Structure, governance and management

The charity is a company limited by guarantee and was formed on 14th August 2012. It is governed by a memorandum and articles of association adopted on 28th September 2012. The liability of the members in the event of the company being wound up is limited to a sum not exceeding £1. The trustees of the charity are also the directors for the purposes of company law and are appointed by the members at the AGM. The Director has responsibility for the daily management of the charity, as delegated by the trustees.

The trustees are appointed and are accountable to Faiths Forum's Council which is made up of 33 Council Members, representing the 9 main faith traditions in London and co-opted members from other faith based organisations.

Objectives and activities

The Objects of the Charity are the promotion of religious harmony for the public benefit by:

(a) to advance understanding of religious faith and, in particular, of the nine world faiths: Bahá'í faith; Buddhism; Christianity; Hinduism; Islam; Jainism; Judaism; Sikhism and Zoroastrianism;

(b) to promote awareness of the contribution of religious faith and faiths, in particular to promote understanding of the contribution of religious faiths to community life within Greater London and outside of London; and

(c) to promote mutual understanding, collaboration and good relations between faith communities and wider society, to provide a platform for faith communities to engage with public bodies and businesses; and.

(d)to be a centre for research, information, debate, discussion and cross-sector engagement on issues relating to regional policy and the concerns of London's faith groups as well as faith groups outside of London; and

(e)to facilitate faith community organisations in developing expertise in social policy areas, forming networks and partnerships and being able to initiate civic engagement on issues of concern to them. (f) to advance leadership, capacity and resilience in faith communities,

Achievements and performance

The Faiths Forum for London was founded in 2012 with the objective of promoting mutual understanding, collaboration and good relations between faith communities and wider society. We provide platforms and channels for communication between faith communities, regional authorities, business and educational institutions. Faiths Forum is governed by a Council of 29 faith leaders from nine faith traditions, who meet regularly to discuss issues facing London and the religious groups within it. During our meetings we invite leaders from public authorities, NGOs and the media to engage with us and share ideas on how we can tackle the issues. We proactively seek opportunities to work cohesively with such groups to further our shared goals. We organise conferences and seminars that engage with specific issues of common interest and concern, to upskill all the faith communities in areas important to them.

The Faiths Forum projects and activities, highlight the contributions that different faiths have made in promoting community cohesion between the financial year of April 2020 - March 2021.

Throughout the 2020-21 National Lockdown period the Forum maintained the charitable objectives, with some difficulties and changes along the way. The Forum had to adjust to the change and moved the events we usually had to webinars and discussions online. Some of the annual projects the Forum had organised and maintained throughout the years had to be stopped, such as a Big Iftar, Sukkut and other projects. The Charity has developed its regular outreach to existing and new partners and organisations by providing various online training and webinars that would support faith members from all backgrounds. During the pandemic, many BAME people were unaware of covid-19 public health guidelines, so the Forum raised awareness of them and partnered with faith institutions and organisations to improve public awareness and compliance with best practices. Many people were also facing mental health issues and domestic violence, with help and support from experts in each field, the Forum was able to address the issues and provide people with tools and information to help them through their struggles.

The Strengthening Faith Institutions (SFI):

The Forum is a consortium member of the Strengthening Faith Institutions (SFI) programme, funded by the Ministry of Housing Communities and Local Government (MHCLG). Faith institutions have a unique role in building community cohesion; they provide moral leadership, influence sizable congregations, handle large budgets, educate children and operate large premises. The forum supports SFI by providing the tools and training to help faith organisations face the challenges of today’s society which include; engaging with women and young people, sharing best practice, and using social media effectively. The principal aim of SFI is to support faith institutions in creating stronger, healthier, integrated, and accessible places of worship across England for everyone.

The Forum supported SFI with 79 faith centres in London with organisational health-checks and bespoke action plans. We also promoted faith institution excellence by providing over 20 various workshops including but not limited to:

  1. Supporting Faith Institutions implement public health covid-19 guidelines

  2. Governance training;

  3. Hate crime - safety and security seminars;

  4. Safeguarding in Faith Supplementary School course;

  5. Places of Worship Security Scheme Awareness;

  6. Grant-Support workshops;

  7. Designated Safeguarding Lead for Women in Places of Worship training;

  8. First Aid training for Women in Places of Worship;

  1. Working with the charity commission to register new charities;

  2. Worked with the Mayor's Office focusing on security briefings.

London faith centres were trained as designated safeguarding and/or health and safety lead officers. Over the years, we’ve ensured women’s participation has increased in the workshops and activities we conduct.

