ANNUAL REPORT
FOR THE YEAR ENDING 31 MARCH 2023
The Christchurch Community Partnership’s (CCP) Trustees are pleased to present their annual directors’ report together with the charity’s financial statements for the year ending 31 March 2023. The Annual Report and Financial Statements comply with the Charities Act 2011, the Companies Act 2006, and the Memorandum and Articles of Association. The preparation of these accounts has been guided by the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) as laid out in the Statement of Recommended Practice applicable to charities.
Chair’s Report
The past year has been an eventful one for us as a charity. The highlight was undoubtedly receiving the Queen’s Award for Voluntary Services, described as the MBE for organizations! This is an immense honour, particularly being one of the last awarded by her Late Majesty, Queen Elizabeth II. The award was formally presented in January by Angus Campbell, Lord Lieutenant of Dorset and the event was attended by CCP staff, volunteers, and clients, as well as a wide number of our partner organizations. Additionally, there was a visit to a Buckingham Palace Garden Party for our CEO, Rev Sandra Prudom, and an invitation to the Queen’s Jubilee Concert as recognition of her exceptional service, for Glenys Brown, one of our trustees, and previously the Volunteer Coordinator for Christchurch Angels.
We were also thrilled to be able to host the annual Christmas Day Community Lunch, after a 2-year absence due to Covid, and we thank Somerford ARC, its staff, and trustees, for again providing the venue. The lunch was attended by 44 people, and delivered by around 20 volunteers, both old and new, from drivers to table hosts - and the very important catering team! Working with the Christchurch Food Bank and Christchurch Care, we were also able to deliver a Christmas lunch to some of those who were unable to attend, and for our volunteers to spend some time with them. Christmas hampers were again provided by our fabulous local partner 4Com, who also funded and participated in the provision of both an Easter and Christmas social event for our clients, with excellent food and entertainment.

One of the key learnings from our meal deliveries during the pandemic was the prevalence of ‘hidden hunger’ amongst some of our older residents, which had not really been previously recognized. To tackle this issue, whilst also addressing social isolation, it was decided to connect more of our isolated residents with a local Lunch Club. Given that access to transport and cost were limiting factors for many, over the past year we have developed a strategy to use both our transport services[1] to enable those in need to access a Lunch Club and subsidizing those struggling financially by using our Meal Subsidy scheme. In conjunction with Christchurch Housing Society, which runs three weekly Lunch Clubs for residents in their two sheltered housing complexes, we have piloted this approach to ensure there was demand. We now deliver this as a regular weekly provision as well as the transport support we have provided for many years to another Lunch Club run in a local Community Centre. Our ‘lunch club’ approach has quickly become oversubscribed and given the demand we are now looking to organize at least one further venue/day and extending the opportunity to other residents across Christchurch.
To continue to develop this provision, which addresses both the hidden hunger and social isolation issues, we have sought funding from two of our local organizations – Christchurch Magdalen Trust and Christchurch Round Table – to fund the employment of a part time driver. Working alongside our volunteer drivers, this has increased our capacity to deliver both Lunch Clubs as well as excursions.
We are also in the process of refocusing our Neighbour Cars service to support getting residents to support groups and other activities. By working with another charity, SEDCAT[2] who will cover the medical/hospital trips, we are in the process of making this transition. Transport availability is a major barrier for many in getting to activities and support groups, and we are now working with PramaCare who are setting up new Memory Lane and Carers’ groups in Christchurch, whilst we provide the necessary transportation.
As part of the wider issue of ‘hidden hunger’ we have recently been working with Bournemouth University and BCP[3] on a pilot project looking at this issue and are looking forward to seeing the results of their research.

