FE8S was founded on 1st January 1964 and is a Federation of biochemisty and molecular biology societs'es. In
2023, its Constituent Sweltes spanned 39 countries in Europe and neighbouring regions and included 35
Member Societies and 4 Asscoate Member Societies. The Constituent &Kieties of the Federation in 2023 are
given in Appendix 1. and their membership numbers in Appendix 2 {lotalling 23,822 individual members in
20231.12 societies- Ru$$ia and Belaru$- had their MeMbe￿hIP of FEBS suspended following a CtyJncil vote in
2022 and they ¢urrenty remain suspended.)
FEBS is governed by a Courril coff4)osed of one delegate from each of the Constituent Societies as well as the
members of the ExecutNe Committee. FEBS Council meets once a year at the annual FEBS Congress. The
Council elects members of the FEBS Execulwe Committee for three-year terms {excepl the Chair and.Vice-
Chair positions). as well as ordinary members of the FEBS Committees and Working Groups Idele9aled specthc
areas of FEBS workl for four-year tenn5, in a secret ballot. The Vi¢e£hair of the Executive Committee, who
after one year becomes Chair. is appointed by the So¢bety I￿$￿"n9 the annual Congress and Council Meeting in
the previous year.
Subject to the Counal. the administration of the Federation is vested in the FEBS Exe¢utNe Committee (the
'FEBS Officers'l. The Executive Committee cnnsists of the Chairperson, the Vi¢e£hairperson, the FEBS
Secretary General, the FEBS Treasurer. the FEBS Congress Counsellor, and the FEBS Committee and Working
Group Chairpersons. With Ihe exception of COwOPted Acting chairy￿r$OnS le.g. following resignations prior lo
Council elections). FEBS offi￿lS are the FEBS charity Trustees and Company Directors responsible for the
actions of FEBS. The names of the members of the Executive Committee and the names of members of other
Committees and Working Groups in 2023, together dates of appointments and geographical distribution, are
set out in Appendix 3.

FEBS future income faces a less certain fvlure due to oFen access pU￿lshI￿9. uncertainty al)oul the fvture of
academic publishing models and reduced incorTE from our publishing agreewent. as well a5 due to the current

FEBS owns four joumals for the publicatson of research papers, reviews and discussion in the molecular life
sciences.. The FE8S Joumal. FEBS Letters. Molecular Oncology and FEBS Open Bio. They are published on
behalf of FEBS by Wiley and aim to provide highquality peer revi&¥, fast putAicalion, and a variety of enhanced
features for both authors and readers. The joumals provide rrb)st of the income to fund FEBS. othei acb"vities.

Ne￿ork in 2023 was overseen by the FEBS Netsnrk Committee. comprising scientists delegated from other
FEBS Committees or elecled. and chaired by Prof. Xavier Coumoul. Wiley had offered collaborab.on lo develop a