Community Champion

Religious leaders, faith-based organisations, and faith communities played a major role in saving lives and reducing illness related to COVID-19. They were and are a primary source of support, comfort, guidance, and direct health care and social service, for the communities they serve. With support from the Forum, faith leaders and faith communities shared health information to protect their own members and wider communities, which was more accepted than from other sources. They provided pastoral and spiritual support during public health emergencies and other health challenges and advocated for the needs of vulnerable populations.The conferences the Forum organised, discussed and highlighted some of the actions faith communities required to take to transition to a safer and more sustainable post-COVID-19 world. The workshops focused on:

  1. Income generation for Faith centres

  2. How to create a faith-based social entrepreneurship

  3. Safeguarding children at Faith organisations

  4. Funding: how to write a grant proposal and what funders look for

The Forum arranged for the VAXI TAXI Vaccination Project. The project entailed setting up a pop COVID-19 vaccination site at the synagogue and vaccinating members of the local synagogue, church, gurdwara, mosque and homeless shelter. There were clinician specialists in vaccinations on hand to address any queries regarding the vaccine. The Vaxi Taxi Project demonstrated NHS and community collaboration to beat COVID-19, which ensured we addressed myths around the vaccination and inequalities of health.

Covid19 workshops

Over the course of the COVID-19 crisis, certain minority groups in the UK were subject to prejudice – from being the topic of online conspiracy theories to outright violence on the streets. The “Pandemic & Prejudice” webinar brought together experts and community leaders working with minority groups across the country to map and tackle the instances of prejudice manifesting themselves both before and during the crisis.

The Forum also conducted a “COVID-19 Guidance for Places of Worship” which focused on faith leaders and staff at places of worship in Westminster. It was facilitated by Westminster City Council’s public health and community engagement teams and the Forum.

The session touched upon:

  1. The latest on COVID-19 in Westminster;

  2. The Council’s plans to control any local outbreaks;

  3. The guidance on safe use of premises and infection control in places of worship;

  4. Individuals role in supporting NHS Test and Trace to reduce the spread of COVID-19

Mental Health Awareness

As part of South Asian Heritage Month which ran from the 18th July 2020 – 17th August 2020, the Forum partnered with Rethink Mental Illness and 14 Consulting; and discussed the intersection of gender, belief & culture in South Asian well being.

Thrive LDN offered faith and community groups the opportunity to attend a free online training session. The Forum worked with Rethink and Time to Change to show how stigma and discrimination affected people’s lives and the challenges faced in different settings. Individuals heard from young people about their lived experiences and also how Time to Change can support people with what they would like to implement in their setting. The training was focused on young people and how adults in community and faith groups could start conversations with their young people and create a stigma-free environment.

The Impact of Covid-19 on Women of Faith

During the pandemic many Women of Faith were impacted, hence The Deputy Mayor Dr Debbie Weekes-Bernard and the Forum conducted an interfaith virtual meeting to share stories from women on their own experiences during the COVID-19 pandemic, as well as provide opportunities for individuals to share theirs. The seminar explored in depth five discussion areas:

  1. Access to Faith Services

  2. Domestic Abuse

  3. Education, Schools and Early Years

  4. Mental Health and Wellbeing

  5. Skills and Employment

Domestic Abuse Awareness

Faith Leaders are in an ideal position to help those in their congregations who are affected by domestic abuse. They can initiate open conversations about abuse and religious faith, challenge harmful customs and traditions, and help people to overcome misinterpretations of religious teachings that claim that abuse is ever acceptable.

In April the #FaithsAgainstDomesticAbuse campaign was launched to highlight the work of specialist domestic violence organisations who support victims from faith and BAME backgrounds with little or no support from central government. The Forum and Back in Control Consultancy worked in partnership to enhance the awareness of domestic abuse among Faith Leaders and within faith communities, and offered bespoke Awareness Training for faith leaders, to help them gain an understanding of the challenges and barriers facing people of faith experiencing domestic violence or abuse.

The training was delivered online by Veronica Simpson, CEO Back In Control Consultancy (BiCC) which provided advocacy, practical and emotional support for those that were or have been affected by domestic violence or abuse.

The training provided faith leaders with an insight into:

  1. The various types of abusive behaviours and attitudes;

  2. How to spot the warning signs;

  3. Provided an understanding of the the impact on the abused, the abuser and children who witness abuse;

  4. Provided and gave individuals pointers on how they can offer support;

  1. The training explored complicated factors that people of faith may encounter, including immigration status, isolation and poor English skills.

Cities Faith and Community Forum

Faith institutions have a unique role in leveraging social capital in communities to address key city priorities but also to support marginalised communities. They can be effective in tackling hate crime and extremism and work towards improving social cohesion. They are embedded in communities, and can therefore channel resources to support city priorities.