During the past year we have strived to integrate Christchurch Angels (CA) and Helpful Neighbours (HN). There has been an enormous increase in demand for help, particularly with completing Attendance Allowance, Blue Badge and other official forms, and several our CA volunteers have willingly taken on HN tasks, Our Befriending Services Coordinator also refers clients to the Lunch Clubs and other support/social activities and works very closely with our Transport Services team. Referrals have continued to increase exponentially, with the majority still coming from GP surgeries/Social Prescribers, but increasingly from BCP Adult Services. Those referrals that are not appropriate for our volunteers are signposted to other partner agencies wherever possible, as we have continued to develop and extend our partnership working.
Our CEO is a member of several strategic groups set up by BCP and Public Health which cover areas such as Health & Wellbeing, Access to Food, Vibrant Communities and Community Transport, as we continue to prioritize collaborative working.
CCP has continued to work with local as well as larger funding organizations and have been grateful for the ongoing support of the Christchurch Magdalen Trust, Christchurch Round Table and Rotary Club and our own Christchurch Town Council all of whom have continued to offer both financial and practical support to enable us to deliver our services. In addition to Dorset Community Foundation, on a national level the funding support received from the National Lottery, Masonic Charitable Foundation and the Allen Lane Foundation is critical to us continuing to function as a financially sustainable organization. The Christchurch Magdalen Trust is still generously funding us to provide Emergency Grants (now renamed CCP Hardship Fund) to families and individuals in urgent and immediate need.
Last year we were also successful in raising £20,000 through a Crowdfunding campaign and are grateful to Sovereign Housing Association for providing a match funding contribution. This will enable us to replace one of our ageing buses, as these are critical to the delivery of our vision to address social isolation, particularly in providing transport to Lunch Clubs and other activities.
During 2022 we undertook a Strengths Review, facilitated by Dorset Community Action (Caro Hart) which focused on our strengths and weaknesses and are in the process of reviewing the following areas:

By building on our strengths and seeking to address our weaknesses we are hoping to build a more resilient organization. This process has also encouraged us to focus on our trustee recruitment to ensure that we recruit new trustees with the appropriate skillset to fill the gaps we have. Whilst one of our trustees has stepped down from the Board of Trustees, they have remained as a Volunteer Executive Officer for governance, and we have recruited a new trustee with financial expertise.
Whilst there are many exciting opportunities and much to do in the year ahead, I believe we can look back on 2022-23 as one of significant successes and progress - thanks to our volunteers, as well as our staff team and trustees – but we will not be resting on our laurels in 2023!

Objectives and Activities
Context . Christchurch has a population of 50,030[4] and the highest proportion of people in Dorset with 1 in 3 aged between 65 – 95 (31%); the national average is 18%. In 2016 Christchurch had the highest proportion of people ages 80+ at 10% (4,990) compared with the average percent of England’s overall population being 4.8%. By 2025 the number of people aged 85+ is expected to increase by more than a third.
Although in general, a wealthy Borough, there are pockets of Christchurch which are areas of significant deprivation, and where there are disadvantaged people struggling with isolation and in

financial crisis. Circa 95% of our client base are over 65; a large number are frail, live alone and find it difficult to use public transport, many because they use walking aids.
Strategic Intent. The CCP has drafted a new 3 to 5-year Business Plan that incorporates the lessons learnt from the ‘Covid’ pandemic. This document details a clearly articulated vision, with robust marketing and fundraising strategies, and well-defined future objectives. The Plan is predicated on the principle that by working alongside and in partnership with other local organisations[5] , the CCP will take the lead in promoting and maintaining an inclusive, supportive, and caring community, with the key objective of addressing social isolation, to improve the health and well-being of all residents.
With health and well-being sitting at the core of its ‘raison d’etre’ the CCP continues to work with other organisations which are part of the Dorset Dementia Partnership to maintain Christchurch as a ‘Dementia Friendly Community’. Rather than taking the lead on this, as it is recognized that there needs to be a more cohesive county wide approach the CCP’s primary focus is to reduce social isolation and reintegrate those affected back into the community, working with partners as well as supporting individuals living with Dementia and their Carers though our service delivery.
In tackling ‘social isolation’, the Partnership will ensure that the various services sitting under the CCP umbrella, which are detailed at Annex A to this Report, operate to mutual benefit rather than in isolation. To this end we have reviewed all our services and the way they integrate in a post pandemic environment and have adopted a similar approach with our partner organizations across Christchurch to ensure that resources are used in the most effective way to benefit the wider community.
In particular, the CCP will continue to:

Focus its activities across the Christchurch (BH23) area.

Work with the Dorset Dementia Partnership and local organisations such as Prama-Life to support Christchurch as a Dementia Friendly Community

Deliver services that are coherent and mutually inclusive, with beneficial outcomes that aim to reduce ‘social isolation’.