The report from the 2023 Chairnan of the Fellowships Comm￿ee. Prof. Alain Krol, provides infomialion on the
range of applications recÈNed for the variou5 ￿tegOrieS of Fellowships. Following the final eall for Long-Term
Fellowships in 2020 (when 77 ap￿icatiOnS were receNed}. 6 new Fellowships were awarded and were taken up
frorn January 2021. the totsl in post duriThJ 2023 was 3 (Append￿ 4) and the LTF'S final year in post ts 2024.
43 eligible Short-temi Fellowships ISTFS) applutions were received in 2023 and 24 were awarded. These funds
enable aelive young scienlisl$ to work for up to or three months in laboratories in another FEBS country. In
2023, 42 eligible Summer Fellowship applIcat￿nS were received and 11 were awarded to promising
MasterslPhD sbJdenls to prOV￿e a laboratory exFerience. 2 Collaborative Experimental Scholarship {CDSI
applications were received in 2023 and both We￿ awarded., the aim of the CDS is lo provide Pho students and
young scientists from HINARI IResearch4Lifel countries wth travd and daity allowance so thal they can carry
out experiments which woukj be Imp￿ble in their countrtes.
FEBS Excellence Award
The first call for this new program was made in June 2021. This •*ard is intended for earlyacareer scientists who
have been estsblished in a salarièd ¢aparyty in a host institutson of a FEBS Constituent Society as a Principal
Investigator IP1} for at least one year. The Award is endowed a É100.000 grant for 3 years to be used
exciusively for purchasing consumablelequipmenL In 2023. 40 elHJible applicatsons were received and 10 were
awarded.
Ukrainian Short-Tenn Fellowshlps (USTS): these were intrcKlu¢ed in spring 2022 to help scients'sts in or
displaced from Ukraine. They suppjrt visits to a host laboratory for up to 4 months. The de¢i5ion ft)r acceptance
is given rapidly - uyjally wthin 3 weeks of apptying. 3 USTS were awarded in 2023. all of them for a 4-month
period.
Advanc•d Cour••s
16 courses events took place in 202317 Advanced Lecture Courses. 1 joint FEB&EMBO Lecture Course, 2
Practical Courses, 1 combined Prxtical and Lecture Course. 2 Speu81 Meetings and 3 Workshops} with
Jntinued EMBO and IUBMB support FEBS Advanced Courses proV￿e research updates and teaching from
scientific leaders in a partj'cular field and are particularfy valuable for early-career researchers. Interaction of
participants with eXP￿ts and peers is facilitated through a variety of session fom)ats.
In 2023. grants lo course organisers tolalled approximately É335,904. Furthemore. Youth Travel Fund grants
(YTFI. which in 2023 total￿d Q3,288, were gNen to support partru"pab"on in Advanced Courses to 96 young
members of FEBS Conslituenl Scaelies from outside the host county {81 YfFs were given in 20221. In
addition. 12 IUBMB-transconts"nental YTFS supported the parb"cipats"on of students OUts￿e FEBS area.
A collal)oralion conb'nued be￿een FEBS Advanced Courses Committee and FEBS Letters, which was
initiated in 2019. Organisers are encouraged to parbcipate in provhling hKJh-quality material in the fonn of a
Special Issue or a Virtual Issue in order to provMJe the course organizers wth the opportunity to gain broad
visibilty of their work in a wel￿r*￿ted joumal.
The 471h FEBS cOngr￿S
The annual FE8S Congress is overseen by the FEBS Congress Counsenor {who, in 2023. was Prof. Piotr
Laidlerl, jointly wth the Secretary General {who. in 2023, was Prof. Miguel A De la Rosa}. The 47th FEBS
Congress, with the title Togelherin bIosc￿nce fora betterlulure, took place from 8th to 12th July 2023 in Tours,
France and was hosted by the F￿nch ScKiety for Bio¢hemisty and Mole¢ular Biolcgy {SF8BM}. The Congre$$
bhl was accepted in a vole by the FEBS Council at their meeting in 2022, as an artemative location following the
cancellation {for reasons ouuined in FEBS 2022 Annual Report) ofthe hxatbon of MosTh. Russia.
Despite the shorter tiMeSca￿S for organising the Congress in a new Iccation of Tours, Franee, the Congress
attracted 1,076 parbcipants from 65 countries and the event featured an attractive scientific program comprising

plenary lectures and poster sessions, there were 21 symposia topics and special sessions including FEBS Press
Meet the Editors. Science in the Street for members of the public. Publication ethics and Education Committee
events. 825 abstracts were acttpted, induding the invrted s￿kerS, abstr￿lS and 652 poster presentations. 60

FEBS continued to provide specffic addibonal funding support for Ukraine saentisls or displaced from Ukraine
who were submittj'ng abstracts to the 2023 Congress {as was offered at the 2022 Congress).
In addition to providing a grant for the organisation of the Cong￿5$. FEBS ¢onbnues to support the partiupation
of young scientists at the event through Congress bursaries and through rts Young S¢ientists' Forum awards
{usualty 100 participants. including the organiwng committee). FEBS provides support with redU￿d registration
fees for FE8S members of Hinari {Resear¢h4Lifel countries in the FEBS area called the Sprinzl Scheme.
Congress Management and Development and future Congresse5

