ANNUAL REPORT FOR THE YEAR ENDING 31 MARCH 2024

The Christchurch Community Partnership’s (CCP) Trustees are pleased to present their annual directors’ report together with the charity’s financial statements for the year ending 31 March 2024. The Annual Report and Financial Statements comply with the Charities Act 2011, the Companies Act 2006, and the Memorandum and Articles of Association. The preparation of these accounts has been guided by the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) as laid out in the Statement of Recommended Practice applicable to charities.

Objectives and Activities

Context. Christchurch has a population of 50,030[1] and the highest proportion of people in Dorset with 1 in 3 aged between 65 – 95 (31%); the national average is 18%. In 2016 Christchurch had the highest proportion of people ages 80+ at 10% (4,990) compared with the average percent of England’s overall population being 4.8%. By 2025 the number of people aged 85+ is expected to increase by more than a third.

Although in general, a wealthy Borough, there are pockets of Christchurch which are areas of significant deprivation, and where there are disadvantaged people struggling with isolation and in financial crisis. Circa 95% of our client base are over 65; a large number are frail, live alone and find it difficult to use public transport, many because they use walking aids.

CEO’s Report

One of the statistics which has continued to shape our services is that loneliness is thought to increase the likelihood of mortality by 26%[2] , is also thought to act as a fertilizer for other medical conditions and is associated with an increased risk of developing coronary heart disease or high blood pressure, having a stroke or advancing the onset of disability, cognitive decline, clinical dementia and depression; it is as damaging as smoking 15 cigarettes day. However, it has also been shown[3] that by engaging in activities or socialising, people tend to live longer, have a sense of purpose, maintain well-being and witness an improvement in cognitive activity

In responding to these statistics, 2023 has been another busy and innovative year for Christchurch Community Partnership (CCP). We extended our support to reach many more members of our community and introduced new projects and collaborations whilst continuing to refocus our activities in line with our vision to end social isolation in Christchurch. The expansion of our support has been possible largely because of the ongoing funding from The National Lottery, Reaching Communities

Fund, as well as several other local funders, which has enabled us to reach many more isolated residents in 2023/24.

We also commissioned a marketing strategy which included a new website and logo, as well as taking delivery in December of a new minibus to replace one of our existing vehicles, which we were then able to sell to another local charity in need of a bus.

Since our launch as a charity in 2011, CCP has helped thousands of local people, including many older residents and others struggling with social isolation. In 2023, we had over 3,000 interactions with residents in our community.

Our transport services expanded with the appointment of a new part-time Dial a Bus driver, allowing us to extend our lunch club support, and our volunteer Neighbour Car drivers, now no longer undertaking medical trips, took many isolated residents to social activities such as Chat Cafes, Men’s Sheds and Memory Lane groups. Christchurch Angels volunteers continued to offer vital one-to-one support where needed, but more often by accompanying new clients initially to activities and events to help them build their confidence.

We also launched a new initiative, Coffee Connections , to bring together residents in sheltered housing accommodation to enjoy time together. This has been a great success, with the pilot scheme running across three sheltered social housing venues; Bure House (Aster), Trafalgar Court (SNG) and Homelands (Christchurch Housing Society, CHS), thanks to funding from BCP/DCF Thriving Communities Fund and the Sovereign Network Group. It has also created new opportunities for volunteers, as did the Cream Tea we hosted across all three venues on Sunday October 1[st] to mark the United Nation’s annual International Day of Older Persons (IDOP).

In addition to our annual Christmas Day Community Lunch in 2023, we added an Easter Sunday Lunch, alongside our new monthly Sunday Roast project which launched in January and again offered weekend volunteering opportunities. Our collaboration with Bournemouth University and BCP Council in the Hidden Hunger project confirmed to us that food insecurity is a major issue for many older residents and our new projects are a direct response to that, offering people an opportunity to socialise and enjoy a hot drink, snack or a meal.

We were also able to secure funding from the BCP/DCF Winter Food Support Fund to finally pilot a new weekly Lunch Club for Christchurch, located at Homelands, and with the Friendly Food Club doing the catering. We are hopeful that this can continue with the support of Christchurch Housing Society who own the venue, as we have now demonstrated the need for one in the town, to augment the existing lunch club provision in Highcliffe and Somerford.