Address social isolation across the adult age demographic.

Work collaboratively with other organisations and partners, including supporting their initiatives practically with transport and volunteering.
Achievements and Performance
As mentioned, a major and significant achievement for the CCP was receiving the Queen’s Award for Voluntary Services in June 2022, in both Her Majesty’s Jubilee year and sadly her last year of life. Receiving this award, which recognizes the immense contribution our volunteers have made over many years, was an enormous affirmation of the CCP’s role in the life of our community. At the formal presentation of the award in January, attended by more than fifty CCP volunteers, partners and clients, Angus Campbell, the Lord Lieutenant of Dorset commended the organization, its volunteers, and staff as “providing vital, non-judgmental support and services, to the vulnerable, marginalized and excluded in Christchurch”.
Despite the difficulties we are experiencing in recruiting volunteers, our excellent staff team and existing volunteers provide a comprehensive range of support to the community. The volunteer challenge is being experienced by all organizations for a variety of reasons, including the cost-of-living crisis, which has necessitated some of our volunteers returning to paid employment, and others being needed for childcare to enable family members to work more hours. To address this shortcoming, we are seeking to formulate and implement a positive and proactive marketing strategy.
Additionally, in response to the challenge of attracting new volunteers, we have continued to review our recruitment strategy, as well as improve our induction and training processes. This has included the purchase of an online training package which, in addition to the face-to-face training that we have continued to provide, gives volunteers and staff an opportunity for personal development, as well as offering a flexible way of doing the mandatory training required on GDPR and Safeguarding.
Raising £20,000 through the Crowdfunding campaign has allowed us to move forward with replacing one of the buses, although we are looking at contract hire rather than purchase, and hopefully adding a Multi Passenger Vehicle in place of a second bus in the longer term to give us maximum flexibility.
We have made significant progress towards developing a more integrated view of our service delivery to such an extent that both volunteers and clients can be found supporting or engaging across the full

range of our services - a Christchurch Angel one day, a bus buddy the next, and a Helpful Neighbour the day after. Furthermore, we have developed closer collaboration with the other organizations providing support to our community. This has been successful at both the strategic and operational levels, with our CEO being involved in some major initiatives being developed by BCP, with a wide range of other organizations sitting at the table, and at an operational level working with Lunch Club providers, Social Prescribers and other organizations/groups. The CCP has become very much a ‘go to’ organization in Christchurch, meeting one of our major objectives for this year.
During the year we continued to review all our services to ensure they deliver output in support of our vision to alleviate social isolation. Not only do we apply this approach to any new services we take on, such as prioritizing Lunch Club transportation over shopping trips, but we also critically review our current activities and services. Currently Neighbour Cars is under the microscope given its historic focus on medical/hospital/legal trips.
Future Plans
As a result of the Neighbour Cars review, we are in the process of transitioning our medical/hospital trips to SEDCAT who only deliver transport services and are funded to offer these across BCP. We are looking forward to working in partnership with SEDCAT, including sharing our volunteer drivers, which will allow us to focus on supporting Lunch Clubs and other support groups and social activities, whilst they deliver the medical/hospital transport.
We will also look to respond to the unmet demand for Lunch Club places by working with Christchurch Housing Society to support at least one other weekly Lunch Club at their sheltered housing complex in Christchurch. This would then give a good geographical spread so that clients can access one close to them, hopefully enabling them to also develop friendships locally.
Other objectives for the year ahead include:
• With the cooperation of the Christchurch Magdalen Trust to maintain the Hardship Fund to ensure the availability of money to support those in immediate financial difficulty because of the current cost of living crisis.

Financial Review
It is widely argued that the CCP has considerable impact across all its services for a relatively low cost; with support costs costing circa £30K / annum (negative salary expenditure) the charitable return is significant.
The decision to deliver our services in a more integrated fashion and for the whole organization to be mutually supportive, with volunteers contributing wherever demand is greatest has been very successful and engendered an ‘all of one company’ spirit. Breaking down restrictive fund structures has been mapped across to the financial structure where output delivery is the focus.
The award of lottery funding and the introduction of paid staff on the Management Board with a CEO at the helm is still making the transition from a wholly volunteer organization but the future looks very promising. From a financial perspective the ‘skim’ reader could be left with a skewed impression. The increase in support costs and the £70K salary bill would appear to be offset by the increase in income because of the lottery grant, both indicating a buoyant organization and suggesting greater charitable activity. However, the annual salary bill will only go one way and that is ‘up’ and is only likely to increase whilst the lottery funds are reducing year-on-year. By November 2026 we will need to have secured some longer-term funding.

