The Parochial Church Council presents its report and financial statements for the year ended 31 December 2021.
Administrative information

St Martin’s is part of the Diocese of Canterbury within the Church of England. On 17 October 2012 "The Parochial Church Council of “the Ecclesiastical Parish of St Martin Maidstone" was registered as an individual charity, number 1149349. Trustees’ Annual Reports and Accounts are filed with the Charity Commissioners.
Members of the PCC are either ex officio or elected at the Annual Parochial Church Meeting in accordance with the Church Representation rules. PCC members who have served during the financial year 2021 are:

Aims and Purposes
As a member of the Church of England our general aim is "to promote the whole mission of the Church, pastoral, evangelistic, social and ecumenical". Within this broad aim our main mission is to grow the church numerically and spiritually, to develop ministry and build partnerships that enrich our communities within our Parish and beyond.
St Martin's Parochial Church Council has responsibility with our Priest-in-Charge, Reverend Joyce Addison, in promoting this mission. The PCC is responsible for the maintenance of St Martin's church, church hall and grounds at Northumberland Road, Shepway and of St Hilary’s House at Senacre.
Objectives and Activities
The ongoing commitment of the PCC is to bear witness to the love of God in our communities and to encourage as many people as possible to get to know us, to know God, to worship with us and to become part of our parish community. We also care for God's creation and are an Eco Church (Silver Award).
We, therefore, look for ways to build bridges and create partnerships with our wider community. We look to involve schools, groups, organisations and newcomers to our parish in our services and events. To this end, our services are a mixture of traditional and modern with the celebration of Holy Communion at the centre. We seek to show through our activities that we are an open and welcoming church for the use of those in our parish and the wider community.
Coronavirus Pandemic
2021 was another difficult year for our church community as we learnt to live with the threats posed by the pandemic. In accordance with Government and Church guidelines, our buildings were closed for much of the year, and only reopened when it was safe to do so, with all necessary protections in place. We have continued to stay connected, especially with the most vulnerable and isolated in our community. Our ministry and pastoral teams have been extremely busy making phone calls, doing shopping, collecting prescriptions and being a friendly and visible presence within the Parish. We have been extremely grateful for the financial support provided by Maidstone Borough Council, Kent County Council, Involve Kent and Golding Homes. This has allowed us to expand our offering to more needy people through the provision of regular food parcels, children's activity packs and technology to help with home schooling. During the year, we started a new initiative called "Grab and Go" which provides the ingredients for a nutritious family meal that can be prepared and cooked in the home by all who need one. This has been a great success and to date we have distributed over 1,000 meal bags.

Early on in the pandemic, we successfully switched our Sunday and mid-week services, our meetings and social events to "Zoom". It has been a learning curve for most of us, but one that we have readily adopted. Zoom has made it possible to feel together whilst apart, and to use new liturgy and visuals. It also gives the opportunity for the congregations of our two churches to worship together with new family and friends, some from further afield. We thank our technology team for making Zoom worship possible.
Achievements and Performance
Worship and Prayer
The PCC seeks to provide a range of services throughout the year that are beneficial to our community and spiritually satisfying. Holy Communion is celebrated on the first, third, fourth and fifth Sundays of the month at 10am, with the service on the first Sunday of each month being intergenerational and particularly accessible to children. A Service of the Word is held on the second Sunday of the month. Other services at St Martin's include Holy Communion on Thursdays at 10am and, on the 3rd Sunday of the month, prayer for healing and wholeness is included. Occasional evening services are held such as our Advent and Lent reflection worship. Weekday Morning Prayer (Mon, Tue and Thu at 8am) and Evening Prayer (Mon at 4.30pm) provide an opportunity for quiet reflection. Details of all services can be found on our notice boards, website, in the parish magazine or weekly news sheets. No services were held at St Hilary’s during the year as our buildings are due to be sold imminently.
At the end of 2021 there were 77 members on the Church Electoral Roll. During the year there were 21 funerals, 5 baptisms and 3 weddings.
Schools Family and Youth
It has been another challenging year due to the pandemic but we have managed to keep in touch with our schools and young people and we are pleased to report that we have an increase in the number of families with children and teenagers, attending regularly. Since September we have held Sunday Club/ Godly Play sessions for Primary age children and Youth Club for older youngsters twice monthly, during the services. We endeavour to treat them as ‘Fellow Pilgrims’ and when in church the young people take an active part in the services with reading, leading prayers, and joining the altar party. Six of our youth were confirmed by Bishop Rose in a Deanery service at St Martin’s in November 2021.
It has not been possible to have our usual direct contact with the schools through services, assemblies or visits to church, though we have managed a few. We have maintained contact with the schools and supported them, using council funding for the most needy families. Some of the schools have worked with us on creative projects.
We continue to hold the schools, families and young people in our prayers and this role is especially carried out by the monthly children’s prayer time group who have continued faithfully throughout the year.
Ignite Youth

