## **FOR THE YEAR ENDING 31 MARCH 2025** 

The Christchurch Community Partnership’s (CCP) Trustees are pleased to present their annual directors’ report together with the charity’s financial statements for the year ending 31 March 2025. The Annual Report and Financial Statements comply with the Charities Act 2011, the Companies Act 2006, and the Memorandum and Articles of Association. The preparation of these accounts has been guided by the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) as laid out in the Statement of Recommended Practice applicable to charities.

## Context 

The negative impact of high levels of isolation and loneliness are well understood at a national level. There is a significant evidence base that shows that loneliness can increase the risk of early mortality and put people at greater risk of poor mental health. A BCP residents survey found that 12% of residents felt isolated, and CCP’s own research for the 2023 Christchurch Conversation event highlighted loneliness and isolation as one of three key issues in the town. 

Although loneliness and isolation can affect any age group, older people, particularly those with health conditions or caring responsibilities, are more likely to be affected. The 2018 Hidden Dorset report found that 1 in 20 adults in Dorset reported feeling lonely or isolated, but that number increased to 1 in 10 amongst older adults. As Christchurch has the highest proportion of people aged 65-95 in Dorset, the need to support older people with access to social activities is particularly high. Conversations with partners demonstrate this need and affirm CCP’s place in the wider system around reducing isolation and loneliness. Many partners pointed to the high levels of demand for the support that CCP provides. 

Over the last 12 months, CCP has directly supported 354 people, many on a regular basis, some just once or twice and 90% of them are aged 50+. However, most people accessing our support are from significantly older

age groups, with half (51%) aged 80+ and a quarter (26%) aged 90+. Half of CCP’s clients have a disability or health condition. Nearly two-thirds (64%) are female. Although the majority (90%) are White British, we engage a greater proportion of people from ethnic minority communities than the general population in Christchurch (5%). 

Whilst Christchurch is not a particularly deprived area,7% of neighbourhoods are in the top 20% of most deprived in England, according to the 2019 Index of Deprivation. Postcode data from CCP clients shows that 6% of clients live in these deprived neighbourhoods, which indicates that CCP is reaching people from less affluent areas of Christchurch. 

Overall, the data shows that CCP is reaching people from groups who are most at risk of becoming isolated or lonely and which aligns with our vision. We have also developed a close working relationship with several local social housing providers, particularly Sovereign Network Group, which has a large number of properties within the two most deprived areas of Christchurch. 

As well as this direct support to clients, CCP also indirectly supports wider family members by keeping in touch and providing reassurance their family member is receiving support. This is particularly valuable to those who do not live nearby. 

## Highlights 

This been year of new projects and partnerships, both by delivering a range of new and existing services and working collaboratively with many other organisations as we continued to focus on our vision to end social isolation in Christchurch. 

The weekly CCP lunch club at Homelands in Kings Avenue, in partnership with the Friendly Food Club, continues to expand to meet the increased demand. This included utilising both of our minibuses and taking on a paid buddy and second paid driver to ensure that all of activities could be delivered. The monthly Sunday Roast has also continued with attendance growing as we accommodate referrals of more isolated residents. The seated exercise class which we began last year at Bure House sheltered housing complex has expanded to such an extent that we are now planning a second class. Our Coffee Connections events have continued to be a success, and we have relocated one from a sheltered housing complex to a community café which is working very well and attracting members of the local community in addition to existing clients.

Once again, we held three simultaneous afternoon teas to mark the International Day of Older People in October – but this year we went even bigger and better, thanks to our partnership with Christchurch Town Council. The council not only provided generous funding but also organised displays from Mudeford Guides, Christchurch History Society and the Red House Museum, and booked the very popular Funky Little Choir, who we transported to each venue, to entertain the 150 guests. We also showcased the amazing Vintage Album covers photography project which went viral on TV, Radio and in the national press, even making it into the New York Post! 