During the Financial Year 2022-23 the ‘Expenditure on Charitable Activity’ (Direct Expenses) is £33,367 and the Overheads / Support Costs – negative the salary bill – is £26,437 giving a total expenditure. £59, 804. This is consistent with the total expenditure over previous years.
POLICIES AND PROCESSES
Accounting Policies
The Accounting Policies are detailed at Annex B.
Reserves Policy
The Trustees believe that free reserves should be circa 3 months of normal operating costs. The Trustees have concluded that the current level of reserves will satisfy any immediate requirement based upon the current cost base.
Structure, Governance and Management
Governing Document. The Partnership is a registered charity with the Charity Commission and a registered company limited by guarantee and as such does not have share capital. The liability of each Member under guarantee (they are also the Trustees/Directors) does not exceed the sum of £10. It is governed by a Memorandum and Articles of Association and the Trustees receive no remuneration for their services.
Appointment of Trustees. Potential Trustees are sponsored by a current Board member and their nomination raised as an agenda item to a formal Board meeting. The sponsor circulates the nominee’s CV and provides a written statement that makes a case for selection, stating the role they see the individual fulfilling and the anticipated output they expect. Normally the nominee will have served as a Volunteer Executive Officer (VEO) for at least 6 months but exceptionally this may be waived by the Board. Post a short interview the nomination is to be approved by all members of the current Board. If unanimous approval is not forthcoming the sponsoring Trustee may wish to review the nomination with a view to persuading the Board to reverse their collective decision.
The performance of the probationary Trustee is to be reviewed by the Chair plus 2 trustees 6 months after their selection. Any desire to deselect the individual will require the unanimous majority vote of all non-probationary Board members.

Organization. A recent review resulted in a change to the management organization – although still finding its feet early indications are that it will deliver a more focused and streamlined output:
a. Board of Trustees (BoT). The Board meets every 2 months with the strict intent to maintain a strategic purview of CCP business and extending the planning horizons of the CCP. Attendance is restricted to Trustees and the CEO, and invited VEOs /Coordinators.
b. Management Board. This Board is responsible for the tactical delivery of the Board of Trustees’ Management Plan and consists of the Administrative Officer, the Befriending Services Coordinator and Transport Services Coordinator with the Chief Executive Officer the Chair. The meeting regime is issued by the CEO but is at least monthly with invited volunteers as required by the CEO.
There are currently 4 trustees with one trustee resigning during the reporting period and one being appointed, although with the increasing activity and strategic review being undertaken by the Partnership there is potential justification for increasing this number.
Risk Management. The Trustees actively review the major risks, which the Partnership faces on a regular basis – currently the 3 key risks to the Partnership’s continuing as a ‘going concern’:
a. Community Recognition of CCP Role. The CCP must continue to justify its role within the community.
b. Fund Raising Programme. CCP must continue to formulate a longer-term financial plan rather than surviving on short-term applications for funds.
c. Volunteer Numbers. This could almost be considered as ‘not a risk’ given the number of recent VEO interested in stepping up as trustee. However, until the numbers increase it remains on the risk register.
General Data Protection Regulation. The CCP has robustly implemented GDPR ((EU) 2016/679), which came into force on 25 May 2018. The Board of Trustees are the Data Controllers, and the Service Leads are Data Processors. To comply with the new Act the Partnership conducted Data Protection Impact Assessments; using these and applying the key GDPR requirements the Board of Trustees reviewed, updated and approved the Partnership’s Data Protection Policy, Procedures and Privacy Statement. These documents are made available to all Trustees, staff and volunteers. The Board of

Trustees and the Service Leads signed Agreements to uphold and act on the new Policies and Procedures in line with GDPR.
The Privacy statement is available to all our clients and the general public through our website or on request from our office, and the Policy and Procedures are available on request.
Legal status of the Partnership
The Partnership is a company limited by guarantee and has no share capital. In the event of the charity being wound up, the liability in respect of the guarantee is limited to £10 per member of the charity.
Trustees’ Responsibilities in Relation to the Financial Statements
The Trustees (who are also the directors under Company law) are responsible for preparing an annual report and financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
Company law requires the charity trustees to prepare financial statements for each year which give a true and fair view of the state of affairs of the charitable company and of the incoming resources and application of resources. In preparing the financial statements, the trustees are required to:

Select suitable accounting policies and then apply them consistently.