The Youth Group meet on the second and fourth Sundays of the month.
This last year has been such a range of contrasts, having started the year still on zoom with a regular attendance. However, as the year progressed, we started to meet again in person, changed the name to Ignite Youth, went around Maidstone looking for Elmer’s. In the future we have planned a morning at a Kent Fire station. As you can see we are evolving as a group, trying new ways of teaching but in all of this having fun is key.
We can range from 4 on a quiet day to 12 youths on a really good day, but the levels of what is offered to the youth on these breakfast mornings is comparable to an ignite event. On both Sundays, the morning starts with a varied breakfast: hot chocolate, pancakes, fruit, cheese strings, yoghurts, fruit juice etc. and a general chat about school. A typical second Sunday worship involves a time of dedicated Bible Study (currently the Book of Ruth) which is related to our everyday lives, followed by fun worship, and ending in prayer. On the fourth Sunday, we start the morning with a prayer then have a quiz. Next is a practical example of a passage of the Bible with questions after, for instance we dropped a handful of seeds from a height into a flower plot then one at a time. The relating passage then is discussed and unpacked as to what it means for our lives today. We end in prayer then a game of TRUST.
Ignite
We were pleased to continue our Ignite programme throughout 2021, despite the closure of our church buildings due to the pandemic. Ignite moved online for much of the year, with 10 to 15 people regularly attending our weekly “Zoom” meetings. Late in the year, we were able to resume meetings in church, with all necessary precautions in place. These meetings started with a hot meal and were followed by some games and competitions leading into discussions on a bible theme, worship and prayer. We thank everyone involved in organising and running these meetings, especially our two enablers, Rev Andrew Edwards (now our Assistant Curate) and Melanie Bannister, who left us in October 2021. We are delighted to announce the appointment of Angie Frost as our new enabler who joined us in January 2022, who assisted by a team of helpers is leading the further development and growth of our Ignite programme.
Deanery Synod
2021 has been an eventful year in the Deanery. Diane Enfield stood down as lay chair after the June PCC meeting having completed an extended period of 7 years in that roll. PCC thanked her for her exemplary service to the Deanery and St. Martins PCC during some difficult times.
Chris Lavender Priest in Charge of St Nicholas Allington, who had been acting Area Dean since the appointment of Rev Andrew Sewell to Archdeacon, also announced his intention to stand down as he was to become Priest in Charge of St. Paul’s Maidstone in September 2021 whilst retaining his role at St. Nicholas. It was agreed that the appointment of a new Lay Chair would be delayed until an Area Dean was appointed as these roles are complimentary and require a close

