You have acknowledged, on the balance sheet, your responsibilities for complying with the requirements of the Companies Act 2006 with respect to accounting records and the preparation of accounts. These responsibilities include preparing accounts that give a true and fair view of the state of affairs of the company at the end of the financial year and of its profit or loss for the financial year. In accordance with your instructions, we have prepared the accounts which comprise the Profit and Loss Account, the Balance Sheet and the related notes from the accounting records of the company and on the basis of information and explanations you have given to us. The financial statements have been prepared in accordance with the accounting policies set out on page 5 and comply with the charity’s constitution and applicable law. ## **Constitution and charitable objects** The charity is registered with The Charity Commissioners under charity number 1148918 in 2012. The objects of the RCM are: - Primarily for the benefit of the residents of Rochdale borough thereof by the advancement of the Islamic religion for the benefit of the public to the promotion of religious harmony within the borough of Rochdale, - The understanding of the Islamic religion, particularly but not exclusively by encouraging the establishing and maintenance of Mosques and pursuing the improved delivery of their services to the public, - The promotion of racial and religious harmony between Muslims and non-Muslims in order to foster mutual understanding and tolerance. Furthermore, RCM promotes such other charitable purposes particular for the benefit of the Muslim Community as the trustees think fit. The Trustees are elected at the Annual General Meeting. ## **Principle policies to achieve objectives** The trustees shall raise and promote issues to the statutory authority bodies and any other organisation necessary in order to advance and achieve the objectives of the charity. ## **Activities and Achievements** During the year RCM continued to deliver its objectives with its members and other key stakeholders. This included the planning work with key objectives of developing partnership working, governance, community safety, community engagement and support. RCM once again established a regular meeting schedule at strategic level with both the Police and Local Authority for issues that affect its communities locally. These meeting are structured and have standing agenda items of community update, community tension monitoring, community issues, burial services, safeguarding, and training. In addition, RCM has continued its engagement with the Greater Manchester Mayor’s Office on critical issues affecting the Muslim communities in particular and for the wider communities. RCM has worked closely with its members and key stakeholders to promote the Partnership Trust and Confidence Plan. This plan aims to redress the imbalance for the local stakeholder communities and empower them to be of equal value and been able to access provisions sensitive to their needs. RCM recognises that although the initial engagement with the local authority, police and GMCA, NHS and other such organisations has been good, there is still a lot of work to be done with our partners to ensure a just approach for all. RCM is committed to play and enabling and facilitating role to ensure that this important plan is streamlined in all relevant strategies and operation plans of statutory and community organisations. RCM continued to play a key role in working with and advising its members to get involved in a number of projects and programmes which were designed to help their congregations. Similarly, RCM continued to work with its members on further developing the priorities agreed at the annual general meeting. RCM is proud to report the excellent success of the six Health Champions pilot initiative at six of its mosque members in conjunction with the health authorities. The pilots were very successful in not only engaging with a number of service providers but also the impact o and recognition of the importance of these programmes was critically accepted. All the participating service providers have indicated their support for continuing this programme. RCM aims to extend these pilots to more of its members in the coming years. Once again, RCM in partnership with SACRE produced Ramadan guidance for all schools, which was adopted and circulated by the local authority. We have worked closely with the Rochdale Safeguarding Children’s Partnership and Adult Board in developing their new strategy and implementation plan and ensuring that it aim top provide an inclusive support to all residents of the borough. RCM continued to provide support to several Mosques who have identified inequality issues at schools around Ramadan and withdrawal or lack of prayer facilities on other occasions. Our governance continued to work in a streamlined manner, through structured monthly meeting with both trustees and the Mosque representatives. There have been further additions to the suite of key policies RCM has developed for its member. As before, this will ensure a common standard across all our members. Regular news updates are circulated to our members on any changes to the regulatory and operational matters. RCM once again hosted events in the wider community around Hate Crime awareness, Remembering Srebrenica, Islamic awareness, Community Iftar (Opening of the fast) at Rochdale Town Hall, charity fundraising. The booklet RCM produced last year on dealing with Muslim Deaths has been circulated to almost all Muslim households in Rochdale and its environs. RCM is working closely with the local authority, hospitals and other relevant service providers to ensure that the burial services are streamlined and sensitive to its members and their communities needs. This has had its challenges due to introduction of Medical Examiners service to issue the death certificates. RCM is pleased to report its lobbying and advisory role is helping to streamline such services to a large extent and RCM remains committed to support everyone concentred in this critical area. Other initiatives delivered, facilitated and influenced by RCM during the year included: - Keeping the cemetery fit for purpose for the needs of its members and their congregations - Mosques’ security - Mosques in Bloom - Dealing and where necessary challenging Islamophobia - Imams’ support and development - Drugs abuse and awareness of solutions - Work with local colleges and schools on provision of prayer facilities and sensitive matter like policy on Hijab - Regular engagement with local MPs. During the year, RCM and its members responded to the Mayors Charity Appeal to support local charities within Rochdale. Overall, RCM continues to make steady progress in achieving the objectives highlighted above. ## **Charity Assets** The assets of the charity consist of the cost of the offices of the RCM and also the furniture and equipment used in the offices. ## **Risk Management** The current account funds are held with a leading bank to minimise disruption to activities and reduce risk. All investment decisions are made to achieve a reasonable return from acceptable sources according to Islamic Jurisprudence whilst minimising the risk. ## **Reserve Policy and Future Plans** At the year end the charity held enough funds or provision for funds to pay for its expenses for the year. The charity is constantly looking at other grants to employ more people for specific projects to help deliver its objectives. ## **Report of the Trustees** ## **For The Year Ending 31 March 2023** ## **Statement of the Trustees' Financial Responsibilities** The Trustees are responsible for preparing the Trustees’ Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of The Rochdale Council of Mosques and its incoming resources and application of resources of the charity for the period. In preparing the financial statements, the trustees are required: - Select suitable accounting policies and apply them consistently - Observe the methods and principles in Charities SORP - Make judgements and estimates that are reasonably prudent - State whether applicable accounting standard have been followed, subject to any material departures disclosed and explained in the financial statements, and - Prepare the financial statements on a going concern basis unless it is inappropriate to presume that The Rochdale Council of Mosques will continue in business. The Trustees are responsible for keeping sufficient accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the constitutions.