A particular highlight of the year for us was the second Christchurch Conversation , which we hosted in October 2023. Almost 100 representatives from the statutory, voluntary and community sectors joined us at the event, to discuss how we can build a community in Christchurch that is even more connected.

We were also one of only 5 organisations invited to participate in an NHS research project; Access to Healthcare , looking at why people did not attend (DNA) medical appointments, as this is a significant issue for the NHS. We again partnered with Bournemouth University using their ‘community researcher’ model, and many of our clients participated in it. It is intended that the results will be useful in shaping NHS services in the future.

Whilst we have managed to both deliver our current services, and develop several new projects this year, we have also faced enormous challenges, particularly with the shortage of volunteers, and the perennial issue of securing funding to be able to sustain them.

We know that social isolation can have a profound impact on people in our community, but by working together, we can reduce loneliness, improve quality of life, and help local people to make vital connections, and we will continue to develop our services and collaboration to address this in 2024/25.

Strategic Intent.

The CCP is working to our 3 to 5-year Business Plan which incorporates both the lessons learnt from the ‘Covid’ pandemic, and also those informed by the aforementioned collaborative research projects with which we have been involved during 2023/4. Our priority remains to develop those partnerships and collaborations with the many other organizations offering support to our community of Christchurch.

In particular, we have developed a new partnership with Christchurch Town Council, who will be funding and collaborating on some of our larger community projects such as the IDOP (International Day of Older Persons) Cream Tea this year, and the planned Christchurch Soup event both of which will be delivered later in 2024.

Our business plan is predicated on the principle that by working alongside and in partnership with other local organisations[4] , the CCP will take the lead in promoting and maintaining an inclusive, supportive, and caring community, with the key objective of addressing social isolation, to improve the health and well-being of all residents as well as supporting individuals living with Dementia and their Carers though our service delivery.

In tackling ‘social isolation’, the Partnership will ensure that the various services sitting under the CCP umbrella, which are detailed at Annex A to this Report, operate to mutual benefit rather than in isolation. We continue to monitor and review all our services and have achieved a much greater level of integration between them; with volunteers working across the different projects. The development of new projects; such as the IDOP Cream Tea, the Sunday Roast and the Homelands Lunch Club which are all ‘completely owned’ by CCP have considerably expanded the volunteering opportunities. Further development on collaborative working with partner organizations across Christchurch continues to ensure that resources are used in the most effective way to benefit the wider community.

Achievements and Performance

Despite the continuing difficulties we are experiencing in recruiting volunteers, which we know is a national issue, our excellent staff team and existing volunteers are providing an even more comprehensive range of support to the community, with the Coffee Connections project opening up many more opportunities and activities to our beneficiaries. address this shortcoming, we are seeking to formulate and implement a positive and proactive marketing strategy.

In response to the challenge of attracting new volunteers, we have continued to review our recruitment strategy, as well as to improve our induction and training processes. This has included the purchase of an online training package which, in addition to the face-to-face training that we have continued to provide, gives volunteers and staff an opportunity for personal development, as well as offering a flexible way of doing the mandatory training required on GDPR and Safeguarding.

Our CEO has continued to be a key partner in some of the new strategic initiatives being developed by BCP, including the Access to Food Partnership as well as the Age Friendly pilot project running in only 3 Local Authority areas of the UK, and with Bournemouth University on their research projects, with our beneficiaries enjoying being involved as community researchers.

We are also committed to monitoring all our services to ensure they are continuing to support our vision to alleviate social isolation. This approach is applied to any new services, such as prioritizing Lunch Club delivery, as well as transportation, as well as informing our decision to discontinue projects which don’t fit, such as shopping trips, for which we now refer clients to a partner organization instead.

Future Plans

We are working with both Age Concern (shopping trips) and SEDCAT (medical appointments) to whom we have also transitioned one of the Lunch Clubs that we only provided transport for. This has enabled us to start offering trips on that day instead, which has proved very popular.

We will also continue to deliver the Lunch Club at Homelands, working with Christchurch Housing Society and the Friendly Food Club as this is very much needed. When capacity and funding allow, we will look at delivering another Lunch Club in the underserved area of Burton.

We are looking to deliver at least two additional Coffee Connections, utilizing Community Cafes to widen the reach and demographic to other isolated residents.