FEBS continues to take out a cancellats'on insurance pJli¢y for each Congress and, although event insurance
cover has changed because of the COVID-19 pandemic. FEBS takes out this insurance policy. as an example of
FEBS, responsibilittes as a charity to manage risk and effectively delrver its aims, along y￿h the ¢ontra¢ts
in place with the ProfesS￿rtaI Congress Organiser {PCOI and Host Society.
Young Scientists. Fowm (YSF)
The Chairperson of the Careers of Young Soentists Committee. Prof. Irene Dlaz-moreno. and an organising
committee of young scientists organise the YSF. The 22nd YSF took place in Tours. France 6th- 8th July 2023.
298 applications were received from 40 countries. 97 pre-and posl-docloral young scientssts from FEBS member
soaeties. representing 31 FEBS member so(xty countrbes, attended the event, supported by grants from FEBS
and 2 places supported by the Biochemical Society IUKI. The program consisted of an Opening Lecture and 2
Keynote Lectures, 6 YSF Career Speakers, across 2 sessions on 'Career Skills., 10 selected Oral
Communication talks across 2 sessions as well as s(Kial activrties. YSF part￿1pants also attend the Congre$5,
uring whieh the YSF Bridge event was hdd. This event was organised by the Chairperson and an intemational
organising committee of young suents'sts.
ENABLE
As agreed in 2021. for the event organisation, FEBS and IUBMB work wilh the ENABLE core partner European
inslitule. appointed following an open ¢all for bids and who acts as the host and take responsibility for the
Symposium ea¢h year, and this agreement wns from 2022 to 2025. There will also be a Scientific Organising
Committee and Local Organising Commfftee for each event. The FEBS4UBMB-ENABLE Symposium was held
wi Europe in 2022 and 2023. will be held outside Europe in 2024 and be held in Europe again in 2025. Travel
grant supFort will be provided to young saenb"sts.
The FEBS-IUBMB-ENABLE 2023 conference. with the title'Tr en￿rgIng tha1￿nge- environmental impacts on
human health,. was hosted by the University of Cok¥3ne in Germany. on 2>25 November 2023. 240 young
sear¢hers participated from 32 countries wlhin and outside of the EU. The ujnference included a scientific
sympjsium, workshops on personal and profes￿Onal development. outreach acb'vities for the general public and
a dedicated career day and job fair. 13 SFX)nsors supported this inth'ative and their contribUt￿n allowed support to
be given for a totsl of 62 travel grants.

FEBS 3+ Meetings and FEBS Notional Lectures
FEBS supports scientific events of rts Constituent Societies through the FEBS3+ meetings program and the
FEBS National Lecture scheme, overseen by the FEBS Congress Counsellor (Prof. Piotr Laidler in 2023). The

FEBS Constituent Societies. FEBS approved an applicats'on for the FEBS3+ meeting KXVII Biochemisty
Congress 2023 hosted by the Slovak Sooety for Biochemisty and Molecular Biology and held in the High Tatras,
Slovakia in ¢onjun¢tion with the sooetse$ CSBMB Iczech Republic}, MBKE (Hungary} and UBS Iukfainel. This
meeting featU￿d 3 ￿enary speakers. 66 regular session lectures. 93 wsters and 227 parti¢ipants. FEBS
support consists of E10.000 lo the host society for general meeting ￿ganISatIon and É10.000 to support the
attendance of young scientists from the other part￿"patr"￿ societies.
In 2023, FE8S supported 7 FEBS Natit>nal Le¢iures. by funding the attendance of key speakers from a different
FEBS county invited by a FEBS Constituent s￿ety to their national meeb'ng through FEBS Natsonal Lecture
Awards. The seven FEBS Nath)nal Lectures were awarded to national society meetings of the member societies
of 8osnia and Herzegovina, Itaty, Poland. ROM￿￿, Sloven￿. Spain and Tlirkrye.