working relationship. Diane would be available to support with training and induction when required.
Elections to Diocesan Synod were held this year. Janet Parkinson and Robin Fassenfelt stood down. Chris Charles St Martins, Clare Torrens St Luke’s, Eleanor Relle, St Michaels, Ed Crossely Loose were elected for 3 years. Chris Charles automatically becomes a member of Deanery synod and St. Martins PCC because of this role.
There have been no meetings of Deanery Synod since July 2021 and no information re appointments to fill the vacant posts have been made to Synod. Rev Joyce Addison informed PCC that Chapter (clergy) have met, and Bishop Rose is actively working with them to resolve this situation. These are challenging times for all in the Deanery.
Financial Review
We are reporting a small loss for the year of £179 (2020: Loss £3,539), which is an excellent achievement considering the continuing difficulties posed by the pandemic. We are truly grateful for the ongoing financial support provided by our congregations through their regular giving and donations. This, together with a significant increase in our hall letting income, tremendous efforts by our fund raising team, and tight control of our costs has allowed us to “live within our means” and maintain the required buffer of distributable reserves. It is a particular pleasure that we managed to pay our full parish share for the year of £45,800.
Reserves Policy
In 2020, in response to the strain on our finances caused by the pandemic, the PCC agreed to reduce the minimum level of our free reserves from £20,000 to £6,000, and we have maintained this policy throughout 2021. This much lower level of reserves represents less than one month of expenditure and therefore, our cash position needs very careful management, to ensure that we can cover cash flow fluctuations and meet all necessary expenditure. We will increase this minimum level as soon as our finances allow.
Church buildings and furnishings
Routine and general maintenance is carried out by our fabric team throughout the year. General servicing of heating, fire, security and other equipment is carried out by specialist contractors. During 2021, as well as routine maintenance, repairs were carried out to our electrical systems and wiring, wall heaters and boilers. Following our quinquennial inspection visit in June 2021, a small number of urgent issues were identified principally relating to the poor state of our flat roofs, parapets and capping bricks. The PCC is aware of the need to address these issues as soon as finance is available.
Pastoral Care
Pastoral Care continues to play an important role at St Martin’s. It provides mutual care, prayer and support for all of its members. Pastoral care consists of

a number teams, each with a group leader. All on the electoral roll or regular attendees belong to a group. Arrangements can be made through Group Leaders for post baptism support, hospital and bereavement visiting and home communion.
2021 was a time of significant loss in the church congregation. We said "goodbye" to Richard Austin and Joan Barber.
Structure, governance and management
The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Powers Measure. The method of appointment of PCC members is set out in the Church Representation Rules. Members of the PCC consist of the Priest in Charge, church wardens and others elected by members of the congregation who are on the Electoral Roll. All members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC. The PCC is responsible for making decisions on all matters of general concern and importance to the parish including decisions on the disbursement of funds.
The PCC met nine times in 2021, with six of these meetings held via “Zoom”. There are also a number of committees which met during the year and report to the PCC. These committees cover particular aspects of church life including worship, mission, youth and outreach, fabric, and fund-raising. A standing committee has been set up to deal with urgent matters arising between PCC meetings.

INDEPENDENT EXAMINER’S REPORT TO THE MEMBERS OF ST. MARTIN’S CHURCH, MAIDSTONE FOR THE YEAR ENDED 31 DECEMBER 2021
I report on the accounts of St. Martin’s Parochial Church Council (PCC) for the year ended 31 December 2021, which comprise the Receipts and Payments Account and Statement of Assets and Liabilities and related notes set out on pages 9 to 14.
Respective responsibilities of members and examiner
The members are responsible for the preparation of the accounts. The members consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:

examine the accounts under section 145 of the 2011 Act;
-
to follow the procedures laid down in the General Directions given by the Charity Commissioner under section 145(5)(b) of the 2011 Act; and
-
to state whether particular matters have come to my attention.
Basis of independent examiner’s report
My examination was carried out in accordance with the General Directions given by the Charity Commissioner. An examination includes a review of the accounting records kept by the Parochial Church Council and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and the seeking of explanations from you as members concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and, consequently, no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.
Independent examiner’s statement
In connection with my examination, no material matters have come to my attention which give me cause to believe that in any material respect:

the accounting records were not kept in accordance with section 130 of the 2011 Act; or
-
the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and content of the accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement to show a ‘true and fair’ view, which is not a matter considered as part of an independent examination.
I have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.

Our full parish share of £45,800 for 2021 was paid to the diocese during the year. There remains a balance outstanding from 2020 of £6,133 and the PCC has committed to make good this underpayment as soon as our Parish finances and cash flow improve.