The Cities Faith and Community Forum was launched in February 2019; it combined the strengths of key leaders in Europe and the UK, and was in a strong position to act as a bridge between governments and citizens. Our vision was to promote strategic faith and community collaboration across and between major cities in the UK and Europe. Our focus was strategic intervention, particularly focusing on issues and challenges that affect faith communities in cities, such as poverty, mental health, literacy, education, security, homelessness and the environment.

Civic and Democracy Leadership Programme

The Forum launched its third Democracy Week campaign; the Civic and Democracy Leadership Programme online, encompassing various workshops to enhance and expand young people’s arsenal of skills whilst also addressing issues critical to society. 25 university students and graduates developed their leadership skills from experts in their field and expressed their ideas to senior members of government.

The inaugural National Democracy Week, initiated by the Cabinet office and the National Democracy Week Council and various members across the nation, was a weeklong celebration of our democracy and coincided with celebrating the centenary of women getting the right to vote. The aim of the week was to encourage young people who are often the most apathetic towards politics, and who feel like they do not have a voice to learn more about democracy, and to encourage them to get involved in the democratic process.

The programmes made a difference and gave young people a chance to learn vital leadership skills, get expert insights from high level dignitaries and experts in their field. The week was based around the idea of how to better integrate communities which are often isolated from politics and how to get them involved with the political process and help their cause.

Safety and Security Conference

The Mayor’s Office for Policing and Crime (MOPAC), the Community Security Trust (CST), and The Forum conducted an online webinar which introduced the latest safety and security funding opportunities for physical security measures for places of worship through the Government’s Places of Worship Protective Security Funding Scheme. The Mayor’s top priority is to keep London safe, and this of course included ensuring that Londoners can practise their faith freely, safely and securely. The Mayor had lobbied hard for greater investment in this important funding stream and wanted as many London places of worship to take advantage of this.

Sadly, throughout the pandemic period, extremists had sought to use this uncertain time to sow hatred and division. This had included examples of promoting hatred against faith communities, including hideous calls to spread COVID 19 to faith premises and their worshippers. Considering the re-opening of faith venues, CST’s leading safety and security experts delivered a comprehensive free seminar on practical security and safety advice for places of worship which could be immediately implemented.

The CST who have decades of security experience working to protect the Jewish community were proactively reaching out to other faith communities to share their experience and to support fellow faith premises and their worshippers.

City Bridge Trust

It is well reported (and recognised by the Government) that Covid-19 has disproportionately impacted people of BAME ethnicities, who form a majority within most of the faith communities that we work with. This said, faith groups across London have responded magnificently to the pandemic. They have moved religious worship and social activities into online formats where possible; they have reached out to those who were isolated and vulnerable to mental health problems as a result of lockdown; and they have coordinated food delivery and debt/employment advice programmes for those facing economic hardship.

The Forum ran a capacity-building programme for twelve Black-majority Pentecostal churches across London: helping them to address Covid-19 impacts, to contribute more to civil society structures and programmes, and to improve their resilience and capacity in the interests of their members and their local communities.

Youth Engagement

The Forum organised seminars which explored the traumatic impact for Black and Minorities young people of living through the COVID pandemic. The aim of the seminars were to provide those working with Black and Minorities young people, knowledge and understanding of working within a trauma informed approach that supported the development of resilience within a social justice context.

Kickstarters

The Kickstart Scheme provided funding to create new jobs for 16 to 24 year olds on Universal Credit who were at risk of long term unemployment. The Forum was awarded the grant in January 2021 and will be continuing in the next financial year. The aim of the Work Programme was to prepare young people for finding and staying in a job for a 6 month period. We have supported young people to secure work to gain experience and work skills that will support them when applying for future employment.

Interfaith Tree planting:

In partnership with the Mayor of London, the Forum continued planting for the third annual interfaith tree planting initiative. The Forum empowered faith communities, and supported organisations to take the lead themselves by committing to plant and maintain at least one tree in their borough. In total we held 39 ceremonies in parks, canals, schools and sidewalks across London, with over 450 people attending. We planted a total of 101 trees within 21 boroughs. Through tree planting Londoners demonstrate how united they are by coming together irrespective of creed to plant trees with the aim of helping London become greener and giving back to the city that is home to all faiths and none.

My Voice Project

My Voice is aimed at empowering community leaders of the future. As the UK enters uncertain times. What is certain is that communities will need more regional and community leaders to come forward to positively impact their local communities in the face of social division. During our training, community leaders were provided the tools to allow them to deal with issues and respond rapidly to incidents taking place within their community.

