The lay person previously appointed to oversee the ongoing work of Safeguarding has continued in post. 

All PCC members and key figures, such as musicians, are required to complete the Church of England’s Basic Awareness and Foundation Courses on Safeguarding. 

The Parish maintains its policies in regard to Data Privacy (GDPR), Health and Safety, Conflict of Interest, Safeguarding, Legacies, and Financial Reserves. 

During the closure and re-opening of our Churches during the Covid-19 pandemic the Parochial Church Council has given due consideration to Government and Church of England guidance, and completed and then complied with the requisite risk assessments.

||Promoting in the Ecclesiastical Parish the whole mission of the church.|
||The PCC is committed to enabling as many people as possible to<br>worship at our churches that they may become part of our parish<br>community at St Nicholas with St Barnabas, Weston-super-Mare.<br>The PCC maintains an overview of worship throughout the parish and<br>supports the Rector in discussing suggestions on how our services can<br>involve the many people that live within our parish. Our services and<br>worship put faith into practice through prayer, scripture, music and holy<br>communion.<br>When planning our activities for the year, we have considered the<br>Commission’s guidance on public benefit and, in particular, the<br>supplementary guidance on charities for the advancement of religion. In<br>particular, we try to enable ordinary people to live out their faith as part of<br>our parish community through worship and prayer; learning about the<br>Gospel; and developing their knowledge and trust in Jesus.<br>We provide pastoral care for people living in the parish.  We have<br>appointed a lay person as a pastoral worker.  She is a volunteer.  We<br>need to be seen in the community and be seen to serve it.  One piece of<br>evidence for this is that we have been offering pastoral care to a local<br>resident who is not part of the worshipping community.<br>Our intention is to be inclusive. We see ourselves as open to accepting<br>non-Church members to be part of our worshipping community and our<br>social activities, which provide support for people who are often on their<br>own, such as our Luncheon Club or quiz evenings.<br>Due to ongoing COVID19 and lockdown restrictions at certain times of<br>the year, we have still had to do some services by zoom, but this has<br>enabled us to reach out beyond our usual members as we upload<br>everything to Facebook and the Church website.  This has enabled more<br>people from the community to join us in a non-threatening way.  Since<br>measures were relaxed, we have maintained zoom alongside our in-<br>person services so that all can take part whether they want to attend<br>Church physically or not.  This gives us a wider reach still and meets the<br>needs of the housebound or those who are not yet integrated into our<br>Parish life.<br>The local Pre-School has used St Nicholas’ Church Hall mornings and<br>afternoons on five days a week, when allowable by lockdown rules. The<br>Rector is involved in its governance and management, so there are<br>strong links.|

We tithe our Parish Income to make donations to five Mission Societies as part of our ongoing support with periodic reviews. 

We also contribute from time to time to local initiatives.

The PCC continues to review annually all of the policies that are required by law and extra ones appropriate to our situation. We have a team of volunteers who are there to look after people and are available to the wider community if requested. We have begun the process of seeking someone to serve the local community from St Barnabas and enable the Church to be open much more for community events.

Section D                      Achievements and performance 

|**Summary of the main**<br>**achievements of the charity**<br>**during the year**|The parish of St Nicholas with St Barnabas broadly covers the following<br>districts within Weston-super-Mare: Uphill, Coronation and Oldmixon<br>estates with a population of over 6,000.  These three distinct<br>communities are delineated by a trunk road and/or railways lines.<br>The estates have significantly high levels of social deprivation making it<br>one of the top 20 parishes in the Diocese of Bath & Wells on a composite<br>measure of multiple factors of deprivation.<br>St Barnabas has been available to the local community when allowable<br>under lockdown restrictions and now regularly.  This building can be<br>hired, as can St Nicholas Church Hall when not being used by<br>PreSchool.<br>There is goodwill towards the Church generally. The Wednesday morning<br>service has a loyal following of mostly older people.<br>Our events are beginning to pick up now that the rules surrounding<br>COVID19 have been relaxed.  We run several events for the benefit of<br>the community and it is always our aim to do so from both buildings.  We<br>are constantly considering what other options might draw families and<br>young people into a relationship with Jesus. Recent PCC meetings have<br>had extensive discussion on this matter.  In the last 6 months we have<br>begun Messy Church, which enables families to come along for fun and a<br>meal and to take part in as much or as little as they want.<br>We are able to offer the usual life event services of normal Church life –<br>baptisms, weddings and funerals.<br>We have actively engaged with our regular people to provide the<br>teaching and encouragement needed for each of our members to grow in<br>their faith.  Teaching from the Bible is a key feature of this parish through<br>sermon series and meeting in homes for study, prayer and support.  We<br>have done this through web links and by post for those who are unable to<br>access the web.<br>Our church members are involved in a number of church and community<br>initiatives including: Street Pastors, Samaritans, Citizens Advice.  The<br>hall is normally used by a pre-school for 10 sessions each week and St<br>Barnabas hopes soon to host more community groups in addition to<br>those meeting currently - a craft group, table tennis, and a monthly<br>Luncheon Club.  Some of these are longstanding commitments enabling<br>the building of relationships with people over the years<br>Church members have been generous with their money as well as their<br>time.  The Church has been able to pay its own way.  The Parish<br>continues to monitor the buildings and repair and improve them where<br>finance allows.  The Parish is aware of some improvements that are still<br>needed and is working on these issues.<br>The active church membership is about 60 and this is slightly down on<br>the previous year.  The reduction is largely due to the death of several<br>longstanding members and others moving away from the town.<br>We recognise the importance of Jesus’ commission in Matthew 28 to go<br>and make disciples of all nations, baptising them in the name of the<br>Father and of the Son and of the Holy Spirit and we are certain that this<br>will result in both spiritual and numerical growth in our membership.|

We aim to pay our Parish Share in full in January in order to attract a **Brief statement of the** more favourable discount.  The PCC maintains a general reserve **charity’s policy on reserves** equivalent to 3 months’ regular expenditure excluding Parish Share, plus one month’s notice for employees. The **trustees and examiner** charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. It is my responsibility to:  examine the accounts under section 145 of the Charities Act,  to follow the procedures laid down in the general Directions given by the Charity Commission (under section 145(5)(b) of the Charities Act, and  to state whether particular matters have come to my attention. **Basis of independent** My examination was carried out in accordance with general Directions given by the **examiner’s statement** Charity Commission.  An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters.