Our two minibuses were busy too – out four or five times a week getting our isolated residents to seated exercise classes and lunch clubs but were also able to deliver fun trips this year, which went down a treat! The buses made 2,024 trips over the year, and in addition, our Neighbour Car drivers transported 60 people on 370 trips, and travelled some 3,450 miles 

A major highlight of the year was the Christchurch Soup event in October, which was themed around children and young people. The event saw over 100 guests join the many participants to hear from eight amazing projects, with the youngsters pitching for funding. Guests voted with their soup bowls and enjoyed live entertainment from the fabulous Swing Unlimited! With generous funding from the sponsors, Christchurch Town Council, the Primrose Trust, Public Health and Talbot Village Trust, we were able to award funding to all eight schools/youth organisations that ‘pitched’ their projects. With the additional funds being raised through ticket sales, the total awarded was circa £3,000.00 

We are so grateful to all our funders for enabling us to reach even more isolated residents this year and in addition to our National Lottery Grant, we obtained funding from Talbot Village Trust, BCP and Christchurch Councils, SNG, Christchurch Housing Society, Christchurch Charitable Trust, Dorset Community Foundation, AFC Bournemouth, and the Masonic Charitable Foundation. We couldn’t have done it without them, as well as our amazing staff team and incredible volunteers. 

We also realised all of the objectives outlined in last year’s report. Funding from Talbot Village Trust allowed us to employ a dedicated Volunteer Coordinator who started her role in January and is already making a difference to our Volunteer Strategy as well as successfully attracting new volunteers.

## Achievements and Performance 

During the year we delivered or supported a total of 188 events and activities: 

• **Lunch clubs:** 101 weekly lunch clubs at community halls based in two retirement complexes, and transporting clients to access another lunch club in a local community centre 

• **Coffee Connections:** 33 monthly coffee mornings at a range of community locations including sheltered housing complexes and a community café 

• **Exercises classes:** 33 weekly seated exercise class at an extra care scheme, for residents, and other isolated residents via CCP transport 

• **Sunday Roasts** : 9 monthly Sunday Roasts to provide a weekend lunch club in response to research demonstrating increased loneliness at weekends 

- **Trips:** 12 one day trips to local garden centres, the New Forest and shopping centres as well as ‘Cycling 

- Without Age’ bike trips 

• **Events:** 5 one-off community events in partnership with other community organisations and support services. These have included an Afternoon Tea at 3 venues for the annual International Day of Older Persons, Easter and Christmas Day lunches, and hosting a Christchurch Soup, a community fundraiser for local children and young people’s projects 

• **Christchurch Angels and Helpful Neighbours:** In addition to providing transport services and activities and events, CCP also deliver Christchurch Angels, whereby volunteers support older people to connect to social activities in their local area. They also provide support for completing attendance allowance or other forms and completed 48 such forms during 2024. 

• **The Hardship Fund:** Run in association with the Christchurch Magdalen Trust this Fund has again assisted many individuals and families suffering financial difficulties.

## Strategic Intent 

CCP has two broad priorities which support its vision to alleviate social isolation: firstly, to support isolated residents directly, and secondly, to facilitate collaboration and networking across a large range of support services in Christchurch. 

The CCP is connected to the Christchurch community at both a strategic level and operationally, on the ground. We work closely with the local Age Friendly and Access to Food Partnerships, which provide information, collaboration and networking opportunities, as well as the local Health and Wellbeing Locality Group, which includes our Primary Care Network, as well as the BCP Council and Christchurch Town Council. In addition to these strategic partners, CCP has an extensive range of referral partners and community organisations including schools, churches, housing associations, businesses and other charities, that we proactively collaborate with. 

By connecting with these other organisations, and particularly through engaging in research projects such as the Hidden Hunger and Access to Healthcare projects, and partnering with Bournemouth University’s PIER programme, we have a good understanding of the needs of the local area. The excellent relationships that we have with a wide range of statutory and voluntary sector organisations enables us to work with many partners to support and signpost vulnerable people to the support they need.  It also means we are able to identify the gaps in provision and to work out collaboratively how to fill them. 