Financial Review

It is widely argued that the CCP has considerable impact across all its services for a relatively low cost; with support costs costing circa £23K (excl. Salaries) annum the charitable return is significant.

The decision to deliver our services in a more integrated fashion and for the whole organization to be mutually supportive, with volunteers contributing wherever demand is greatest has been very successful and engendered an ‘all of one company’ spirit. Breaking down restrictive fund structures has been mapped across to the financial structure where output delivery is the focus.

The award of lottery funding and the introduction of paid staff on the Management Board with a CEO at the helm is still making the transition from a wholly volunteer organization but the future looks very promising. From a financial perspective the ‘skim’ reader could be left with a skewed impression. The increase in support costs underpinned by the £86K salary bill could suggest greater charitable activity, which is offset by the increase in income as a result of the lottery grant, would indicate a buoyant organization. However, the annual salary bill is likely to increase whilst the lottery funds are reducing year-on-year. By November 2026 we will need to have secured some longer-term funding.

During the Year 2023-24 the Direct Expenses/Expenditure on Charitable activity is £44,774, Overheads/Support Costs is £22,721, Salary Costs is £85,973 giving a total Expenditure of £153,468. This is showing an increase in total expenditure over previous years, the reason being greater investment in staffing levels.

POLICIES AND PROCESSES

Accounting Policies

The Accounting Policies are detailed at Annex B.

Reserves Policy

The Trustees believe that free reserves should be circa 3 months of normal operating costs. The Trustees have concluded that the current level of reserves will satisfy any immediate requirement based upon the current cost base.

Structure, Governance and Management

Governing Document. The Partnership is a registered charity with the Charity Commission and a registered company limited by guarantee and as such does not have share capital. The liability of each Member under guarantee (they are also the Trustees/Directors) does not exceed the sum of £10. It is governed by a Memorandum and Articles of Association and the Trustees receive no remuneration for their services.

Appointment of Trustees. Potential Trustees are sponsored by a current Board member and their nomination raised as an agenda item to a formal Board meeting. The sponsor circulates the nominee’s CV and provides a written statement that makes a case for selection, stating the role they see the individual fulfilling and the anticipated output they expect. Normally the nominee will have served as a Volunteer Executive Officer (VEO) for at least 6 months but exceptionally this may be waived by the Board. Following a short interview the nomination is to be approved by all members of the current Board. If unanimous approval is not forthcoming the sponsoring Trustee may wish to review the nomination with a view to persuading the Board to reverse their collective decision.

The performance of the probationary Trustee is to be reviewed by the Chair plus 2 trustees 6 months after their selection. Any desire to deselect the individual will require the unanimous majority vote of all non-probationary Board members.

Organisation. A recent review resulted in a change to the organizational structure which is now:

a. Board of Trustees (BoT). The Board meets every 2 months with the strict intent to maintain a strategic purview of CCP business and extending the planning horizons of the CCP. Attendance is restricted to Trustees and the CEO and invited VEOs /Coordinators.

b. Management Team. This is responsible for the tactical delivery of the Board of Trustees’ Management Plan and consists of the Office Manager and the Community Connections Coordinator with the Chief Executive Officer the Chair. The meeting regime is issued by the CEO but is at least monthly with invited volunteers as required by the CEO.

c. Staff Team. This includes the 3 senior roles above plus the Community Connections Assistant, Transport Administrator and 2 drivers and meets with the senior leaders on a monthly basis

There are currently 4 trustees with one trustee resigning during the reporting period and one being appointed, although with the increasing activity and strategic review being undertaken by the Partnership there is potential justification for increasing this number.

Risk Management. The Trustees actively review the major risks, which the Partnership faces on a regular basis – currently the 3 key risks to the Partnership’s continuing as a ‘going concern’:

General Data Protection Regulation. The CCP has robustly implemented GDPR ((EU) 2016/679), which came into force on 25 May 2018. The Board of Trustees are the Data Controllers, and the Service Leads are Data Processors. To comply with the new Act the Partnership conducted Data Protection Impact Assessments; using these and applying the key GDPR requirements the Board of Trustees reviewed, updated and approved the Partnership’s Data Protection Policy, Procedures and Privacy Statement. These documents are made available to all Trustees, staff and volunteers. The Board of Trustees and the Service Leads signed Agreements to uphold and act on the new Policies and Procedures in line with GDPR.

