Aims and Purposes
The Parochial c.hurch C.ouiicil of the Ecclesiastical Piuish of Binfield has leg7al responsibility for the
finance, care of church buildingrs and Lontents and care of the churchyards and cemelery. It <2lso takes
the rL.sponsibilit)' ot" cooperating Ivith the Rector for promoting the mission of the Church.
Objectives and Activities
The Vision Statement for the Church is: '"To help peoplefolloH, Je.fus and his teachings"
To this end,
the PCC takes care of two church buildinns and a cemeterv. Members of the church dLliver the
Bintield Beacoii to all the houseb in the Parish ten tiines a year (online during COVID restrictions).
This maga7_iiie alerts all to the various services on offer an(1 other activities such as the ￿'ork done
with children and }iouth. It also includes reports and other inforniation from varioub organizations in
the parish. The church carries out baptisms: weddin(ys and funerals for those isho have a conneLtion
Iwith the parish and admits for burial in the cemetery, any persofft w'ho dies i¥ithin the parish or has
lived in the parish for a reasonable lenoth of time even though their latter days n￿Y hai'e been spent
outside the parish. The PCC also encour4oes outreach to those in the parish, i%,ho do not atriend chiwch
and attempts to help those less fxortunate in and outside the parish.
Achievements and Performance
Several Committees are appointed by the PCC. The committees carry out work as directed by the
PCC and also make recommendations to the PCC. Committees appointed by the PCC, with their

2020 Started with all of our usual services, regular Sunday services, and mid-week occasional
services like Silver Service with lunch, Open Door and a once a month Midweek Communion
Service. Other activities taking place included Three Generations ()G) meeting weekly on a
Wednesday welcoming babies, toddlers, parents, carers and the older generation and a midweek
outreach / discipleship group. Once a month we held a Practice the Presence of God session and all
the small groups united to study the same course during LenL However, all of this stopped in March
when lockdown happened. Talks were posted online each week during lockdown. We have had
some services in church when the nation was not in lockdown. but we have only held mid-week
groups online.
There have been 4 baptisms, O weddings and 16 funerals carried out during the year. Funeral services
have also been conducted (on behalf of this church) at East Hampstead Park crematorium and the
church cemetery. We did manage to hold a different time of remembrance, in place of our Until we
Meet Again service this year. The church was open for people to come and light a candle and take
some time to remember and pray for those loved ones who are no longer with us as well as providing
an online service. The Christmas Carol Senrice and Christingle services were posted on YouTube, the
church website and Facebook accounts on Christmas eve. The Lent course and Easter services, (Ash
Wednesday, Maundy Thursday, hour at the cross on Good Friday) Mother's day, were all posted
online. We did manage to hold a Harvest celebration as this happened when we were not in
lockdown. Due to COVID there was no parade service with the British Legion on Remembrance
Sunday.