## Measurement of Success 

To better understand and demonstrate the impact of our work, CCP commissioned Shephard & Moyes to develop an evaluation framework to help us evaluate the effectiveness of our services and assist with grant applications. This framework helped us collect robust data which demonstrates what the CCP has achieved over the last year. This includes feedback from both our clients and volunteers, as well as the many partner organisations we work with across the statutory and voluntary sector. 

Both the Shephard & Moyes’ survey and conversations with both clients and volunteers also explored the impact CCP has on reducing isolation and improving wellbeing:

Improving health and wellbeing  As a result of participating in CCP activities the client sees an improvement in their health and wellbeing: 

- **70%** are more physically active 

- **79%** are more mentally active 

- **82%** feel happier 

- **75%** feel more optimistic 

- **69%** are managing their physical or mental health better 

- **85%** feel more independent 

- **84%** agree they are eating more healthily given the high-quality nutritious meal provided at one of the lunch clubs 

Reducing loneliness & Isolation The CCP connects people, supporting them to make new friends and reducing isolation and loneliness: 

- **100%** enjoy connecting to others and meeting new people 

- **97%** have made new friends 81% feel less lonely 

Improving connections to the community and access to support Participating in CCP activities or services: 

- **89%** of clients feel more confident to attend community events 

- **85%** feel more connected to their community 

- **77%** are more aware of what support services are available and how to access them 

Impact on volunteers Volunteering for CCP is helping to support the 5 Ways to Wellbeing: 

- **Connect:** 96% have enjoyed connecting with other people and 70% feel more connected to their community 

- **Be active:** 65% agree volunteering keeps them physically and mentally active 

- **Learn:** 32% have learnt new skills and 38% have gained useful work experience 

- **Be present:** 52% have noticed a positive difference to the way they feel 

- **Give back:** 82% are more likely to volunteer for other charities or community activities in future

Additionally volunteering reduces isolation and loneliness given that the volunteer can support the community but would not necessarily consider themselves in need of support. 

## Future Plans 

We are currently developing a plan to work with Somerford Youth & Community Centre and Christchurch Town Council on an issue identified at the 2023 Christchurch Conversation. A project around Youth Democracy will be implemented over the next year and followed up with a Youth Conversation in 2026.  The plan is to develop a lesson with a film playing centre role, along with the necessary lesson plan and to deliver in our secondary schools in Personal, Social and Health Education (PSHE) lessons. The findings will then be used to inform a Youth Conversation planned for 2026 

The afternoon teas associated with the Annual International Day for Older People have now become a CCP tradition and we are planning to hold them in 3 venues again in October, as well as a second Christchurch Soup event later in 2025 

We are also looking to launch 2 additional Coffee Connections in community cafes open to the public to widen our reach beyond our referrals, as well as an additional Seated Exercise Class, to meet the growing demand for all of these services. Our focus is on the areas of St Catherine’s Hill and Highcliffe where there is currently little provision for isolated residents. 

Having established the Homelands Lunch Club, which continues to grow, it is our intention to look at launching a second CCP Lunch Club in one of the underserved areas of either Mudeford or Burton and we are exploring potential venues. 

A further aspiration for us is to acquire either an additional minibus or a Multi Passenger Vehicle to give us greater flexibility with our transport services, in addition to the 2 buses and our Neighbour Car service, as transport is a huge barrier for so many of our elderly residents. 

## Financial Review 

The CCP is continuing to make significant impact, but the account is fragile making a net deficit this year of £4770.97.  There is little headroom and this is probably only the £4703.25 held in the Talbot Village Trust Fund as matched funding.  With some urgency the CCP now needs to either reduce expenditure or increase grants and may also need to consider increasing donations for those using the bus. All this is to be underpinned by a robustly implemented rolling 5-year funding strategy.