Observe the methods and principles in the Charities SORP.

Make judgements and estimates that are reasonable and prudent.

State whether applicable UK accounting standards have been followed, subject to any departures
disclosed and explained in the financial statements.
- Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.

Statement as to disclosure to our Independent Reviewer (IR)
In so far as the trustees are aware at the time of approving this annual report:
- There is no relevant information, being information needed by the IR in connection with preparing his report, of which the Partnership’s Treasurer is unaware, and
● The trustees have each taken all steps that he/she is obliged to take as a trustee, including having made enquiries of fellow trustees and the Treasurer, in order to be aware of any relevant information and to establish that the IR is also aware of that information.

ANNUAL ACCOUNTS FOR YEAR ENDING 31 MARCH 2023
The Trustees are satisfied that the company is entitled to exemption from the provisions of the Companies Act 2006 (the Act) relating to the audit of the financial statements for the year ended 31 March 2021 by virtue of section 477, and that no member or members have requested an audit in pursuant to the section 476 of the Act.
The Trustees acknowledge their responsibilities for:

Ensuring that the company keeps adequate accounting records that comply with section 386 of the Act.

Preparing financial statements that give a true and fair view of the state of affairs of the company as at the end of the financial period and of its profit and loss for the period in accordance with the requirements of section 393, and which otherwise comply with the requirements of the Act relating to financial statements, so far as is applicable to the company.

It is anticipated that the recruitment of the Management Board will lead to greater efficiencies and therefore an increase in the CCP charitable footprint. Furthermore, elements of ‘Support Costs’ could rightly be considered as contributing to Charitable Activity but for similar reasons as for salary costs, will remain as ‘Support’.
2. Donations & Grants
Relying heavily on donations, the CCP is immensely grateful to those local organizations and individuals who have made a valuable contribution to supporting the Partnership. Alongside these key local supporters there are a raft of equally critical funding authorities without whom the Partnership’s service delivery would collapse. Although it is not feasible to highlight every donor, whatever the size of the

donation, this support is crucial to the CCP’s sustainability as a Christchurch charity. Throughout the year the CCP focused on 3-4 key projects:
a. New Minibus Fund. A crowdfunding account was set up to start raising funds for a new minibus. Several donors made major donations via the CCP (£7594):

To attract match funding from Sovereign Housing of £5,000 the CCP needed to raise £20,000 by 31 Dec 22. Drawing on ‘Unrestricted Funds’ the CCP contributed £7,506 to the fund-raising process, which included the £1000 expected from the Christchurch Town Council Community Grant.
b. The £20,000 in the Crowdfunding Account attracted fees of £708.34 and therefore transferred £19,291.66 to the CCP (Restricted Funds). For simplicity and clarity these Accounts only reflect the £13,494.00 as a Crowdfunding donation, the £708.34 as an expense and the Christchurch Town Council donation as Balance Sheet Debtor.
c. Hardship Fund. Initiated during the Covid pandemic as the Emergency Fund to provide immediate financial support has been rebranded as the Hardship Fund. This has attracted continuing support by Christchurch Mary Magdalen Foundation (£4,000) and a Christchurch Round Table donation of £1,000. The fund carries forward £88.00 to FY2023-24
d.` Winter Meals Fund. The Meal Subsidy Scheme was spawned from the previous Meal Cards Project to ensure all socially isolated clients who wish to attend lunch clubs but cannot do so because of funds are able to do so. Those struggling with ‘hidden hunger’ is often worse during the winter months and contributions from Christchurch Mary Magdalen (£2277.08) and