The Privacy statement is available to all our clients and the public through our website or on request from our office, and the Policy and Procedures are available on request.

Legal status of the Partnership

The Partnership is a company limited by guarantee and has no share capital. In the event of the charity being wound up, the liability in respect of the guarantee is limited to £10 per member of the charity.

Trustees’ Responsibilities in Relation to the Financial Statements

The Trustees (who are also the directors under Company law) are responsible for preparing an annual report and financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

Company law requires the charity trustees to prepare financial statements for each year which give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources. In preparing the financial statements, the trustees are required to:

NOTES TO THE ACCOUNTS

1. Fund Management

  1. The decision to deliver an integrated service package providing mutual support across the services, with volunteers contributing wherever demand is greatest and the move away from a fund-based financial organization is reflected in these accounts. CCP fully observe its legal requirement relating to restrictive and non-restrictive funds.

  2. a. Expenditure on Charitable Activity v Support Costs. It is anticipated that the recruitment of the Management Board will lead to greater efficiencies and therefore an increase in the CCP charitable footprint. Although it might be argued that salary costs could be considered as ‘Expenditure on Charitable Activity’ but to ensure future consistency this expense will remain a ‘Support Cost’. However, the personnel costs associated with the recruitment / training / travel costs of CCP volunteers will be retained under the banner of Charitable Activity whilst remaining an overhead on the IE Account

Furthermore, elements of ‘Support Costs’ could rightly be considered as contributing to Charitable Activity but for similar reasons as for salary costs, will remain as ‘Support’.

2. Donations & Grants

Relying heavily on donations, the CCP is immensely grateful to those local organizations and individuals who have made a valuable contribution to supporting the Partnership. Alongside these key local supporters there are a raft of equally critical funding authorities without whom the Partnership’s service delivery would collapse. Although it is not feasible to highlight every donor, whatever the size of the

donation, this support is crucial to the CCP’s sustainability as a Christchurch charity. Throughout the year the CCP focused on several key projects:

3. Donations Funding Support Costs.

The CCP is very grateful to the Masonic Charitable Foundation for their 3-year commitment of £12,004. Likewise, the Allen Lane donation of £3000 is equally important to the CCP future financial stability.

  1. Income from Charitable Activities.

Clients using the Transport Service (Dial-a-Bus / Neighbour Cars) are asked to donate.

  1. Support Costs

These costs have largely been assigned to Lottery income for this year, the largest proportion of the expenditure being the salary costs. Given the ‘reducing’ income profile further funding streams will need to be arranged.

6. Balance Sheet: Liabilities.

a. PAYE is paid 3 monthly by Direct Debit, the next payment due 22 Apr 24. The liability as at 31 March 2024 was £3,532.23 (2023: £2,433.15).

b. Additionally, there is a deferred income liability of £6,941.92. This arises because of a grant payment that was made prior 31 Mar 24 (£20,825 on 9 Feb 24) that relates to a period post the end of year 31 Mar 24.

7. Balance Sheet: Debtors

a. Accrued income relates to grants and donations that had been committed to pre-31 March 2024, but payment was not received until post year end.

Overview of CCP Services & Projects

The CCP delivers a portfolio of services that provide both independent and mutually beneficial outcomes in tackling social isolation, which is illustrated in the attached infographic.

Transport Services . The Partnership operates 2 Dial a Bus minibuses (with 2 part time paid drivers/4 volunteer drivers/4 buddies) that currently offer transport for 2 weekly Lunch Clubs and weekly excursions; as well as a seated exercise class. The clients are asked to donate towards this door-to-door service but a unique selling point is that in addition to the driver there is the bus buddy who assists the client from their front door on to the bus. There is a demonstrable need for both further Lunch Clubs as well as excursions and support for other social activities, and by employing a second paid driver it is hoped that capacity can be increased to support further Lunch Clubs and activities.

The other strand is the Neighbour Cars service which utilizes volunteer drivers (the Partnership has 7 drivers) using their own vehicles to transport residents to other activities and support groups. The clients donate a sum based on the total distance and the driver receives a mileage payment.

