The PCC is also restH)nsible for the maintenance and insurance of the Church Building and the Community Hall Building including ground, lawns and gardens attached. Objectlves and Activities The PCC Is committed to enablln8 as many people as possible to know Jesus, worship at our church and to become partof our parish community in our parish. The PCC maintalns an Ove￿ieW of worshlp throughout the parish and makes sugge5tioris on how our service5 can involve the many different diverse communities that live within our parish. Our seNices and worship promote and ptlt Christian Blblical faith into practice through prayer and Scripture. sacrament and fellowshlp. When planning our actlvities for the year. we have considered the Charity Commission's Euidance on publlc benefit and. particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their Christlan Pdith following Jesus as part of our parish community through: Prayer and worship: leaming about the gospel; 8rowing in their knowledge and trust in Jesus. Provision of pastoral care for people living in the parish Missionary and outreach work in increasingly dlverse culturally and ethnlcally Support for those in immediate need, either directly or through links with other charltles. To facilitate this work, It is important that we maintaln the fabric of the parish church and the community hall. Achlgvements and performance Prayef and Worshlp St Cuthbert's Church is a vibrant loving church dedicated to God's mission and worship and devoted to share the love and light of Christ to all communities In the parish and beyond. Our vision is loving, being and growing in Jesu5. We are a welcomlng, loving. friendly, and gospel centfed church. At the heart of all our worship and witness is the Scriptures and Sacraments of Baptism and the Holy Communion. The PCC is keen to offer a range of services on Sundays and during the week over the course of the year that our ¢ommunlty flnd both beneflcial and Spiritually fulfllling, but also safe for people to tru5y be themselves. Some of these include our weekly Sunday Eucharist (except I Sunday whlch 15 All-Age), Sunday school, twice a month 'Exploring the Bible,, once a month Mothers, Union meeting, Knittin8 Group, books and coffee morning, prayer group, ènd a lot of activltles are on offer to children. young people and adults durin8 the week for communitles including in the Church Communlty Hall. In 2025 our Intercultural Ministry has grown tremendously. This Is a minlstry particularly to reach out to people from diverse cultural and ethnic background5 to welcome and embrace them and their families wlth the love and care of Jesus. A number of different ministries and activities are offered under this ministry that Include once a month All Nations Worship, twice a month home group, twice a month Fusion aub for young people. once a month Sunday school, and links with wider communitie5. We also hold an annual All Nations Convention and people from across the Di0￿Se of Blackburn come to attend this special time of prayer and worship in different langua8e5. In addition, we hold once a month Holy Communion at Dove Court Care home and weekly Holy Communion at Dovestolle Gardens. Our special seFvices are very popular and well attended. Individuals and families love to altend the Harvest 5eTvlce, Remembrance se￿ICe, and Christingle service. All are All Age services and chIld￿n nd young people from Scout5, Guides, Brownies. Rainbow and other 8roups attend these servlces and take part in leading the worship. All are welcome to attend our regular servlces. At present there are 69 parishioners on the church electoral roll, 25 of whom live within the parish and 44 who INe outside out of the parish. The average weekly attendance, counted during October, was 46 adults and eight children, but this number increased at Christmas and special services. Aswell as our regular services, we enable our communltyto celebrate and thank God atthe milestones of their journey through life. Through baptism we thank God for the gift of life; in marriage, public vows are exchanged with God's blessing; through funeral services, friends and family express their grief and give thanks for the life that 15 now complete in thls world and commend the person into God's keeping through Jesus our Lord. Deanery Synod Two members of the PCC sit on the Deanery Synod and attend the meetings together wlth the Incumbent. This provides the PCC wlth an important link between the parish and the wlder structures of the Church. This year the PCC has also focused its attention on the Celebratlon of Centenary year of our Diocese and to put on mi55ional weekends in each deanery. Also, there is new funding avallable from the Diocese to hire new workers for Children and Youth mlnistries, and for Lay Ploneers in parishes. The Church Bulldings Routine annual seNicin8 and Inspections were carried out on the gas heating, the organ. all fire appliance5 and PAT testlng. This year we have only had a few repairs. There was a leak into the choir vestry In January. two rainwater plpe5 had to be replaced and we had to purchase a new television Screen for the church. These went alongside the routlne maintenance of clearlng out gutters, replacing slates and reapplying anti-vandal paint. We also had our Quinquennial Report, a major survey carrled out every fNe years which identifies areas of the church and churchyard environs which need special work completing as well as all the areas for regular maintenance. We have already been alerted to the fact that the church will need rewirlng at some polnt in the near future. Thls will be very costly. The diocese a150 engaged the service5 of a specialised firm to come and complete an Energy Audlt to help u5 work towards Net Zero carbon emissions. We shall receive a report whlch will advise us on ways to heat and light our buildings more efficiently and hopefully help us to acces5 grants to fund any changes we may need to make. Our gardener ha5 continued to mow all the grassy areas and cleared weeds and the leaves in autumn. He ha5 also taken over responsibility for the removal of moss