Christchurch Round Table (£2277.08) were used to fund additional DAB capacity and the costs associated with the Christmas function.
e. National Lottery Donation. Year 1 return has been rendered 1 Nov 21 – 31 Oct 22 and approved. The annual donations are on a reducing scale. The Year 1 payment included £23,000 to cover business development Costs (£3,000) and implementation costs (£20,000) – cross reference with Note 6 below. In conjunction with the Year 1 return there has been a successful application for a 20% uplift to increase capacity and raise wages, in response to the current costs of living crisis and inflation.
3. Donations Funding Support Costs.
The CCP is very grateful to the Masonic Charitable Foundation for their 3-year commitment of £12,094. The first payment of £4,094 was received this year. Likewise, the Allen Lane donation of £3000 is equally important to the CCP future financial stability.
4. Income from Charitable Activities.
Clients using the Transport Service (Dial-a-Bus / Neighbour Cars) are asked to donate.
5. Support Costs
These costs have largely been assigned to Lottery income for this year, the largest proportion of the expenditure being the salary costs. Given the ‘reducing’ income profile further funding streams will need to be arranged.
6. Balance Sheet: Liabilities.
a. PAYE is paid 3 monthly by Direct Debit, the next payment due 22 Apr 23. The invoice for the period 6 Jan 23 to 5 Apr 23 totals £2591.50 leaving an in-year liability of £2433.15.
b. There are 69 meal cards that were sold at £4.50 / card that are unaccounted for. This liability, totalling£310.50, has been on the Balance Sheet for over 3 years and therefore it will be recommended to the Board of Trustees that it be removed from the 2023 – 2024 Balance Sheet.
c. Lottery Funding. Note 2e declared there is a liability arising from unspent Implementation and Development grants totaling £14,779.30. Additionally, there is a deferred income liability of £7941.16. This arises because of a grant payment that was made prior 31 Mar 23 (£18,750 on 10 Feb 23) that relates to a period post the end of year31 Mar 23 (next payment 6 May 23 £18,750).

Annex A
Overview of CCP Services & Projects
The CCP delivers a portfolio of services that provide both independent and mutually beneficial outcomes in tackling social isolation, including, with others, supporting Christchurch to be a Dementia Friendly Community
Transport Services . The Partnership operates 2 Dial a Bus minibuses (with a part time paid driver/5 volunteer drivers/4 buddies) that currently offer a weekly shopping trip, transport for 2 weekly Lunch Clubs and a variety of excursions; the clients are asked to donate towards this door-to-door service. A unique selling point is that in addition to the driver there is the bus buddy who assists the client from their front door on to the bus and often carries their shopping back into the house on return. There is a demonstrable need for both further Lunch Clubs as well as excursions and support for other social activities, and by employing a paid driver it is hoped that capacity can be increased to support further Lunch Clubs and activities.
The other strand is the Neighbour Cars service which utilizes volunteer drivers (the Partnership has 7 drivers) using their own vehicles to transport residents, historically for medical, legal or financial appointments. This is a unique service in that the driver waits for the client or even accompanies them, and after the appointment returns them to their home door. The clients donate a sum based on the total distance and the driver receives a mileage payment. This service is currently being transitioned to support groups and activities focused on alleviating social isolation, whilst medical trips will be undertaken by SEDCAT, a partner organization specializing just in transport.
Befriending Services . Once again consisting of 2 mutually inclusive strands the Christchurch Angels is a shortterm supporting/enabling service, designed to assist the socially isolated to reconnect with their community through offering one to one befriending support for up to 12 weeks or referral and support to a Lunch Club or other support. Christchurch Angels is a wholly volunteer delivered service (although now with a paid Coordinator thanks to Lottery Funding) that has assisted in excess of 600 clients since its inception in 2014, approximately 100 referrals per year. On average it has 25-30 active volunteers supporting a similar number of clients, but recently there has been an increase in referrals unfortunately accompanied by a decrease in volunteers. Those referrals that do not fit the Angels’ terms of reference (for example those clients with mental health issues) will be supported by being signposted to more appropriate organizations. The majority of the Angels’ referrals are from Social Prescribers based in GP surgeries and Adult Social Services.