Community Connections Service. Once again consisting of 2 mutually inclusive strands, the Christchurch Angels is a short-term supporting/enabling service, designed to assist the socially isolated to reconnect with their community, occasionally through offering one to one befriending support for a short period, or more usually, referral and support to attend a Lunch Club, Coffee Connections session, an outing or a seated exercise class. Christchurch Angels is a wholly volunteer delivered service with a renamed Community Connections Coordinator who oversees the Lunch Clubs/Coffee Connections and Helpful Neighbour services, with an assistant and a team of volunteers. The latter service will still assist with small household tasks, but also assists with an increasing number of forms for benefits such as Attendance Allowance/Blue Badge applications and others, which clients find too difficult to complete on their own.

Community Engagement Events These alternate between either a ’Conversation’ or a ‘Soup’ event biannually. The ‘Conversation’ is a forum at which attendees from local organisations are broken down into groups and discussions held to capture where there are shortfalls in social provision. As already mentioned, the second Conversation, was held in October 2023. The ‘Soup’ event gathers the community together to vote for a local charity needing seed funding for a project and awards a pot of funding, but at the same time, offer the opportunity for community consultation, which identifies where there are gaps in social support.

Hardship Fund (previously Emergency Grants Fund). Funds are provided for this by the Christchurch Magdalen Trust, a local charity set up to assist Christchurch residents in financial difficulty. Immediate grants of up to £200 can be made via BACS transfer on referral from school Heads or Pastoral Workers to families in need of immediate financial assistance. Referrals are also received from a range of other statutory partners and this fund is used for a wide range of needs from both individuals and families who are struggling.

ANNEX B

Accounting Policies

The principal accounting policies adopted, judgements and key sources of estimation uncertainty in the preparation of the financial statements are as follows:

a. Basis of Preparation. The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) - (Charities SORP (FRS 102)) and the Companies Act 2006. Assets and liabilities are initially recognized at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).

b. The accounts have been prepared on an accrual basis.

c. Preparation of the accounts on a going concern basis. The preparation of the accounts reflects the assumption that the Partnership is considered an ongoing concern.

d. Income. Income is recognized when the charity has entitlement to the funds, when any performance conditions attached to the item(s) of income have been met or it is probable that the income will be received, and the amount can be measured reliably.

e. Interest receivable. Interest on funds held on deposit is included when receivable and the amount can be measured reliably by the charity; this is normally upon notification of the interest paid or payable by the Bank.

f. Fund accounting. Unrestricted funds are available to spend on activities that further any of the purposes of the charity. Designated funds are unrestricted funds of the charity which the trustees have decided at their discretion to set aside to use for a specific purpose. Restricted funds are donations which the donor has specified are to be solely used for particular areas of the Partnership’s work.

g. Expenditure. Expenditure is recognized once there is a legal or constructive obligation to make a payment to a third party, it is probable that settlement will be required, and the amount of the obligation can be measured reliably. Expenditure is classified under the following activity:

h. Support Costs. Support costs are those functions that assist the work of the charity but do not directly undertake charitable activities. Support costs include office costs, finance, personnel, payroll and governance costs. Although these costs are generally allocated between cost of raising funds and expenditure on charitable activities, for this financial year the BoT have decided to cover these costs from ‘Unrestricted Funds’.

o Volunteer Expenses. Those expenses that are paid directly to the volunteer for any expenditure made by the individual.

o Project / Service Expenses. Those expenses paid to directly support the project delivery such as rental payments, printing costs and the acquisition of training material.

o Office Expenses. Those expenses not covered by Office Maintenance or Office Utilities such as web site training, planning application costs and TV license costs.

o Miscellaneous Expenses. Those expenses not recorded elsewhere.

j. Tangible Fixed Assets. Tangible fixed assets are capitalized at cost and are depreciated over their estimated useful economic lives on a straight-line basis.

k. Debtors. Trade and other debtors are recognized at the settlement amount due after any trade discount offered. Prepayments are valued at the amount prepaid net of any trade discounts due.

l. Cash at bank and in hand. Cash at bank and cash in hand includes cash and short term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account.

m. Creditors and provisions. Creditors and provisions are recognized where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognized at their settlement amount after allowing for any trade discounts due.

n. Honorarium. Ex gratia payments made to individuals to reward their highly successful contribution to CCP business; approved by the Board Of Trustees.