## **FOR YEAR ENDING 31 MARCH 2025** 

The Trustees are satisfied that the company is entitled to exemption from the provisions of the Companies Act 2006 (the Act) relating to the audit of the financial statements for the year ended 31 March 2025 by virtue of section 477, and that no member or members have requested an audit in pursuant to the section 476 of the Act. 

The Trustees acknowledge their responsibilities for: 

- Ensuring that the company keeps adequate accounting records that comply with section 386 of the Act. 

*   Preparing financial statements that give a true and fair view of the state of affairs of the company as at the end of the financial period and of its profit and loss for the period in accordance with the requirements of section 393, and which otherwise comply with the requirements of the Act relating to financial statements, so far as is applicable to the company. 

In preparing the financial statements, the trustees are required to: 

- Select suitable accounting policies and then apply them consistently. 

- Observe the methods and principles in the Charities SORP. 

- Make judgements and estimates that are reasonable and prudent. 

- State whether applicable UK accounting standards have been followed, subject to any departures 

disclosed and explained in the financial statements. 

- Prepare the financial statements on the going concern basis unless it is inappropriate to presume that 

the charity will continue in business. 

## **Statement as to disclosure to our Independent Reviewer (IR)** 

In so far as the trustees are aware at the time of approving this annual report: 

- There is no relevant information, being information needed by the IR in connection with preparing his 

- report, of which the Partnership’s Treasurer is unaware, and

2. Talbot Village Trust Fund. The Partnership is very grateful to the Talbot Village Trust for the generous donation of £28,600 to be used to recruit a dedicated Volunteer Coordinator and expand the existing projects with two more lunch clubs and two more community-based Coffee Connections as set out in Schedule 1 to the Grant Agreement. 

IAW Schedule 2 the Partnership had to provide match funding totalling £4,703.25 thereby bringing the total in the account to £33,303.25. 

The match funding has been drawn from the following accounts:

Given that unspent funds may have to be returned a liability account has been established on the Balance Sheet tracking the funds remaining in the Talbot Village Trust Fund 

Expenditure.  A Volunteer Coordinator was recruited in Jan 25 and 2 months of salary (£2,114.97) has been taken from this fund. Additionally, £4,590 (Shepherd & Moyes) and £78.50 (Volunteer Induction & Training) were considered appropriate expenditure against this fund. The current fund status as of 31 Mar 25 is £26,519.78. 

3. Income Detail   Clients attending the lunch club are expected to donate £6.50 for the meal and £2.50 for the transport if it was used.  In order separate lunch costs from transport costs and accepting the figure will not be accurate but will be of the right order the £18047.67 figure was divided into £5,000 .00 of Transport income and £13,047.67 of Food income.

## **Annex A** 

## **Overview of CCP Services & Projects** 

At CCP, we provide a range of services to reduce isolation and loneliness which are reviewed annually and modified to ensure they are still meeting actual needs. We also work in partnership and collaboratively with any organisation serving the Christchurch community to provide the maximum benefit to isolated residents. Through this collaborative approach which allows us all to focus on our own areas of expertise whilst supporting other organisations to do the same, the community benefits from a greater range of services 

Our own services include: 

**Transport:** We provide essential door-to-door transport to those who would otherwise struggle to get out. We have two minibuses manned by a team of paid and volunteer drivers and bus buddies that provides support for the Lunch Clubs, seated Exercise Classes and trips. Our Neighbour Car service, provided by volunteer drivers, transports clients to social activities and support groups run by both our own and other organisations. We also work in partnership with SEDCAT (A BCP funded Community Transport provider that provides transport for those attending hospital and medical appointments). Having transitioned our medical transport and clients to SEDCAT, as well as providing them with some of our drivers, they were able to launch their services in Christchurch. 