from all the paths which is very onerous tasks but essential for safety as It can be very slippery when wet. Apart from all the ways mentioned before, regarding maintaining the actual brlcks and mortar of our building and fuel costs and gardenlng expenses, we also purchase many consumables- candle oll, candlewicks, wine, communion wafers, baptism certificates and godparent cards, palm crosses, First Aid kits, new sets of keys, photocopier paper etc. All these expenses amount to many thousand5 of pounds each year and we are very grateful for the generoslty of those who contribute and enable u5 to keep our church in a good state of repair and servlng our community as well as to those who help in practical ways by cleanlng the church and the churchyard. Pastoral care Some members of our parish are unable to attend church due to sickness or age. Revd Munawar Din, Revd Tracy Hallows with a lay leader, visit all church members who have requested it. to celebrate communion wlth them either at thelr homes or in h05Pital. We a150 conduct a monthly Holy Communion Servlce at Dove Court Care Home, and this year5tarted a weekly Holy Communion Service at Dovestone Gardens which an extra care housing facility within the parish. This service 15 usually conducted by a member of the clergy. Revd John Graver, under the guidance and supe￿1$10￿ of Revd Munawar Din. Revd John is licensed by the 8ishop of Blackburn with permission to officiate servi￿$ in the 0ioce5e IPTOI. Mlsslon and evangelism St Cuthbert's Church Is a vibrant loving church dedicated to God's mission and worship and devoted to share the love and light of Christ to all communities in the parlsh and beyond. Witness. welcome, and worship is at the heart of the mission and evangelism. Being witnesses is one of the strands of our Dlocesan Vision 2026, 'Healthy Churches Transforming Communities,. We witness to Jesu5 in our parish through: our loving care and support to those in need. friendship links with other churches, frlendship links with other charltles, Christian organisations and association5 and interfaith links with other faiths. Also, we hold special events such a5 Spring and Chrlstmas Falrs in our Church Communlty Hall. People from diverse backgrounds love to attend these falrs. These events provide great opportunity to seNe the community. make some valuable friendshlps and opportunity to witness to Jesus by sharing God's love. In addition, we use the digital platform to reach out to our parish and beyond. We have a dedicated website with all the relevant Informatlon about who we are and what we offer to our parish. Social media Is another Breat tool to be in touch with wlder world around us. We post all our news and important messages to keep the public informed. The church also prints a monthly newsletter with a message from Revd Munawar Din and with detalls and information on various spiritual and social events during the month. These newsletters are popular among the parlshioners because this keeps them informed of the important matters affecting our church and articles that help develop our knowledge and trust in Je5LIS. We do not have a church school in the parish: however, we have 8 community primary school in the parlsh. Usually, children from this school visit our church to know and learn about Chrlstianity. Also, Revd Munawar Din and Revd Tracy Hallow5 are invited to lead Christian study sessions every year. Our friendship link wlth the School is steadily growing. Flnanclal revlew The cash balance at 31 December 202S was £79,017, a decrease of £9.758 from the £88.775 held at 310ecember 2024. The decrease comprises £4.239 from the General Fund and £6,080 from the Restricted Hall Fund, less £561 net increases from the six relatively small Restricted Funds. At 31 December 2025, the General Fund balance was £59,440 and the Restrlcted Hall Fund balance was £15,408. Of the six small Restricted funds. two became fully spent in 2025, and the total balances on the remalning four were £4,169. The General Fund deficit is largely due to most elements of receipts being slightly lower than those of the previous year, payments levels belng well controlled. The Restricted Hall Fund deflcit is mainlv due to lower letting5 and levy incomes, despite lower expenditure on utilities. Reserves poll¢y At 31 December 2025 total reserves carried forward were £79,01712024: £88.7751. The trustees believe that the net asset posltion is Sufficient for the future need5 of the charity. However, these levels are reviewed annualty. Volunteers We would Ilke to thank all the volunteer5 who work so hard to make our church the lively, lovingi and vibrant community it is. In particular, we want to mention our churchwardens Janet Gilbert and Jennifer Swierc who have worked so tirelessly on our behalf. We would also like to thank Ailsa Brown and Susan Barrett who help to keep all the account5 and finan￿5 and get them in order, alongside Ellzabeth Paterson, who has been provlding her invaluable support and expertise. We are blessed with a fantastlc team. Structureth governance and mana8ement The Parochial Church Council is a corporate body established by the Church of En8land. The PCC operates under the Parochial Church Council Powers Measure. The method of appointment of PCC members is set out in the Church Representation Rules. The Membership of the PCC consist5 of the incumbent, curate, churchwardens, vision champion. deanery synod representatives and members elected by those members of the congregation who are on the electoral roll of the church. The PCC members are responsible for making decisions on all matters of general concern and importance to the parish, including deciding on how the fuT)ds of the PCC are to be spent. New members recelve guidance In the workings of the PCC. The full PCC meets at least six times during the year with an average level of attendance of 90%. The PCC has a standing committee which meets when required between the full PCC meetings. Given Its wide responsibilities the PCC has three sub- committee5 each dealing with a particular aspect of parish life and other official matters.