Mission and Evangelism
The Silver Service, held before COVID lockdown, is open to anyone, regardless of whether they live
in the parish or noL to attend and share in the lunch provided afterwards. Our children and youth
activities also welcome a lot of non-church members. The congregation have been encouraged to
bring items for the Bracknell food bank and have responded generously.
Through Compassion we continue to support a child (Rukundo Fabrice). In addition, we have given
£3,250 each to the following charities: Bracknell Food BanL Oasis Trust and Five Talents.
ClothesBank: instead of holding 4 giveaways a year we have had to switch to emergency referrals
only. This is where any of the 40+ agencies that we are in contact with make a referral and clothes
are bagged up as needed, left for 3 days, then given to the agency to deliver.
Holiday lunches= We aim to provide lunches for 3 weeks out of the 6 weeks summer holidays for
families who would ordinarily receive assistance with food provision through free school meals.
However, this year we provided lunches for children from April until they went back to school in
September.
Alternative Advent: During the Holiday lunches it came to our attention that some of the single
parents would not receive Christmas presents. So, we decided to provide Christmas presents for all the
single parents in Brdcknell. This year other churches joined with us in purchasing presents.
Bereavement support team - A group of volunteers (they are not trained ￿lef counsellors) .
(Yive up
their time to meet with, talk to, listen to, or help, those struggling with grief. This had to turn to phone
calls only as most of the people using this ministy are in the at risk from COVID category.
Lighthouse: This is a safe place for the homeless to come on a Tuesday evening. From April to
November we provide a meal, coinpany, shower, haircuts, pool, table tennis, free clothing and free
toiletries. From December to MarclL along with the other churches in the Deanery, we offer an
overnight venue at St Marks church so the homeless have somewhere wann and dry to sleep. We run
this with our neighbours, Newbold College, a Seventh Day Adventist college and church. These
initiatives had to stop after March 2) due to COVID restrictions. However, the team have continued
to magnificently support the homeless and vulnerable through a food delivery services preparing and
delivering meals and provisions to up to 90 people a week. They have been supported by donations
from other ministries such as Bracknell FoodBank and recently are coordinating the effort with
volunteers from two other local churches.
Oasis: Our youth worker started up a weekly tern]-time discussion group / youth group for secondary
school children. This has gone so well that she has now stsrted up a second group. One group runs as
an infomial discussion group/youth group and the other as a Bible study group. Due to COVID this
ministry went online.
Men's ministy: The Men's ministy with a monthly walk and monthly breakfast continued at the start

of the year however have had to be halted due to COVID restrictions. A small team of visitors
continue to visit and befriend those in need in the parish but again COVID restrictions have limited
these activities.
Volunteers
The PCC is indebted to a large number of volunteers to ensure the smooth running of the organisation.
The fabric working party which also calls on others at certain times of the year, the flower arrangers,
the cleaners, the welcomers, the bell-ringers, children and youth volunteers, visitors, the providers of
coffee and the choir all give of their time and efforts freely and it would be impossible to run the
organisation effectively without them.

Financial Review
Unrestricted Funds
We have been very blessed in these difficult circumstances with exceptional gifts from members of
our congregation to enable us to end 2020 in profit on unrestricted funds against all predictions. After
a most generous gift in June in memory of Gladys Reilly, to cover our lost income from church
services during the first lockdow we have had countless further donations including two large
donations at the end of the year. The donors using standing orders and Parish Giving has also helped
reduce the impact of COVID on our finances.
The total receipts on unreserved funds were £118,072 (compared to £1 )2,763 in 2019), of which
£55,986 was unrestricted planned voluntary donations (£64,072 in 2019), £20,829 one off donations
(£9,792 in 2019) and £16,093 from Gift Aid (£lJ,708 in 2019). The reduced income caused by not
holding services is reflected in both unrestricted planned voluntary donations (which includes blue
envelope donations) and collections at services (open plate donations) which decreased to £9,72J in
unrestricted funds in 2020 (£lJ,708 in 2019). A number of donors made 'catch-up' payments during
periods when services resumed which was greatly appreciated.
We were unable to hold our annual church fete which contributed to the reduction in unrestricted
income (Fundraising £1,505 in 2020 from £6,925 in 2019) &s did th¢ reduced revenue from Hall
lettings, parish magazine advertising and parochial fees. The Parish Share rebate from 2019 (£1,6J6)
has been included in the receipts.
Total unrestricted expenditure of £118,068 is down on 2019 (£127.166) mainly due to reduced
fundraising expenses, utility bills and printing costs of the Parish magazine. The closure of the church
buildings has reduced our heating, gas, and electricity bills although the water consumption had been
incorrectly estimated for St Mark's so regular meter readings did result in some back payments. The
Binfield Beacon was produced online only, for a period, to reduce exposure of our delivery team to
the COVID virus. There was a large expenditure of £1,440 on unrestricted Church maintenance to
survey the St Mark's ceiling after some of it collapsed during the first lockdown. No staff were
furloughed since it was agreed that youth work and the outreach from the Beacon church magazine
(both of which went online) were of great importance during the national lockdowns. However, the
Church administrator's hours were reduced to 4 hours a week from 20th April until 31° August and
relocated to working from home. Through the additional donations and reductions in expenditure we
have been in the fortunate position to be able to make charitable donations of 9.5 % of our voluntary
income (£)250 to each of our thiee supported charities) in addition to our continued support of
Rukundo via Compassion.
Desi
ated Funds and Reserves
There remains £6J,4JO set aside by the PCC for the next phase of the All Saints Care and Repair
project (ARC). As anticipated £4,J96 of the £5,597 set aside by the PCC in 2019 for-the maintenance
of St Mark's church in line with the needs highlighted in the quinquennial report has been spent
during 2020 leavino £1,201 to go towards further exploration of the drainage system during the
coming year.
It is PCC policy to retain £J5,000 as free reserves which equates to at least three months, nom]al
church expenditure (running costs).
Restricted Funds
St Mark's maintenance restricted fund was set up and used to upgrade the gutters and investigate the
blocked drains through a transfer of £4,)96 from designated funds. We have also received just under
£14,000 to go towards the ceiling repair from a mixture of individual donations, funth7ising via the
Binfield Calendar and the gifting of monthly hall rental from the Russian speaking congregation of
the Seventh-day Adventist Church, for which we are very grateful. Initial costs have included an
asbestos survey that thankfully found no issues. The work required to fix the ceiling is expected to
commence spring 2021.