**Community events and social activities:** We deliver a range of social activities and events that allow people to socialise and/or benefit from a weekly hot meal or monthly cake and coffee. These include our popular Sunday Roast events, weekday Lunch Clubs, and Coffee Connections, hosted at venues around Christchurch. We also offer Seated Exercise Classes and day trips, to help people to stay engaged, active and well. 

**Christchurch Angels and Helpful Neighbours:** Christchurch Angels has been refocused specifically on empowering people to reconnect with their community, by accompanying those who need support to attend a Lunch Club or other event, especially for the first few times until they build their confidence. Our Community Connections Coordinator assesses all referrals in person and formulates a plan with the client, which is based on connecting them with an activity or Lunch Club so they can form their own friendships and social networks. 

The Connections Coordinator also works closely with our Transport Coordinator as most of our clients struggle to access public transport which prevents then getting to activities; the latter will arrange a Neighbour Car or minibus transport for them.

Our Helpful Neighbours scheme continues to offer some practical support with one-off practical tasks although we often refer clients to the new Bournemouth Handy Van service provided by BCP Council which offers a more comprehensive service also with no charge for those eligible. Instead, we have developed a team of trained volunteers who are able to assist our older residents in completing Attendance Allowance, Blue Badge and Bus Pass forms. 

**Community Engagement Events** These alternate between either a ’Conversation’ or a ‘Soup’ event biannually. The ‘Conversation’ is a forum at which attendees from local organisations are broken down into groups and discussions held to capture where there are shortfalls in social provision; the second Conversation, was held in October 2023. 

The ‘Soup’ event gathers the community together to vote for a local charity needing seed funding for a project and awards a pot of funding, but at the same time, offers the opportunity for community consultation, which identifies where there are gaps in social support. 

**Hardship Fund (previously Emergency Grants Fund** ) Funds are provided for this by the Christchurch Magdalen Trust, a local charity set up to assist Christchurch residents in financial difficulty. Immediate grants of up to £200 can be made via BACS transfer on referral from school Heads or Pastoral Workers to families in need of immediate financial assistance. Referrals are also received from other statutory partners, and this fund is used for a wide range of needs from both individuals and families who are struggling.

## **ANNEX B** 

## **Governance, Management and Accounting Policies** 

Governing Document. The Partnership is a registered charity with the Charity Commission and a registered company limited by guarantee and as such does not have share capital. The liability of each Member under guarantee (they are also the Trustees/Directors) does not exceed the sum of £10. It is governed by a Memorandum and Articles of Association, and the Trustees receive no remuneration for their services. 

Appointment of Trustees. Potential Trustees are sponsored by a current Board member and their nomination raised as an agenda item to a formal Board meeting. The sponsor circulates the nominee’s CV and provides a written statement that makes a case for selection, stating the role they see the individual fulfilling and the anticipated output they expect. If unanimous approval is not forthcoming the sponsoring Trustee may wish to review the nomination with a view to persuading the Board to reverse their collective decision. 

The performance of the probationary Trustee is to be reviewed by the Chair plus 2 trustees 6 months after their selection. Any desire to deselect the individual will require the unanimous majority vote of all non-probationary Board members. 

Organisation. The CCP organizational structure: 

a. Board of Trustees (BoT). The Board meets every 2 months with the strict intent to maintain a strategic purview of CCP business and extending the planning horizons of the CCP. Attendance is restricted to Trustees and the CEO. 

b. There are only 4 trustees although with the increasing activity there is justification for increasing this number and this is being actively explored. 

c. Management Team. This is responsible for the tactical delivery of the Board of Trustees’ Management Plan and consists of the Office Manager, Community Connections Coordinator, Transport Coordinator and Volunteer Coordinator, with the Chief Executive Officer in the Chair and meets at least once every 2 weeks. 

d. Staff Team. This includes the 5 senior roles above plus the Community Connections Assistant, the 2 paid drivers and buddy and meets at least once every 2 weeks 

Risk Management. The Trustees actively review the major risks, which the Partnership faces on a regular basis – currently the 2 key risks to the Partnership’s continuing as a ‘going concern’: 

- a. Volunteer Numbers. This currently represents a significant risk to the charity’s future.

b. Fund Raising Programme. Funds are critical to the CCP future and the need to formulate a longer-term financial plan rather than surviving on short-term funds applications is essential. 