The overall objective of FEBS is to contribute lo and promte the advancement of research and education for the
public benefit in the molecular life sciences and related disciplines. Policies for key grant5 awarded by FEBS to
achieve these goals a￿ oulined below.
Fellowshlps
As part of our commitment to young scientists under the FE8S Fell¢)wship program set up in 1978. and to further
research in the molecular life sciences. we offer Short-Temi Fellowships to members of Constituent Societies,
as well as Summer Fellowships to promising MasterslPhD students. The new FEBS Excellence Award program
was launched in 2021. It is intended for eatyvcareer saentssts vtho have Pls in their Host Insts"tulion for al
least one year and are in a salaried capacity. As part of our Fellowships program, we also offer scholarships
designed exclusively for members of our Consb"tuent Societies based in FEBS countnes with HINARI
IResearch4Lifel status. Our Fellowships are intended to allow members of our Constituent Societses working in a
FEBS country lo work in a laboratory in another FEBS country.
Eligibility criteria for FE8S Fdlowships are set out in detailed guidelines on the FEBS website. The inits'al
appli¢alions for Fellowships are assessed on merit by the FEBS Felk)wships Committee. Within three months of
mplelion of all Fellowships. awardees are required to prepare a final report on the work caffied out during the
tenure of the Fellowship. Similarfy, Excellence Awardees are asked to provide both a scientific and a financsal
report lo be eligible for the 2nd and 3rd instalments.
Grants for organising FEBS Adv•n¢•d Courses
Grants for organising FEBS Advan¢ed Courses (including lecture courses. workshops, pra¢tr'¢al Courses and
special meetings) are awarded to senior xienb.sts by the FEBS Advanced Courses Committee on a ¢ompetitive
basis. Reports (including s¢ienbfi¢ and financial) from the organisers are reqUI￿d wrthin 3 months after the

FINANCIAL REVIEW
Journal Income and costs
Total income from royalties in 2023 (￿.45m) was 3.9% higher than the royalty income in 2022 1É7.17M}. The
total costs for the four FEBS p)urnals, FEBS Joumal, FEBS Letters, FEBS Open Bio and Molecular Oncobgy
remained the same in 2023 as 2022. These costs include the direct costs of employees working on the joumals
and editors, payments.
Distribution of •xpenditur¢ on FEBS activities
In 2023, Fellowships remained by far the highest area of charrtable FEBS spending É1,038,476 1É894,000 in
20221 then Advanced Courses, course grants and YfFs totalling 4353,425." {45C6,000 in 20221. Prizes and
awards for excellence in molecular life saences totslled 435.000 (439,000 in 20221, and funding of lecturers
for meetings wthin and outside of Europe totalled 432.000 I-S4,000 in 20221, including one FEBS 3+
meeting. Several other areas of FEBS work- induding education workshops. science and society sessions, and
'inle9ralion' initiatives-were undertaken for ￿134.(￿)0 l-Q8.000 in 2022} in total.
Govern*nc¢ and support ¢osts
The senior seientisls who serve as FEBS Officers and members of FEBS committees all work pro bono, and the
holders of key positions in the FEBS ExecLttive Committee generously devote considerable time and energy to
FEBS activities. There are a small number of support personnel working in the FEBS Central Administration
Office dealing wth central administratr.on and communica*"ons. the FEBS Treasury Office dealing Wlth financial
matters, and those working wth the Fdh)wships and Advaneed Courses Committee Chairs to support their work
and those of the committees.
The total governance costs - i￿luding tre expenses assoaated hbgher-level commfftees {Council. Executive
and Finance) within FEBS. Central Administrabon Offi¢e, The Treasury office and Secretsry General expenses.

Investment perforniance
In 2023 after an in41eplh review of its investrnent portfolio. the Finance Committee of FEBS held a tender for the
management of its portfolios. The tender was conducted by the Finance Committee, plus the Ex-chair of the
Advanced Courses Committee, with the assistan￿ of an independent investment c(Jnsultant. As a resull of the
tender, neafty É30 million of the portfolio was moved from JPM to Cazenove by the end of 2023.
For the ￿efve months lo the 31 December 2023 the investrnent portfolios held by FEBS. investrnent managers
achieved a relum of +9.4°A1-11% in 2022).

