displaced by
disasters. ensuring they have a safe and dignified place lo live

Providing essential food supplies to families facing extreme poverty,
ensuring they do not go hungry.
Ramadan Food Pack
Supporting families durin9 Ramadan by delivering food packs that
sustain them throughout the holy month
Ramadan Iftar
Distributing hot meals at Iftar so that Muslims observing fasting can
break their fast with dignity and nourishment.
Winter Appeal
Providing blankets, warm clothing. healers, and food lo help families
survive the harsh winter months. especially those in cold and