Another integral element of the Befriending Service is ‘Helpful Neighbours’. Clients with small tasks that are beyond their capabilities to do safely ask for assistance, and volunteers with the appropriate skill set are provided to assist and complete the task. Referrals have been gradually increasing and given the age profile of Christchurch is likely to be a major growth area. A major area of growth has been referrals for help with Attendance Allowance and other official forms and recently a suggested donation of £10 has been introduced for this as it is very time-consuming.
Meal Card Scheme . This has now been transitioned to a Meal Subsidy scheme for places at Lunch Clubs funded partly through the Hardship Fund for those who can’t afford to attend but would benefit. Community Engagement . The CCP aspires to deliver an annual Community Engagement event, which alternates between either a ’Conversation’ or a ‘Soup’ event. The ‘Conversation’ is a forum at which attendees are broken down into groups and discussions held to capture where there are shortfalls in social provision. The second Conversation, scheduled for 2020 had to be postponed but it is hoped to hold it in Autumn 2023. The ‘Soup’ event identifies a local charity worthy of financial support and awards a prize but at the same time, through questionnaires, also identifies where there are gaps in social support.
Hardship Fund (previously Emergency Grants Fund). Funds are provided for this by the Christchurch
Magdalen Trust, a local charity set up to assist Christchurch residents in financial difficulty. Immediate grants of up to £150 can be made via BACS transfer on referral from school Heads or Pastoral Workers to families in need of immediate financial assistance. Referrals are also received from a range of other statutory partners and this fund is used for a wide range of needs from both individuals and families who are struggling.

Accounting Policies
The principal accounting policies adopted, judgements and key sources of estimation uncertainty in the preparation of the financial statements are as follows:
a. Basis of Preparation. The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) - (Charities SORP (FRS 102)) and the
Companies Act 2006. Assets and liabilities are initially recognized at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).
b. The accounts have been prepared on an accrual basis.
c. Preparation of the accounts on a going concern basis. The preparation of the accounts reflects the assumption that the Partnership is considered an ongoing concern.
d. Income. Income is recognized when the charity has entitlement to the funds, when any performance conditions attached to the item(s) of income have been met or it is probable that the income will be received, and the amount can be measured reliably.
e. Interest receivable. Interest on funds held on deposit is included when receivable and the amount can be measured reliably by the charity; this is normally upon notification of the interest paid or payable by the Bank.
f. Fund accounting. Unrestricted funds are available to spend on activities that further any of the purposes of the charity. Designated funds are unrestricted funds of the charity which the trustees have decided at their discretion to set aside to use for a specific purpose. Restricted funds are donations which the donor has specified are to be solely used for particular areas of the Partnership’s work.
g. Expenditure. Expenditure is recognized once there is a legal or constructive obligation to make a payment to a third party, it is probable that settlement will be required, and the amount of the obligation can be measured reliably. Expenditure is classified under the following activity:
o Costs of raising funds.

Expenditure on charitable activities including their associated support costs.

Other expenditure represents those items not falling into any other heading.

h. Support Costs. Support costs are those functions that assist the work of the charity but do not directly undertake charitable activities. Support costs include office costs, finance, personnel, payroll and governance costs. Although these costs are generally allocated between cost of raising funds and expenditure on charitable activities, for this financial year the BoT have decided to cover these costs from ‘Unrestricted Funds’.
i. Expenses. Expenses are considered under 4 headings.
o Volunteer Expenses. Those expenses that are paid directly to the volunteer for any expenditure made by the individual.
o Project / Service Expenses. Those expenses paid to directly support the project delivery such as rental payments, printing costs and the acquisition of training material.
o Office Expenses. Those expenses not covered by Office Maintenance or Office Utilities such as web site training, planning application costs and TV license costs.
o Miscellaneous Expenses. Those expenses not recorded elsewhere.
j. Tangible Fixed Assets. Tangible fixed assets are capitalized at cost and are depreciated over their estimated useful economic lives on a straight-line basis.
k. Debtors. Trade and other debtors are recognized at the settlement amount due after any trade discount offered. Prepayments are valued at the amount prepaid net of any trade discounts due.
l. Cash at bank and in hand. Cash at bank and cash in hand includes cash and short term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account.
m. Creditors and provisions. Creditors and provisions are recognized where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognized at their settlement amount after allowing for any trade discounts due.
n. Honorarium. Ex gratia payments made to individuals to reward their highly successful contribution to CCP business; approved by the Board Of Trustees.