Reduction of income due to changes in journal publishing
In addition to directly fulfilling one of the charitable objecuves of FEBS, our journals have provKled a source of
income lo fund FE8S' other chaiitable work There is a risk of reduction in income due to the loss of traditional
joumal subscriptsons as publishing moves to new open-aecess models, driven by lunder mandates for open
access publication. The transformational dears negotiated ty our publishing partner, Wiley, are aimed at
protects.ng joumal income as library conlracts move from sUbscript￿nS to open acce$$ publishing models.
Nevertheless. sorrE attn.tion of tradth.onal sub5CTipti¢)n income is expe¢ted due lo library budget culs and Ihe
increased proportion of open access content joumals.
FEBS is addressing these concems by {1) its wlicy on reserves (see below) so that future income can be
derived from investments and {21 ts negotiated long4enn contra¢t wth a commercial publisher which, in turn, is
negotiab.ng deals wth libiary and funding consorb"a that combine open access publication rights with traditional
'reading access lo the FEBS Press joumal. The FEBS Publicat￿n5 Committee has made strategic planning on
how joumals adapt best to new publishing requirements.

On occasion the Finance Committee may seek further approval from the Executive Committee on significant

include regular internal and extemal overS￿ht and checks. Controls and procedures are appropriate for the

PLANS FOR THE FUTURE
Reserves policy
The total value of fvnds hekl by FEBS at 31 December 2023 was É99.2M (E89.3M in 20221. None of the fvnds
were restn.cted funds or unavailable for the general purposes of the charity at the end of the reports.ng period and
no materia arrthnts have been designated or are othepmse committed as al the end of the reporting period.
AS at year end 2023, approximately 81% could be realised in fewer than 3 days, 10% in investments that may be
realised in 10 years and the rest had varying timescales. up to 6 months, in which the assets may be realised.
The investments in private equtty and infrastructure are illiquid over a short timescale. These investments will be
held by JPM for up lo 10 years and up to 8% of the totsl investment portfolios will be held in private equity and
5% in infrastructure.

The Treasurer of FEBS, regulady revws the perfomiance of FEBS investments during the year. Significant
changes in investments and the trealmenl of funds are discussed and approved by the FEBS Finance
Cornmittee and where appropriate, are submilled for fvrther approval from Ihe FEBS Executsve Committee.
The FEBS, reserves policy alocates É4M for one yeaf $ essential fijnding this 1$ held in ¢a5h at the bank.
The FEBS Trustees have approved the enhancement of the investment portfolio to reach a value that may
generate fvnds lo offset potential changes in income due to the new publishing model. The income fnjm the
portfolio in addibon to royaty in¢ome wll ensure that FEBS exists in perpeluty pfovKling funding for the running
of the joumals and its other charitat4e activities.
Impact of COVID-19
In the short lo medium tem COMD-19 did not have an impact on the major sour¢e of FEBS. in¢ome whth is the
royalties from FEBS. j¢Jumals.
FEBS did not incur any additional costs due lo COVID 19 and its day-to-day operations were carried on without a
major impact. No employees of FEBS were fvrloughed and no govemment grants or loans were sought or
received by FEBS in relation to COVID-19. One of FEBS tharitable aims is to support life sciences Ihrough its
events and in 2021 these actNtties were ujrtailed. as they were in 2020. In these cases. the grants that were not
paid were rolled over to fund activities in 2022. As a resu￿. expendilure for 2022 ts higher than 2023. due to the
number of events postponed from 2020 and 2021.
Future commitinents and plang for ¢ther areas of FE8S w¢>rk
We now have firm arrangements for a programme of Annual Congresses until 2026. as these involve substants'al
forward planning. Expenditure on thanc£d Courses up to 2025 and the tosts of annual extensions of FEBS
Ex¢ellen¢e Awards lo up to 3 years for awardees already in post are induded in our budgets.
With regard to fvture activibes, we are also continuing to attempt to forge closer links wth related European and
woddwide organisab.ons that cover ConbgUou￿0VerlaPpIng areas of molecular life sciences le.g. biophysic5,
microbiobo9y. imrnunology, eancer) wth the aim of maximising the use of our impact5 and resources.
Concluding Comments
FEBS has continued lo operate successfulty in pfornoting the advancement of ￿Search and education for the
public benefit in the sciences of biochemisty, molecular biology and related disoplines, and ils cu￿ent strategy
for its long-lerm survival is progressing smoothly and according to plan. By making provisions with its reserves
FE8S will be in a posrtion to provide support to many researche￿ in yws to u)me.