The My Voice project is running courses across the nation to find these future leaders and empower them by focusing on contemporary far right extremism, inequality, community activism, gender and integration. This year we focused on faith institutions as they are more vulnerable to hate crime than ever before, we conducted 12 events across London, Luton and Birmingham focusing on the incidents and key trends, tactics and key players of the far right, and broader issues surrounding extremism.

Financial review

The Forum has continued to plan and develop its services, widening its publicity through social media and events. With the aid of sound financial management and the support of our Trustees, Council Members and Patron, the Forum has achieved a satisfactory outcome for the year, with sufficient resources to continue to expand activities in the forthcoming year.

Reserves Policy

Following consultation with experts and the board of Trustees it has been decided that the Charity's policy on reserves is to maintain adequate unrestricted/restricted funds to cover up to 6 months of operating costs (which includes admin HR and payroll) in the instance of incoming funds fall short.

The amount that is considered adequate to cover the unrestricted/restricted expenditure for the reserve target is £151,100. The Charity considers the levels of reserves to be sufficient.

I report to the trustees on my examination of the financial statements of Faiths Forum For London ('the charity') for the year ended 31 March 2021.

Responsibilities and basis of report

As the trustees of the company (and also its directors for the purposes of company law) you are responsible for the preparation of the financial statements in accordance with the requirements of the Companies Act 2006 ('the 2006 Act’).

Having satisfied myself that the accounts of the company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of the charity’s accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

Independent examiner's statement

Since the charity’s gross income exceeded £250,000 your examiner must be a member of a body listed in section 145 of the 2011 Act. I confirm that I am qualified to undertake the examination because I am a member of the Association of Chartered Certified Accountants, which is one of the listed bodies.

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

  1. accounting records were not kept in respect of the charity as required by section 386 of the 2006 Act; or

  2. the financial statements do not accord with those records; or

  3. the financial statements do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a ‘true and fair' view which is not a matter considered as part of an independent examination; or

  4. the financial statements have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. General information

The charity is a public benefit entity and a private company limited by guarantee, registered in England and Wales and a registered charity in England and Wales. The address of the registered office is 62 Grosvenor Street, London, W1K 3JF.

2. Statement of compliance

These financial statements have been prepared in compliance with FRS 102, 'The Financial Reporting Standard applicable in the UK and the Republic of Ireland', the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102)) and the Companies Act 2006.

3. Accounting policies

Basis of preparation

The financial statements have been prepared on the historical cost basis, as modified by the revaluation of certain financial assets and liabilities and investment properties measured at fair value through income or expenditure.

The financial statements are prepared in sterling, which is the functional currency of the entity.

Going concern

There are no material uncertainties about the charity's ability to continue.

Judgements and key sources of estimation uncertainty

In the application of the charity's accounting policies, the Trustees are required to make judgements, estimates and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other sources. The estimates and associated assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates.

The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimate is revised where the revision affects only that period, or in the period of the revision and future periods where the revision affects both current and future periods.

Fund accounting

Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's purposes.

Designated funds are unrestricted funds earmarked by the trustees for particular future project or commitment.

Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the terms of an appeal, and fall into one of two sub-classes: restricted income funds or endowment funds.

Incoming resources

All incoming resources are included in the statement of financial activities when entitlement has passed to the charity; it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income:

Resources expended

Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is classified under headings of the statement of financial activities to which it relates:

All costs are allocated to expenditure categories reflecting the use of the resource. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs are apportioned between the activities they contribute to on a reasonable, justifiable and consistent basis.

Tangible assets

Tangible assets are initially recorded at cost, and subsequently stated at cost less any accumulated depreciation and impairment losses. Any tangible assets carried at revalued amounts are recorded at the fair value at the date of revaluation less any subsequent accumulated depreciation and subsequent accumulated impairment losses.

Tangible assets (continued)

An increase in the carrying amount of an asset as a result of a revaluation, is recognised in other recognised gains and losses, unless it reverses a charge for impairment that has previously been recognised as expenditure within the statement of financial activities. A decrease in the carrying amount of an asset as a result of revaluation, is recognised in other recognised gains and losses, except to which it offsets any previous revaluation gain, in which case the loss is shown within other recognised gains and losses on the statement of financial activities.

Depreciation

Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value, over the useful economic life of that asset as follows:

4. Limited by guarantee

The liability of Members is limited. Every Member promises, if the Charity is dissolved while he/she remains a Member or within one year after he/she ceases to be a member, to pay up to £1 towards:

·payment of those debts and liabilities of the Charity incurred before he/she ceased to be a member;