General Data Protection Regulation. The CCP has robustly implemented GDPR ((EU) 2016/679), which came into force on 25 May 2018. The Board of Trustees are the Data Controllers, and the Service Leads are Data Processors. To comply with the new Act the Partnership conducted Data Protection Impact Assessments; using these and applying the key GDPR requirements the Board of Trustees reviewed, updated and approved the Partnership’s Data Protection Policy, Procedures and Privacy Statement. These documents are made available to all Trustees, staff and volunteers. The Board of Trustees and the Service Leads signed Agreements to uphold and act on the new Policies and Procedures in line with GDPR. 

The Privacy statement is available to all our clients and the public through our website or on request from our office, and the Policy and Procedures are available on request. 

## **Accounting Policies** 

The principal accounting policies adopted, judgements and key sources of estimation uncertainty in the preparation of the financial statements are as follows: 

a.           Basis of Preparation. The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) - (Charities SORP (FRS 102)) and the Companies Act 2006. Assets and liabilities are initially recognized at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s). 

b.           The accounts have been prepared on an accrual basis. 

c.            Preparation of the accounts on a going concern basis. The preparation of the accounts reflects the assumption that the Partnership is considered an ongoing concern. 

d.           Income. Income is recognized when the charity has entitlement to the funds, when any performance conditions attached to the item(s) of income have been met or it is probable that the income will be received, and the amount can be measured reliably. 

e. Interest receivable. Interest on funds held on deposit is included when receivable and the amount can be measured reliably by the charity; this is normally upon notification of the interest paid or payable by the Bank. 

f.            Fund accounting. Unrestricted funds are available to spend on activities that further any of the purposes of the charity. Designated funds are unrestricted funds of the charity which the trustees have

decided at their discretion to set aside to use for a specific purpose. Restricted funds are donations which the donor has specified are to be solely used for particular areas of the Partnership’s work. 

g.           Expenditure. Expenditure is recognized once there is a legal or constructive obligation to make a payment to a third party, it is probable that settlement will be required, and the amount of the obligation can be measured reliably. Expenditure is classified under the following activity: 

- Costs of raising funds. 

- Expenditure on charitable activities including their associated support costs. 

- Other expenditure represents those items not falling into any other heading. 

h.           Support Costs. Support costs are those functions that assist the work of the charity but do not directly undertake charitable activities. Support costs include office costs, finance, personnel, payroll and governance costs. 

- i.            Expenses. Expenses are considered under 4 headings. 

   - Volunteer Expenses. Those expenses that are paid directly to the volunteer for any expenditure made by the individual. 

o     Project / Service Expenses. Those expenses paid to directly support the project delivery such as rental payments, printing costs and the acquisition of training material. 

o     Office Expenses. Those expenses not covered by Office Maintenance or Office Utilities such as web site training, planning application costs and TV license costs. 

o     Miscellaneous Expenses. Those expenses not recorded elsewhere. 

j.          Tangible Fixed Assets. Tangible fixed assets are capitalized at cost and are depreciated over their estimated useful economic lives on a straight-line basis. 

k.         Debtors. Trade and other debtors are recognized at the settlement amount due after any trade discount offered. Prepayments are valued at the amount prepaid net of any trade discounts due. 

l.          Cash at bank and in hand. Cash at bank and cash in hand includes cash and short term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account. 

m.        Creditors and provisions. Creditors and provisions are recognized where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably.  Creditors and provisions are normally recognized at their settlement amount after allowing for any trade discounts due.