The hope expressed in last year's report to repair and extend the cemetery path during 2020 did not
come about due to COVID restrictions and the availability of the chosen contractor. This work is to be
funded by a restricted fund donated to us by the Parish Council.
We have been supported by £17,999 of restricted income from grants. These have included support
from Binfield Parish Council for grass cutting at the cemetery, St Mark's Religious education fund
and The Listed Place of Worship VAT reclaim for which we are truly grateful. It is worth noting that
since May 2018 all youth work in the parish has been supported by grants from the St Mark's
Religious education fund. We are also blessed with a member of the church paying for St Mark's to
be professionally cleaned each month although no cleaning has been carried out since the first
lockdown due to the ceiling collapse and lockdown restrictions.
The Lighthouse restricted fund has received over £5,600 in donations from both individuals and
companies. In addition, the Bracknell FoodBank part of the Kerith Community church passed on
£5,000 of a oift they received to help pay for the cost of the meals that the Lighthouse team have been
providing throughout lockdown. This gift from FoodBank has meant that the team have been able to

support up to 90 people a week with hot meals.
Net movement in unrestricted funds was £4, the net movement in restricted funds was £27,920 which
included the transfer of designated funds for St Mark's maintenance. There was a gain of £619 on
endowment funds. During the year, the total fund balance increased from £154,86J to £18),406. of
li
which £12J,516 is unrestricted (£99,6J l Designated plus £2J,885).

As the charity's trustees, you are responsible for the preparation of the accounts in
accordance with the requirements of the Charities Act 2011 ('%he Act-).
I report in respect of my examination of the Trust's accounts carried out under section 145
of the 2011 Act and in carrying out my examination, I have followed all the applicable
Directions given by the Charity Commission under section 145(5Xb) of the Act.

During the year the PCC employed a Church Administrator, Youth minister and Parish MEoazine editor (all
part-time). All costs associated with Youth Ministy including pension contributions continue to be covered by
grants from the Binfield Education Fund.
As a gift to the church the choirniaster and organisL Mr M Hawkins, has chosen not to take a salary.
There were no employee benefits (other than NEST pension) to key management personnel in the current or
previous years.

8. Funds
The restricted funds of the church are used to track money donated to be spent only on a specific
activity or purpose.
The endowment funds are legacies from the Wiggett, MacNabb and Barnett families" which require
li
the money to be spent on maintaining services at All Saint's church and caring for specific graves in
the Binfield cemetery.
The designated funds which are unrestricted funds set aside temporarily by the PCC for specific
purposes include:

ARC Designated funds - to assist in the costs of the ARC project
St Mark's Designated Funds- to be spent on the maintenance of St Mark's in line with the
