Cooper Lane is the campsite operated by Southern Norwich. The site consists of 3.7 acres of woodland and glades adjacent to the River Yare. It is maintained by a small group of volunteers and is only half an hour on foot from the centre of Norwich. The site is rented on a long term lease from Norwich City Council.
Major development work has taken place over the last two years to improve the site and construct facilities such as toilets, showers and a washing area. This work was paid for during the 2021/22 financial year. The majority of the development costs were covered by grants and donations received in the last two years.
The District intends to open up the site for wider use by Southern Norwich, other Districts as well as Scouts from further afield in the near future.

Treasurer’s Summary

The accounts for 2022/23 show a deficit for the year. The deficit arising is largely due to exceptional expenditure incurred during the year, namely World Scout Jamboree grants paid and development work at the District campsite which was not fully covered by grants and donations received. On 5[th] April 2023 the District had available funds of £38,574.25.

Specific amounts have been ringfenced towards individual projects and funds. Full details can be found in the notes included on page 5.

The accounts have been independently checked and examined by P J Weeks, County Treasurer and Trustee for Norfolk Scouts.

2022/23 Membership Fees

The full amount owed had been paid over to County by 05/04/2023. All amounts were received from the groups within the District with two exceptions:
-
Brooke and Poringland Scout Group underpaid their membership fees by £53. This amount remains unpaid.

The 29[th] Norwich was unable to pay their fees due to financial difficulties therefore the District agreed to waive the District fee. Special thanks should be made to the 33[rd] Norwich who, as part of their ongoing support, agreed to pay the National and County fees for the group. This was received shortly after the year end.

Restricted Funds
-
Cooper Lane – income relating to Cooper Lane campsite is restricted to cover the ongoing costs associated with running the site, including rent, rates and general maintenance.

Loddon – the group based at Loddon shut down during the year and its funds were transferred to the District. These funds have been ringfenced for a period of two years in case it becomes possible to reopen the group.

World Scout Jamboree – the District received a £10,000 grant during the year to benefit the participants attending the WSJ in the summer of 2023. Various WSJ expenses have been incurred and previously agreed grants have been paid by the District during the year.

Hardship Fund – the executive committee budgeted and agreed to set aside some funds each year to be placed into a hardship fund. For 2022/23 this amount was £650.