1.1 BASIS OF PREPARATION OF FINANCIAL STATEMENTS
The financial statements have been prepared in accordance vAth the Charities SORP IFRS 1021-
Accounting and Reporb"ng by Charibes". Statement of Recommended Practice applicable to charities
preparing their a¢¢ounts in a￿rdan￿ wrth the Finanoal Reporting Stsndard applicable in the UK
and Republic of Irelan¢J IFRS 1021 leffeetive 1 January 2019), the Financial Reporting Stsndard
applicable in the UK and Republic of Ireland {FRS 102) and the Chanlies Act 2011 and the
Companies Act 2006. Assets and liabil￿eS are inits.alty recognised at histori¢al cost or transaction
value unless otherwse ststed in the rdevant accounts.ng policy.
The Federation of European Biothemical Soo'eties meets the deffinrlion of a public benefft entity as
defined by FRS 102.

1.2 GOING CONCERN
The Trustees have cnnsidered the Companls forecasts and projeclions. After making enquires. the
Truslees have concluded thal there is a reasonable expectation that the Company has adequate
resources to continue in opeTrts"onal e￿stenCe for the foreseeable future. Therefore. these accounts
have been prepared on the png ¢oncem basis.

Income from grants and donations are recognised when the Company has been notified in writing of

deferred and not rewnised until those condit￿n$ are fully met, or the fvlfillment of those conditions
is whdly within the control of the Company and rt is probable that those Condit￿n$ will be fulfilled in
the reporting period.

Governance Costs are those incurred in ct)nne¢tion ¥￿h administration of the Company and

1.5 FOREIGN CURRENCIES
Monetary assets and liabikti'es denominated in foreign currencies a￿ translated into euros at rates of
exchange rulin9 at the feporknng date.
Transaclions in foreign currencies are translated into euros at the rate ruling on the date of the
transaction.
Ex¢honge gains and losses are recognised in the Statement of Finan¢ial Activities.
1.6 TAXATION
The Company is ￿nSIdered to pass the tests set out in Paragraph 1 Schedule 6 of the Finance Act
2010 and therefore it meets the definilion of a charitable company for UK corporation tsx purposes.
Accordingly, the Company is potentsally exempt from taxation in respect of income or ¢aprtal gains
received within categories covered by Chapter 3 Part 11 of the Corporatron Tax Act 2010 or Section
256 of the Taxation of Chargeable Gains Act 1992. to the extent thal such incnme or gains are
applied exdusivety to charitable purF4)ses.
1.7 TANGIBLE FIXED ASSETS AND DEPRECIATION

FEBS seeks to produce the best financial retum wthin an acceptable level of risk. The investments are to
enable FEBS to fund rts activrties in the long4em. The retums on investrnent a￿ to provide funding of
¢harilable aclivits'es and to increase the size of the investry￿nt fund in the next 7- 8 years. The aim is to
increase the size of the investsnent fund to provide.higher incnme in the future to offset any potential
reduction in income from royalt￿5. The inveS￿nt objective is to generate a relum of HICP plus 3.5%,
over the long temi, after expenses. HICP the Harff￿nised Index of Consumer Prices is to be used as a
measure. This Shou￿ albjw FEBS to at least maintain Ihe real value of the assets. whilst funding annual
expenditure over time. FE8S has a target kvel of investrnent that will cover any shortfall from
publi¢ations income. FEBS uses a totsl ￿tUffl investment strategy.
The total net gains on invest￿nts as per the Statement of Financial Activities comprises iealised gains
ofÉ3,270,305 and unrealised 9ains of Q.039,059.
